HomeMy WebLinkAbout03/10/2014 - Minutes :,, Ns" 'ftre THE 910th MEETING BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY,CITY OF RENTON MONDAY,March 10th,2014 AT 9:00AM 2900 NE 10TH ST.RENTON,WASHINGTON 98056 MINUTES The Board of Commissioners of the Renton Housing Authority met for the monthly hoard meeting on Monday March 10th 2014.The meeting was held at the A.J.Ladner Administration Building,2900 NE le St.Renton,Washington.Chairperson Marsh called the meeting to order at 9:05 am. 1.COMMISSIONERS PRESENT:Thomas Tasa,Gerry Marsh,Sally Eastey,and Maxine Anderson. Also present:Mark Gropper,Executive Director,Owen Mayfield,Director of Finance and Accounting,and Kaelene Nobis,Admin.Technician.Merna was an excused absence. 2.CONSIDERATION OF MINUTES MOTION by Commissioner Tasa and a second by Commissioner Anderson to approve the minutes of the meeting on February loth.Chairperson Marsh called for the vote. Ayes:All Nays:None Motion Carried 3.AUDIENCE COMMENT (Speakers must sign up prior to the Board Meeting).Each speaker is allowed five minutes.The initial audience comment period is limited to one-half hour.A second audience comment period later in the agenda allows five (5)minutes for each person,for a total comment period limited to the time constraints of the board. 4.CONSENT AGENDA 4.1.Local Government Investment Pool—February 2014 381.00 more than last month..011%.Alternative investments next month. 4.2.Checks Issued Report—February 2014 MOTION:by Commissioner Tasa and a second by Commissioner Eastey to approve the consent agenda.Chairperson Marsh called for the vote. Ayes:All Nays:None Motion Carried 5.FINANCIAL 5.1 Financial Statements as of January 2014. RHA operated at a surplus of$35k for the first month of operation in 2014.The LIPH properties incurred a loss of$9k,the senior properties had a surplus of$15k,the Market- Rate properties had a surplus of$46k and the Section 8 Program incurred a loss of$16k. RHA has been working with HUD staff to implement cost savings measures to prop up the Section 8 program.These efforts include the absorption of several port-out vouchers by neighboring housing authorities as well as interim policy changes in the S8 admin plan.These measures should ensure a positive NRA balance at the end of 2014.The LIPH loss bears monitoring but is believed to be an anomaly due to larger than usual legal fees and an over-allocation of employee benefits to the program. RHA held$8M in cash and liquid investments at the end of January.The overall Net Position was$32M with$7.1M classified as unrestricted. 5.2 Section 8 Utilization Update 101.64%of RHA budget is being expended.HUD gave the agency a list of things to do, as RHA was referred to a shortfall prevention team.RHA had already completed almost the entire list that was given to complete.The agency changed occupancy standard,does annual recertifications on time,and makes sure that the VPS is as low as it can go.The agency has been at 90%for the last couple of years.RHA also looks at the utility allowance every year.HAP expenditures increased an insignificant$300 dollars,yet RHA has been very successful in appealing to other housing authorities for help.King The mission of the Renton Housing Authority is to provide decent,quality,affordable housing in a safe environment to people with low incomes who make Renton their home. Through partnerships with our clients, service providers and other groups, we will responsihiy increase and enhance our housing programs while providing opportunities for those we serve to become self-sufficient. *Se 111110 County and Seattle Housing Authority did some swaps and absorptions where Seattle and King County took our highest HAP and we took their lower HAPs,saved us$9,500 starting March 1st.Now there are sufficient vouchers to project base.In the future will be a change to the interim certification,changing how the agency does the recertifications,where income changes will effect change within 60 days to the tenant rent. EXECTUTIVE SESSION 9:30-10:10 Mark briefed board on staff changes Break at 10:10 reconvene at 10:25. 6.OLD BUSINESS 6.1.Sunset Area Community Revitalization Projects Map update as of February 2014 Executive director Mark Dropper has been working with a HUD engineer Phaedra Mapp,HUD has completed their work and then refers the application to the office of Fair Housing and the local HUD office for phase two of Sunset Terrace.Mark has been working with Rudolph Ellis at the civil rights office,and how this disposition will help the residents tremendously.Hopefully by the end of March,RHA will hear about the status of the application,and will be able to move forward with moving the families and continuing with development.Updated appraisal of the property,Greg Goodmen from APS appraisals,will be working on that,they did the PIHA and the Renton library. Under 5k RHA will get an appraisal of fair market value.Appraisal will have an aggregated value as well as three separate elements for the transactions with Colpitts(the Brow),City of Renton(parks parcels),and the RIIA retained parcel for Bldg.5. 6.2.KAT Updates-Field Reports 12, 13,and 14,and Meeting Agenda. Foundation and concrete is in place for some buildings.Issues with state and federal prevailing wage with Pavilion Construction underway.A little behind schedule,not Idaho to look at pre fab in March but now in April. 7.NEW BUSINESS 7.1.WA011 2012 CFP and OED Extension for Relocation(Sunset Terrace disposition) 7.2.PNRC-NAHRO 2014 Conference Updates Executive director Mark Gropper,Commissioner Salley Eastey will not be attending. Likely not sending staff contingent this year,RHA is provided several in-house training opportunities this year.Commissioners Wheeler and Eastey need to be recertified for board members in the future.Commissioner Tom Tasa and Commissioner Maxine Anderson might attend. 7.3.Resolution 2454-2014:Resolution to adopt the Renton Housing Authority Records Retention Policy,as in accordance with Local Records Committee Standards for Record Retention.
