HomeMy WebLinkAbout02/10/2014 - Minutes 41111, *Me THE 909th MEETING BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY,CITY OF RENTON MONDAY,February 10th,2014 AT 9:00 AM 2900 NE 10Tr ST.RENTON,WASHINGTON 98056 MINUTES The Board of Commissioners of the Renton Housing Authority met for the monthly board meeting on Monday February 10th 2014.The meeting was held at the A.J.Ladner Administration Building,2900 NE 10th St.Renton,Washington.Chairperson Marsh called the meeting to order at 9:01 am. 1. COMMISSIONERS PRESENT:Thomas Tasa,Gerry Marsh,Sally Eastey,Merna Wheeler,and Maxine Anderson.Also present:Mark Gropper,Executive Director,Owen Mayfield,Director of Finance and Accounting,and Kaelene Nobis,Admin. 2. CONSIDERATION OF MINUTES MOTION:by Commissioner Tasa and a second by Commissioner Wheeler to approve the minutes of the meeting on January 13th.Chairperson Marsh called for the vote. Ayes:All Nays:None Motion Carried 3. AUDIENCE COMMENT (Speakers must sign up prior to the Board Meeting).Each speaker is allowed five minutes.The initial audience comment period is limited to one-half hour.A second audience comment period later in the agenda allows five (5)minutes for each person,for a total comment period limited to the time constraints of the board. 4. CONSENT AGENDA 4.1.Local Government Investment Pool—January 2014 4.2.Checks Issued Report—January 2014 MOTION:by Commissioner Tasa and a second by Commissioner Anderson to approve the consent agenda.Chairperson Marsh called for the vote. Ayes:All Nays:None Motion Carried 5. FINANCIAL 5.1.Financial Statements as of December 2013. RHA ended the year with an overall surplus of$1.2M which included a gain on sale from Sunset Terrace of$800k.The LIPH properties had a surplus of$910k including the gain.The Senior Properties had a surplus of $294k and the Market Rate Properties had a surplus of$335k.The Section 8 program operated at a loss of$307k caused by reduced funding(sequestration).RHA contributed$200k from unrestricted reserves in 2013 to help cover operating expenses of the Section 8 program.The program hart just over$8k remaining in HAP reserves going into 2014. RHA held$8.7M in cash and liquid investments at the end of 2013.Net Position(Net Assets)totaled$32M with$7.1M classified as unrestricted. Notable items for 2013 include the sale of Phase I of Sunset Terrace to Colpitts Development where the new King County Library will be constructed along with a mixed-use market-rate housing project. RHA also began construction on the Kirkland Avenue Townhomes which is the first Low-Income housing development in Washington using modular construction techniques.This project represents the first time RHA has been awarded funds by the Washington State Housing Trust Fund. RHA also retired the US Bank line of credit and secured a new$5M line of credit with JP Morgan/Chase. The new line of credit will be used to cover timing differences in funding draws for construction projects as well as other potential development opportunities.$2.9M was outstanding at the end of the year. Colpitts and RHA,separate but complementary Planned Urban Development applications,transfer of density,development agreement(SEPA amendment costs), height and coverage variances, 6.6.Phase II Site control Purchase&Sales Agreements(relocation,demolition),update Fair Market Value appraisal,easements and boundary line adjustments,closing transactions; Colpitts the"brow",City the Park. 6.7.Time Value Investments proposal(partial alternative to funds in the State Pool) Request to pull$1 M out of state pool and put it into a longer term investment,with feds easing up on bond purchasing,doesn't hurt us to wait and see where cards lie,before we make purchases.March or perhaps April. 6.8.Update on capital projects. 6.9. KAT update The Prototype of KAT is being built after the foundation is set and measured.Once the prototype in competed,Mark and team are going to Idaho to check specks and measurements.The prototype should be by end of March,delivery in May,outing on foundations by end of May,and then through June/July.August opening. 7. NEW BUSINESS 7.1.HDC membership&contribution commitments:Seeking motion of the Board to support a$1,000 sponsor payment to support the work of the Consortium in Renton and the south county.This is in addition to our membership dues,75 members,(developers, housing authorities,architects,planners,shelter resources)Commissioner Eastey moves to approve motion and Commissioner Tasa Seconds. 7.2.Resolution 2451-2014:Request from the Board of Commissioners a Resolution to affirm the SEMAP Certification Submission as of 12/31/13 submitted 01/29/2014.Mark Gropper explained the"Yes"responses to regulatory compliance questions in the web- based Section 8 Management Assessment Program(SEMAP)certification.The one caveat to this year's report,like in years past,there is a point unearned for a poverty deconcentration plan for which RHA has no eligible census tracts in its jurisdiction.On file records and computer systems data demonstrate the requisite back-up documentation for the SEMAP certification responses.Scored near 100%at about 98% MOTION by Commissioner Tasa and a second by Commissioner Eastey to affirm the SEMAP Certification Submission as of 12/31/13 submitted 01/29/2014.Mark Gropper explained the"Yes"responses to regulatory compliance questions in the web-based Section 8 Management Assessment Program(SEMAP)certification Ayes:All Nays:None Motion Carried RESOLUTION#2451-2014 THEREFORE,BE IT RESOLVED by the Commissioners of the Housing Authority of the City of Renton.WA to affirm the SEMAP Certification Submission as of 12/31/13 submitted 01/29/2014.Mark Gropper explained the"Yes"responses to regulatory compliance questions in the web-based Section 8 Management Assessment Program(SEMAP)certification.
