Human Services Advisory Committee
Meeting Report
Renton City Hall
Council Conference Room, 7th Floor
March 20, 2018 3:00 p.m.
ATTENDANCE:Amy Koehl,Teresa Kenney, Leslie Anderson, Krista Townsend,Adair Hasty, Brandy Brown,
Cynthia Jones.
Excused:
Absent:Joanie Howe, Brooke Dodd,Tina Harris.
Staff: Guy Williams, Dianne Utecht,Jeannie Gabriel.
1. Meeting called to order at 3:05PM by Chair Amy Koehl
2. Approval of Agenda,with the reminder of Volunteer Services Dinner on April 18. Moved by Krista,
seconded by Leslie.
3. Approval of minutes, moved by Brandy seconded by Teresa.
4. Manager's Report: Human Services Advisory Committee Youth Member recruitment, Leslie will give Guy
information onto where he can advertise this open position. Other ideas were to have Guy speak to high
school counselors in the Renton School District.
5. Discussion/Action Items:
■ Changing the date/time for HSAC meeting: Wednesday will work if date/time needs to change.
Committee will need 30 day notice before date/time change of HSAC meeting. Staff will need to check
with Tina to see if she will be able to participate on Wednesdays. Will make decision and vote when
we have more information during next HSAC meeting.
■ Applications will be provided in paper format for the Committee to review.
■ Rating Tool:The Committee reviewed the rating tool and finalized the language for all the questions.
Staff will change the order of some questions to mirror the application. The Committee also requested
that questions be numbered and the rating tool references those numbers. Staff is being trained on
the software shortly and will find out system capabilities as it relates to this.
■ Financial Process Discussion:There is an opportunity to score the applications online, but it is all or
nothing. Either paper or online, if online rating tool is picked paper rating will be sent to staff for
inputting. The decision was made not to use the ShareOne online rating tool, but that the Renton
rating tool will be available as a fillable form and Committee members who wish to do it electronically
can fill it out on line,save and submit it electronically.
■ There are varying levels of skill and comfort levels about reviewing and scoring the financial section of
the application. It was decided that Dianne will review and score the financial section for each
application. Members have the option of using her score,or can score it themselves. They will still
need to read and review the financial section.
■ Debate and discussion for using agency past performance for scoring,Teresa moved that we will not
be using agency past performances (meeting goals,timeliness of report submission) in funding process
and Krista seconded. No information from staff will be used, and Renton will not go back to the agency

for questions or clarifications.
Parking lot:
■ Parallel Funding, simplified process for.grass roots companies and non-speaking English agencies.
Could they apply for a certain amount of money?
■ Calendar dates: Groups will be meeting July 16 & 17
■ Agenda on next meeting: Rules of funding and list of applications
