O'Doni� Gloria Gamba Marge Richter Jerry Rerecich Tim 5earing Stephen Rolle CALL T� ORDER The City of Renton August 10, 1999, Park Board meeting was calEed to order by Ron Regis, at 4:30 p.m. APPROVAL �F MINUTES Ro�ert Logue made a motion, seconded by Marge Richter to appro�e the July minutes as written. All were in fa�or, motion carried. ANNOUNCEMENTS Jerry Rerecich announced the annual closure for repairs and maintenance of the Renton Community Center from August 16-20 and the Renton Senior Center from August 30-September 3. CONSENT Syivia Allen re�iewed a request#rom Group Health Cooperati�e of Puget Sound requesting use of the Cedar River Park shelter for Saturday, August 2�, 1999. Joan Moffatt made a motion to approve their request upon receipt of an insurance certificate naming City of Renton as co-insured and coordination with maintenance staff if the inffatable needs to be staked down. Cynthia Bums seconded the motfon, all were in fa�or. Mo#ion carried, request approved. Ms. AElen also reviewed a request from Joan Green #o plant a tree a# Gene Coulon Memorial Beach Park in memory of her mother, Syl�ia A. Morrison. Marge Rich#er made a motion to appro�e the request if and wnen a replacement tree is needed. Motion seconded by Michael O'Donin. Motion carried, fequest appro�ed. City of Rcnton Park Board Minu�cs Juty �3. l 999 Page 2 oE 4 The Renton Sailing Cfub requested to hold a small boat regatta on Saturday, October 16, 1999, on Lake Wasl�ington. They Exp�ct 20-30 boats and will �se the covsred picnic area south of I�ar's for their check-in and skipper's meeting. They also requested a waiver of launch fees. Ms. Allen indicated launch fees are not charged in October, therefore a wai�er is not needed. Cynthia Bums made a motion to appro�e the request, seconded by Joan Moffatt. Motion carried, request approved. The Kennydale Neighborhood Association requested the use of Kennydale Park (with waiver of fees) for an old-fashioned neighborhood picnic on September 1, 1999 from 2:00— 9:00 p,m. The function will be covered under the City's insurance. They also requested to have a dunk tank and an electrical extension for a band. A motion was made by Marge Richter to appro�e the request with wa��er of fees for the picnic, contingen# upon a letter from Risk Management confirming insurance co�erage, and submittal of a parking plan to accommodate this group. The motion included a pro�ision that a band would be allowed without amplifiers. Motion was seconded by Joan Moffatt. Motion carried, request approrred as amended. Stephen Rolle, City of Renton Transportation Systems, gavE a pres�ntation on a propose� pedestrianlbicycle project (La�Ce Washingtor� Loop Route--Cedar River Crossing) and requested Park Board support for the Transportation De�artmen# to submit a TEA grant to fund the project. Mr. Rolle explained that the purpose of the project is to create a pedestrian and bicycle corridor between north Renton and downtown Renton, conn�cting the Transit Center, senior housing, Renton Senior Center, downtown businesses, north Renton neighbor�ood, Renton Stadium and Boeing. Project proposal: • Construct a pedestrianlbicycle bridge near the Logan Avenue Bridg�. Bridge wou�d be 16 feet in width and be designed to be �is�ally appealing. • Connect the sou#h end of the new bridge ta downtown via a new 12-foot paved bicyclelpedestrian traii ta terminate at Tobin 5treet and Logan Avenue. Existing pedestrian paths wou�d be retained. • Construct a 12-foot pa�ed bicycle/pedestrian trail east of Logan A�enue between th� north end of the n�w bridge with B�rnett A�enue N. just north of N. 4�h Street. • Trail termination points will connect to the existing pedestrian system and newly established on�street bicycle routes to pro�ide continuity. The grant for the project must be s�bmitted by August 24, 1999. City oF Renton Park Board Minutes luly 13, 1999 Page 3 of 4 Project steps include: submitting the grant, refining the aftemati�es, establishing a Design Team consisting of Parks and Transportation Di�isions; in�olving Park Board, Non-motorized Committee, and relevant community groups in th� design of the project. Engineering and landscape architectural firms wil! be selected to complete the design. Cost of the project would be approximately$600,000. City share estimated to be �3.5% - 20%. The grants will be awarded in the fall of 1999; with construction #o begin in 2001. Park Board expressed concem over the �arious options as well as the affect on the 5enior Center (aesthetics, environmental consideration, relocation of the sculpt�re, widt� of the brEdge, impact on traffic}. Jerry Rerecich indicated thE importance of including the Senior Center Ad�isory Committee on all future discussions. Cynthia Burns made a motion to include a letter of support from the Park Board with the grant appiication. �f t�e grant is approved, the Transportation D�partment will submit all designs to the ParCc Board for further re�iew, consideration and final approval. Motion seconded by Robert �ogue, all were in favor, motion cartied. OLD BUSINESS Rober� Logue wanted to know the status of the Sailing Club issue. Sylvia Allen responded that the issue is not yet resolved. Leslie Betlach ga�e an update on the traiE. It appears likefy that the trail will not be open in Oc#ober as pre�iously indicated, but will be hydro-seeded even if project is not complete. Ms. Betlach said that the City has budgeted for the year 2000, for a consultant to re-master plan the area surrounding the old club house an the Maplewood Golfi Course. NEW BUSINESS Ro� Regis indicated that Boeing is getting out of the recrea#ion business and intends to sell or build on the ball fields in Kent. His contac# persan indicated Boeing may be willing to donate $600,000 to the City for preferential use of ball fields located in Renton. Mr. Regis wi11 gi�e the name and number of a contact person to City staff for follow-up. OTHER Robert Logue made a motion that a letter be sent to the Parks Department ta commend and applaud their emp�oyees for ou#standing service during Renton Ri�er Days. Motion was seconded by Marge Richter. AI! were in fiavor, motion carried. Tim Searing mentioned that the 1999 Renton Ri�er Days 4utstanding Service Award was prese�ted to the Parks Sta�F—a well deserved honor.
