APPROVAL OF MINUTES Michael O'Donin made a motion s�conded by Marge Richter to approve the January minutes as written. All were in favor, motion carried, minutes approved. CONSENT Jim Shepherd re�iewed the consent agenda. Items E and H were pulled for further discussian and clarification. Julie Brewer, Community Relations Manager, was present to answer questions regarding the Fourth of July celebration and fireworks being moved to Gene Coulon Memorial Beach Park. Concerns about parking limitations at Coulon Park were voiced and several members indicated they preferred the Liberty Park locatson. There was also discussion regarding the proposed car show and the impa�# on space. Item H was a request to wai�e th� fees for three upcoming retirement parties for emplayees at t�e Renton Community Center, Dennis BrezniEcar, Joe Armstrang and Jim Shepherd. Jim requested his name be pulled fr�m the request and t�e Board only consider the other two requests for da#es for Dennis and Joe. There was discussion regarding consistency in evaluating these requests for use of a city facility, especially for an e�ening e�ent, at a waived or reduced fee. It was staff recommendation to approve the two requests curr�n#ly on the table since �he events were wefl into thE planning stages. A draft policy will be presented at the March meeting for #he Board's review as a reference for all future requests. Ron Regis made a motion to appro�e the waived f�es for use of the community center banquet room for Dennis Breznikar and Joe Armstrong's retirement parties to bE held on March 21$t and February 28th. Cynth�a Bums seconded the motion, all were in fa�or, motion carried. Item E was pulfed from the consent agenda for further di�cussion. Ralph Evans commeR#ed on the s#aff recommendation, a request to sekl ice cream, water, etc. at one of our parks. He feft the recommendation to deny the request based on the assumption it wouid not be profital�le, was not our cancem. There was further discussian abou# if we aflow t�is in one af our parks how it could become problematic, w�th others assuming it is ok to se�l food andlor goads at park sights. We would ha�e to monitor to ensure �endars had a business license, proper insurance and healt� de�artment cards. CyntF�ia Bums made a motion ta deny this request, based on compliance with the current existing park rules and regulations. Tim Searing seconded the motion, all were in favor, motion carried. Request denied. Michael O'Donin asked if there was a policy in reference to the request for waiver of fees for a sf�elter (CRQPWAI�K) and what factors d�termine if staff recommends waiving the fee or not, He was concerned about loss of revenue and additional staff costs that might be incurred for some of these requests. Leslie Betlach, Parks D�rector, indicated this particular event would no# impact our staff; the necessary prepacat�ons would be co�ered as part of the norma! operating budget. The only loss of re�enue would be the fee fo�the shelter. Cynthia Bums made a mo#ion to accept consent items A, B, C, D, F, G, I, J, K and L with staff recommendations. Ron Regis seconded the motion, alf were in favor, motian carried. The memorial policy with revisions was included in the packets. The acceptance of tile applicatians will now be done by the City only. OTHER Marg� said she had been provided a copy of alI tile applications by the VFW up to this point and was giving them to the Museum and would like to continue receiving copies. Leslie said she will �a�e Jon coordinate providing copies of all future applications with her. AUDIENCE COMMENT Ralph inquired about accessibility of strollers in#o park restrooms and diaper changing station availability.
