OF APPLICATION AND PROPOSED DETERMINATION OF NON-SIGNIFICANCE (DNS) A Master Application has been filed and accepted with the Department of Community & Economic Development (CED) – Planning Division of the City of Renton. The following briefly describes the application and the necessary Public Approvals. DATE OF NOTICE OF APPLICATION: September 28, 2018 PROJECT NAME/NUMBER: PR18-000002 2018 SHORELINE MASTER PROGRAM (SMP) PERIODIC REVIEW / LUA18-000636 PROJECT LOCATION: The proposed changes would affect properties within Renton City limits in the vicinity of Lake Washington, Lake Desire, the Cedar River, the Green River, the Black River, May Creek, and Springbrook Creek. Areas outside Renton City limits in the vicinity. See also https://bit.ly/2zzUoFy PROJECT DESCRIPTION: This proposal is a non-project action to amend Title IV of the Renton Municipal Code (RMC). It is part of a mandatory periodic review of Shoreline Master Program regulations and is required by RCW 90.58.080. The proposed amendments include the following changes: updates to RMC Title IV to ensure consistency and compliance with state law, as outlined in the Ecology Periodic Review Checklist; a change to the Shoreline Environment Designation, from High Intensity to Single-Family Residential, at the Barbee Mill site where such uses already exist; the adoption by reference of updates to the Critical Areas regulations (which were already reviewed in a prior public review process and approved by Council); and amendments to Title IV to improve the clarity, consistency, and administration of the SMP which includes amendments to text and tables in sections specifically identified as part of the SMP (RMC 4-3-090 Shoreline Master Program Regulations, RMC 4-9-190 Shoreline Permits, RMC 4-10-095 Shoreline Master Program, Nonconforming Uses, Activities, Structures, and Sites) as well as amendments to sections of the code that are cross-referenced by the SMP (RMC 4-3-050 Critical Areas Regulations, RMC 4-4-130 Tree Retention and Land Clearing Regulations, 4-9-070 Environmental Review Procedures, 4-9-195 Routine Vegetation Management Permits, and 4-11 Definitions). DATE OF APPLICATION: September 24, 2018 NOTICE OF COMPLETE APPLICATION: September 28, 2018 OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance (DNS). This may be the only opportunity to comment on the environmental impacts of the proposal. PERMITS/REVIEW REQUESTED: Environmental (SEPA) Review CONSISTENCY OVERVIEW: Environmental Documents that Evaluate the Proposed Project: Environmental (SEPA) Checklist Development Regulations Used For Project Mitigation: The project will be subject to the City’s SEPA ordinance, development regulations, and other applicable codes and regulations as appropriate. Proposed Mitigation Measures: No mitigation measures are proposed at the time of this posting.
