For the preliminary application I think the composite flood report, with supporting individual basin reports, will work. One additional comment that I have is regarding the basins which run along Jefferson Ave NE. It appears that public ROW run-off and private roof drain run-off is being collected and conveyed to bioretention cells located within the public landscape strip (ie the public ROW). BMPs located within the public ROW must only serve impervious areas located in the public ROW as noted in Section 1.2.9.4.1. This will likely impact the bioretention areas needed for those buildings fronting Jefferson Ave NE. I do want to point out a couple of pieces that I think will need to be looked at for the civil construction permit application and review and may impact the sizing and location of the cells: 1. The following sections are applicable for Large Bioretention Facilities as noted in Section C.2 a. For all areas: i. Section 5.2 – Presettling Requirements ii. Section 5.2.2.1 for setbacks and general design criteria b. Additionally for PGIS Areas (or bioretention cells which receive combined PGIS and non- PGIS run-off): i. Section 6.8.1 – Contributing Areas ii. Section 6.8.1 – Presettling Requirements 2. Based on the required bioretention areas noted for Blocks A and B, I am concerned about there not being sufficient room for bioretention cells that meet all of the requirements of the Manual. Since you are demonstrating compliance with the LID Performance Standard, the proposed areas should be identified on the site plan. There will be no relief once we get to the construction permit stage from this requirement due to lack of adequate area if you fail to verify that you have adequate area now. 3. Also note: The bioretention areas for Blocks A and B will need to be designed as part of the overall civil construction permit, not the individual building permits for each mixed-use parcel as you note in Section 6.3 of the TIR. A snippet of the updated sections (6.2 and 6.3) is below. Could you please review the modified sections to confirm they align with what you were looking for? The entire drainage report is attached for more context if needed. Additionally, I’ve attached a table reflecting all of the area inputs, and MGS Flood reports for both the full site and a single basin. All 67 basin reports and the entire site report will be in the drainage report submitted. Please let me know if you have questions.
