Subject: Authority to Use 2016-2020 Capital Fund Program and Operating Subsidy Funds
Our office has completed a review of the subject property activities as identified on
form HUD-7015.15, Request for Release of Funds (RROF) and Certification. The purpose
of the review is to provide for the use of Capital Fund Program (CFP) and Operating Subsidy
funding through Section 9 of the United States Housing Act of 1937 [42 U.S.C. 1437£].
The RROF was submitted in conjunction with an Environmental Review conducted
by the City of Renton, Depart of community & Economic Development, Current Planning
with the Mayor of Renton as the Responsible Entity for HUD. The review meets all criteria
as referenced in 24 CFR, Subpart H, Parts 58-71 and 58-72.
A copy of the RROF and a signed copy of the form HUD-7015.16, Authority to Use
Grant Funds, are provided as enclosures. Both forms document the approval record for your
office.

Project Activity:
The Renton Housing Authority manages eight subsidized properties that are available ta Jaw income households or law-income senior
or disabled households. These are: A) Hillcrest Terrace 1442 Hillcrest Lane NE; B) Evergreen Terrace 3027 NE 15th; C) Cole Manor
2811 NE 4th; D) Sunset Terrace: generally bounded by NE 10 Street and Glennwood Avenue NE, SR 900, and Edmonds Ave NE; E)
Glennwood Townhomes 1141 & 1147 Glennwood Ave; F) Kirkland Town homes 1508 Kirkland Ave NE; G) Golden Pines Apartments
2901 NE 10th; and H) Cedar River Terrace 51 Burnett Street. All the properties are located in the same general area in the City of
Renton.
Activities proposed under the Capital Fund and Operating Subsidy for the period 2016-2020 include: 1) Public Housing
Authority-wide administration, operations, technical assistance, training, fees and costs, and delivery of seNices such as summer
youth programs. 2) Law Income Public Housing Authority-wide maintenance including appliance replacement, nan-dwelling equipment
and tools. 3) Plans and designs of the Sunset Terrace Replacement Units (prior NEPA clearance in 2011). 4) Maintenance,
Rehabilitation, and Public Facility Improvements at Hillcrest Terrace, Evergreen Terrace, and Cole Manor.
The City of Renton has determined that the project will have no significant impact on the human environment. Therefore, an
Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project
infonmation is contained in the Environmental Review Record (ERR) on file at the City of Renton, Department of Community &
Economic Development, Development Services, 1055 South Grady Way, Renton, WA 9805, where ERR can be examined and may
be examined or copied weekdays 8 AM to 5 P.M.

The Renton Housing Authority manages eight subsidized properties that are available to low income households or low-income
senior or disabled households. These are: A) Hillcrest Terrace 1442 Hillcrest Lane NE; B) Evergreen Terrace 3027 NE 15th; C)
Cole Manor 2811 NE 4th; D) Sunset Terrace: generally bounded by NE 10 Street and Glennwood Avenue NE, SR 900, and
Edmonds Ave NE; E) Glennwood Townhomes 1141 & 1147 Glennwood Ave; F) Kirkland Townhomes 1508 Kirkland Ave NE;
G) Golden Pines Apartments 2901 NE 10th; and H) Cedar River Terrace 51 Burnett Street. All the properties are located in the
same general area in the City of Renton.
Activities proposed under the Capital Fund and Operating Subsidy for the period 2016 -2020 include: 1) Public Housing

The request is to the US Department of Housing and Urban Development for the release of Annual Contributions Contract
Number SF-187, Amendment Number 22-N, Grant Number WA01 P01150116, Capital Fund Program, and Operating Subsidy
funds under 24 CFR Part 905 of the United States Housing Act of 1937, Section 9, to undertake a project known as WA011
Renton Housing Authority Capital Fund and Operating Subsidy Proposed Activities for 2016 -2020.

Part 2. Environmental Certification (to be completed by responsible entity)
With reference to the above Program Activity(ies)/Project(s), I, the undersigned officer of the responsible entity, certify that:
1. The responsible entity has fully carried out its responsibilities for environmental review, decision-making and action pertaining
to the project(s) named above.
2. The responsible entity has assumed responsibility for and complied with and will continue to comply with1 the National
Environmental Policy Act of 1969, as amended, and the environmental procedures, permit requirements and statutory obligations
of the laws cited in 24 CFR 58.5; and also agrees to comply with the authorities in 24 CFR 58.6 and applicable State and local
laws.
3. The responsible entity has assumed responsibility for and complied with and will continue to comply with Section 106 of the National
Historic Preservation Act, and its implementing regulations 36 CFR 800, including consultation with the State Historic Preservation
Officer, Indian tribes and Native Hawaiian organizations, and the public.
4. After considering the type and degree of environmental effects identified by the environmental review completed for the proposed
project described in Part 1 ofthis request, I have found that the proposal did D did not [Z] require the preparation and
dissemination of an environmental impact statement.
5. The responsible entity has disseminated and/or published in the manner prescribed by 24 CFR 58.43 and 58.55 a notice to the public
in accordance with 24 CFR 58.70 and as evidenced by the attached copy (copies) or evidence of posting and mailing procedure.
6. The dates for all statutory and regulatory time periods for review, comment or other action are in compliance with procedures and
requirements·of 24 CFR Part 58.
7. In accordance with 24 CFR 58. 71 (b ), the responsible entity will advise the recipient (if different from the responsible entity) of
any special environmental conditions that must be adhered to in carrying out the project.
As the duly designated certifying official of the responsible entity, I also certify that:

and each provision oflaw designated in the 24 CFR 58.5 list of NEPA-related authorities insofar as the provisions of these laws

On or about May 9, 2017 the City of Renton will authorize the Renton Housing Authority (RHA) to submit a
request to the Department of Housing and Urban Development (HUD) for the release of funding for projects
assisted under section 9 of the U.S. Housing Act of 1937 ( 42 U.S.C. 1437x) to undertake redevelopment of RHA's
Sunset Terrace public housing community and additional properties owned or purchased by RHA for housing and
associated services.
Locations: The Sunset Terrace property is generally located at the intersection of Sunset Boulevard and
Harrington Avenue. An Environmental Impact Statement (EIS) planned action study area was defined and
bounded approximately by NE 21st Street on the north, Monroe Avenue NE on the east, NE 7th Street on the
south, and Edmonds Avenue NE. Within the EIS study area, a master plan redevelopment of Sunset Terrace was
evaluated, as well as replacement housing sites, and private development in the neighborhood.
Description: Since 2011, conceptual plans have proposed redevelopment of Sunset Terrace and adjacent
properties with mixed-income, mixed-use residential and commercial space and public amenities. The
redevelopment would include a 1-to-1 unit replacement for all 100 existing public housing units either on-site at
Sunset Terrace or off-site at locations within the EIS study area. The project will require relocation of all existing
residents and RHA has developed a relocation plan as part of the demolition and disposition permits granted by
the US Department of Housing and Urban Development.
Public amenities would be integrated with the development and could include a community gathering space; civic
facilities; a new park/open space; retail shopping and commercial space; and green infrastructure.
Conceptual master plans were updated in 2014 and 2016 and reevaluations under National Environmental Policy
Act (NEPA) and State Environmental Policy Act (SEPA) were conducted and revised Records of Decision noticed.
As planned, the Sunset Terrace property and associated properties owned or purchased by RHA or by other public
or private developers (e.g. Colpitts Development Company, LLC) would be developed with up to 722 total units on
the Sunset Terrace property including nearby land swap/housing replacement sites. In 2016, the City and RHA
proposed the addition of replacement housing for the Sunset Terrace redevelopment on five parcels located
abutting the Master Plan area and evaluated in the 2011 EIS Study Area. Compared to 2011 plans, there would be
a redistribution of Master Plan dwelling units within the Master Plan area and the Renton Sunset neighborhood.
The proposed changes would redistribute dwelling units, but there would be no net increase in the total number
of housing units in the Master Plan area or in the Sunset Area neighborhood.
The activities proposed comprise a project for which the City of Renton initiated and prepared a SEPA/NEPA EIS.
A public EIS scoping process on the project occurred from August 13 to October 18, 2010. The City of Renton
issued a Draft EIS on December 17, 2010. Following a formal comment period which ended on January 31, 2011,
the City issued a Final EIS on April 1, 2011. In 2014 and 2016, the City issued reevaluations and published a
Revised Record of Decision.
An Environmental Review Record (ERR) that documents the environmental determinations for this project is on
file at the City of Renton, Department of Community and Economic Development, Planning Division, 1055 S. Grady
Way, Renton, WA 98057. The public may review and obtain copies of the ERR at this location Monday through

Chief Executive Officer to function as the NEPA Responsible Entity (RE), consents to accept the jurisdiction of the
Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process
and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities
under NEPA and related laws and authorities, and allows the Renton Housing Authority to use Program funds.
Objections to Release of Funds
HUD will accept objections to its release of funds and the City of Renton's certification for a period of fifteen (15)
days following the anticipated submission date or its actual receipt of the request ( whichever is later) only if they
are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of
Renton; (b) the City of Renton has omitted a step or failed to make a decision or finding required by HUD
regulations at 24 CFR Part 58; ( c) the grant recipient has committed funds or incurred costs not authorized by 24
CFR Part 58 before approval of a release offunds by HUD; or (d) another Federal agency acting pursuant to 40
CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of
environmental quality. Objections must be prepared and submitted in accordance with the required procedures

STAFF
RECOMMENDATION:
Houser Terrace PBVASH -Houser Terrace is an existing 104 unit senior housing
development located at 3151 NE 16'" St. RHA is requesting subsidies from the federal
government under the PBVASH program to provide housing to homeless veterans. No
improvements are proposed to dwelling units and no exterior site work is proposed.
Leasing and project-based rental assistance are considered Categorically Excluded from
NEPA review and a Determination of Categorical Exclusion with supporting documentation
is attached for consideration of the ERC.
Sunset Area Updated NOI-RROF -RHA is proposing to develop Sunset Court (1114
Harrington Ave NE) within Sunset Terrace Redevelopment Master Plan site. The ERC
reviewed the Sunset Court proposal and issued its concurrence with the Sunset Area
Community Planned Action Area and Final Environmental Impact Statement (FEIS) on
December 19, 2016.
Though the City released a NOI-RROF and a Request for Release of Funds (RROF) for Sunset
Terrace redevelopment in 2011, and RHA obtained a demolition and disposition approval
subsequently, RHA is now requesting the use of funds for one of the first replacement
housing projects, Sunset Court. HUD has reviewed the EIS and Reevaluations as well as the
original RROF and indicates that the City needs to make a determination that the work
proposed with Sunset Court is covered by the EIS and RROF.
The attached NOI-RROF requires ERC signatures, publication, and a 15-day comment
period. Following the comment period, the ERC would sign the RROF as a consent agenda
item. The RROF is then transmitted to HUD and others. There is then a 15-day waiting
period, after which funds would be released.

Development (HUD) as on or about May9, 2017 the City of Renton will authorize the Renton Housing Authority (RHA) to
submit a request by the Department of Housing and Urban Development (HUD) for the release of funding for projects
