Corrective Action: Mow, remove, properly dispose of and maintain all vegetation to twelve (12) inches in height on
developed property or twenty four (24) inches in height on vacant land.

Good morning Cindy,
Thank you for taking the time the other day.
I am forwarding the previous emails with Kevin Louder and info about my flights.
Just to give a brief history, when I first received a letter form Kevin, I called him and discussed work to be done ( trimming
tall vegetation and removal of any garbage on the lot ) which I did. I gave him by cell number and he contacted few times
directly by phone.... Following that, I had to go out of the country for about 2 weeks. When I came back I had received few
letters from him including the civil citation. Kevin must have tried to reach by phone but couldn't reach me ..... as I was out
of the country.
have worked with Kevin on the trimming tall branches and garbage removal ( that is not mine, people throw stuff over the
fence from the property next door )
after my return, w I spoke to Kevin and he asked that we do more trimming of the vegetation and that we remove a vehicle
from the lot, and I did.
Please take all this in consideration. I did put in the effort and worked with Kevin to be by code.....

The schedule and procedural rules outlined below apply to the above -captioned appeal.
This prehearing order is based exclusively upon the prehearing conference conducted
on September 25, 2018.
A. Document Distribution. All documents required by this Order shall be

B. Hearing Date. The appeal hearing will be held on October 23, 2018 in
the City Council Chambers at Renton City Hall at 1:00 pm.
C. Exhibit and Witness Lists. The parties are required to exchange witness
and exhibit lists per the schedule below. Witness lists should include a summary of the
testimony to be provided by each witness along with a general estimate on the length of
the testimony. The time estimates are just for scheduling purposes. Witnesses will not
be bound to the estimates. The exhibit lists shall lists any documents, recordings,
videos or photographs that the parties intend on presenting at the appeal hearing. No
exhibits or witness testimony beyond those identified in the witness and exhibit lists
will be admitted unless necessary for reasonably unanticipated rebuttal or for other good
cause. Exhibits must be exchanued contemporaneously with the exhibit lists.
D. Hearing Format. The City has the burden of proof and thus has the right
to present first and last. The order of presentation will be as follows:

2. Appellant's presentation of evidence.
3. City's presentation of rebuttal evidence.
4 Appellant's closing arguments.
5. City's closing arguments.
E. Cross -Examination. All witnesses who present live testimony will be
subject to cross-examination. Declarations and other documents that would qualify as
testimony are admissible without a right of cross-examination unless a right to cross-
examine is asserted by email to all hearing parties within three calendar days of when
the document is disclosed in the witness and exhibit lists.

Thanks for the quick response.
I first requested the car to be removed on August 201h. It was not included on the Warning of violation for case
number 18-000460, as it was not present on my initial inspection on July 19, 2018. 1 have not issued any fines
in association with the vehicle. I opened another case for the vehicle, 18-000560. The $250 fine was
assessed on August 27, 2018 for the vegetation being out of compliance. The original comply by date for the
vegetation violation was August 3, 2018. 1 issued the finding of violation after leaving messages on your phone
on 08-20-18 and 08-23-18. 1 understand you were out of the country but you have been aware of the
vegetation violation since July 19 and I have stated that the entire lot could be no taller than 24 inches.
I will inspect the property on Monday September 24, 2018. 1 expect at a minimum the vehicle be gone. As I
stated before I do not know who put the locks on and if that is an obstacle I would advise removing them with
bolt cutters or by contacting a lock smith. I would also advise locking them with your own locks to secure the
property.
I am out of the office until Monday so if you need to contact Code Compliance leave a message on 425-430-

Thank you for your email.
This has been a challenge all the sudden.
1 had a family emergency and 1 was out of the country for about 2 weeks. I reached out to you as soon as I was back in
town.
Per our previous discussion, 1 removed any debris or garbage from the property All of it was located by the fence
separating my property from the adjacent commercial building, which tells you that people throw things over the fence
from the adjacent property. There is no garbage left on the property and I cut the tall branches as you requested.
I now, see that you would like more trimming of the rest of the lot, and I will do that.
As the car on the lot, I didn't know it was against code to have my car parked there; and I even mentioned that to you
when we spoke about it then. At that time, you did not ask me to remove it either, otherwise it would be long gone.
will remove the car but I don't have anyway to remove the locks.
I am sure it is the same person that calls you about the car who placed those locks. Is there any way you can ask them to
remove the locks ?
Also, I would like to know who is behind that. They don't have any right to lock a gate on a property that doesn't belong to
them. I literally had to jump the fence to do the trimming on my own property M That is not right.
How am I supposed to remove a car, haul away cut branches.....?
Also, I have been working with you to make sure we are compliant and by city code since you contacted me. I would like
to ask you to reverse/void the violation penalty you have sent me.
I was out of the country, otherwise I would have taken care of it. This is a vacant lot, it's not generating any income and
am really working with you on the compliance. I would appreciate that Kevin.
Please let me know if you can have those people remove the locks so I can take care of this. It's not only one lock. They
placed 3 locks !!!

preventing you from removing the vehicle then you have the right to cut the locks.
I called the Renton Police for the lady inside your vehicle, however without your permission the police
cannot legally remove anyone from your property. Attached is a Business Trespass Enforcement
Authorization Form. Sandra Havlik, shavlik@rentonwa.gov 425-430-7520, would be the person to give
the completed form to. This would allow the Police to remove people from your property if they do not
have permission from you to be there. You would also need to put up a No Trespassing sign.
Just to recap the issues that still need to be resolved:
Remove the Red VW
Remove all vegetation in the fire lane this includes the stumps of the bushes that have been cut
Mow and remove the vegetation on the rest of the lot.
Lock the gates
Let me know if you have any questions. I will be out of the office until Monday, September 24 after
today.

In the City of Renton, do hereby request and authorize officers of the Renton Police Department, in their official
police capacity, to go upon or within those common areas generally open to the public and/or tenants including
hallways, stairwells, entrances, lawn, garden, driveways and parking lot areas. I further request and authorize
officers to go in and on those areas not open to tenants (as tenants) furnace rooms, roof, storage rooms and
separate office. This authority does not permit entry to the premises reserved exclusively for a separate tenant
business.
I / we do not authorize any person(s) to use the premises for any purpose which is not directly related to the
business(es) resident at the listed location. When the business(es) are closed, I / we do not authorize anyone to
use the open areas for any purpose.
