CityofRentonDepartmentofCommunity&EconomicDevelopmentAdministrativeTemporaryUsePermitVerizonCell-an-WheelsatBryantMotorsTemporaryUsePermitLUAI7-000465,TPDECISIONDATE:10/06/2017Page2cr3theCOWonpropertieswithinthesurroundingneighborhoodbyrequiringbothfenceandvegetativescreening.Inordertomitigatenoiseimpactsfromtheproposedgenerators,staffrecommendsasaconditionofapprovalthatthegeneratorsareonlypermittedtooperateduringemergencyeventssuchasapoweroutage.InordertoencouragearapidtransitiontopermanentWirelessCommunicationFacilities(WCF)intheCityCenter,staffrecommendsasaconditionofapprovalthattheapplicantappliesfortherequiredWCFconditionalusepermitsinatimelymannerandproposestolimitthispermitto6monthswitha3monthextension.PermanentfacilitieswouldprovideimprovedcellularcoverageforresidentsandbusinessesintheCityofRentonwhileminimizingnegativeimpactsonsurroundingproperties.TheTemporaryUsePermitisherebyApprovedwithConditionsandsubjecttothefollowingconditions:*CONDITIONSOFAPPROVAL:1.Ageneratorshallonlybeusedtopowerthecellonwheelsequipmentduringanemergencysituationoreventandshallotherwiseremainoffforthedurationofthetemporaryuse.2.Theapplicantshallinstallascreeningfence,suchasaslattedchainlinkfenceorcedarfence,six(6)feetinheightaroundtheperimeterofthecellonwheelsequipment.Thefenceshallbeinstalledpriortobringingthecellonwheelstothesite.3.Theapplicantshallinstalltemporaryscreeninglandscapingaroundtheperimeterofthescreeningfence.Temporarylandscapingmayincludepottedplants,planters,orsimilar,andmustbeapprovedbytheCurrentPlanningprojectmanagerpriortoinstallation.Thetemporaryscreeninglandscapingshallbeinstalledpriortobringingthecellonwheelstothesite.4.TheapplicantshallsubmittherequiredlanduseapplicationsforthethreeproposedpermanentwirelesscommunicationfacilitiesintheCityCenterareawithin30daysoftheTemporaryUsePermitissuancedate.IftheofficiallanduseapplicationhasnotbeenreceivedbytheCitywithin30daysoftheissuanceofthispermit,theTUPwillberevokedandthecellonwheelsshallberemovedfromthesiteandthesiteshallberestoredtotheoriginalcondition.5.Thetemporaryuseshallceaseandallassociatedequipmentshallberemovedwithin10daysofthefinalbuildingpermitinspectionsforthethreepermanentwirelesscommunicationsfacilitiesintheCityCenterarea.6.ApprovedOnsiteLocation:Allequipmentassociatedwiththecellonwheelsshallbelocatednearthesoutheastcornerofthelot(APN1352300060)inalocationapprovedbytheCurrentPlanningprojectmanagerpriortoinstallation.7.Thesiteoccupiedbythetemporaryuseshallberestoredtotheoriginalconditionwhentheuseceasestoexist.8.Thetemporaryusepermitshallexpiresix(6)monthsafterthedateofissuance.Theapplicantmayrequestanadditionalthree(3)monthextensionaftertheinitialsixmonthperiod.Nootherextensionshallbegranted.9.Theheightofthemastshallnotbegreaterthan40feetasmeasuredfromgrade.SIGNATURE:cNJ€UAL/KiøJenniferHei*iing,PlanningrectorDate
