HomeMy WebLinkAboutD_Admin Decision_Gud SFR Street Mod_181116DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT ADMINISTRATIVE STREET MODIFICATION APPROVAL DENIAL EVALUATION FORM & DECISION PROJECT NAME: Gud Single Family Residence PROJECT NUMBER: LUA18-000676, B18002321 PROJECT MANAGER: Scott Warwick, Engineering Specialist II APPLICANT: Svetlana & Eduard Gud LANAS92@yahoo.com ZONING CLASSIFICATION: R4-Residential (4 DU/AC) PROJECT LOCATION: 18820 116th Ave SE, Renton WA 98055 SUMMARY OF REQUEST: Pursuant to RMC 4-9-250D, the applicant is requesting a modification from RMC 4-6-060F.2 “Minimum Design Standards Table for Public Streets and Alleys” to modify 116th Ave SE from a Minor Arterial Street section to a modified Minor Arterial Street section to include the following:  The corridor determined by the City’s Transportation Department requires a right-of-way (ROW) width of 71 feet. The paved roadway section is 44-feet, consisting of two 11-foot travel lanes, one 12-foot center turn lane, and two 5-foot bike lanes. A 0.5-foot curb, 8- foot planter, and 5-foot sidewalk are required along each side of the roadway. A ROW dedication of approximately 5.5 feet along the 116th avenue SE frontage would be required to provide the half ROW width of 35.5 feet The applicant has also requested to pay a fee-in-lieu of constructing these frontage improvements. BACKGROUND: 116th Avenue SE is a Minor Arterial Street with existing ROW width of 60 feet. The existing roadway section along the property frontage consists of approximately 30 feet of pavement with 2- to 10-foot travel lanes and 5-foot shoulders along each side of the roadway Per RMC 4-6-060 the minimum ROW width required for a minor arterial with four lanes is 91- feet. The minimum paved roadway width is 54 feet consisting of four 11-foot travel lanes and two 5-foot bike lanes. A 0.5-foot curb, 8-foot planter, 8-foot sidewalk, and 2 feet clear at back of sidewalk are required along each side of the roadway. Modification Request Report & Decision Gud Single Family Residence – STREET MODIFICATION LUA18-000676, B18002321 Report of November 16, 2018 Page 2 of 3 ANALYSIS OF REQUEST: The Section 4-6-060Q.1 allows the Administrator to grant modifications provided the modifications meet the following criteria (pursuant to RMC 4-9-250D.2): Compliance Street Modification Criteria and Analysis  a. Substantially implements the policy direction of the policies and objectives of the Comprehensive Plan Land Use Element and the Community Design Element and the proposed modification is the minimum adjustment necessary to implement these policies and objectives. Staff Comment: The Community Design Element has applicable policies listed under a separate section labeled Streets, Sidewalks and Streetscapes. These policies address walkable neighborhoods, safety and shared uses. The intent of the policies is to promote new development with walkable places that support grid and flexible grid street and pathway patterns, and are visually attractive, safe, and healthy environments. The requested street modification and waiver are consistent with these policy guidelines. Compliant if condition of approval is met b. Will meet the objectives and safety, function, appearance, environmental protection and maintainability intended by the Code requirements, based upon sound engineering judgment. Staff Comment: The City’s Transportation section and Economic Development section reviewed 116th Avenue SE and the surrounding area and have determined that a modified Minor Arterial roadway section is more suitable for this portion of 116th Avenue SE. The modified street section meets the objectives and safety, function, appearance, environmental protection and maintainability intended by the code provided the condition of approval are met. The City supports a fee-in-lieu of street frontage improvements provided that a right of way dedication of 5.5 feet for the modified street section is dedicated to the City for the future expansion of 116th Avenue SE.  c. Will not be injurious to other property(ies) in the vicinity. Staff Comment: There are no identified adverse impacts to other properties from the requested modification or fee-in-lieu of street frontage improvements.  d. Conforms to the intent and purpose of the Code. Staff Comment: This modification and waiver provide for a safe pedestrian route in and around the existing neighborhood.  e. Can be shown to be justified and required for the use and situation intended; and Staff Comment: The revised street standards provide a safe design for vehicles and pedestrians.  f. Will not create adverse impacts to other property(ies) in the vicinity. Staff Comment: See comments under criterion ‘c’. Therefore, the street modifications for the Gud Single Family Residence, Project Number LUA18- 000676/B18002321 is approved with the following condition. 1.
