CONTRACTOR REQUIRED TO SUBMIT TESC AND DEWATERING PLAN TO OWNERAND ENGINEER FOR REVIEW PRIOR TO CONSTRUCTION.3. CONTRACTOR AND AN ON-SITE REPRESENTATIVE OF OWNER WILL REVIEW THEINSTALLATION, MAINTENANCE AND PERFORMANCE OF THE TESC MEASURESSHOWN ON THE APPROVED PLANS. THE TESC OBSERVER OR PERMITTINGAGENCY MAY RECOMMEND ADDITIONAL MEASURES OR CHANGES TO THETESC PLAN THAT ARE WARRANTED DURING CONSTRUCTION. THECONTRACTOR AND OBSERVER WILL EXAMINE ALL TESC MEASURESPERIODICALLY DURING THE CONSTRUCTION PERIOD, AND AFTER STORMSHAVING 0.5 INCHES OR MORE OF RAINFALL IN A 24-HOUR PERIOD. THEOBSERVER AND THE PERMITTING AGENCY HAVE THE AUTHORITY TO REQUIRECORRECTIVE ACTION IN ORDER TO ACHIEVE EROSION CONTROL OBJECTIVES.4. THE IMPLEMENTATION OF THESE TESC PLANS AND THE CONSTRUCTION,MAINTENANCE, REPLACEMENT, AND UPGRADING OF THESE TESC FACILITIES ISTHE RESPONSIBILITY OF THE CONTRACTOR. TESC MEASURES SHALL REMAINFUNCTIONING AND IN PLACE UNTIL THE SITE HAS BEEN STABILIZED AND THEPERMITTING AGENCY, OWNER OR ENGINEER HAS APPROVED THE REMOVAL OFTHE TESC MEASURES.5. AS CONSTRUCTION PROGRESSES AND UNEXPECTED SEASONAL CONDITIONSDICTATE, ADDITIONAL TESC MEASURES MAY BECOME NECESSARY TOPROTECT ADJACENT PROPERTIES AND TO ENSURE WATER QUALITY FOR SITERUNOFF. IT SHALL BE THE CONTRACTOR'S RESPONSIBILITY TO ADDRESSDEFICIENT TESC CONDITIONS, AND TO PROVIDE ADDITIONAL FACILITIES, OVERAND ABOVE THE MINIMUM REQUIREMENTS OUTLINED ON THE APPROVEDPLANS AS NEEDED.6. THE TESC FACILITIES SHOWN ON THESE PLANS MUST BE CONSTRUCTED INCONJUNCTION WITH ALL CLEARING AND GRADING ACTIVITIES, AND IN SUCH AMANNER AS TO INSURE THAT SEDIMENT LADEN WATER DOES NOT ENTER THEDRAINAGE SYSTEM OR VIOLATE APPLICABLE WATER QUALITY STANDARDS.7. THE TESC FACILITIES SHOWN ON THESE PLANS ARE THE MINIMUMREQUIREMENTS FOR ANTICIPATED SITE CONDITIONS. DURING THECONSTRUCTION PERIOD, THESE TESC FACILITIES SHALL BE UPGRADED (E.G.ADDITIONAL SUMPS, RELOCATION OF DITCHES AND SILT FENCES, ETC.) ASNEEDED.8. THE TESC FACILITIES SHALL BE INSPECTED DAILY BY THE CONTRACTOR ANDMAINTAINED AS NECESSARY TO ENSURE THEY CONTINUE TO FUNCTION.9. ANY AREAS OF EXPOSED SOILS, INCLUDING ROADWAY EMBANKMENTS, THATWILL NOT BE DISTURBED FOR TWO DAYS DURING THE WET SEASON OR SEVENDAYS DURING THE DRY SEASON SHALL BE IMMEDIATELY STABILIZED WITHAPPROVED ESC METHODS (E.G. SEEDING, MULCHING, PLASTIC COVERING,ETC.)10. ANY AREA NEEDING TESC MEASURE, NOT REQUIRING IMMEDIATE ATTENTION,SHALL BE STABILIZED WITHIN SEVEN (7) DAYS.11. AT NO TIME SHALL MORE THAN ONE FOOT OF SEDIMENT BE ALLOWED TOACCUMULATE WITHIN A CATCH BASIN. ALL CATCH BASINS AND CONVEYANCELINES SHALL BE CLEANED PRIOR TO PAVING. THE CLEANING OPERATION SHALLNOT FLUSH SEDIMENT LADEN WATER INTO THE DOWNSTREAM SYSTEM.12. WHERE MULCH FOR TEMPORARY EROSION CONTROL IS REQUIRED, IT SHALLBE APPLIED AT A MINIMUM THICKNESS OF 2 TO 3 INCHES.13. PRIOR TO THE BEGINNING OF THE WET SEASON (OCT. 1), ALL DISTURBEDAREAS SHALL BE REVIEWED TO IDENTIFY WHICH AREAS CAN BE STABILIZED INPREPARATION FOR THE WINTER RAINS. IDENTIFIED AREAS SHOULD BESTABILIZED WITHIN ONE WEEK OF THE BEGINNING OF THE WET SEASON.14. TEMPORARY EROSION AND SEDIMENT CONTROL (TESC) MEASURES SHALL BEIMPLEMENTED IN ACCORDANCE WITH THE REQUIREMENTS OF THE NPDESCONSTRUCTION STORMWATER GENERAL PERMIT, THE CONSTRUCTIONSTORMWATER POLLUTION PREVENTION PLAN, ALL OTHER APPLICABLE PERMITCONDITIONS, AND ALL OTHER APPLICABLE FEDERAL AND STATE LAWS.15. THE ANNUAL MONITORING REPORT WILL RELATE THE FOLLOWINGINFORMATION:1.GENERAL SUMMARY OF THE SPRING VISIT.2.FIRST- AND SECOND-YEAR COUNTS OF SURVIVING AND DEAD/DYING WOODY PLANTS.3.ESTIMATES OF NATIVE WOODY SPECIES COVER IN RESTORATION AREAS USING THE COVER CLASS METHOD.4.ESTIMATES OF INVASIVE SPECIES COVER IN RESTORATION AREAS USING THE COVER CLASS METHOD.5.COUNTS OF ESTABLISHED NATIVE SPECIES TO DETERMINE SITE DIVERSITY.6.NOTES AND/OR SKETCHES OF INVASIVE WEEDS OR BARE AREAS.7.PHOTOGRAPHIC DOCUMENTATION FROM ESTABLISHED REFERENCE POINTS.8.INTRUSIONS INTO THE PLANTING AREAS, VANDALISM, TRASH, AND OTHER ACTIONS DETRIMENTAL TO THE OVERALL HEALTHOF THE RESTORATION AREA.9.RECOMMENDATIONS FOR MAINTENANCE IN THE RESTORATION AREA.MAINTENANCETHIS SITE WILL BE MAINTAINED FOR FIVE YEARS FOLLOWING COMPLETION OF THE CONSTRUCTION.1.REPLACE EACH PLANT FOUND DEAD IN THE SUMMER MONITORING VISITS DURING FROST-FREE PERIODS ONLY IN THEUPCOMING FALL DORMANT SEASON (OCTOBER 15 TO MARCH 1) FOR THE FIRST TWO MONITORING YEARS. REPLACE PLANTSAS DIRECTED IN SUBSEQUENT MONITORING REPORTS.2.FOLLOW THE RECOMMENDATIONS NOTED IN THE SPRING MONITORING SITE VISIT.3.GENERAL WEEDING FOR ALL PLANTED AREAS:A.AT LEAST TWICE YEARLY, REMOVE ALL COMPETING GRASS AND WEEDS, INCLUDING ROOTS, FROM BENEATH EACHINSTALLED PLANT AND ANY DESIRABLE VOLUNTEER VEGETATION TO A DISTANCE OF 18 INCHES FROM THE MAIN PLANTSTEM. WEEDING SHOULD OCCUR AT LEAST TWICE DURING THE SPRING AND SUMMER. FREQUENT WEEDING WILL RESULTIN LOWER MORTALITY AND LOWER PLANT REPLACEMENT COSTS.B.MORE FREQUENT WEEDING MAY BE NECESSARY DEPENDING ON WEED CONDITIONS THAT DEVELOP AFTER PLANINSTALLATION.C.DO NOT WEED THE AREA NEAR THE PLANT BASES WITH STRING TRIMMER (WEED WHACKER/WEED EATER). NATIVE PLANTSARE EASILY DAMAGED OR KILLED, AND WEEDS EASILY RECOVER AFTER TRIMMING.4.APPLY SLOW RELEASE GRANULAR, AQUATIC SAFE FERTILIZER TO EACH INSTALLED PLANT ANNUALLY IN THE SPRING (BY JUNE1) OF YEARS 2 THROUGH 5.5.MULCH THE WEEDED AREAS BENEATH EACH PLANT WITH WOOD CHIPS AS NECESSARY TO MAINTAIN A 4-INCH-THICK MULCHLAYER AND KEEP DOWN WEEDS.CONTINGENCY PLANS AND ADAPTIVE MANAGEMENTTHESE PLANS HAVE BEEN PREPARED TO ENSURE SUCCESS TO THE MAXIMUM PRACTICABLE EXTENT. QUALITY ANDCONSISTENCY OF INSTALLATION, MAINTENANCE, WEATHER PATTERN EXTREMES, WILDLIFE DAMAGE, VANDALISM AND OTHERFACTORS CAN SINGLY OR IN COMBINATION CHANGE CONDITIONS AT MITIGATION SITES AND AFFECT EVENTUAL SUCCESS OFTHESE PLANS. THEREFORE, ADAPTIVE MANAGEMENT SHOULD BE EMPLOYED TO EVALUATE PROBLEMS AS THEY ARISE ANDDEVELOP FLEXIBLE AND PRACTICAL SOLUTIONS. EXAMPLES CAN INCLUDE BUT ARE NOT LIMITED TO PLANT SUBSTITUTION,CHANGES IN TARGET VEGETATION CLASSES, SOIL AMENDMENT, AND RE-GRADING.
