Cooley WSDOT/I405 Team 600 —108'h Avenue NE, Suite 405 Bellevue, WA 98004 Re: City of Renton Local Permit LUA17-000810 —Approved WSDOT/1405 Team — Applicant Approved Shoreline Substantial Development Permit (SDP) #2018-NW4299 Dear Ms. Cooley: On July 30, 2018, we received notice that the City of Renton conditionally approved your application for a SDP. Your permit is for roadway, bridge, and trail realignment work as part of the I-405 Tukwila to Renton Improvement Project, Stage 3. The west side of the southbound I- 105 lanes north of SR 169 would be widened to accommodate an additional lane in each direction. Construction work is anticipated to start in 2019, and the project is expected to open to traffic in 2024. The project would use the design -build project delivery method. Disturbed areas would be restored onsite as much as feasible; however, up to 6,000 square feet of total riparian impacts would be mitigated offsite at Ron Regis Park in Renton as potential Cedar River buffer enhancements. The project is located within the Shoreline High Intensity and Shoreline Urban Conservancy environment designations of the Cedar River, a shoreline of statewide significance. By law, local governments must review all SDPs for compliance with: • The Shoreline Management Act (Chapter 90.58 RCW). • Ecology's SDP approval criteria (Chapter 173-27-150 WAC). • The Local Shoreline Master Program. Local governments, after reviewing SDPs for complian ce, are required to submit them to Ecology. We have received your approved SDP. Please note, however, that other federal, state, and local permits may be required in addition to this shoreline permit. What Happens Newt? Before you begin activities authorized by this permit, the law requires you wait at least 21 days from July 30, 2018, the "date of filing." This waiting period allows anyone (including you) who WSDOT/I405 Team July 31, 2018 Page 2 disagrees with any aspect of this permit to appeal the decision to the state Shorelines Hearings Board (SHB). You must wait for the conclusion of an appeal before you can begin activities authorized by this permit. We recommend you contact the SHB before you begin permit activities to ensure they have not received an appeal. You may reach them at (360) 664-9160 or http://www.eluho.wa.govBoard/SHB.
