April 11, 2018: 1 noticed a new carport installed on this property. The carport was built into the
front yard setback and attached to the front of the house. (Photos Exhibit #2)
I spoke with the landscapers working on the front yard who noted the property owner was not
home at this time. A check of permit records indicated there was not building permit on file for
construction of the carport.
April 12, 2018: The first Warning of Violation was issued to Mr. Colee for construction without a
building permit. The compliance date was April 27, 2018. (Exhibit #2)
April 16, 2018: Email to Chip Vincent from Donna Locher: Mr. Colee came to city hall yesterday
and was not happy that we are asking him to remove this carport. The carport does not meet
setback requirements, is attached to the house and a building permit was not obtained. Mr.
Colee's former residence was on Park Avenue and part of the buy out to build Satori. He wants
the city to waive all fees and make an exception as he is in a wheelchair and the carport is to
keep him dry when he exits his vehicle. He feels the school district and city owe him, as he did
not want to sell his house. Alex explained that a variance is $1300.00.
This is a heads up as Mr. Colee will most likely be back to talk with you.
May 9, 2018: A check of permit records indicated there was not building permit on file for
construction of the carport. The carport remains on the property. (Photo Exhibit #3)
May 10, 2018: A second Warning of Violation was issued to Mr. Colee for construction without
a building permit. The compliance date was May 25, 2018. (Exhibit #3)
June 11, 2018: A check of permit records indicated there was not building permit on file for
construction of the carport. The carport remains on the property. (Photos Exhibit #4)

2. 101.2 Scope. The provisions of the Construction Administrative Code shall apply to building,
plumbing, and mechanical permits and the "Construction Codes": the International Building Code
(IBC) and the International Residential Code (IRC) which regulates the construction, alteration,
relocation, enlargement, replacement, repair, equipment, use and occupancy, location,
maintenance, removal and demolition of every building or structure or any appurtenances
connected or attached to such buildings or structures in the City.
RMC 4-5-050 International Building Code
B. Applicability. It shall be unlawful for any person, firm or corporation to erect, construct enlarge,
alter, repair, move, improve, remove, convert, demolish, equip, use, occupy or maintain any
building or structure in the city, or cause or permit the same to be done, contrary to or in violation
of any of the provisions of this Code.
RMC 4-5-060.E Permits.
1. 105.1 Required. Any owner or owner's authorized agent who intends to construct, enlarge,
alter, repair, move, demolish or change the occupancy of a building or structure, or to erect,
install, enlarge, repair, remove, convert or replace any electrical, gas, mechanical, or plumbing
system, the installation of which is regulated by the Construction Codes and the Construction
Administrative Code, or to cause any such work to be done, shall first make application to the
building official to obtain the required permit.
9. 105 4 Validity of Permit. The issuance or granting of a permit shall not be construed to be a
permit for, or an approval of, any violation of any of the provisions of the Construction Codes and

the Construction Administrative Code or of any other ordinance of the jurisdiction. Permits
presuming to give authority to violate or cancel provisions of the Construction Codes and the

building official from requiring correction of errors in the construction documents and other data

NOTICE OF RENTON MUNICIPAL CODE VIOLATION

The City has elected to establish a non -judicial hearing and determination system to enforce Renton Municipal Codes (RMC) civil code
violations. Therefore a code violation penalty, consistent with RMC 1-3-2.P is imposed, not including any costs, fees or assessments.
You may respond in the following manner:
I deny creating, permitting to exist, maintaining or failing to eliminate the violation(s) and I am requesting a hearing to contest this
Finding of Violation. Appeal requests must be received by the Renton City Clerk's office within 15 days of the date of this Finding of
Violation. Please send me a hearing date. I promise to appear on that date. The administrator must prove by a preponderance of the
evidence that I committed the violation. I understand that under RMC 1-3-2.G that the administrator shall decide whether the
opportunity to be heard will be only in writing or in person, or both. The city is not required to call witnesses to testify at the hearing
Pursuant to RMC 1-3-2.K, failure to attend the scheduled hearing makes the Finding of Violation final, and I may be subject to
additional costs if I fail to withdraw or resolve my appeal prior to the hearing date. I also understand that the city has not waived any
rights or remedies under the law.

Thanks for sending, Jeff. Very helpful in understanding the situation. Just to clarify, based on the pics,
two cars in the garage makes the ramp unusable, but one car works.

I am unable to get two cars in the garage, my Father had to put the truck in there not me. With
just the falcon in the garage unless parked down the middle, the side of the garage that has the
vise and drill press and access to the fridge and hot water heater is not accessible. With the two
cars in the garage I can not get into either vehicle. The falcon is a collector car, classic, with
collector plates and I only drive in nice weather or if for some reason the truck is not useable,
won't start. The truck is my everyday driver. So even if I were to park the falcon in the garage I
still need the carport to park the truck under to remain dry when getting in and out at my home in
our wonderful wet winters. The falcon has worn seals and leaks bad in the rain then gets moldy
inside so it needs to be under cover. Yes two cars make the ramp unusable.

Code Text: RMC 4-5-060 Construction Administrative Code
2. 101.2 Scope. The provisions of the Construction Administrative Code shall apply to building,
plumbing, and mechanical permits and the "Construction Codes": the International Building Code (IBC)
and the International Residential Code (IRC) which regulates the construction, alteration, relocation,
enlargement, replacement, repair, equipment, use and occupancy, location, maintenance, removal and
demolition of every building or structure or any appurtenances connected or attached to such buildings
or structures in the City.

B. Applicability. It shall be unlawful for any person, firm or corporation to erect, construct enlarge, alter,
repair, move, improve, remove, convert, demolish, equip, use, occupy or maintain any building or
structure In the city, or cause or permit the same to be done, contrary to or in violation of any of the
provisions of this Code.
RMC 4-5-060.E Permits.
1. 105.1 Required. Any owner or owner's authorized agent who intends to construct, enlarge, after,
repair, move, demolish or change the occupancy of a building or structure, or to erect, install, enlarge,
repair, remove, convert or replace any electrical, gas, mechanical, or plumbing system, the installation
of which is regulated by the Construction Codes and the Construction Administrative Code, or to cause
any such work to be done, shall first make application to the building official to obtain the required
permit.
9. 105.4 Validity of Permit. The issuance or granting of a permit shall not be construed to be a permit
for, or an approval of, any violation of any of the provisions of the Construction Codes and the
Construction Administrative Code or of any other ordinance of the jurisdiction. Permits presuming to
give authority to violate or cancel provisions of the Construction Codes and the Construction
Administrative Code or other ordinances of the jurisdiction shall not be valid. The issuance of a permit
based on construction documents and other data shall not prevent the building official from requiring
correction of errors in the construction documents and other data. The building official is also

authorized to prevent occupancy or use of a structure where in violation of the Construction Codes and
the Construction Administrative Code or of any other ordinances of this jurisdiction.
