Code Text: RMC 4-5-130.B.4; The City of Renton Municipal Code has specific regulations governing membrane
structures, the amended IPMC 308.8 regarding membrane structures states:
Membrane structures are considered outdoor storage, and subject to the location restrictions in section
308.3. Such structures shall not exceed two hundred (200) square feet in area. Membrane structures
shall be immediately removed or repaired in the event of disrepair or in the event of damage caused by
weather, fire, collision, accident or other forms of damage. Tarps and makeshift covers are prohibited
for this use.
Corrective Action: Bring the structure into compliance with the requirements of the membrane structures section of the
International Property Maintenance Code.
The structure is not allowed in the front or side yard areas on the property.

NOTICE OF RENTON MUNICIPAL CODE VIOLATION
The City has elected to establish a non judicial hearing and determination system to enforce Renton Municipal Codes (RMC) civil code
violations. Therefore a code violation penalty, consistent with RMC 1-3-2.P is imposed, not including any costs, fees or assessments.
You may respond in the following manner:
I deny creating, permitting to exist, maintaining or failing to eliminate the violations and I am r
euestinFinding of Violation. Appeal requests must be received by the Renton City Clerk's office within 15 days of the date of this Finding of
Violation. Please send me a hearing date. I promise to appear on that date. The administrator must prove by a preponderance of the
evidence that I committed the violation. I understand that under RMC 1-3-2.13 that the administrator shall decide whether the
opportunity to be heard will be only in writing or in person, or both. The city is not required to call witnesses to testify at the hearing.
Pursuant to RMC 1-3-2.K, failure to attend the scheduled hearing makes the Finding of Violation final, and I may be subject to
additional costs if I fail to withdraw or resolve my appeal prior to the hearing date. I also understand that the city has not waived any
rights or remedies under the law.

June 20, 2018: Code Compliance received an on-line complaint from a Renton Resident
regarding vehicles and the condition of the property. I performed an inspection and
documented the violations that existed on the property. The Violations included Junk
Vehicles, Membrane Structure, Sidewalk Obstruction, Vehicle Service and Repair, and
Vegetation. I issued a Warning of Violation, CODE18-000358, to Jordann McKay sent
certified mail to 470 Grandley Way NE Renton, WA 98057. See exhibit 4.
June 26, 2018: The Warning of Violation issued to Jordan McKay addressed to 470
Grandley Way NE Renton WA 98057 was returned undeliverable. I corrected the
spelling of Grandey Way NE and resent certified mail and priority mail with comply by
date of July 11, 2018. See exhibit 3
July 02, 2018: Jordan McKay visited City Hall and spoke with Donna Locher. The comply
by date was extended to July 23, 2018. Jordan stated the vegetation was resolved, the
Silver Volkswagen Bug that was blocking the sidewalk would be fixed and sold, the
membrane structure would be removed from the front yard, and the sidewalk would
not be blocked.
August 27, 2018: Drive by inspection showed no change in the property. I issued a
Warning of Violation Second Notice to Jordann McKay. Mailed certified and priority.
Priority delivered Thursday August 30, 2018. Comply by date extended to September
11, 2018. See exhibit 5
September 26, 2018: 1 inspected the property. The membrane structure was in the
front driveway and the Silver Volkswagen Bug was still blocking the sidewalk. The Jeep
Liberty with expired Washington Plates was parked in Right of Way. I knocked on the
door and when no one answered I left my business card on the front door. See exhibit
6.
October 4, 2018: 1 inspected the property. The membrane structure was in the front
driveway and the silver Volkswagen Bug was still blocking the sidewalk. I knocked on
the door and when no one answered I left my card. I looked in the utility billing system
and found a phone number for the address. I called and left a message stating that
violations still remain on the property and that the next step would be to issue a Finding
of Violation.
October 09, 2018: Jordann McKay returned my phone call. She stated that the Silver
Volkswagen Bug is her fathers and he is in the process of filing for a lost title in Oregon.
She asked about moving the membrane structure to the side yard. I told her that it was
not allowed in the side yard, but she may be able to apply for a variance. I gave her the
number to Planning Customer Service to ask about placement options and the variance
process. She asked for a 30 day extension and I granted it. I requested that the Silver
Volkswagen Bug be moved so that it no longer blocked the sidewalk.
November 15, 2018: After inspection on November 13, 2018, 1 called Jordan McKay and
explained that extensions were granted but the membrane structure and vehicle
remains unchanged. Jordan stated that she is still working on the title for the Silver
Volkswagen and she would call the Planning Department. I extended the comply by
date to November 30, 2018. 1 explained that a Finding of Violation with fines would be
issued if no change occurs. See exhibit 7.
December 05, 2018: 1 inspected the property. The Silver Volkswagen Bug is parked in
the Right of Way, the membrane tent is in the front driveway, and the Jeep Liberty with
license plates expired on October 27, 2016. 1 issued a Finding of Violation to Jordann
McKay for Junk Vehicle and membrane structure violations for $100 per violation for a
total of $200. 1 mailed certified and priority mail. See exhibit 8 & 9.
December 06, 2018: Jordann McKay called. She stated that she will move the Jeep
Liberty to the Right of Way and movers are coming this weekend and the membrane
structure will be moved by Monday.
December 12, 2018: 1 inspected the property. The Jeep Liberty and the membrane
structure remain unchanged. See Exhibit 10

The city's position is that more than ample time has been granted to make substantial
gains in bringing the property into compliance, which has not happened.

the membrane structure to her side yard. I
gave her the planning customer service
number and told her to talk to planning about
where she can have the structure. she
asked for 30 days and I said yes if she could
move the VW and no longer block the
sidewalk. She agreed.

B. Defective cement concrete surfaces placed adjacent to the public sidewalk or defects at the
juncture between said cement surfaces and said public sidewalks, including elevations or

C. Defects in sidewalks or public ways caused or contributed to by the roots of trees or similar
growth or vegetation located either on private adjoining property or on the parking strip portion of
any such street right-of-way;
D. Defective conditions caused by tree limbs, foliage, brush, or grass on or extending over such
public sidewalks or rights -of -way or tree roots extending under such public sidewalks or
rights -of -way and damaging the sidewalk;
E. Defective conditions between the curb line and the sidewalk or, if there is no curb line, then
between the edge of the traveled portion of the street and the sidewalk and between the sidewalk
and the abutting property line;
F. Defects resulting from accumulation of ice and snow on public sidewalks or on the
right-of-way between the curb line or, if there is no curb line, then between the adjacent edge of
the traveled portion of the street roadway and the abutting property line;
G. Defects consisting of foreign matter on the public sidewalks, including but not limited to
gravel, oil, dirt, vegetation, leaves, grease, moss, or any other foreign subject matter that might
cause pedestrians using said sidewalk to fall, stumble, or slip by reason of the existence of such
foreign matter;
H. Defective handrails or fences or other similar structures within or immediately adjacent to
said right-of-way area; and
I. Any defect or obstruction that is likely to cause injury to a reasonable person exercising due
care for their own safety or wellbeing.
Corrective Action: Remove the vehicle Oregon expired plate 547 HFH from the sidewalk surface to provide full use
of the sidewalk width.

A. It shall be unlawful to store, maintain, keep or retain: a junk, wrecked, dismantled or an
apparently inoperable vehicle, vehicle hulk, or any part thereof, on private real property in the City
of Renton.
B. The storage, maintenance or retention of junk, wrecked, dismantled or an apparently
inoperable vehicle, vehicle hulk, or any parts thereof, on private real property in the City is hereby
declared to be a public nuisance and subject to abatement in accordance with this Chapter and

between the edge of the traveled portion of the street and the sidewalk and between the sidewalk
and the abutting property line;
F. Defects resulting from accumulation of ice and snow on public sidewalks or on the

the traveled portion of the street roadway and the abutting property line;
G. Defects consisting of foreign matter on the public sidewalks, including but not limited to
gravel, oil, dirt, vegetation, leaves, grease, moss, or any other foreign subject matter that might
cause pedestrians using said sidewalk to fall, stumble, or slip by reason of the existence of such
foreign matter;
H. Defective handrails or fences or other similar structures within or immediately adjacent to
said right-of-way area; and
I. Any defect or obstruction that is likely to cause injury to a reasonable person exercising due
care for their own safety or wellbeing.
Corrective Action: Remove the vehicle Oregon expired plate 547 HFH from the sidewalk surface to provide full use
of the sidewalk width.

Code Text: RMC 4-5-130.B.4; The City of Renton Municipal Code has specific regulations governing membrane
structures, the amended IPMC 308.8 regarding membrane structures states:
Membrane structures are considered outdoor storage, and subject to the location restrictions in section
308.3. Such structures shall not exceed two hundred (200) square feet in area. Membrane structures
shall be Immediately removed or repaired in the event of disrepair or in the event of damage caused by
weather, fire, collision, accident or other forms of damage. Tarps and makeshift covers are prohibited
for this use.
Corrective Action: Bring the structure into compliance with the requirements of the membrane structures section of the
International Property Maintenance Code.
The structure is not allowed in the front or side yard areas on the property.

NOTICE OF RENTON MUNICIPAL CODE VIOLATION
The City has elected to establish a non -judicial hearing and determination system to enforce Renton Municipal Codes (RMC) civil code
violations. Therefore a code violation penalty, consistent with RMC 1-3-2.P is imposed, not including any costs, fees or assessments.
You may respond in the following manner:
I deny creating, permitting to exist, maintaining or failing to eliminate the violation(s) and I am requesting a hearing to contest this
Finding of Violation. Appeal requests must be received by the Renton City Clerk's office within 15 days of the date of this Finding of
Violation. Please send me a hearing date. I promise to appear on that date. The administrator must prove by a preponderance of the
evidence that I committed the violation. I understand that under RMC 1-3-2.G that the administrator shall decide whether the
opportunity to be heard will be only in writing or in person, or both. The city is not required to call witnesses to testify at the hearing.
Pursuant to RMC 1-3-2.K, failure to attend the scheduled hearing makes the Finding of Violation final, and I may be subject to
additional costs if I fail to withdraw or resolve my appeal prior to the hearing date. I also understand that the city has not waived any
rights or remedies under the law.
