RE: Mead Final Short Plat

SUBJECT: Confirmation of Compliance with all Conditions of Plat Approval
The following is a list of the Administrative approval conditions for the Mead Short Plat
with the responses or actions provided.
1. The applicant shall submit a Detailed Landscape Plan that complies with RMC 4-
8-120D.12 to the Current Planning Project Manager for review and approval at
the time of Utility Construction Permit Review. Staff recommends the following
street tree plant schedule: up to three (3) Princeton elm (Ulmus americana) street
tree on NE 6 St; up to seven (7) Redmond Linden (Tilia americana) street trees on
llwaco Ave NE; and up to five (5) Katsura trees on NE 5th P1 to meet the
minimum spacing requirements from stop signs, street lights and other trees. The
detailed landscape plan shall demonstrate compliance with minimum tree density
requirement. Compliance with these requirements may be accomplished through
the installation of minimum 2 inch caliper trees or through the retention of
existing trees or a combination thereof. The onsite trees shall be installed prior to
the issuance of a Certificate of Occupancy for the new homes.
The detailed Landscape Plan was submitted to and approved by the Clark
Close, Project Planner.
2. The applicant shall designate Tract A as a combined stormwater and tree
protection tract.
Tract A has been provided and so designated, see Mead Short Plat map.
3. Tract A and Lots 1, 2, 3 and 7 shall be required to take access from the public
alley.
The Public Alley and access has been so designated, see plat map.

4. The applicant shall provide a revised arborist report that assesses the health,
condition and viability of all trees to be retained. A revised arborist report shall be
submitted to the Current Planning Project Manager for review and approval. In
addition, the location, health and viability of the proposed street trees would also
be subject to approval of the City Arborist prior to construction permit issuance.
A revised Arborist report and Landscape Plan were provided to and
approved by the project planner, see documents submitted with Final Short
Plat application.
5. The applicant shall be required to provide, to the Current Planning Project
Manager, tree retention inspection/monitoring reports after initial clearing, final
grading, and annually for two (2) years by a qualified professional forester. The
inspection/monitoring reports shall identify any retained trees that develop
problems due to changing site conditions and prescribe mitigation.
A revised Arborist report was provided to the project planner. To
compensate for an additional tree removal it was determined that 3
additional new trees would be added to the Landscape Plan which was
approved by the project planner.
6. The stormwater vault proposed in Tract A shall be designed to be located
underground and/or covered in soil. No part of the vault shall be permitted to
protrude from the ground surface. If it is determined that such application is not
feasible an alternative method could be proposed for approval by the Planning
Division. All ground/soil located around and over the vault shall be landscaped. A
revised vault and landscaping plan shall be submitted to the Current Planning
Project Manager for review and approval prior to construction permit issuance.
Per the condition the vault has been buried and a revised landscape
plan was provided to and approved by the project planner.
7. A Home Owners Association shall be established prior to recording of the short
plat. The Home Owners Association shall be responsible for the ownership and
maintenance of all common improvements. HOA documents shall be submitted
for review and approval by the Current Planning Project Manager and the City
Attorney prior to short plat recording.
The Mead Short Plat Homeowners Association has been established. Draft
CC&Rs will be submitted for project planner and City Attorney review and
approval as part of the Final Short Plat submittal package.
