CONSTRUCTION MITIGATION DESCRIPTION
Grade and Fill Permit
Proposed construction dates:
Fill will occur as material is available over the life of the permit and is estimated to be completed by
spring 2020. Proposed construction dates will be in accordance with RMC 4-9-080-F-10 which states,
“Special Permits are valid until the approved plans have been satisfactorily completed.” The applicant
requests the permit be valid for a maximum of 10-years as the timeline ultimately depends on the
availability of fill material.
Hours and days of operation:
Hours of operation will generally adhere to City work hours, which per RMC 4-4-060(J)(6) are 7:00 a.m.
to 8:00 p.m. Monday through Friday. It is requested that the Director approve work to be permitted on
Saturday as well.
The current Special Use Permit (#LUA 10-056) allows weekday hauling from 8:30 a.m. to 3:30 p.m. and a
maximum of 210 truck trip ends per day. The Applicant is requesting haul hours from 8:30 a.m. to 3:30
p.m. and night hauling from 7:00 p.m. to 6:00 a.m. Monday through Saturday. Applicant also requests a
maximum of 250 truck trip ends per day.
Proposed hauling/transportation routes:
All equipment materials and laborers will primarily enter the site through a gate located along Jefferson
Ave NE for ingress and egress (trucks can turn around in the pit). This route will allow traffic to be
controlled via the signal light at the intersection of Jefferson Avenue NE and NE 4th Street. Monroe Avenue
NE may be used as an alternate, in which case traffic would be controlled by the signal light at Monroe
Avenue NE and NE 4th Street. Refer to the Neighborhood Detail Map.
Access from I-405 in both directions is expected via Exit 4 followed by NE 3rd St, which ultimately
transitions to NE 4th Street.
Measures to be implemented to minimize dust, traffic and transportation impacts, erosion, mud, noise, and
other noxious characteristics:
Best management practices will be used to minimize dust on the construction site. Water trucks or metered
fire hoses will be used as needed to wet down the areas used by construction equipment. Disturbed areas
will be hydroseeded per the Erosion/Sedimentation Control Plan to control dust after completion of grade
and fill activities.
Traffic and transportation impacts are not expected to worsen from current conditions, and thus no
additional measures are proposed.
A wheel-washing facility exists on-site and will be utilized throughout the duration of the project. Control of
dust and mud shall be in accordance with RMC 4-4-060.8 and noise levels shall be in accordance with
RMC 4-4-060.5.
Other “noxious” characteristics are not anticipated.

Any special hours proposed for construction or hauling:
As discussed in the “Hours and days of operation” section above, the Applicant requests approval to work
on Saturdays and to allow night hauling of fill material into the pit from 7:00 p.m. to 6:00 a.m.
