Request for Qualifications
For the Renton Airport Private Lift Station Replacement Project
Including Survey, Geotechnical, and Civil Design
Submittal Deadline: 4:00 p.m., February 26, 2019
The City of Renton Wastewater Utility(city) is soliciting statement of qualifications (SOQs)from
engineering consulting firms interested in providing engineering,geotechnical, and surveying services
for the Renton Airport Private Lift Station Replacement Project.The work shall include an alternatives
analysis for replacement of the lift station that will include potential locations for a replacement station
and an evaluation to determine if gravity service is an available option for this site. Work shall also
include survey,geotechnical, design, and construction services for the preferred alternative.The
successful firm will have experience in providing professional engineering design services for
wastewater lift stations,with specific expertise in package commercial lift station systems.

BACKGROUND
The City of Renton owns and operates the Renton Municipal Airport located adjacent to the Boeing 737
Production Facility,the Cedar River, and Lake Washington. At the northwest portion of the airport
facility is an existing private sewer lift station that is the responsibility of the Renton Airport to own,
operate, and maintain.This lift station serves a number of the lease holders at this portion of the site.
The lift station has reached its useful life and needs to be replaced.The Wastewater Utility is assisting
Airport Staff with the replacement of the station.
SCOPE OF WORK/PROPOSAL
Anticipated work for this project includes an initial brief alternative analysis that evaluates whether or
not a gravity alternative exists to route the sewer from these existing buildings to the north, to King
County's Bryn Mawr Interceptor,which crosses the Airport property. If gravity service is not an available
option,then the alternatives analysis will evaluate alternative locations for the replacement lift station.
The existing station is approximately 28 feet deep and located in a difficult location for general
maintenance.The city will provide all existing mapping available that shows the location of the existing
sewer laterals from the lease properties into the lift station. If a gravity option is available, and is
determined to be cost effective,then the design shall include plan and profile drawings and

specifications for the gravity route. If replacement of the lift station is the preferred option,the design
shall include sizing for flow, evaluation of package systems, level of telemetry/notification for system
failure, lift station replacement plans and specifications. Under both alternatives,the consultant will
assist the city with services during construction. We anticipate this work will be classified as
maintenance or under 12-inch pipe sizing, and therefore exempt from SEPA. Anticipated permitting is a
Public Works Construction permit and an electrical permit. All work is expected to take place on Renton
Municipal Airport property.
CONSULTANT SELECTION AND EVALUATION PROCESS
City of Renton staff will evaluate the consultant's qualifications based on the project approach, each
firm's technical skills and resources,the project team's technical skills, and history of performance.
Consultants may use other firms as sub-consultants for work or tasks that they may not have sufficient
staff or expertise for. All work by sub-consultants shall be identified. Qualifications and resumes for sub-
consultants-shall be included in the SOQ.
The city will evaluate the statement of qualifications and select the highest ranking firms for oral
interviews. All firms submitting qualifications will be notified in writing as to their status in the selection
process. Oral interviews will be held at Renton City Hall and will be scheduled after the short list is
determined.
The city may choose to forego oral interviews and base selection solely on the SOQ submitted. If oral
interviews are held,final determination will be based upon the scoring for the oral interviews only.
The city encourages minority-owned and women-owned businesses, socially and economically
disadvantaged business enterprises, and small businesses to respond to this Proposal or participate with
other firms as partners or sub-consultants in response to this Proposal.
DISCLAIMERS
• SOQs that do not include all of the submittal requirements outlined herein may not be
considered or may be downgraded.
• At the city's discretion,the city may amend the Selection Process and Schedule at any time.
• The city may revise the evaluation and scoring criteria at any time without providing notice to
the Consultants.
• At the city's discretion,the city may choose to republish the RFQ.
• The execution of the Consultant Agreement is subject to budgeted funds.
• Until such time a Consultant Agreement is executed,there are no express or implied
obligations or commitments on the part of either the city or the Consultant concerning either
this RFQ or any Proposal associated with it.
• All materials submitted for the Proposal will become property of the city and will not be
returned.
• By submitting materials to the city for consideration for this RFQ,the Consultant is waiving
any claim of confidentiality,trade secrets,or privilege with respect to materials submitted.All
submitted materials are subject to public records disclosure under the State of Washington
Public Records Act.
• Consultant will be notified of Addenda,however it is the Consultant's responsibility to verify
whether any Addenda were issued.

SUBMITTAL REQUIREMENTS
To be considered responsive,the respondent must include the following information listed below.
Proposals that do not fully comply with these instructions may not be considered.To facilitate
evaluation the Statement of Qualifications must be organized in the order of the outline below. Do not
exceed 20 pa�es total for sections A, B, C and D. Resumes should be limited to one to two pages for each
person.
A. PROJECTAPPROACH
1. Describe your proposed approach to the project and the specific tasks that would be included in
a proposed Scope of Work for the project as follows:

2. Provide a preliminary time schedule for carrying out various tasks.
3. Prepare time estimates and availability for key team members used in each of the major tasks.

1. Provide a description of your approach to organize and carry out the work.
2. Provide an organizational chart indicating how the firm's management will interface with this
project. Identify the overall Project Manager and task leaders/key team members.
C. PROJECTTEAM MEMBERS
1. Identify the Project Manager, each task leader, and key team members. Describe their expertise
and their role in this project. Provide their office location,technical expertise, and other
pertinent information. Provide a professional resume for each member of the proposed team.
2. Identify sub consultants that you will use on this project, indicate their specific roles, and
provide their experience on similar related projects.
3. Describe two to three projects that your firm has completed that are similar to the proposed
project. Describe how the projects performed in terms of desired outcome, budget, and
schedule. Describe the work that your firm's project team members performed for those
projects.
D. REFERENCES
1. Provide three recent references (within last ten years)that may be contacted concerning your
firm's performance on a project of this type.
2. Provide three recent references (within last ten years)that may be contacted concerning the
performance of your firm's proposed Project Manager on projects of this type.
E. INSURANCE, RECORDKEEPING,AGREEMENT, AND OTHER REQUIREMENTS

The firm that is selected for this project will be required to obtain, at its own expense, professional
liability insurance of$1,000,000 per occurrence and $2,000,000 aggregate for Commercial General
Liability(CGL)for the term of the contract and other insurance as required by the city(see
informational documents).The firm selected will be required to sign the City of Renton Consultant
Agreement. All firms working on the project will be required to obtain a city Business License.

F. SUBMITTAL DEADLINE
The deadline for submittals is 4:00 p.m., February 26, 2019.
If mailed,the submittal must be postmarked no later than February 26, 2019.
Five (5) paper copies and one (1) electronic copy of the Proposal in PDF format on a CD, DVD, or
jump drive, shall be mailed or delivered to the following address:
