SUBJECT: Downtown Window Transparency
BACKGROUND: Ordinance #5905 established a higher standard for the amount of
window transparency required in Urban Design District A, which is
Downtown Renton. In RMC 4-3-100.E.5 Item 3 for District A regarding
the amount of allowable opaque signage inadvertantly allows a greater
amount of opaque signage than other design districts. Additionally, there
is a confilct with Subsection 4-4-100.H.4.b that does correctly limit the
amount of opaque signage to no more than 10% of window space.
DECISION: Resolve the conflict by amending 4-3-100.E.5 to place greater limitations
on the amount of opaque signage in windows in Downtown.
JUSTIFICATION: The intent of the docket item was to have a more restrictive standard for
windows in Downtown, not less restrictive.

days from the date of this decision. Your submittal should explain the
basis for the appeal. Section 4-8-110 of the Renton Municipal Code
provides further information on the appeal process.

Opaque signage is only allowed on or in no more than ten percent (10%) of the window space.
Stenciled or other signage types that allow visibility into the building is encourage and do not
count toward the ten percent (10%) calculation or signage in windows.
