Reason for Change:
Some of the work was located within a native growth protection easement. Prior to clearing
and grubbing, the existing ravine had established cottonwoods in the immediate vicinity of the
culvert. Invasive species were also present within the clearing and grading limits, most notably
Himalayan blackberry.The steep slopes of the ravine are an erosion hazard with the existing
plants providing slope stability.Therefore,complete removal of the invasive species would
require extensive landscaping and erosion control measures that would need to be maintained
for many years.This was not viewed as very feasible given the steep slopes of the ravine.
In order use a crane to deliver material and equipment to the culvert,the cottonwoods had to
be cut down.The stumps were left in the ground because the extensive roots support the
ravine slopes.The cottonwoods will very likely start to grow again with their roots continuing to
support the steep slopes.With the additional sunlight,the Himalayan blackberry would
potentially overwhelm the vine maples due to a faster growth rate.Additionally, dry summer
conditions result in dry soil conditions along the slopes of the ravine. As a result, the City
decided to replace the Vine Maples with Pacific Nine Bark and Red Flowering Current which will
have a better chance of competing with the Himalayan blackberry and can get established
quickly to survive dry conditions next summer.
Upon completion of major construction activities and cleanup of the site, the neighborhood
HOA was contacted to review conditions in an area of the native growth protection easement
that the HOA has landscaped.This area resides with the HOA donated Temporary Construction
Easement(TCE)for the project.This area was disturbed by construction activities. Originally,
the City anticipated placing bark or wood chip mulch over disturbed areas. However,the HOA
did not want this as the landscapers who maintain the area for the HOA would likely blow the
bark back into the ravine. Instead the HOA requested plants including Lavender,Rosemerry and
Pink Germander be placed in the disturbed areas.The City agreed to do so in lieu of placing
bark.
Topsoil Type A was removed from the contract since the existing native soil is sufficient for
planting and plant establishment.

Adjustment:
This Change Order includes changes as defined in Section 1-04.4. Specifically,the deletion of
work, altering specifications(e.g.changing plant types)and increased quantities.The estimated
cumulative total cost of these changes is$1,100.
Extension of Time:
The Time for Completion is extended 0 Working Days
Equitable Adjustment:
This Change Order does not include an equitable adjustment for any of the bid items deleted or
added to the contract by this change order. Prior to the Work, the City and Contractor agreed
to replace and/or add plants using the unit prices in the original bid,which was the same for
both plants listed in the original bid.

Sections 1-04.4 and 1-04.5 of the 2016 WSDOT/APWA Standard Specifications shall govern
this Change Order.The Work of the referenced Contract Is modified to include the changes
detailed herein.The payment provided for herein shall constitute the complete and final
settlement for all costs of labor,equipment,materials,overhead,profit,permit fees, and all
other claims that may be made by the Contractor as a result of this change.
