ORDINANCE NO. 5 218
AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON,
AMENDING CHAPTER 9-11, STREET GRID SYSTEM, OF CHAPTER 9
(PUBLIC WAYS AND PROPERTY) OF ORDINANCE NO. 4260
ENTITLED "CODE OF GENERAL ORDINANCES OF THE CITY OF
RENTON, WASHINGTON" TO AMEND PROVISIONS FOR STREET
NAMING.
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DOES ORDAIN
AS FOLLOWS:
WHEREAS,the City has imposed a system for naming streets in which avenues that run
north and south are named after cities and towns in Washington, and streets that run east and
west are numbered, and all streets are given directional prefixes or suffixes with downtown
Renton as the center point; and
WHEREAS,the names of avenues established in the adopted code has expired and staff
has been naming these roadways based on the naming convention without input from the Mayor
and City Council; and
WHEREAS,the City is nearing the end of a round of alphabetical naming of avenues
with names of Washington cities and towns, due to the large of amount of annexation that has
occurred on the East Renton Plateau; and
WHEREAS, if very large areas of the Potential Annexation Area were annexed,
thousands of residents would be forced to change their addresses to conform with the City's new
street names; and
WHEREAS,the requirement to change their addresses is frequently cited as a reason not
to annex into the City; and

WHEREAS, with the establishment of geographic information systems and data
terminals in all emergency vehicles, the street naming convention is no longer essential to
efficient and safe emergency response;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, DOES ORDAIN AS FOLLOWS:
SECTION I. Chapter 9-11 of Title IX(Public Ways and Property) of Ordinance
No. 4260 entitled"Code of General Ordinances of the City of Renton, Washington" is hereby
amended to read as follows:
9-11-1 PURPOSE
The purpose of this Chapter is to provide an address standard to facilitate consistent
response by emergency services, and to provide a uniform application guideline. This street grid
system will, to the extent practicable, consist of roadways running north-south or east-west and
running perpendicular to one another.
9-11-2 DEFINITIONS
For the purposes of this Section the following abbreviations and definitions are
established:
A. Abbreviations: The United States Postal Service standard abbreviations shall be
used for all street name parts where abbreviations are commonly used.
B. Campus Address: One address assigned to the campus. Within the campus each
building shall be assigned either a number or letter. Units or individual sections within campus
buildings shall be identified by number assigned by the property owner. All campus addressing
shall be subject to the approval of the Fire Chief.

C. Classes Of Address: There are five(5)classes of address which include situs,
structure, unit, campus and mail.
D. Mail Address: The mail, or mailing, address is the address used by the U.S.
Postmaster.
E. Private Roads: A private road with three(3)or more houses is designated
according to its place on the grid. If the end of the private road cannot be easily seen from the
main road, it will need to be designated, and the range of addresses located on the road indicated
by sign at the main road. Planning/Building/Public Works will not install street signs on private
property.
F. Residential Accessory Building: A structure used for storage located on a
residential lot which will not be addressed.
G. Situs Address: Every platted lot shall be assigned a situs address most nearly
corresponding to the expected address as if the lot contained a single structure.
H. Structure Address: One address shall be assigned to each building, except
residential accessory buildings. In the event of planned urban development, office park, or
industrial complex which incorporates several buildings, or has the potential to add one or more
buildings, provision shall be made to allow for buildings to be addressed as separate addresses,
one per building. In the event address numbers are not available for more than one building,
alphabetical suffixes for each building in the complex shall be applied. Structure addresses shall
be expressed in whole numbers, with no fractional appendages.
I. Unit Address: The unit address is the structure address plus the unit, room, or
suite number.

9-11-3 SYSTEM OF NUMBERING
Addresses shall be assigned by the Planning/Building/Public Works Department
according to the following criteria:
A. Numbering from north to south shall progressively increase from the 100 block
south of Airport Way; from south to north shall progressively increase from the 50 block north
from Airport Way.
B. Numbering from east to west, and west to east shall progressively increase from
the 50 block bound by Hardie and Rainier Avenues.
C. Along all avenues, or roadways, running northerly and southerly, those lots on the
easterly side thereof shall take even numbers, and those lots on the westerly side thereof shall
take odd numbers. Along all streets, or roadways, running easterly and westerly, those lots on the
northerly side thereof shall take even numbers and those lots on the southerly side thereof shall
take odd numbers.
D. In the case of a winding or curvilinear roadway, such roadway shall be designated
as an avenue, street, drive, lane, road, court, or circle, and, the predominant direction either
north-south or east-west determined. In such case the odd-even address convention shall be
applied consistently along the entire length of the roadway.
E. Each block or equivalent is allotted one hundred (100)numbers in sequence on
each street or avenue based upon the City grid system established herein, except between South
6th Street and North 12th Street within which boundaries each block is allotted fifty(50)
numbers in sequence. Despite the grid system, the numbering will begin at the actual roadway
intersections as constructed.

F. Approved numbers or addresses as issued by the Planning/Building/Public Works
Department shall be placed on all new and existing buildings in such a position as to be plainly
visible and legible from the roadway fronting the property, or in a location approved by the Fire
Chief Said numbers shall contrast with their background.
G. All numbers placed on buildings shall be block style. Numbers placed on single-
family residential dwellings shall be a minimum of four inches (4") in height. Numbers for
multi-family residential, neighborhood commercial or small business structures with fifty foot
(50') or less setback shall be a minimum of six inches (6")in height; and for such structures with
more than fifty foot (50') setback, numbers shall be from eight to twelve inches(8" to 12") in
height. Numbers for large commercial or industrial structures with one hundred foot(100')or
less setback shall be a minimum of eighteen inches (18")in height; and for such structures with
more than one hundred foot(100') setback, numbers shall be a minimum of twenty four inches
(24")in height.
Whenever a building is situated more than fifty feet(50') from the road, or when the
view of the building is blocked, the number shall be conspicuously placed on a post, gate, fence,
tree, etc. This placement must be somewhere in an arc within thirty feet (30')from where the
center of the driveway or access meets the road. It shall be posted in such a way so that the
address placard is parallel with the main roadway or visible when accessing from either
direction. It shall be at a height of between four(4') and six feet (6')from the level of the road.
On roads that may be accessed from only one direction, the placard may be posted perpendicular
to the main roadway in such way that it is clearly visible when being approached by emergency
responders. Addressable entities other than buildings, such as recreational lots or standalone

utility sites, shall display the address at the access or driveway in the same manner as a building
located more than fifty feet(50') from a roadway.
9-11-4 AREA DIVISIONS
For purposes of establishing a coordinated system in the City, the City shall be divided
into six(6)parts: northwest, north, northeast, southeast, south, and southwest. These parts are
defined as follows:
A. The boundaries of the northwest area shall be the westerly City limits on the
west; Renton Avenue on the south; Rainier Avenue on the east; and the northerly City limits on
the north.
B. The boundaries of the north area shall be Rainier Avenue on the west;the line
running along Airport Way from Rainier Avenue to Logan Avenue, thence northerly along
Logan Avenue to the center of the Cedar River, then southeasterly along the centerline of the
Cedar River to Interstate 405 on the south; Interstate 405 on the east; and the northerly City
limits on the north.
C. The boundaries of the northeast area shall be Interstate 405 on the west;the line
running southeasterly along the Maple Valley Highway from its intersection with Interstate 405
to the southwest corner of Monterey Terrace,thence easterly along the south line of Monterey
Terrace and its easterly extension to the east line of Section 17, Township 23 North, Range 5
East, W.M.,thence northerly along said line four hundred forty feet (440')more or less to the
east-west center line of said section, thence easterly along the easterly extension of said center
line to the City limits, on the south; the easterly City limits on the east; and the northerly City
limits on the north.

D. The boundaries of the southeast area shall be the line running from the
intersection of the Maple Valley Highway with Interstate 405 southerly along Interstate 405 to
the intersection with the center line of the Cedar River, thence along said center line to the
intersection with the northerly extension of Jones Avenue, thence southerly along said extension
and along Jones Avenue to the southerly City limits on the west; the southerly City limits on the
south; the easterly City limits on the east; and the southern boundary of the northeast area on the
north.
E. The boundaries of the south area shall be the State Route 167 and Rainier Avenue
on the west;the southerly City limits on the south; the westerly margin of the southeast area on
the east; and the southerly margin of the north area on the north.
F. The boundaries of the southwest area shall be the westerly City limits on the west;
the southerly City limits on the south; the State Route 167 and Rainier Avenue on the east; and
Renton Avenue on the north.
G. Within each of the six(6) areas, streets shall be labeled with the corresponding
directional prefix, and avenues shall be labeled with the corresponding directional suffix. Other
roadways within each of the six(6) areas shall be labeled with either the area prefix or suffix
depending upon whether they run predominantly east-west or north-south respectively.
H. There are two exceptions to these divisions:
a. The West Hill, an area bounded by Southwest Sunset Boulevard and
Martin Luther King Junior Way on the south, the Seattle city limits on the north, Rainier Avenue
North on the east and Interstate 5, and the Union Pacific Railroad right of way on the west,
where streets were historically designated as"south" based on Seattle as their geographic focus;
and

b. The East Renton Plateau, an area east of Interstate 405, bounded by May
Creek and Southeast May Valley Road on the north, and Maple Valley Highway on the south,
where streets were historically designated "southeast."
I. The following abbreviations shall be used as prefixes or suffixes:
Northwest: NW
North: N
Northeast: NE
Southeast: SE
South: S
Southwest: SW
9-11-5 ROADWAY NAMES
A. The following convention shall be used to designate City roadways. It is not
intended to name every roadway existing within the current City; the intention of this Section is
to clearly establish the grid.
B. North-south roadways, beginning at Rainier Avenue, shall be named
consecutively:

C. East-west roadways shall be named northerly and southerly from the main east-
west division line as identified in Area Divisions, Section 9-11-4. Northerly from said division
line, each grid shall increase from North 1st Street through North 11th Place alternately 1st
Street, 1st Place, . . . 11th Street, 11th Place, thereafter the grid shall numerically increase
incrementally to the City limits as North 12th Street,North 13th Street, etc. Southerly from said
division line, each grid shall increase from South 1st Street through South 5th Place alternately

as north of said division, thereafter the grid shall numerically increase incrementally to the City
limits.
D. Newly constructed streets shall be considered extensions of the existing street to
which they connect. If the new street connects a street named under the convention outlined
above to one established prior to annexation, the new segment of street should be given the
Renton name until it connects to an existing street at an existing intersection. For example, a
newly constructed segment of Powell Avenue Southwest that connects to 82nd Avenue South
shall be named Powell Avenue Southwest.
9-11-6 ANNEXATIONS
A. In the event of annexation, the existing name of the street and existing address
numbers shall remain, with the following exceptions:
1. In the area of the East Renton Plateau east of Interstate 405, west of 160th
Ave SE, and bounded by Southeast May Valley Road!Northeast 31st Street on the north and
Maple Valley Highway on the south: Avenues or roadways running north and south, and streets
or roadways running east and west, shall be renamed and renumbered according to the roadway
names outlined above. Once all of the names specifically designated in 9-11-5B have been
assigned, the existing roadway names shall be retained with the following exceptions and
clarifications:
a. Segments of 156th Avenue Southeast, south of Northeast 4th
Street/Southeast 128th Street; Southeast 142nd Place, between 154th Avenue Southeast/Toledo
Avenue Southeast; and 154th Place Southeast; shall be renamed Vantage Boulevard;

b. Vesta Avenue Southeast shall be renamed and renumbered as 156th
Avenue SE until all segments of 156th Ave SE, north of SE 136th Street/NE 2nd Court and south
of SE 128th Street/NE 4th Street are annexed into the City of Renton;
c. Segments of 156th Avenue Southeast, south of the intersection with
Southeast 142nd Place, shall be renamed Vantage Court Southeast;
d. Segments of 156th Avenue Southeast, north of Northeast 4th Street/
SE 128th Street, shall be renamed Vantage Place Northeast;
e. Southeast May Valley Road shall retain its current naming and
numbering; and
f. The segment of Northeast 314 Street that was formerly Southeast
May Valley Road shall be renamed and renumbered to restore the original addressing system;
2. Segments of 68t Avenue South, south of Martin Luther King Way, shall
be renamed Monster Road Southwest.
3. Segments of Southeast Can Road, Southeast 179th Street, Southeast 176th
Street, and Southeast Petrovitsky Road shall be renamed Southeast Can Road west of 108th
Avenue Southeast and Southeast Petrovitsky Road east of 108th Avenue Southeast.
4. Segments of Southeast Renton-Maple Valley Highway shall be renamed
Maple Valley Highway.
B. In the event of a street name change, staff assigned by the Planning/Building/
Public Works Administrator shall immediately notify all property owners, utilities, the U.S.
Postmaster, police, fire, and emergency services of the changes. Property owners shall be
notified of additional requirements to change structure address numbers to conform with this
Code.

9-11-7 CHANGE OF ADDRESS
The owners of an interest in any real estate abutting upon any roadway within the City
may petition the City for a change of address, with the exception that addresses within
subdivisions and short subdivisions recorded since 1993 shall not change unless deemed a life
safety hazard by the Fire Marshal. The petition shall include payment of one hundred dollars
($100.00)to defray the administrative costs of processing.
9-11-8 RESOLUTION OF CONFLICT
In the event of a conflict or an inability to make practical application of any portion of
this Section, the issue shall be resolved by a determination by the Planning/Building/Public
Works Administrator.
9-11-9 EXCEPTIONS
Any deviation from this Code must be approved by the City Council.
SECTION H. The City Clerk is authorized and directed to file this ordinance as
provided by law, and a complete copy of said document likewise kept on file with the office of
the City Clerk of the City of Renton.
SECTION III. This ordinance shall be effective upon its passage, approval and
five days after publication.

SPECIAL PRESENTATION Mayor Keolker administered the oath of office to Ira David Daniels,the newly

Chief David Daniels opportunity to serve the citizens of Renton, saying that he will do everything he
can to make this one of the safest cities in America. He introduced family
members and friends who were present in the audience.
Fire: Recognition of Interim On behalf of the Council and the City of Renton, Council President Corman
Chief Larry Rude presented Larry Rude with a plaque in recognition of his outstanding service as
Interim Fire Chief. Deputy Chief Rude voiced his appreciation for the
recognition, and he thanked the members of the Fire Department and his family
for their support.

Councilwoman Briere noted that the Committee report was revised to reflect
comments made by citizens at the public hearing held on the matter. In
response to Mayor Pro Tern Corman's inquiry, Councilwoman Briere explained

that as a result of a recent annexation, a portion of SE May Valley Rd. was
renamed to NE 31st St.; however, due to the roadway's regional significance,
the name is being changed back to SE May Valley Rd. Additionally, she noted
that most newly annexed areas will keep their current King County street grid
system addresses.

Utilities Committee Utilities Committee Chair Clawson presented a report recommending
Utility: Springbrook Creek concurrence in the staff recommendation to approve the following agreements
Wetland & Habitat Mitigation associated with the Springbrook Creek Wetland and Habitat Mitigation Bank
Bank Instrument with and forward to the Mayor and City Clerk to sign the agreements in accordance
WSDOT, Additional with Resolution 3822, adopted by Council on 6/19/2006:
Agreements • Bank Oversight Committee/Co-Sponsors Memorandum of Agreement.
• Washington State Department of Transportation(WSDOT)/City of Renton
Springbrook Creek Wetland and Habitat Mitigation Bank Agreement.
• Conservation Easement, Reimbursement Agreement with the Cascade Land
Conservancy, and Assignment Agreement.
The approval of City funding to include the construction of the Springbrook
Trail,as proposed in the Springbrook Creek Wetland and Habitat Mitigation

Department of Transportation construction contract bid opening for the project.

Chief Administrative Officer Jay Covington stated that this project has been a
long,hard-fought effort, and he recognized the work of Utility Engineering
Supervisor Ron Straka and other staff members. Stressing that the mitigation
bank will benefit Renton, City Attorney Larry Warren shared how the City
acquired the property,and he acknowledged the City's foresight in recognizing
its future possibilities.
Mr. Covington explained that as development occurs in the City, developers
have to mitigate for any impact to wetlands. Rather than having a number of
small areas that are designated for wetland mitigation, the City will create in the
aforementioned property an ecosystem that works as a wetland. He pointed out
that developers pay into an account that is then used to enhance the wetland.
Councilwoman Briere noted that a trail is proposed to go through this property
and connect an existing trail system.
Mr. Straka explained that WSDOT will be conducting the mitigation bank
construction in exchange for half of the shares of credits for investing the
capital, and the City will receive the remaining credits. He indicated that
WSDOT is a significant partner in this project, and he recognized the agency's
efforts. Mr. Straka stressed that this is a good project from an environmental,
transportation,City, and public standpoint because it will allow the City to sell
credits to developers who can then develop their sites to a higher and better use.

9-11-1 PURPOSE:
The purpose of this Chapter is to provide an address standard to facilitate consistent response by
emergency services, and to provide a uniform application guideline.This street grid system will, to the extent
practicable, consist of roadways running north-south or east-west and running perpendicular to one another.

9-11-2 DEFINITIONS:
For the purposes of this Section the following abbreviations and definitions are established:
A. Miscellaneous: The United States Postal Service standard abbreviations shall be used for all street
name parts where abbreviations are commonly used.

B. Campus Address: One address assigned to the campus. Within the campus each building shall be
assigned either a number or letter. Units or individual sections within campus buildings shall be
identified by number assigned by the property owner. All campus addressing shall be subject to the
approval of the Fire Chief.
C. Classes Of Address: There are five (5) classes of address which include situs, structure, unit, campus
and mail.
D. Mail Address: The mail, or mailing, address is the address used by the U.S. Postmaster.
E. Private Roads: A private road with three (3) or more houses is designated according to its place on
the grid. If the end of the private road cannot be easily seen from the main road, it will need to be
designated, and the range of addresses located on the road indicated by sign at the main road.
Planning/Building/Public Works will not install street signs on private property.
F. Residential Accessory Building: A structure used for storage located on a residential lot which will not
be addressed.
G. Situs Address: Every platted lot shall be assigned a situs address most nearly
corresponding to the expected address as if the lot contained a single structure.
H. Structure Address: One address shall be assigned to each building, except residential accessory
buildings. In the event of planned urban development, office park, or industrial complex which
incorporates several buildings, or has the potential to add one or more buildings, provision shall be
made to allow for buildings to be addressed as separate addresses, one per building. In the event
address numbers are not available for more than one building, alphabetical suffixes for each
building in the complex shall be applied. Structure addresses shall be expressed in whole numbers,
with no fractional appendages. (Ord. 5153, 9-26-05)
I. Unit Address: The unit address is the structure address plus the unit, room, or suite number. (Ord.
4553, 10-2-95)
9-11-3 SYSTEM OF NUMBERING:
Addresses shall be assigned by the Planning/Building/Public Works Department according to
the following criteria:
A. Numbering from north to south shall progressively increase from the 100 block
south of Airport Way; from south to north shall progressively
increase from the 50 block north from irport Way.
B. Numbering from east to west, and west to east shall progressively increase from the 50 block bound
by Hardie and Vancouvor Rainier Avenues.
C. Along all avenues, or roadways, running northerly and southerly, those lots on the easterly side
thereof shall take even numbers, and those lots on the westerly side thereof shall take odd
numbers. Along all
streets, or roadways, running easterly and westerly, those lots on the northerly side thereof shall take
even numbers and those lots on the southerly side thereof shall take odd numbers.
D. In the case of a winding or curvilinear roadway, such roadway shall be designated as an avenue,
street, drive, lane, road, court, or circle, and, the predominant direction either north-south or east-
west determined. In such case the odd-even address convention shall be applied consistently along
the entire length of the roadway.
E. Each block or equivalent is allotted one hundred (100) numbers in sequence on each street or avenue
based upon the City grid system established herein, except between South 6th Street and North
yr �
12th Street within which boundaries each block is allotted fifty (50) numbers in sequence. Despite
the grid system, the numbering will begin at the actual roadway intersections as constructed.
F. Approved numbers or addresses as issued by the Planning/Building/Public Works Department shall
be placed on all new and existing buildings in such a position as to be plainly visible and legible from
the roadway fronting the property, or in a location approved by the Fire Chief. Said numbers shall
contrast with their background.
G. G—All numbers placed on buildings shall be block style. Numbers placed on single-family residential
dwellings shall be a minimum of four inches (4") in height. Numbers for multi-family residential,
neighborhood commercial or small business structures with fifty foot (50') or less setback shall be a
minimum of six inches (6") in height; and for such structures with more than fifty foot (50') setback,
numbers shall be from eight to twelve inches (8" to 12") in height. Numbers for large commercial or
industrial structures with one hundred foot (100') or less setback shall be a minimum of eighteen
inches (18") in height; and for such structures with more than one hundred foot (100') setback,
numbers shall be a minimum of twenty four inches (24") in height. (Ord. 4553, 10-2-95)
Whenever a building is situated more than fifty feet(50') from the road, or when the view of the building is
blocked the number shall be conspicuously placed on a post, gate, fence, tree, etc. This placement must be
somewhere in an arc within thirty feet(30')from where the center of the driveway or access meets the road. It
will be posted in such a way so that the address placard is parallel with the main roadway or visible when
accessing from either direction. It shall be at a height of between four and six feet(6') from the level of the
road. On roads that may be accessed from only one direction, the placard may be posted perpendicular to the
main roadway in such way that it is clearly visible when being approached by emergency responders.
Addressable entities other than buildings, such as recreational lots or standalone utility sites, shall display the
address at the access or driveway in the same manner as a building located more than fifty feet (50')from a
roadway.
9-11-4 AREA DIVISIONS:
For purposes of establishing a coordinated system in the City, the City shall be divided into six (6) parts:
northwest, north, northeast, southeast, south, and southwest.These parts are defined as follows:
A. The boundaries of the northwest area shall be the westerly City limits on the west; Renton Avenue on
the south; Rainier Avenue on the east; and the northerly City limits on the north.
B. The boundaries of the north area shall be Rainier Avenue on the west; the line running along Airport
Way from Rainier Avenue to Logan Avenue, thence northerly along Logan Avenue to the center of
the Cedar River, then southeasterly along the centerline of the Cedar River to Skate-FRoutelnterstate
405 on the south;State-Reutelnterstate 405 on the east; and the northerly City limits on the north.
C. The boundaries of the northeast area shall be State-Routelnterstate 405 on the west; the line running
southeasterly along the Maple Valley Highway from its intersection with Interstate 405 to
the southwest corner of Monterey Terrace, thence easterly along the south line of Monterey Terrace
and its easterly extension to the east line of Section 17, Township 23 North, Range 5 East, W.M.,
thence northerly along said line four hundred forty feet (440') more or less to the east-west center
line of said section, thence easterly along the easterly extension of said center line to the City limits,
on the south; the easterly City limits on the east; and the northerly City limits on the north.
D. The boundaries of the southeast area shall be the line running from the intersection of the Maple
Valley Highway with State- Routelnterstate 405 southerly along State Routclnterstate 405 to the
intersection with the center line of the Cedar River, thence along said center line to the intersection
with the northerly extension of Jones Avenue, thence southerly along said extension and along

easterly City limits on the east; and the southern boundary of the northeast area on the north.
E. The boundaries of the south area shall be the State Route 167 and Rainier Avenue on the west; the
southerly City limits on the south; the westerly margin of the southeast area on the east; and the
southerly margin of the north area on the north.
F. The boundaries of the southwest area shall be the westerly City limits on the west; the southerly City
limits on the south; the State Route 167 and Rainier Avenue on the east; and Renton Avenue on the
north.
G. 6—Within each of the six (6) areas, streets shall be labeled with the corresponding directional prefix,
and avenues shall be labeled with the corresponding directional suffix. Other roadways within each of
the six(6)areas shall be labeled with either the area prefix or suffix depending upon whether they run
predominantly east-west or north-south respectively.
H. There are two exceptions to these divisions:
a. The West Hill, an area bounded by Southwest Sunset Boulevard and Martin Luther King
Junior Way on the south, the Seattle city limits on the north, Rainier Avenue North on the
east and Interstate 5 and the Union Pacific Railroad right of way on the west, where streets
were historically designated as "south" based on Seattle as their geographic focus; and
b. The East Renton Plateau, an area east of Interstate 405, bounded by May Creek and
Southeast May Valley Road on the north and Maple Valley Hwy on the south, where streets
were historically designated "southeast."

C_C—East-west roadways shall be named northerly and southerly from the main east-west division line
as identified in Area Divisions, Section 9-11-4. Northerly from said division line, each grid shall
increase from North 1st Street through North 11th Place alternately 1st Street, 1st Place, . . . 11th
Street, 11th Place, thereafter the grid shall numerically increase incrementally to the City limits as
North 12th Street, North 13th Street, etc. Southerly from said division line, each grid shall increase
from South 1st Street through South 5th Place alternately as north of said division, thereafter the grid
shall numerically increase incrementally to the City limits. (Ord. 4553, 10-2-95)
D. Newly constructed streets shall be considered extensions of the existing street to which they connect.
If the new street connects a street named under convention outlined above to one established prior to
annexation, the new segment of street should be given the Renton name until it connects to an
existing street at an existing intersection. For example, a newly constructed segment of Powell
Avenue Southwest that connects to 82"6 Avenue South shall be named Powell Avenue Southwest.
9-11-6 ANNEXATIONS:
A. Upon annexation of property to the City, staff assign the responsibility by the
des.
B. A.B. In the event of annexation,
the existing name of the street and existing address
numbers shall remain, with the following exceptions:
a. In the East Renton Plateau, an area east of Interstate 405, bounded by May Creek and
Southeast May Valley Road on the north and Maple Valley Hwy on the south, avenues shall
be renamed according to the street names outlined above. Once all of the street names
specifically designated in 9-11-5B have been assigned, the existing street names shall be
retained;
b. Annexed segments of 68th Avenue South, south of Martin Luther King Way, shall be renamed
Monster Road Southwest
c. Annexed segments of Southeast 128t Street west of Zillah Avenue Northeast shall be
renamed Northeast 4fh Street,
d. Annexed segments of Southeast Carr Road, Southeast 179`h Street, Southeast 176th Street
and Southeast Petrovitsky Road shall be renamed Southeast Carr Road west of of 108
Avenue Southeast and Southeast Petrovitsky Road east of 108th Avenue Southeast anti.
e. Annexed segments of Southeast Renton-Maple Valley Highway shall be renamed Maple
Valley Highway.
BG. In the event of a street name change, staff assigned by the Planning/Building/Public Works
Administratortaff shall immediately notify all property owners, utilities, the U.S. Postmaster, police,
fire, and emergency services of the changes. Property owners shall be notified of additional

9-11-7 CHANGE OF ADDRESS:
The owners of an interest in any real estate abutting upon any roadway within the City may petition the
City for a change of address, with the exception that addresses within subdivisions and short
subdivisions recorded since 1993 shall not change unless deemed a life safety hazard by the Fire
Marshal. The petition shall include payment of r-one hundred dollars ($10-0.00) to defray the
administrative costs of processing. (Ord. 4553, 10-2-95)
9-11-8 RESOLUTION OF CONFLICT
In the event of a conflict or an inability to make practical application of any portion of this Section, the
issue shall be resolved by a determination by the Planning/Building/Public Works Administrator,

In recognition of Renton's outstanding governmental relations work on the
Brightwater project, Ms. True presented Mayor Keolker with a plaque signed by
King County Executive Ron Sims and King County Council Chair Larry
Phillips. Mayor Keolker passed along the plaque to City Attorney Warren in
recognition of his hard work on this project.
Councilman Clawson noted that if the Brightwater project had not moved
forward, massive reconstruction on the eastside would have taken place to
expand the present trunk system to handle the additional sewage at the South
Treatment Plant in Renton.
Public Safety: Fireworks Interim Fire Chief Larry Rude gave a briefing on fireworks activities over the
Activities over July 4 July 4 holiday. He reported that the fireworks ban in Renton took effect in
2005. Interim Chief Rude explained that the City's goal of reducing fireworks-
related injuries and property damage was communicated to citizens in various
ways, including fliers in the utility bills, and postings at businesses and high-
occupancy apartment complexes. He noted that the City holds a public
fireworks display at Gene Coulon Memorial Beach Park as an alternative.
Continuing, Interim Chief Rude reported that Renton experienced a decrease in
fireworks-related calls and incidents in 2005 and 2006 as compared to prior
years. Reviewing related statistics, he noted that the total monetary damage in
2006 was $1,300, and during the time period of July 1 to July 10,200 calls for
service were received this year as compared to 286 in 2005.
Interim Chief Rude pointed out the importance of communicating with citizens.
He concluded by reviewing the City's communication strategies for 2007,which
include targeting more non-English speaking citizens,postings at fireworks
stands in neighboring jurisdictions, and signage at the City limits and
transportation corridors.
Mayor Keolker noted that it was nice and quiet this year, and the fireworks
display at Gene Coulon Park was wonderful. Councilman Law stated that
Renton residents have the opportunity to vote on whether to eliminate the
fireworks ban this fall, and he inquired as to when the use of fireworks would
again be allowed if the ban was eliminated. Chief Administrative Officer Jay
Covington replied that fireworks use could be allowed as early as January 2007.
PUBLIC HEARING This being the date set and proper notices having been posted and published in
Planning: Street Grid System accordance with local and State laws, Mayor Keolker opened the public hearing
Amendments to consider the amendments to the City's Street Grid System(City Code 9-11).

11 Economic Development Administrator Alex Pietsch explained that under the
current street naming system, all avenues (running north/south) are named after
cities and towns in Washington, all streets (running east/west) are numbered,
and directional prefixes or suffixes are assigned with downtown Renton as the
center point. He pointed out that upon annexation, all roadways are renamed to
conform with this system.
Mr. Pietsch discussed the issues with the current system. He indicated that the
names of avenues established in City Code have expired, and the City is near
the end of a round of alphabetical naming of avenues with names of
Washington cities and towns. Mr. Pietch stated that potentially thousands of
residents in Renton's Potential Annexation Area could be annexed and thus be
required to change addresses. He explained that in the past, conformity with the
current system was essential to police and fire crews and their ability to quickly

locate and respond to emergency calls. With the establishment of geographic
information systems(GIS) and data terminals in all emergency vehicles, this
requirement is no longer necessary.
Turning to the proposed street naming changes, Mr. Pietsch stated that most
newly annexed areas will retain their current addresses and not be integrated
into the City's naming system, numbering system,or directional prefixes. He
reviewed the proposed changes as follows:
• Annexed segments of SE Renton-Maple Valley Hwy. shall be renamed
Maple Valley Hwy.
• Annexed segments of 68th Ave. S., south of Martin Luther King Way, shall
be renamed Monster Rd. SW.
• Newly annexed areas bounded by I-405 to the west, 159th Ave. SE(Zillah
Ave. SE) to the east, May Valley Rd. to the north, and Maple Valley Hwy.
to the south will be assigned addresses according to the Renton street
naming system.
• The roadway known as SE May Valley Rd. shall retain its name and
numbering system, and the portion of the roadway now known as NE 31 st
St. shall be restored to the original name (SE May Valley Rd.) and
numbering system.
• The street named Vesta Ave. NE will be renamed Vantage Blvd. NE.
• Annexed segments of 156th Ave. SE,north of NE 4th St./SE 128th St. shall
be renamed Vantage P1.
• Annexed segments of 156th Ave. SE, south of NE 4th St./SE 128th St; SE
142nd P1.between 154th Ave. SE/Toledo Ave. SE and 156th Ave. SE; and
154th Pl. SE shall be renamed Vantage Blvd.
• Annexed segments of 156th Ave. SE, south of the intersection with SE
142nd Pl. shall be renamed Vantage Ct. SE.
• Annexed segments of SE Can Rd., SE 179th St., SE 176th St., and SE
Petrovitsky Rd. shall be renamed SE Carr Rd. west of 108th Ave. SE, and
SE Petrovitsky Rd. east of 108th Ave. SE.
In conclusion, Mr. Pietsch stated that the proposed changes will prevent the
unnecessary inconvenience and cost that annexing property owners, residents,
and businesses face with address changes. He noted that the address changes
have been a reason for people not wanting to annex to Renton. Mr. Pietsch
pointed out that the changes may create additional work for City staff to identify
addresses within the City limits. He reported that this item is currently in the
Planning and Development Committee, and feedback on the matter will be
reviewed by the Committee.
Mayor Keolker indicated that her main concern regarding changing the street
grid system was public safety; however,now that technology has changed, it is
time to reconsider the current system.
Public comment was invited.
Andrew Duffus,2905 Ilwaco Ave.NE, Renton, 98059, spoke in favor of
retaining the name May Valley Rd. within Renton for the following four
reasons: history,continuity, safety, and minimal inconvenience. He explained
that May Valley Rd. has existed for over 60 years,and continuity and
consistency will be maintained by retaining the name, as residents in City of
Newcastle and unincorporated King County have May Valley Rd. addresses.
Mr. Duffus noted that the change will only affect four residents.

June Hill, 225 Vesta Ave. SE, Renton, 98059, reported that she lives at the only
house on Vesta Ave. SE, and only three houses exist on Vesta Ave. NE. She
described the problems she has encountered with the post office, with people
trying to locate her house, and with City staff since her address was changed.
Ms. Hill stated that if the street name is going to be changed again to Vantage
Blvd., she requested that instead, the name be changed back to 156th Ave. SE.
Kristy Hill, 225 Vesta Ave. SE, Renton, 98059, stated that if Vesta Ave. has to
be renamed Vantage Blvd., she asked that the change take place when the larger
annexation is approved. In the meantime, she recommended that the name be
changed back to 156th Ave. SE so that people can locate her house.
J. Paul Blake, 17627 133rd P1. SE, Renton, 98058, expressed his support for the
proposal, saying that the amendments will prevent address changes from being
an issue for potential annexations to Renton.
Gwendolyn High,President of Citizens'Alliance for a Responsible Evendell,
13405 158th Ave. SE, Renton, 98059, agreed with the retainage of current
addresses when areas are annexed to Renton. In regards to the Vesta Ave. name
change, she suggested that the street be renamed back to 156th Ave. SE, as
156th is a regional landmark and it is easily locatable. Ms. High noted that GIS
is great when looking at coordinates; however, addressing is difficult because
every single database has to be manually updated.
Councilman Persson acknowledged the frustration expressed by residents living
on Vesta Ave. He stated that the current street grid system has worked well for
a long time; however, as the City grows and with the advancements in
technology, a change is worth considering. Councilwoman Nelson indicated
that there are advantages to using the King County grid system.
Expressing appreciation for the speakers'comments, Chief Administrative
Officer Jay Covington assured that their comments will be taken under
consideration. Councilman Clawson stressed that the audience testimony is
very helpful. Councilman Law stated that changing Vesta Ave. back to 156th
Ave. SE should be strongly considered if there is little downside to the City.
Correspondence was read from August R. Tabacek, 5531 NE 31st St., Renton,
98059, expressing support for restoring the roadway known as NE 31st St. to its
original name of SE May Valley Rd. He also requested that the expense to
rename streets be considered.
There being no further public comment, it was MOVED BY CLAWSON,

ADMINISTRATIVE Chief Administrative Officer Jay Covington reviewed a written administrative
REPORT report summarizing the City's recent progress towards goals and work programs
adopted as part of its business plan for 2006 and beyond. Items noted included:
* The City's bond credit rating has been upgraded by both Fitch Rating
Services and Standard and Poor's to AA- (from A+). The highest possible
rating is AAA. The rating upgrade will reduce costs to the community for
the planned bond issuance in mid-July.
* The first "Play Day in the Park" of the summer was held on June 28 at
Kiwanis Park. Co-sponsored by Renton Kiwanis and Greater Renton
Kiwanis,games, crafts, and inflatables were enjoyed by approximately 250
youth ages six to eleven.

For years, the City has imposed a system for naming streets based in which avenues, which run
north/south, are named after cities and towns in Washington and east/west streets are numbered.
Additionally, all streets in the City are given directional prefixes or suffixes (NE, SE, etc.) with
Downtown Renton as the center point. The names of avenues established in the adopted code have
expired. Given the large amount of annexation on the East Renton Plateau, the City is quickly nearing the
end of a round of alphabetical naming of avenues with names of Washington cities and towns. With the
possibility of annexing very large areas of the Potential Annexation Area (PAA), thousands of residents
would be required to change their addresses to conform with the street naming system. This has been
cited as a reason not to annex. In that past, conformity with the street naming convention was essential to
police and fire crews and their ability to quickly locate and respond to emergency calls. Now, with the
establishment of geographic information systems (GIS) and data terminals in all emergency vehicles,this
requirement is no longer necessary.
The following changes are proposed for the street naming system:
• References to State Route 405 will be corrected to read Interstate 405
• Newly annexed areas will retain their current addresses, with the exception of those areas in the
East Renton Plateau bounded by Interstate 405 to the west, 159th Ave SE (Zillah Ave. SE) to the
east, May Valley Rd to the north, and Maple Valley Hwy to the south.
• Newly annexed areas bounded by Interstate 405 to the west, 159th Ave SE (Zillah Ave. SE)to the
east, May Valley Rd to the north, and Maple Valley Hwy to the south will be assigned addresses
according to the Renton Street Naming System.
• The roadway known as SE May Valley Rd would retain its name and numbering system, the
portion of the roadway now known as NE 31 S` St would be restored to the original name and
numbering system.
• The street named Vesta Ave NE will be renamed Vantage Blvd NE.
• Annexed segments of 156th Ave SE, south of NE 4th St/ SE128t Street; SE 142nd Pl, between

I just received notice of public hearing on July 10th regarding changing the
street name back to SE May Valley Rd. I will be unable to attend because I
am a volunteer campground host for the State of Washington, and will be out
of town, however, I want to be on record that I agree with changing back to
the original name. I was disappointed that I didn't have a chance to voice my
opinion when it was changed to 31st ST. in June of last year. Do you
realize the cost of changing addresses of everything you have not to mention the
problems of having deliveries, nobody could find it on the map, and a year
later they still can't. For this reason I would welcome going back to the
original address, but before you change addresses, think about the expense to change
addresses.
But I want you to know I still enjoy being part of Renton.

The Planning and Development Committee recommends that a public hearing be held on July
10, 2006 to consider proposed amendments to RMC Title 9, Section 11 "Street Grid System"
and to consider changing the names of two recently annexed street sections that would not
conform to the amended Street Grid System:
a.) Vesta Avenue changed to Vantage Avenue or Boulevard; and
b.) Portions of Northeast 31st Street formally known as Southeast May Valley Road
changed back to Southeast May Valley Road.

SUMMARY OF ACTION:
Code amendments are required to change the City's current practice of renaming all streets that annex
into the City. The proposed code would allow the existing names of annexed roadways to be retained
with a few exceptions. The most notable is the East Renton Plateau, where avenues would continue to
be given names of Washington cities and towns alphabetically through"Zillah."

Should the City revise its practice of renaming streets in newly annexed areas?
RECOMMENDATION:
Council should adopt the proposed amendments to Renton Municipal Code Title 9,
Chapter 11 "Street Grid System."
BACKGROUND SUMMARY:
For years, the City has imposed a system for naming streets based in which avenues,
which run north/south, are named after cities and towns in Washington and east/west
streets are numbered. Additionally, all streets in the City are given directional prefixes or
suffixes (NE, SE, etc.)with Downtown Renton as the center point.
A number of factors have arisen that warrant amendments to the section of the Renton
Municipal Code governing this practice:
1.) The names of avenues established in the adopted code has expired and staff has
been naming these roadways based on the naming convention without input from
the Mayor and City Council;
2.) Given the large amount of annexation on the East Renton Plateau, the City is
quickly nearing the end of a round of alphabetical naming of avenues with names
of Washington cities and towns (e.g. the avenue beginning with the letter"v"was
recently assigned.); and
3.) The possibility of annexing very large areas of the Potential Annexation Area
(PAA)means thousands of residents would be forced to change their addresses to
conform with the new City street names. This requirement is frequently cited as
reason not to annex.

In that past, conformity with the street naming convention was essential to police and fire
crews and their ability to quickly locate and respond to emergency calls. Now, with the
establishment of geographic information systems (GIS) and data terminals in all
emergency vehicles, this requirement is no longer necessary.
There will be a transition for all City staff, however. Currently, since no streets in Renton
are numbered higher than the 10000-block, staff is quickly able to determine whether or
not a citizen giving an address is a resident of the City. This will no longer be the case
and response to citizen concerns will require additional time and research.
PROPOSED AMENDMENTS:
If adopted, the proposed code amendments (the underlined text in the attached draft)
would have the basic effect of freezing the existing street naming convention where it is
and adopting the existing names of annexing county streets and avenues except on the
East Renton Plateau. On the Plateau, the City's current convention of street naming
would continue until an avenue was annexed and named"Zillah."East of that street, the
County roadway names would remain.
The following is a section-by-section discussion of the proposed amendments:
9-11-2 DEFINITIONS
Provides definitions for"Highways"and"Ways"which are currently designated but
undefined.
9-11-3B
Replaces a reference to the historic name Vancouver Avenue with the current name of the
roadway Rainier Avenue.
9-11-4B, C, & D
Corrects the erroneous references to Interstate 405 as a"State Route."
9-11-4H
The existing directional establishment of prefixes and suffixes to roadway names (NE, S,
etc.) are based on Downtown Renton as the center point. Downtown Seattle is the focal
point for these directional indicators on County roadways. Most of the directional
designations in the PAAs conform to the City's system. However, the West Hill (where
roadways are designation"South") and the East Renton Plateau("Southeast") are the
exceptions. This section provides for these exceptions and allows the County roadway
names to conform to the City's code. See the attached map for an illustration.
9-11-5 ROADWAY NAMES
This section documents the existing street names in the City and establishes new names
for avenues to the east through the end of the alphabet. These new street names are:
Toledo (155th Ave SE and any future extension),Underwood(156th Ave SE in White
Fence Ranch and any future extension), Vantage (156th Ave SE south of NE 4th and any

future extension to the north. See also the discussion of Vantage/Vesta below), Wapato,
Yakima, and Zillah(these last three would be designated as annexation and
redevelopment occurs).
A portion of 156th Ave SE recently annexed to the City was designated"Vesta Ave NE"
by City staff. The existing code designated the avenue names to be used alphabetically
through the letter"o"or"Orcas." Since Orcas Ave NE was established, staff has
determined the appropriate names of avenues (Pasco, Quincy, Rosario, and Shadow)
without explicit direction from the Mayor or the City Council. Given the arterial nature of
156t"Ave SE, its connection to the Jones Bridge and SR 169 to the south, and its future
importance as a north/south arterial corridor, a more commonly known name may be
more appropriate. Staff is currently consulting with the owners of the six affected
property owners to see whether a change to "Vantage Ave NE"would be preferable over
"Vesta Ave NE." If the change is acceptable, staff will bring it to the City Council for
consideration under a separate action.
This section also eliminates names for avenues yet to be annexed on the West Hill
previously established in code. These include Medina, Longview, Kelso, Jackson, Indio,
Hamilton, Garfield, Fairview, and Edgewood. Naches Ave SW would be the last and
western-most avenue to be named under the City's street naming convention.

This section clarifies what should happen to roadways that are constructed in an annexed
area that connect a City-named road to one named under the County's convention. The
proposal is for the City name to be extended to the first existing intersection.
9-11-6 ANNEXATION
This section provides direction regarding roadway naming in the event of an annexation.
County roadway names would be adopted with the exceptions listed below. These
exceptions allow the current practice of renaming streets to come to a logical close at the
end of the alphabet, as well allow the extension of a few roadways that have well-
established names.
a.) East Renton Plateau, including the Sierra Heights area—the historic City
naming would continue through the establishment of"Zillah Ave NE;"
b.) Monster Rd SW would continue north to Martin Luther King Way;
c.) NE 4th would continue east to the Urban Growth Boundary;
d.) SE Petrovitsky Rd would continue west to Carr Rd; and
e.) Annexed segments of SR 169 would be renamed Maple Valley Hwy, instead
of SE Renton-Maple Valley Hwy.
9-11-7 CHANGE OF ADDRESS
Increases the fee for a property owner-proposed street name change from$30 to $100 to
more accurately defray the processing costs.

This new section grants the Planning/Building/Public Works Administrator the authority
to resolve any unforeseen conflicts of this code section.
CONCLUSION:
The practical application of the City's existing convention for naming roadways is
coming to an end. The proposed code amendments create a logical place to stop the
existing convention on the East Renton Plateau and allow the City to adopt the existing
names of streets and avenues in annexing areas. The small additional workload staff may
face by no longer having the quick four-digit address test for Renton addresses is far
outweighed by the unnecessary inconvenience and cost annexing property owners,
residents and businesses face through an address change.

9-11-1 PURPOSE:
The purpose of this Chapter is to provide an address standard to facilitate
consistent response by emergency services, and to provide a uniform application
guideline. This street grid system will, to the extend practicable, consist of roadways
running north-south or east-west and running perpendicular to one another. (Ord. 4553,

9-11-2 DEFINITIONS:
For the purposes of this Section the following abbreviations and
definitions are established:
A. Miscellaneous: The United States Postal Service standard abbreviations
shall be used for all street name parts where abbreviation are commonly
used.

B. Campus Address: One address assigned to the campus. Within the campus
each building shall be assigned either a number or letter. Units or individual
sections within campus buildings shall be identified by number assigned by
the property owner. All campus addressing shall be subject to the approval
of the Fire Chief.
C. Classes Of Address: There are five (5) classes of address which include
situs, structure, unit, campus and mail.
D. Mail Address: The mail, or mailing, address is the address used by the U.S.
Postmaster.
E. Private Roads: A private road with three (3) or more houses is designated
according to its place on the grid. If the end of the private road cannot be
easily seen from the main road, it will need to be designated, and the range
of addresses located on the road indicated by sign at the main road.
Planning/Building/Public Works will not install street signs on private
property.
F. Residential Accessory Building: A structure used for storage located on a
residential lot which will not be addressed.
G. Situs Address: Every vacant legal parcelplatted lot shall be assigned a situs
address most nearly corresponding to the expected address as if the lot
contained a single structure.
H. Structure Address: One address shall be assigned to each building, except
residential accessory buildings. In the event of planned urban development,
office park, or industrial complex which incorporates several buildings, or
has the potential to add one or more buildings, provision shall be made to
allow for buildings to be addressed as separate addresses, one per
building. In the event address numbers are not available for more than one
building, alphabetical suffixes for each building in the complex shall be
applied. Structure addresses shall be expressed in whole numbers, with no

I. Unit Address: The unit address is the structure address plus the unit, room, or
suite number. (Ord.4553, 10-2-95)
9-11-3 SYSTEM OF NUMBERING:
Addresses shall be assigned by the Planning/Building/Public Works
Department according to the following criteria:
A. Numbering from north to south shall progressively increase from the 100
block bound by Southwest 1st Street and Southwest 1st Place; from south
to north shall progressively increase from the 50 block north from
Southwest 1st Street.
B. Numbering from east to west, and west to east shall progressively increase
from the 50 block bound by Hardie and Vancouver-Rainier Avenues.

C. Along all avenues, or roadways, running northerly and southerly, those lots
on the easterly side thereof shall take even numbers, and those lots on the
westerly side thereof shall take odd numbers. Along all
streets, or roadways, running easterly and westerly, those lots on the
northerly side thereof shall take even numbers and those lots on the
southerly side thereof shall take odd numbers.
D. In the case of a winding or curvilinear roadway, such roadway shall be
designated as an avenue, street, drive, lane, road, court, or circle, and, the
predominant direction either north-south or east-west determined. In such
case the odd-even address convention shall be applied consistently along
the entire length of the roadway.

E. Each block or equivalent is allotted one hundred (100) numbers in sequence
on each street or avenue based upon the City grid system established
herein, except between South 6th Street and North 12th Street within which
boundaries each block is allotted fifty (50) numbers in sequence. Despite
the grid system, the numbering will begin at the actual roadway
intersections as constructed.
F. Approved numbers or addresses as issued by the Planning/Building/Public
Works Department shall be placed on all new and existing buildings in such
a position as to be plainly visible and legible from the roadway fronting the
property, or in a location approved by the Fire Chief. Said numbers shall
contrast with their background.
G_G—All numbers placed on buildings shall be block style. Numbers placed on
single-family residential dwellings shall be a minimum of four inches (4") in
height. Numbers for multi-family residential, neighborhood commercial or
small business structures with fifty foot (50') or less setback shall be a
minimum of six inches (6") in height; and for such structures with more than
fifty foot (50') setback, numbers shall be from eight to twelve inches (8" to
12") in height. Numbers for large commercial or industrial structures with one
hundred foot (100') or less setback shall be a minimum of eighteen inches
(18") in height; and for such structures with more than one hundred foot
(100') setback, numbers shall be a minimum of twenty four inches (24") in

Whenever a building is situated more than fifty feet from the road, or when the view
of the building is blocked the number shall be conspicuously placed on a post, gate,
fence, tree, etc. This placement must be somewhere in an arc within 30 feet from
where the center of the driveway or access meets the road. It will be posted in such a
way so that the address placard is parallel with the main roadway or visible when
accessing from either direction. It shall be at a height of between four and six feet
from the level of the road. On roads that may be accessed from only one direction,
the placard may be posted perpendicular to the main roadway in such way that it is
clearly visible when being approached by emergency responders. Addressable
entities other than buildings, such as recreational lots or stand alone utility sites, shall
display the address at the access or driveway in the same manner as a building
located more than fifty feet from a roadway.

9-11-4 AREA DIVISIONS:
For purposes of establishing a coordinated system in the City, the City shall be
divided into six (6) parts: northwest, north, northeast, southeast, south, and
southwest. These parts are defined as follows:
A. The boundaries of the northwest area shall be the westerly City limits on the
west; Renton Avenue on the south; Rainier Avenue on the east; and the
northerly City limits on the north.
B. The boundaries of the north area shall be Rainier Avenue on the west; the
line running along Airport Way from Rainier Avenue to Logan Avenue,
thence northerly along Logan Avenue to the center of the Cedar River, then
southeasterly along the centerline of the Cedar River to State
Routelnterstate 405 on the south; State—Routelnterstate 405 on the east;
and the northerly City limits on the north.
C. The boundaries of the northeast area shall be State Routelnterstate 405 on
the west; the line running southeasterly along the Maple Valley Highway
from its intersection with State-Routelnterstate 405 to the southwest corner
of Monterey Terrace, thence easterly along the south line of Monterey
Terrace and its easterly extension to the east line of Section 17, Township
23 North, Range 5 East, W.M., thence northerly along said line four
hundred forty feet (440') more or less to the east-west center line of said
section, thence easterly along the easterly extension of said center line to
the City limits, on the south; the easterly City limits on the east; and the
northerly City limits on the north.
D. The boundaries of the southeast area shall be the line running from the
intersection of the Maple Valley Highway with State—Reatelnterstate 405
southerly along State Routelnterstate 405 to the intersection with the center
line of the Cedar River, thence along said center line to the intersection with
the northerly extension of Jones Avenue, thence southerly along said
extension and along Jones Avenue to the southerly City limits on the west;
the southerly City limits on the south; the easterly City limits on the east;
and the southern boundary of the northeast area on the north.
E. The boundaries of the south area shall be the State Route 167 and Rainier
Avenue on the west; the southerly City limits on the south; the westerly
margin of the southeast area on the east; and the southerly margin of the
north area on the north.
F. The boundaries of the southwest area shall be the westerly City limits on the
west; the southerly City limits on the south; the State Route 167 and Rainier
Avenue on the east; and Renton Avenue on the north.
G. G—Within each of the six (6) areas, streets shall be labeled with the
corresponding directional prefix, and avenues shall be labeled with the
corresponding directional suffix. Other roadways within each of the six (6)
areas shall be labeled with either the area prefix or suffix depending upon
whether they run predominantly east-west or north-south respectively.
H. There are two exceptions to these divisions:
a. The West Hill, an area bounded by Southwest Sunset Boulevard and
Martin Luther King Junior Way on the south, the Seattle city limits on
the north, Rainier Avenue North on the east and Interstate 5 and the
Union Pacific Railroad right of way on the west, where streets were
historically designated as "south" based on Seattle as their
geographic focus; and
b. The East Renton Plateau, an area east of Interstate 405, bounded by
May Creek and Southeast May Valley Road on the north and Maple
Valley Hwy on the south, where streets were historically designated
"southeast."
14. The following abbreviations shall be used as prefixes or suffixes:

C_G—East-west roadways shall be named northerly and southerly from the
main east-west division line as identified in Area Divisions, Section 9-11-4.
Northerly from said division line, each grid shall increase from North 1st
Street through North 11th Place alternately 1st Street, 1st Place, . . . 11th
Street, 11th Place, thereafter the grid shall numerically increase
incrementally to the City limits as North 12th Street, North 13th Street, etc.
Southerly from said division line, each grid shall increase from South 1st
Street through South 5th Place alternately as north of said division, thereafter
the grid shall numerically increase incrementally to the City limits. (Ord.4553,

D. Newly constructed streets shall be considered extensions of the existing
street to which they connect. If the new street connects a street named under
convention outlined above to one established prior to annexation, the new
segment of street should be given the Renton name until it connects to an
existing street at an existing intersection. For example, a newly constructed
segment of Powell Avenue Southwest that connects to 82nd Avenue South
shall be named Powell Avenue Southwest.
9-11-6 ANNEXATIONS:
A.
B. A.g. In the event of annexation,easterly or westerly of the existing City grid,
the existing name of the street shall remain, with
the following exceptions:
a. In the East Renton Plateau, an area east of Interstate 405, bounded
by May Creek and Southeast May Valley Road on the north and
Maple Valley Hwy on the south, avenues shall be renamed
according to the street names outlined above. Once all of the street
names specifically designated in 9-11-5B have been assigned, the
existing street names shall be retained;
b. Annexed segments of 68th Avenue South, south of Martin Luther
King Way, shall be renamed Monster Road Southwest;
c. Annexed segments of Southeast 128th Street shall be renamed
Northeast 4t6 Street;
d. Annexed segments of South 179th Street shall be renamed
Southeast Petrovitskv Road; and
e. Annexed segments of Southeast Renton-Maple Valley Highway shall
be renamed Maple Valley Highway.
BC. In the event of a street name change, Sstaff assigned by the
Planning/Building/Public Works Administratortaff shall immediately notify all
property owners, utilities, the U.S. Postmaster, police, fire, and emergency
services of the changes. Property owners shall be notified of additional
requirements to change structure address numbers to conform with this

9-11-7 CHANGE OF ADDRESS:
The owners of an interest in any real estate abutting upon any roadway within the
City may petition the City for a change of address. The petition shall include
payment of thirty one hundred dollars ($1030.00) to defray the
administrative costs of processing. (Ord. 4553, 10-2-95)
9-11-8 RESOLUTION OF CONFLICT
In the event of a conflict or an inability to make practical application of any portion
of this Section, the issue shall be resolved by a determination by the
Planning/Building/Public Works Administrator.
9-11-8-9 EXCEPTIONS:
Any deviation from this Code must be approved by resolution of the City Council.
