Hello Clark,
I would like to provide the following comments on the Environmental Checklist for Upper Balch Pit (Parcel #162305-
9059) which was submitted to the City of Renton on December 21, 2018.
A.10. It is my understanding that, as the Environmental Checklist is currently written, an inert waste landfill permit is
needed from Seattle/ King County Public Health (see additional comments below)
A.11. The inclusion of broken concrete (in combination with the volume of material needed for this project) triggers the
need for an inert waste landfill permit. And concrete, along with other readily recyclable materials generated in King
County, is not allowed to be landfilled (including placement in an inert waste landfill). Additional information on the
landfill ban can be found here and in King County Ordinance 18166.
B.1.e This section states that approximately 230,000 CY of fill material is anticipated for this project. WA state code 173-
350-410 states that any project using more than 250 CY of inert waste requires permitting as an inert waste landfill.
In summary, it is my understanding that if no inert waste materials (as defined in WAC 173-35-410) are used as fill for
this project then an inert waste landfill permit would not be needed and the project would not be in jeopardy of being in
violation of the King County requirement to not landfill concrete (and other materials).
