Hi Clark,
We are unsure whether this is appropriate to a SEPA checklist, but would like to comment that concrete, asphalt paving,
and bricks, originating in Seattle, are banned from use as fill at Upper Balch Pit (Parcel #162305-9059). Per Seattle
Municipal Code 21.36.089, concrete, asphalt paving, and bricks generated in Seattle must be reused on or off site,
recycled, and/or beneficially used. Use as fill, either through a Grade and Fill Permit or Inert Landfill Permit, would not
be in compliance with Seattle requirements.

Thank you for the return call. It is appreciated.
The Upper Balch Pit – Grade and Fill Permit notes in their SEPA application that a portion of its fill material includes concrete (inert
material).

Chapter 173-350 Washington Administrative Code for Solid Waste Handling allows only up to 250 cubic yards total for fill. Any
volume of inert material after 250 cu/yds. Would likely trigger an Inert Landfill permit with Seattle King County Public Health.
Additionally, King County has a recycling ordinance regarding construction and demolition, as does city of Seattle.
The person(s) to contact there are Kinley Deller C&D Specialist at King County, and Katie Kennedy at the City of Seattle.
