1. CALL TO ORDER
Chair Tim Searing called the meeting to order at 4:30pm.
2. ROLL CALL
Members Present: Tim Searing, Chair, Marlene Winter,AI Dieckman, Larry Reymann,Shun Takano, Troy
Wigestrand, Cynthia Burns
Members Absent: none
Citv Staff Present: Kelly Beymer, Community Services Administrator; Leslie Betlach, Parks Planning and
Natural Resources Director; and Roberta Graver Administrative Assistant
3. APPROVAL OF AGENDA
Marlene Winter motioned to approve the agenda as presented, motioned seconded, all in favor, motion
carried.
4. APPROVAL OF MINUTES
Larry Reymann motioned to approve the September 11, 2018 minutes as presented, motion seconded, all in
favor, motion carried.
5. ORAL COMMUNICATIONS/PUBLIC COMMENTS
None.
6. BOARD COMMUNICATION
Trail Rangers Program,AI Dieckman—AI provided stats for the program season,see attached document
(Trail Ranger 2018 Summary). Highlight is that the radar gun is only being used 46%of the time,so that will
be a focus of training next year.
Other—Marlene Winter mention how beautiful the dog park and the new bulletin board looks.The RUFF
fund account is still being maintained at the Renton Regional Community Foundation and the funds are
being used to pay the Eastside Veterinarian Associates to provide free pet microchipping.The police
department has had chips donated so the cost is approximately$21 for the vet's fee. So far there has been
205 dogs and cats microchipped through this program. Shun mentioned seeing a decapitated bird at Coulon
Park recently and asked what the protocol is to report this. Kelly recommended calling the Non-Emergency
Police line (425-235-2121)which will initiate Animal Control to respond.
7. DISCUSSION /ACTION ITEMS
A. 2019/2020 Budget to Council—Kelly shared the Community Services 2019/2020 Budget presentation
she had given to Council on October 15, 2018. See attached document(CS 2019/2020 PPT). Board
members were invited to the November 5th Committee of the Whole when Leslie Betlach will be
presenting the Sunset Neighborhood Park 75% Design Update.
B. Youth Board Member—Discussion included the history of youth members and the inconsistency of their
attendance and participation, noting Avni was the most involved and engaged youth member.
Suggestions included broadening the definition of'youth' or`residency' qualification, and expanding to
two youth members.This will be discussed more in depth at the next meeting.

8. ADMINISTRATOR'S REPORT
Kelly also shared that Council approved the$14.5M recommendation from the Community Advisory
Committee to address the backlog of major maintenance projects. Department will start evaluating and
prioritizing the projects in details and mapping a potential timeline for them.
9. OLD BUSINESS
Municipal Code/Bylaws-Tim advised the board to review the documents in the agenda packet(Municipa1
Code and Sample Bylaws) in preparation for a working discussion at the next meeting to update the code
and create bylaws for the commission.
