November 2nd, 2017 DOWL Project No.:13726-07
City of Renton
Development Services Department
Subject: Apron D Utilities Replacement Project Phase 2 & 3
Boeing Apron D
Renton, WA
To whom it may concern:
DOWL is currently providing engineering design services for Boeing. Boeing proposes to replace existing
utilities as part of scheduled maintenance on Apron D at the Renton Boeing Facility. The existing utilities are
located in a utility corridor that encircles Apron D and all of the utilities are owned and operated by Boeing.
The maintenance activities include the excavation and replacement of:
Electrical service lines
4” Domestic water line
8” Fire water line
4” Compressed air line
Telecommunication line
City of Renton Regulations:
The 2017 City of Renton Surface Water Design Manual (CORSWDM) defines maintenance as “those usual
activities taken to prevent a decline, lapse, or cessation in the use of currently serviceable structures, facilities,
BMPs, equipment, or systems if there is no expansion of any of these, and there are no significant hydrologic
impacts.”
There is no proposed expansion of the utility facilities under this project and there will be no changes to the
hydrologic characteristics and existing flow patterns at the site. There is no pavement maintenance proposed
as part of this project outside of restoration for the utility replacement work and there will be no modifications
to any existing storm drain systems.
DOWL has reviewed the proposed project and considers these activities as meeting the definition of
maintenance as defined by the CORSWDM. Section 1.1.1 of the CORSWDM states that a drainage review is
not required for projects proposing only maintenance. Therefore, no drainage review is required for the
project.
Sincerely,
DOWL
