Introduction of Personnel 2. Communication / Phone Numbers a. See attached Sign-In Contact Sheet and RCNW Emergency Contacts b. Todd/COR stated that all communication between Owner/Contractor/Consultant is to be routed through him. No direct communication between RCNW and Consultants unless previously agreed, or in an emergency. i. c. Hours of operation i. City (M-F 7a – 8p; Sat 9a – 8p; no work on Sunday) ii. Contractor hours – 7a – 5p; Fridays are typically shorter hours d. Project schedule and sequencing of work by RCNW i. Brian/RCNW discussed schedule, and passed out a printed schedule 1. Set fence and TESC around park. TESC will be coordinated with current Sunset Lane TESC. 2. Construction access will initially be from the North, just west of retention ponds, while Harrington/Sunset Lane intersection is prepared and poured, and Sunset Lane gets a final paving. On 8/17/17 Harrington/Sunset Lane intersection will open off of Sunset Boulevard, with circulation to the west around the park connecting to Glennwood and Harrington to the north. 10th will be closed from Harrington to Sunset Boulevard, and Sunset Lane from 10th to library garage entry. Library garage access will be from the south on Sunset Lane off of Sunset Boulevard. 3. Phase I earthwork (area west of Harrington) to have 4,000 cy stripped and stockpiled at Harrington/10th, and hauled out to the north on Harrington. 4. Harrington Ave in the park will be removed. 5. Storm and sanitary pipes and electrical conduits will be installed and the restroom building pad will be prepped until 8/17/17, when construction access will enter from the south at Harrington and Sunset Lane for the remainder of the project. e. Coordination with Sunset Lane/Transportation i. Sunset Lane work won’t finalize until October. Their second phase is 10th from Harrington to Sunset Boulevard, and Sunset Lane from 10th to library entrance. Parks will have access to Transportation/Perteet trailer for weekly meetings. f. Coordination with RHA housing demolition – access and work will be separate from park construction g. Weekly project meetings – Not discussed/later agreed to Thursday at 11a at Sunset Lane trailer Page 2 of 4 3. Use of the Site - Contractor will be in charge of the site inside the project limits. 4. Staging Area and Job Site Use a. Plans & Specs Requirements b. Traffic Control & Delivery Plans (City & State requirements/permits – RCNW to submit TCPs) – ongoing Sunset Lane TCPs will continue through Park work c. Job Signs (2) – Todd/COR to coordinate two locations for installation d. Parking (personal and company vehicles) - @ RCNW staging area e. Security and temporary fencing – being coordinated between Sunset Lane and Park projects f. Material and/or debris storage & disposal @ RCNW staging area g. Deliveries & daily access -@ RCNW staging area h. Disposal in accordance with documents – waste to be disposed of legally i. Existing condition of site/stormwater bio-retention ponds – chainlink & high visibility fencing to be installed to surround ponds i. Review with Owner before construction ii. Correct and/or restore any damage to original conditions 5. Job Site Noise & Dust Control a. Respect area users/neighbors (library users, pedestrians and auto traffic), no loud music or foul language. Keep dust from blowing. No pets or smoking onsite. 6. Utility locates & Coordination a. PSE – Electric Contact is Dave Honeysett, 253-245-0883 (cell) – PSE needs to visually confirm depth of conduit bringing primary power from transformer under Sunset Lane to park prior to ac paving. b. PSE – Gas Inspector is Duane Ainsworth, 253-261-6456 – to be called if there are any questions/coordination when excavating near 6” gas line 7. Design Intent / Contract Documents a. Brief explanation of design & special features by Design Team b. Specifications & Drawings c. Addenda d. Errors, inconsistencies or omissions 8. Inspections & Permits a. Site Inspections – Mark Wetherbee (206-999-1829 – cell; call direct, not the city line for permits) b. City Permit Items – Ann Fowler/City Engineer, passed out and discussed the Dept. of Community and Economic Development contacts/permit requirements/City utilities info. c. NPDES – Widener & Associates – Ross Widener reviewed the TESC and NPDES requirements in place for Sunset Lane, and that they will remain the same for the park. Either he (425-503-3629) or Jordan Widener (510-725-2291) will be onsite as needed. d. Special Inspections – Otto Rosenau & Associates (to be hired for compaction/concrete testing/steel fabrication/steel erection/weld testing) 9. Quality Control a. Contractor’s responsibility b. Design team/Owner expectations i. Dean/HBB discussed the overall site plan for Phase I, with Phase II to follow next year ii. Rich/Rolluda noted that attention needs to be paid to the bottom of door and finish floor elevation (?) Page 3 of 4 c. Unacceptable work – concrete work expected to be high quality 10. Job Site Record Keeping a. Contract documents b. Maintaining record drawings c. RFIs, COPs, Change Orders, Daily Logs, Submittals, Shop Drawings, etc. – RCNW to provide their format for RFI/COPs. Todd/COR will provide Change Orders. 11. Submittals a. Electronic submittal to Owner b. Submittal Schedule c. Long lead / special items – Building items, although RCNW believes there’s sufficient time d. Schedule of Values – submitted and being reviewed e. Response time - Up to 10 working days max for response f. Substitutions g. List of Subcontractors & Suppliers – subs need to obtain city business license 12. Request for Payment a. Sample Form to be emailed/coordinated with approved Schedule of Values – Form shows two invoice cut-offs per month/Todd requested one invoice per month b. Accompanied by updated schedule if changes c. Lien releases d. Stored materials i. Must be suitably stored and per manufacturer’s recommendation when applicable ii. Off-site - copy of invoice & applicable insurance iii. On-site - copy of invoice e. Review at weekly monthly progress meeting f. City’s Accounts Payable Calendar 2017 – Todd gave to Brian, will email to RCNW 13. Questions & Clarifications a. RFIs b. Response time - Discussed a 24 hour response time for RFI’s. 14. Modifications and/or Changes a. Must have signed approval from Owner before proceeding with changes b. Steps i. RFI ii. Contractor cost proposal iii. Change Order 15. Construction Methods and Safety Procedures (Comply with OSHA) a. Means & Methods are the contractor’s sole prerogative b. Safety is responsibility of the contractor c. Safety & construction signs are contractor’s responsibility 16. Substantial Completion a. Contractual obligations fulfilled b. Formally notify Owner for substantial inspection i. Include list of incomplete items 17. Warranty Page 4 of 4 a. Starts at substantial completion and ends one (1) year from final acceptance 18. Final Acceptance / Closeout a. Contractual obligations fulfilled including Contractor’s & all Subcontractor’s Affidavit of Prevailing Wages Paid b. Formally notify Owner for final inspection c. Date Owner completes final inspection and accepts the project; this starts the closeout process 19. Other a. Terry/COR discussed need to keep irrigation to retention ponds live during construction. RCNW will maintain in place. Park irrigation will go live in October.
