public on the Maple Highlands project (LUA18-000633). The City would like to request some additional time
to review and respond to these written comments.

Maple Highlands Preliminary Plat, LUA18-000633

SUBJECT: Staff Response to Public Comments
The City Clerk's Office received written public comments regarding Maple Highlands
Preliminary Plat from three (3) citizens following the public hearing on February 12, 2019. The
public comments were from Christopher and Andrea Johnson, Doris Yepez and Michelle
Hohlbein dated February 18-19, 2019.
Staff response to Christopher and Andrea Johnson's comments:
Upon competition of the project, the project developer would install the code required
roadway improvements within 164th Ave SE. The road improvements are proposed to
terminate at the south end of property where 164th Ave SE meets King County(at SE 134th
St). The applicant would be required to install a temporary Type Ill barricade between City of
Renton right-of-way(ROW)and King County ROW(south end of 164th Ave SE). The
temporary road barricade would prevent vehicular traffic from the Maple Highland's project
directly accessing Liberty High School via the shortest existing improved roadway network to
the southeast of the project. The development would also not allow Liberty High School
traffic to access the proposed development to the west. Therefore, the new development is
largely expected to maintain existing motor vehicle travel patterns in the area.
In addition, the City is recommending that the applicant install a fence at the south end of
164th Ave SE(at the south property line extended) to further restrict southbound vehicular
traffic on 164th Ave SE at the SE 134th St line.
Staff response to Doris Yepez's comments:
The required street frontage improvements would be limited to the following: 162nd Ave SE
(half-street), internal residential access road(Road A) and 164th Ave SE(half-street). Any
other street improvements would be a result of any required civil construction work
necessary to complete and record the plat. Offsite utility extension work would require
construction permits by the City of Renton and King County. All impacted roads would be
repaired to existing or better condition.
The City of Renton Transportation Operations Manager has identified what King County uses
with respect to additional "Dead End"signage(Detail W14-1 ARROW, enclosed). An
appropriate location to install the additional dead end signage would be above the stop sign
at the northwest intersection of 168th Ave SE and SE 136th St. Additional dead end signage
may result in fewer cars turning westbound on SE 136th St. Should drivers decide to abide by

the additional road signage there may be fewer unwarranted vehicular trips on SE 136th St,
166th Ave SE and SE 135th St.
Staff response to Michelle Hohlbein's comments:
As indicated in the Hearing Examiner Staff Report and public hearing, vehicular traffic
patterns on 164th Ave SE are not expected to increase as a result of the proposed
preliminary plat. Based on the existing street network, vehicular access to the development
would be limited to the west side of the development from 162nd Ave SE. Other access
options may become available as other development occurs in the neighborhood. For
example, a second access could result from the development of the Skyhorse Short Plat
(LUA17-000550). This would allow a road connection to the north via street improvements
made to 164th Ave SE. Existing and proposed barricades would not allow vehicular traffic to
travel southbound on 164th Ave SE beyond the property limits of the project. Also, additional
signage is being recommend by staff to discourage unwarranted vehicular trips generated
as a result of Liberty High School.
The developer would pay for all infrastructure improvements tied to the development. The
applicant may choose to submit a 20-year Latecomer's Agreement Request for sewer
improvements with the City. If approved,future users who tap onto and derive direct benefit
from these facilities would be subject to a fair pro-rata share of the cost of the construction.
