• The proposed project is the temporary use of mobile substation in support of the
rebuild of the President Park electric distribution substation. The temporary location
of the mobile substation is on a 50 x 100 ft area immediately adjacent to the Union
Ave NE right of way on the Renton. Church of the Nazarine Property, tax parcel #
1023059078. The President Park Substation re -construction project is located on a
1.03-acre site at 475 Union Avenue NE, Renton WA, tax parcel #0923059164.
• Land Use Permit required is a Temporary Use Permit.
• The property is zoned Residential R10, as are the adjacent properties to the south and
west. The adjacent property to the north is zoned Residential R-1. The site is within
the Comprehensive Plan Designation Residential Moderate Density.
• The 50x100 ft site currently is graveled and is not specifically used. The property is a
church facility.
• There are no special features on the site.
• The site is underlain by Alderwood gravelly sandy loam, with tested infiltration rates
ranging from 8.1 to 5.1 inchesihour.
• At the completion of this proposed use, the 50x100-ft area is proposed to be planted
with grass sod.
• This project does not include plat development.
• Site access will utilize existing driveways.
• No offsite improvements are proposed.
• Total estimated construction costs and estimated fair market value of the project is

• PSE proposes to locate the mobile substation and connect the sub to existing
transmission and distribution systems on or about October 1, 2006 dependent on
Temporary Use Permit Approval. PSE anticipates that the President Park substation
will be back on line on or about February, 2007, at which time the mobile substation
will be removed from the site, and the area will be landscaped with grass sod.
• The substation will operate continually during the October through February time
period. There will be no transportation/hauling requirements, there will be no noise,
dust or other impacts, there will be no need for special hours of operation or
preliminary traffic control plan.
RIGHT OF ENTRY, LICENSE AND
TEMPORARY CONSTRUCTION EASEMENT
This Right of Entry and Temporary Construction Easement between Puget Sound Energy, Inc., a
Washington Corporation (PSE), hereinafter c�IJed Grantee, and _Renton Church ,of the Nazarene,

IN CONSIDERATION of the premises and the mutual covenants and agreements herein set forth, it is
agreed by and between the parties as follows:
1 Rift of Entry. License. and Construction Easement. Grantor grants a Right of Entry, License and
Temporary Construction Easement to PSE, its agents, employees and contractors, to enter and use
the Temporary Construction Easement for the accommodation of construction equipment and materials
necessary for completion of PSE's gas pipeline. The easement area is delineated on the drawing
attached as Exhibit "A" and further described as follows: An area located In the west 75 feet of said
parcel # 102305-9078, which is 50 feet wide by 100 feet long, and situated in between the two
existing driveways, and directly east of existing Church sign and planter area. Ingress and
egress will be In existing driveways,
2. Restoration_ Upon completion of its construction project. PSE or its agent shall return the Temporary
Construction Easement area and all portions of the property affected by use of the easement to a
condition reasonably comparable to the condition in which it existed prior to PSE's use of this
easement. PSE will also replace Grantor's3 existing poles with new ones, when use of the easement is
complete. The poles are to be 4-inch poles, one pole is a flag pole, and one pole is a lamp pole, with
power to be run to it.
3. Indeynnhy. Grantee agrees to indemnify Grantor from and against liability incurred by Grantor as a
result of Grantee's negligence in the exercise of the rights herein granted to Grantee, but nothing
herein shall require Grantee to indemnify Grantor for that portion of any such liability attributable to the
negligence of Grantor or the negligence of others,
4. Term. This Agreement shall be effective from the date PSE notifies its contractor to proceed with
construction, and shall terminate within 180 days of acceptance.
If due to circumstances beyond PSE's control, which does not allow for the construction to be
completed by the above scheduled date, PSE will present to the Grantor, in writing, a revised
construction schedule for their approval, which shall not be unreasonably withheld.
5. Payment. In return for the rights granted to PSE herein, PSE agrees to pay Grantor the sum of
$60_ 00,00 far the 180 days and this amount is to be paid up front. The Grantor is entitled to entire
$ 000.00, even if PSE does not use the Temporary Construction for the entire 180-day.period. Should
PSE have a need to go beyond the initial 180 days, the monthly amount will be increased by 25% to

6. Succ ssors and Assigns. Without limiting the generality of the foregoing, the rights and obligations of

PURPOSE OF CHECKLIST:
The State Environmental Policy Act (SEPA), Chapter 43.21 C RCW, requires all governmental agencies to
consider the environmental impacts of a proposal before making decisions. An Environmental Impact
Statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the
quality of the environment. The purpose of this checklist is to provide information to help you and the
agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be
done) and to help the agency decide whether an EIS is required.

meet the electrical demands during cold weather periods while the President Park
substation is off line. It is anticipated that the mobile substation will be required through
the end of the 1st Quarter of 2007, at which time President Park Substation will be back on
line.

PSE owns and operates the existing President Park electric distribution substation.
During construction, when the President Park Substation is off line, PSE will need to
provide temporary back up electrical energy support, particularly during high demand
associated with cold temperatures. PSE owns a trailer -mounted mobile substation (see
pictures attached) which, when appropriately located adjacent to transmission and
distribution lines, can provide the necessary support to the electrical system. PSE has
identified an ideal location for this temporary usage. PSE has entered into an agreement
with the property owners (attached) which provides for temporary use, ingress and egress
for these facilities.
12. Location of the proposal. Give sufficient information for a person to understand the
precise location of your proposed project, including a street address, if any, and section, township,
and range if known. If a proposal would occur over a range of area, provide the range or
