Dear Mr.. Stracke,
I am in receipt of your letter afid site plan drawings submitted for review of (LUA06-110) in
which revisions are requested to the approved site plan for Spring Glen School. The request is
summarized below.
Request
1. install only two of the four approved double -classroom portables.
2. The placement of the two new double -classroom portables would change to the
southwestern portion of the site along SE 164`h Street, west of the existing main
building. The proposal would remove 2,736 square feet of impervious surface and
add 4,734 square feet impervious surface: Grass would be replanted in areas where
impervious surface is being removed.
Site Plan Modification Criteria
Renton Municipal Code, Section 4-9'-200I, allows minor adjustments to an'approved site plan,
provided:
1. The adjustment does not involve more than a ten percent (1.0%) increase in area or scale
of the development in the approved site plan; or
2. The adjustment does not have a significantly greater impact on the environmental and
facilities than the approved plan,- or
3. The adjustment does not change the boundaries of the originally approved plan.
Analysis of Request
The requested revisions 1 and 2 (above) do not involve more than a 10% change; nor do they
have a significantly greater impact on the environment and facilities than the approved site plan;
nor does it change the boundaries of the approved plan. The requested modifications are
therefore, considered to be minor.

PART ONE: PROJECT DESCRIPTION/BACKGROUND
The project site, Spring Glen Elementary School, is located on the west side of Jones Avenue SE.
The school is on the south third (approximately) of a large Renton School District property that is
also the site of Nelson Middle School (north portion). Jones Avenue is a border between the City of
Renton and unincorporated King County (see Exhibit 2).
The Comprehensive Plan designation is Residential Single Family. The site is within the Residential
8 (R-8) Zone (see Exhibit 3). Expansion consisting of the addition of up to 4 portable buildings is
allowed outright for public schools, K - 12 when they are an existing use. R-8 zoning abuts the site
on the south and southwest. Residential multi -family zoning is to the north and northwest. These
areas are developed to the densities allowed by the zoning. Land abutting on the east, however, is
largely undeveloped.
The Spring Glen Elementary School site is 419,020 sf (9.62 acres) in size. This is a portion of a
larger property, 29.54 acres, that is also the location of Nelsen Middle School. Spring Glen School
currently consists of 2 main buildings totaling 31,300 sf and 2 single -classroom portables. The main
buildings are connected by a covered walkway. The school is accessed by a driveway from S 271h
Street (SE 1641h Street).
The project consists of placement of 4 double -classroom portable buildings on the property (see
Exhibit 4) and reconstruction of a fire access lane. The portables would be located in back of the
main buildings and, therefore, screened from views from the surrounding area. The existing covered
walkway would be removed to accommodate the fire lane. The 2 existing 896 sf portables would be
removed. The new portables would each be 1,792 sf in size with a height of 15 feet. The height of
the portables would be less than the main school buildings, further reducing their visual impact. The
portables would be accessed by both ramps and stairs. They would be provided with electrical
service, but no other utilities.
The portable building would have vertical siding on the exterior and slightly pitched roofs. Each
portable would have 3 white vinyl windows and a door on the side facing the other portables
(windows and doors all face one another, see Exhibit 5).
Runoff from roofs would be collected by roof drains and routed via a drainage pipe to an existing
Swale located at the north edge of the Spring Glen portion of the site (south of Nelsen Middle
School).
The steepest slope is approximately 35 percent on the western portion of the site. This is not
located in the development area and is, therefore, not considered pertinent to the proposed project.
Soils on the site are Alderwood gravelly sandy loam, which are well -drained soils suitable for the
proposed development.
Vegetation on site consists of alder, maple, fir trees and grass. Lawn area and 2 fir trees would be
removed to accommodate the project.
The area covered by existing buildings is 7.9 percent. The total area that would be covered by
existing buildings to remain and the 4 new portables would be 38,468 sf or 9.2 percent.

The parking requirement for schools is one space for each employee (RMC4-4-080.F.10.e).
Although there are only 9 parking spaces for approximately 50 teachers and other staff of the
school, there are two options for additional parking. One is an unpaved, gravel area on the
northeast portion of the site that is used as a parking area and accommodates approximately 30
vehicles. The other is parking for 150 vehicles at Nelsen Middle School, to the north. There are
about 100 teachers and staff at Nelsen School.
PART TWO: ENVIRONMENTAL REVIEW
The project proponent, the Renton School District, assumed Lead Agency status for the
environmental review of the proposed project, On September 8, 2006, the Renton School District
issued a Mitigated Determination of Non -Significance. No appeals were filed prior to the close of the
14-day appeal period on September 22, 2006.
The Mitigated Determination of Non -Significance requires the following mitigation measure:
1. Fire Impact Mitigation
The applicant shall provide fire impact mitigation fees of $0.52 per net additional
square foot of floor area, payable to City of Renton, per City of Renton
Resolution 2913.

and address site plan issues regarding the proposed development. All of these comments are
contained in the official file, and the essence of the comments has been incorporated into the
appropriate sections of this report and the Decision at the end of the report.

D. Consistency with Site Plan Approval Criteria
In reviewing the proposal with respect to the Site Plan Approval Criteria set forth in Section 4-31-
33(D) of the Site Plan Ordinance, the following issues have been identified by City Departmental
Reviewers and Divisional Reviewers:
1. Conformance with the Comprehensive Plan, its elements and policies
The relevant Comprehensive Plan objectives and policies are those in the Land Use Element
that relate to public uses, such as school facilities.
Objective LU-V: Assure adequate land and infrastructure at appropriate locations for
development and expansion of facilities to serve the educational needs of area residents and
protect adjacent uses from impacts of these more intensive uses.
The proposed project would expand an existing facility to meet the needs of the community
for additional educational programs.
Policy LU-96: Schools in residential neighborhoods should consider mitigating adverse
impacts to the surrounding area in site planning and operations.
The siting of the new portable units, which utilizes the existing school as a visual and
physical screen between the new buildings and the residential area to the south meets this
policy directive.
2. Conformance with existing land use regulations
The subject site is zoned Residential 8 (R-8). In addition to providing an area suitable for
single-family residential use, the zone is intended to accommodate uses that are compatible
with and support a high -quality residential environment and add to a sense of community.
Development Standards
Lot Coverage — The proposed project is well below the maximum lot coverage by buildings
standard of 35 percent.
Setbacks — The front, side, and rear building setbacks in the R-8 Zone are 15, 5, and 20 feet
(from property lines) respectively. The proposed portable units would be located well outside
building setback areas at 230 feet (front), 220 feet (side), and 574 feet (rear).
Building Height — At 15 feet, the portable building height is at the maximum allowed (15 feet)
for detached accessory structures.
Parking, Loading and Driveway Requirements — The parking regulations (RMC 4-4-080)
require a specific number of off-street parking stalls to be provided based on the number of
employees (teachers and staff). The proposed use, special education programs, will provide
additional space for these programs, but will use teachers and staff already assigned to the
Spring Glen School. There is sufficient parking available. A new fire access road would be
part of the proposed project, but no changes to the driveway entrance are planned.
Landscaping — Landscaping of all pervious areas is required (RMC4-4-070) for both new
buildings and conversion of vacant land. The plans submitted do not clearly indicate that
landscaping is proposed. Staff recommends a condition of approval requiring that a detailed
landscape plan be submitted, prior to obtaining building permits, illustrating how the applicant

will meet the requirement for landscaping and indicating landscaping of pervious areas,
replacement of removed trees, and planting for erosion control.
3. Mitigation of impacts to surrounding properties and uses
Because the project is located near single-family residential development, there is a potential
for impacts from the project. Anticipated impacts would be increased noise from students
when they are outdoors in the vicinity of the portable units. Mitigation for these potential
impacts has been considered. The school building is located between the proposed portable
units and the residential area, however, so impacts should be minimal.
4. Mitigation of impacts of the proposed site plan to the site
The site currently offers the opportunity to place the proposed portable units on an under-
utilized portion of the school property. Although there would be impacts from this location in
terms of views from school main building windows, there would be efficiency in terms of
proximity to utilities; water and sanitary sewer service, which would not be provided in the
portable buildings.
5. Conservation of area -wide property values
The proposed portable units would be unobtrusive in design. The location of the buildings
would further avoid any negative visual impacts that might influence property values in the
area.
6. Safety and efficiency of vehicle and pedestrian circulation
The project will not likely affect the safety of drivers and pedestrians in the area.
7. Provision of adequate light and air
Building interior lights would only be on during the day and would not be a nuisance to
neighbors. The 15 foot building height would not result in shadows being cast onto nearby
uses or properties, with the possible exception of other school buildings.
8. Mitigation of noise, odors and other harmful or unhealthy conditions
Noise would be generated at levels typical of elementary school environments. No odors,
harmful, or unhealthy conditions are anticipated from this use.
9. Availability of public services and facilities to accommodate the proposed use
Fire Service: The site is served by the City of Renton Fire Department. The preliminary fire
flow requirement for the project would be 1,500 gpm. Fire Department staff has indicated
that one hydrant capable of delivering a minimum of 1,000 gpm and meeting current
standards is required within 150 feet of any new structure. Additional hydrants also capable
of delivering a minimum of 1,000 gpm must be located within 300 feet of the new structures.
This distance is measured along the travel route. The number of additional hydrants
required is dependent on the calculated fire flow. If the fire flow remains at 1,500 gpm, 2 fire
hydrants would be required. Lateral spacing of fire hydrants would be predicated on
hydrants being located at street intersections. All fire hydrants must meet City of Renton
standards and specifications.
Water Service: The site is served by the Soos Creek Water District. A Certificate of Water
Availability from Soos Creek Water District has been submitted.

Sanitary Sewer Service: There is an existing 8-inch sanitary sewer main in S. 271h Street and
on the site. No extension of the sewer main would be required. Sanitary sewer service is
not planned to be provided in the new portable buildings.
The property is located in the Rolling Hills Drainage Basin. There are no storm drainage
facilities in S 271h Street. Drainage would be accommodated within the boundaries of the
property and would no flow off site.
10. Prevention of neighborhood deterioration and blight
The proposal would result in further development of an existing school facility and would not
cause or contribute to neighborhood deterioration or blight.

D. Findings
Having reviewed the written record in the matter, the City now enters the following:
1. Request: The Applicant has requested Site Plan Approval for placement of four portable school
classroom buildings at the Spring Glen Elementary School at 2607 Jones Avenue South.
2. Environmental Review: The Renton School District assumed Lead Agency status and issued a
Mitigated Determination of Non -Significance on September 8, 2006.
3. Site Plan Review: The applicant's site plan application complies with the requirements for
information for site plan review. The applicant's site plan and other project drawings are entered
as Exhibits No. 2 - 5.
4. Comprehensive Plan: The subject proposal is consistent with the Comprehensive Plan
designation of Residential Single Family (RSF).
S. Zoning: The subject proposal complies with the zoning requirements and development
standards of the Residential 8 Zoning designation.
6. Existing Land Use: Land uses surrounding the subject site are residential on all sides except
the east, which is undeveloped. The zoning on the north, west, and south is R-8. Land to the
east is located in unincorporated King County.
E. Conclusions
1) The subject proposal complies with the policies and codes of the City of Renton provided that
the applicant complies with the condition of approval contained in this Report and Decision.
2) The proposal complies with the Comprehensive Plan designation of Residential Single
Family (RSF), and the zoning designation of Residential 8, provided that the applicant
complies with the condition of approval contained in this Report and Decision.

The Site Plan for the Spring Glen School Head Start & ECEAP Portables, File No. LUA-06-110,

1. A condition of site plan approval shall be submittal, prior to obtaining a building permit, of a
landscape plan, illustrating compliance with the requirement for landscaping. Such plan shall

Advisory Notes to Applicant.
The following notes are supplemental information provided in conjunction with the environmental
determination. Because these notes are provided as information only, they are not subject to the appeal
process for environmental determinations.
Planning
1. RMC section 4-4-030.C.2 limits haul hours between 8.30 am to 3:30 pm, Monday through Friday unless otherwise
approved by the Development Services Division. The Development Services Division reserves the right to
rescind the approved extended haul hours at any time if complaints are received.
2. Commercial, multi -family, new single-family and other nonresidential construction activities shall be restricted to
the hours between seven o'clock (7:00) a.m. and eight o'clock (8:00) p.m., Monday through Friday. Work on
Saturdays shall be restricted to the hours between nine o'clock (9:00) a.m. and eight o'clock (8:00) p.m. No work
shall be permitted on Sundays.
3. All landscaping shall be irrigated by an approved irrigation system prior to final occupancy permits, unless
drought -tolerant plants are installed.
Building
1. Building and electrical permits required.
2. Buildings must be labeled by Washington State Department of Labor and Industries_
Fire Prevention
1. Separate plans and permits are required for the installation of fire alarm systems.
2, Fire Department access roadways are required to within 150 feet of all portions of the building exterior.
Roadways are a minimum 20 feet in width with a turning radius of 45 feet outside and 25 feet inside.
3. Fire department dead end access roadways over 150 feet in length are required to have an approved turnaround.
Engineering
1. The property is not located within an Aquifer Protection Zone.
2, if side sewers are installed, they shall be minimum 6 inches in diameter with a minimum 2 percent slope.
3. If side sewers are installed, a cleanout shall be installed at a maximum distance of 5 feet from the building and a
cleanout shall be installed every 100 feet on side sewers in excess of 100 feet.
4. If side sewers are installed, all side sewer connections to the sewer main shall be made by a 'T' fitting.
5. If side sewers are installed, System Development Charges (SDC) may be assessed at the rate of $0.142 per
square foot. These fees would be collected at the time a construction permit for sanitary sewer is issued. Any
parcel that currently has water and or sewer service is eligible for a prorated SDC. The project would be reviewed
to determine how much redevelopment credit would apply.
6. All required utility, drainage, and street improvements would require separate plan submittals prepared according
to City of Renton drafting standards by a licensed Civil Engineer.
7. All civil engineering plans shall be tied into a minimum of two of the City of Renton current horizontal and vertical
control network_
8. The permit application must include an itemized cost estimate for these improvements. The fee for review and
inspection of these improvements is 5 percent of the first $100,000 of the estimated construction costs; 4 percent
of anything over $100,000. but less than $200,000, and 3 percent of anything over $200,000. Half of the fee must
be paid upon application for building and construction permits, and the remainder when the permits are issued.
There may be additional fees for water service related expenses. See the City of Renton drafting standards.
9. Commercial (school) projects that are 5,000 to 10,000 sf in size are required to provide street improvements,
including full pavement width with curb, gutter, sidewalk, and street lighting on the project side may be required
and will be determined at the time of permit application.

Dear Jennifer:
As lead agency for above -referenced project on the Spring Glen Elementary School site, the
Renton School District issued a Mitigated Determination of Non -Significance (MDNS) on
September 12, 2006. Consistent with WAC 197-11-510, the lead agency provided opportunity for
public and agency comment by mailing notice to agencies and surrounding property owners,
posting the site, and publishing notice in the King County Journal in accordance with the District's
adopted SEPA Rules.
As of 5:00 PM on September 26, 2006, the comment period on the threshold determination was
concluded. No comments were received that would cause the School District to withdraw or
modify the MDNS. Therefore, the threshold determination stands as issued.
Within its adopted SEPA procedures and policies, the Renton School District has elected not to
provide for administrative appeal of SEPA determinations. Any appeal of the MDNS must
therefore be a judicial appeal. Please let me know if you would like additional documentation of
the Renton School District's SEPA process for your records.
A request for site plan review was submitted to the City of Renton for the Spring Glen Elementary
School site on August 15, 2006. With the SEPA process complete, we look forward to completion

We are assisting the Renton School District in preparing the SEPA Threshold
Determination for the Spring Glen Elementary Portable Classrooms project in the r;e;gAoors
District's role as Lead Agency for SEPA review. We understand from communication
with City staff that the City of Renton would typically seek Fire and Traffic Mitigation
Fees through the SEPA process.
Based upon our analysis of the project and the City's fee schedule, the Fire Mitigation
Fee should be $0.52 per new square foot of floor space. The project will add
1,792 square feet of new space over what has been previously approved at Spring
Glen Elementary. The addition of this floor space calculates to a Fire Impact
Mitigation fee of $931.34,
Traffic. Mitigation Fees are calculated as $75 per new average daily trip. Spring Glen
Elementary's approved design capacity is 393 students and 28 staff. At the
completion of the project, the population at Spring Glen Elementary would be
224 students and 31 staff. However, the staff population of three more than the
design capacity is more than.offset by the remaining excess student capacity of 169.
Based on these calculations, we are proposing a single mitigation measure in the
MDNS that would require a payment of $931.34 to the City of Renton for Fire
Mitigation Fees prior to issuance of a Certificate of Occupancy. We are not proposing
any traffic mitigation or other measures for the MDNS. The SEPA consultation period
ends on September 5, 2006, and we plan to issue the SEPA Determination on or
about September 8. Please confirm, your agreement with the proposed mitigation
described in this letter by September 5.

I have completed my review on this application located in the vicinity of S 27th St and Jones Ave S
located in Section 29, Twp. 24N, Rng_ 5 and have the following comments.
Existinz
• Water -- This site is served by the Soos Creek Water District. A Certificate of Water Availability
from Soos Creek Water District is required and has been submitted.
• Sanitary -- There is an existing 8" sanitary sewer main in S 27th St and on the site.
• Storm -- This project is located in the Rolling I Iills Drainage Basin. There are not any storm drainage
facilities in S 27th St.
• This site is not located in the Aqua Protection Zone.
Requirements:
Water:
• All Fire Hydrants shall be per City of Renton standards and specifications.
+ Lateral spacing of fire hydrants shall be predicated on hydrants being located at street intersections.
• Per the City of Renton Fire Marshall the preliminary fire flow for this project is 1500 GPM. Any new
construction must have one fire hydrant capable of delivering a minimum of 1,000 GPM and shall be
located within 150 feet of the structure and additional hydrants (also capable of delivering a minimum
of 1,000 GPM) within 300 feet of the structure_ This distance is measured along the travel route. The
number of additional hydrants required is dependent on the calculated fireflow. If the fireflow
remains at 1500 GPM, two fire hydrants would be required.
Sanitary Sewer:
A sewer main extension is not required for the project.
• Sidesewers shall be minimum 6" in diameter with a minimum of 2% slope.
A cleanout shall be installed at a maximum distance of 5 feet from the building.
Spring Glen School Application
• A cleanout shall be installed every 100 feet on side sewers in excess of 100 feet_
• All sidesewer connections to sewer man shall be ]Wade by a "T" fitting.
• System Development Charges (SDC) are SO.142 per square foot. These fees are collected at the time
a construction permit is issued. Please note that any parcel that currently has water and or sewer
service is eligible for a prorated system development charge. Your project will be reviewed to
determine how much redevelopment credit applies.
Street Improvements:
• Construction of a building will trigger a separate review.
• Commercial projects that are 5,000 to 10,000 square feet in size are required to provide full pavement
width with curb, gutter, sidewalk and street lighting on the project side.
• Transportation Mitigation fees are $5842.50. This is a SEPA condition.
Storm Drainage:
This project is located in the May Creek Drainage Basin. A conceptual drainage plan and report is
required with the formal application for a commercial project. The report shall address detention and
water quality requirements as outlined in the 1990 King County Surface Water Manual. If preliminary
calculations indicate detention will be required under the 1990 manual, staff will recommend a
condition that the project comply with the 2005 King County Surface Water Design Manual to meet
both detention (Conservation Flow control - a.k.a. Level 2) and water quality improvements."
• The Surface Water SDC fees are $0.265 (but not less than $759) per square foot of new impervious
area. These fees are collected at the time a construction permit is issued.
General

MITIGATION ITEMS:
1. A fire mitigation fee of $3,727.36 is required based on $.52 per square foot of the new
portables.
FIRE CODE REQUIREMENTS:
1. The preliminary fire flow is 1500 GPM, one hydrant is required within 150 feet of each
structure and one additional hydrant is required within 300 feet of each structure.
2. Separate plans and permits are required for the installation of fire alarm systems.
3. Fire department access roadways are required to within 150 feet of all portions of the
building exterior. Roadways are a minimum 20 feet in width with a turning radius of 45
feet outside and 25 feet inside.
4. Fire department dead end access roadways over 150 feet in length are required to have
an approved turnaround.

the 9.62 acre Spring Glen Elementary School sfte to replace six portables that have been removed. The structures will be 1,792
square feet aachr fora total floor area of 7,168 square feet. The proposed site plan represents a net increase of 1,792 square feet of
building area over the prior approved site plan. The structures are proposed for a location north of the existing school building,
between the main building and Nelsen Middle Schooi. The portables WIN house approximately 5 staff and 50 students.
Additional work will include installation of access ramps and landings, and related site work. The alignment of the fire lane will be
adjusted and a hammerhead turnaround constructed at the end of the fire lane. Approximately 9,500 square fleet of existing asphalt
paving north of the main school building will be removed and replaced with pervious surface or landscaping.

Avenue S. and S, 271h Street in the city of Renton. The project will occur in the Northwest quarter of Section 29, Township 29 North,
Range 5 East, on King County parcel number 292305-9061.

The Responsible Official of the Renton School District hereby makes the following Findings and Conclusions based upon review of
the environmental checklist and attachments, other information on file with the Renton School District, and the policies, plans, and
regulations designated by the Renton School District as a basis for the exercise of substantive authority under the Washington State
Environmental Polley Act (SEPA) pursuant to the Revised Code of Washington RCW 43.21 C.060.
Findings of Fact:
1, The Renton School District, No. 403 is proposing to install four portable double -classroom structures on the 9.62 acre Spring
Glen Elementary School site to replace sic portable structures that have been removed. The structures will be 1,792 square
feet each, for a total floor area of 7,168 square feet. The proposed site plan represents a net increase of 1,792 square feet of
building area over the prior approved site plan, The structures are proposed for a location north of the existing school building,
between the main build"mg and Nelsen Middle School. The portables will house approximately 5 staff and 50 students.
Additional work will include installation of access ramps and landings, and foliated site work. The alignment of the fire lane will
be adjusted and a hammerhead turnaround constructed at the and of the fire lane. Approximately 9,5W square feet of existing
asphalt paving north of the main school building will be removed and replaced with pervious surface or landscaping.
2. Impervious surface on the site will decrease by approximately 9,500 square feet. The project will be subject to City of Renton
rules and regulations governing storm drainage. New roof runoff will be collected by pipe and conveyed to an existing concrete
drainage channel for discharge.
3. The uses proposed for the site will not change from current uses and are consistent with the City of Renton Comprehensive
Plan designation of Residential Single Family and associated R-8 toning classification,

4. Adjacent land uses are residential to the east, south and wast. Nelsen Middle School is located immediately north. The
site fronts two streets, .tones Avenue S. and S. 27m Street,
5. Sensitive Areas:
• The steepest slope is approximately 35 percent in the western portion of the site. However, the ground surface
within the proposed building site is on a slope of less than 1 percent~ and, therefore, Is not regulated.
• No shorelines or wetlands exist on or near the site.
6. No change is proposed to the existing paint of access on .tones Avenue S.
7, The increase in floor area over the existing condition is relatively small and may result in a slight increased need for public
fire protection services.
CONCLUSIONS OF THE RESPONSIBLE OFFICIAL
The responsible official has determined that the proposal does not have a probable significant adverse impact on the environment.
and an Environmental impact Statement (EiS) is not required under RCW 43.21C.030(2)(c), only if the following conditions are met.
This decision was made after review of a completed environmental checklist, and other information an file with the Renton School
District, and existing regulations. This information is available to the public on request. The mitigation measure is required as
authorized under the Substantive Authority of SEPA in accordance with the guidelines contained in the Renton School District Rules
and shall be implemented by the applicant.
Mttlgation Measure:
Fine Impact Mitigation
The applicant shall provide fire impact mitigation fees of $0.52 per net additional square foot of floor area, payable to City
of Renton, per City of Renton Resolution 2913.
This Mitigated Determination of Non -Significant (MDNS) is issued under the Washington Administrative Code (WAC) 197-11-340(2);
the lead agency will not act on this proposal for 14 days from the date of issuance. only written comments will be accepted and must
be submitted by 5:00 p.m. on September 22, 2006, to Mr. Rick Stracke, Executive Director, Facilities and Operations, Renton School
District, 1220 North 41h Street, Renton, WA SW57.
Unless modified by the Renton School District, this determination will become final following the above comment deadline. There Is
no mealy appeal under Renton School District SEPA policies.

Spring Glen Elementary School Portables 2006 Project Narrative
The Spring Glen Elementary School Portables 2006 project will add 4 double -classroom portable
buildings and reconstruct the fire lane at the Spring Glen campus at 2607 Jones Avenue South.
The project site is 419,020 square feet or 9.62 acres in size, is designated as Single Family
Residential by the City of Renton Comprehensive Plan Land Use Map, and is zoned R-8
(Residential 8 dtr/ac). The surrounding area is also zoned R-8. The site presently contains two
main buildings totaling approximately 31,300 square feet, and two single -classroom portables
totaling approximately 1,792 square feet located southwest of the main building. Access to the
site is via a driveway at the end of SE 164`� Street; onsite access to the new portables will be via
ramps and stairs; and fire access will be via a new fire lane. The new portables will each be
1,792 square feet in size, 15 feet in height, and will have electrical service only. The work is
valued at $200,000. These portables will be installed in an area which will be stripped of
existing impervious surface, and new impervious surface under the portables constructed.
Impervious surface on the site will decrease by approximately 9,500 square feet. Runoff from
the roofs of the portables will be collected via roof drains, and runoff routed to a drainage pipe,
which drains into the existing bioswale located on the north edge of the Spring Glen site,
adjacent to Nelsen Middle School. Additional site work includes the removal of two fir trees on
the central portion of the site, and removal of a covered walkway connecting the two existing
main buildings to facilitate the construction of a new fire lane. The use of the site will remain as
a public school; this project is intended to enhance the use of the existing facilities. According to
the Soil Survey of King County, the soil type at the site is Alderwood gravelly sandy loam. This
soil type is well drained and water moves readily through it. There are no special site features or
environmentally sensitive areas on the site. Because the proposed project will require the
addition of more than 4,000 square feet of floor area, Site Plan Review is required.

Spring Glen Drainage Narrative
The 4 new portables will be installed in an area which will be stripped of existing impervious
surface, and new impervious surface under the portables constructed. Impervious surface on the
site will decrease by approximately 9,500 square feet. Runoff from the roofs of the portables

existing bioswale located on the north edge of the Spring Glen site, adjacent to Nelsen Middle
School.
Spring Glen — Construction Mitigation Description
Construction of the portables at Spring Glen will commence on or around September 18, 2006,
and end on or around December 18, 2006. Construction hours will be 7 a.m. to 5 p.m. There
will be no special hours proposed for this project. The primary hauling routes will be from
Interstate 405 and State Route 167. The route from these freeways to the site is to exit to Rainier
Avenue South and turn east onto South Grady Way. From there, proceed east and turn right onto
Benson Drive South/Talbot Road South, under I-405 and then turn left onto South Puget Drive.
Turn right onto Benson Road South, then left onto SE 166'h Street/Southeast 29`h Street, and then
left onto 1081h Avenue Southeast. Standard construction practices will be employed to minimize
dust, traffic, and transportation impacts, and erosion, mud, noise, and other noxious
characteristics. Any such impacts that cannot be minimized will be short in duration. The
project will comply with provisions of the separately issued Moving Permit, including traffic
control provisions.
Spring Glen —Lot Coverage and Parking Analysis(
The total square footage of the Spring Glen site is 419,020 square feet. The existing building
footprints total 33,092 square feet, of which 31,300 square feet are the two main school
buildings, and 1,792 square feet are the two single portables. This project will remove the two
existing single portables and install four double portables totaling 7,168 square feet. The net
change in building footprint will be f 5,376 square feet, with no change to the two main
buildings.
The total square footage of the existing impervious surface is 111,204 square feet. The project
will result in the net removal of 16,208 square feet of impervious surface north and west of the
two main buildings and install the new double portables in that area. After project completion,
the total impervious surface will be 94,996 square feet.
The size of the existing buildings are:
Main building 1 (south): 23,900 square feet
Main building 2 (northeast). 7,400 square feet
Single portable 1: 896 square feet (to be removed)
Single portable 2. 896 square feet (to be removed)
TOTAL: 33,092 square feet
The size of the proposed buildings are:
Double portable 1: 1,792 square feet.
Double portable 2: 1,792 square feet.
Double portable 3: 1,792 square feet.
Double portable 4: 1,792 square feet.
TOTAL plus existing Main buildings. 38,468 square feet
NET increase of building areas: 5,376 square feet.
All buildings will be used as a public school. The percentage of the lot covered by existing
buildings is 7.9%. The percentage of the lot covered by proposed buildings and buildings to
remain is 9.2%.
The number of parking spaces required per RMC 4-4-080.F.10.e is one per employee. Spring
Glen will employ approximately 50 teachers and staff when the project is complete. While
Spring Glen has only 9 designated paved parking spaces, the gravel area on the northeast portion
of the site is used for parking. Additionally, adjacent Nelsen Middle School has over 150
parking spaces and approximately-100 teachers and staff, making additional parking available at
Nelsen. Therefore, no additional parking is proposed as part of this project. No parking lot
landscaping is proposed due to constraints imposed by school bus turning radii.

Renton City Hall, turn right (south) onto Benson Road South. Go south on Benson Road

Turn left onto 108th Avenue Southeast. Spring Glen is ahead on the left, after the
intersection with Southeast 271n Street.

There would be temporary, short-term noise impacts typical of construction

Some glare from exterior lighting would occur. Exterior lighting would be used for
security reasons at night, but would be shrouded to minimize glare to the
surrounding neighborhood.

No.
What existing off -site sources of light or glare may affect your proposal?
There would be some off -site glare coming from Nelsen Middle School,
immediately to the north, but this would not affect the project.

Exterior lights would be shrouded to control glare. Interior lights would be turned
off when not in use.,

Thomas Teasdale Park is approximately '/4 mile to the west, and is the closest
recreation facility. Spring Glen Elementary itself and Nelsen Middle School,
immediately to the north, could be considered recreation opportunities, as they
have playfields and play equipment available.

1661h St. to Benson Rd. S. Access to the site would be via the existing driveway to
Jones Ave. S.

No. The closest public transit stop is approximately % of a mite away at the
intersection of S. Puget Dr. and Benson Rd. S.

The project would retain the 12 parking spaces on pavement and the 30 parking
spaces on crushed rock on the site. None would be eliminated. Additional parking
is available at the adjacent Nelsen Middle School.

Traffic generation will be irregular in nature. Education programs utilizing the
proposed portables will operate 2 days per week. Peak volumes on those two days
