The applicant is requesting Administrative Short Plat approval and Environmental (SEPA) Review for the
subdivision of a 14,425 square foot parcel into two lots for the future construction of single family residences.
The subject site is located within the Residential - 8 dwelling (R-8) unit per acre zoning designation. Proposed
Lot 1 would be 7,081 square feet in area and proposed Lot 2 would be 5,361 square feet in area. Access to the
proposed lots would be provided off of S 34th Street via residential driveways. A protected slope area is located
along the southeast corner of the project site. An exception through modification to the critical areas regulations
has been requested to allow a portion of the protected slope to be regraded.

This non -project action includes four different actions related to the zoning and land use plans for the Highlands Subarea:
1. Comprehensive Plan Text Amendments that remove R-10 as an implementing zone of the CV land use designation and
replace it with R-14, remove strategy 319.3, a few non -substantive "clean-up" changes.
2. Zoning Code Text Amendments including: amending R-14 to be an Implementing zone of the CV land use designation,
amend the uses allowed in the CV zone, amending notes for the zoning use table, amending the development regulations
for the R-14 zone, amending the development regulations for the CV zone, removing the Center Village Bonus District,
- enacting design regulations for all parcels In a Center Village Land Use designation, amending the parking requirements,
amending the criteria for R-14 bonus, revising the name of the Urban Center Design Review Packet, and revising
definitions.
3. Comprehensive Plan Map amendments that move the RMD area north of NE 16th Street, the parcels fronting Harrington
Ave NE between NE 7th Street and NE 9th Street, and two parcels near the vicinity of NE Sunset Boulevard and Monroe
Ave NE to the CV land use designation; moving the area in CV designation south of Sunset and in the vicinity of NE 9th
Street to RMF designati'an; placing the areas in the vicinity of Monroe Ave NE and NE 12th and Edmonds Ave NE from
RMD to RSF designation. Please see attached maps.
4. Zoning Map amendments that place most of the R-10 property north of NE 12th Street in R-14; that rezones the R-10
property in the vicinity of NE 12th Street and Edwards Ave NE and in the vicinity of Monroe Ave NE from R-10 to R-8;
changes the property in'the vicinity of Harrington Ave NE and Glennwood Ave NE and Sunset Lane, and the parcel on the
corner of NE 9th Street and Glennwood Ave NE from RMF to CV; changes the parcels surrounding the Public Library, and
the parcels fronting Harrington Ave NE between NE 7th Street and NE 9th Street, and the two parcels in the vicinity of NE
Sunset Boulevard and Monroe Ave NE, from R-10 to CV; and a portion of the parcel near Houser Terrace from R-10 to

Conditional Use Permit Justification OCT 2006
Oasis Seattle church is requesting approval of a conditional use permit. We
have been operating as a church at 2400 East Valley Road for a little over a year
now and the community impact concerning parking and traffic has been
established.
Traffic patterns generated by the church are very compatible and fit well
into the traffic of the neighborhood because of our staggered business hours. In fact,
we believe that our impact on traffic is smaller than that of the prior occupants, as
their business was run at peak hours.
Because there is little to no business being conducted on Thursdays from the
hours of 6-10pm and on Sundays from 8-1 Oasis assembly hours fit well into the
character of the neighborhood and have had little or no effect on traffic in the area.
For following reasons parking is not now and has not in the 15 months of our
occupancy been a problem: The 2400 building is part of the larger 2300 — 2400 —
2500 complex. Parking requirements for the 2300 and 2500 (office) buildings are 1
parking space per 400 square feet of building space. The 2300 building has 10,335 sq
feet and the 2500 building has 27,723 for a total of 38,058 square ft. As a result, 96
parking spots are required for the 2300 and 2500 buildings. Parking requirements
for 2400 (Oasis Seattle) are 1 parking spot for every 5 chairs in the place of
assembly (great room/auditorium). Currently we have 168 seats in our great room
with 79 parking spots directly around our facility. At the requirement of 1 parking
space for every 5 chairs we need only 38 parking spaces total. The total number of
required parking spaces for all three buildings is 134. However, our assembly has
243 parking spaces, including 10 handicap parking spaces, available for its use. This
is the total number of parking spaces in the 2300 — 2400 -- 2500 complex. Our [case
agreement with Merlino Construction provides that we have the use of all parking
spaces in the complex during our staggered hours of operation. (See also
authorization to use additional parking spaces letter from landlord.) Thus, during
our hours of operation, we have 205.5 more parking spaces available to us than are
required.
Noise, Glare: These never have and never will be a problem because the
neighborhood is not residential but commercial in character and is frequented by
trucks and large vehicles. In addition, the freeway drowns out most noise.
Moreover, our building and the existing foliage block much of the visual effect from
the freeway.
The line between properties is well defined and we have no intention of

The following subjects, relevant to new construction and development, were
addressed by the owner of the building at the time it was built. In the more than 15
months since Oasis Seattle church assumed occupancy of the 2400 building we have
made no additions to the building and have not removed any portion of the building,
nor do we have any plans to do so. Therefore the subjects of Conversion, Public
Improvements, Lot Coverage, Yards, and Height appear not to be applicable to this
conditional use permit request.

Oasis Seattle Church requests a conditional use permit for its location at 2400 East
Valley Road in the City of Renton. The church has been operating at that location
for over 15 months, and the community impact relative to parking and traffic has
been established.
Oasis Seattle is a non -denominational church. We have approximately 400
members. Our services are on Thursday from 6-9 pm and Sunday from Sam-2pm.
The business hours for the buildings at 2300 and 2500 East Valley Road are 7am-
6pm Monday through Friday. Thus, our business hours are staggered with those of
the other buildings, and thus far in over a year there have been no problems with
parking or traffic.
We were not informed that we needed a conditional use permit or a business license
until after we were in the building for almost 9 months. At the time we were notified
we immediately applied for and obtained a non-profit business license.
Parking requirements for the 2300 and 2500 (office) buildings are 1 parking space
per 400 square feet of building space. The 2300 building has 10,335 sq feet and the
2500 building has 27,723, for a total of 38,058 square ft. For 2300 and 2500 building
% parking spots are required.
Parking requirements for 2400 (Oasis Seattle) are 1 parking spot for every 5 chairs
in the place of assembly (great room/auditorium).
Currently we have 168 seats in our great room with 79 parking spots directly
around our facility. At the requirement of 1 parking space for every 5 chairs we
need only 37.5 parking spaces total.
Total required parking for all three buildings is 133.5 spaces. However 243 parking
spaces, including 10 handicap parking spaces, are available, and during our hours
of assembly we have the use of all 243 parking spaces in the 2300 — 2400 — 2500
complex. Thus, the three buildings combined have 1095 more parking spaces
available to them than are required, and Oasis Seattle has 205.5 more parking
spaces available to it than are required. Our lease agreement with Merlino
Construction grants us the use of all of the parking in the complex during our hours
of operation. (See Authorization to use additional parking spaces letter from
landlord.)
Because we meet on Thursday evenings and Sunday mornings, the traffic we
produce fits well into the traffic patterns of the neighborhood, and we believe our
impact on traffic is actually less than that of the prior occupant, which did business
during normal business hours and created traffic at peak hours.
For the foregoing reasons Oasis Seattle respectfully requests approval of its
conditional use permit.
