DESCRIPTION OF PROPOSAL: The applicant is requesting Preliminary Plat approval and Environmental
(SEPA) Review for the subdivision of an existing 108,972 square foot (2.5 acre) parcel located within the
Residential - 8 (R-8) dwelling unit per acre zoning designation. The proposed lots would range in area from 4,500
square feet to 5,014 square feet. Access to the proposed lots would be provided via a new internal public street
system, which would access off of NE 6th Street. No critical areas have been identified on the project site.

1. The applicant shall comply with the recommendations found in the geotechnical report prepared by Earth Solutions
NE, LLC, dated January 11, 2006.
2. The applicant shall be required to provide a Temporary Erosion and Sedimentation Control Plan (TESCP) designed
pursuant to the Department of Ecology's Erosion and Sediment Control Requirements outlined in Volume it of the
most current Stormwater Management Manual and provide staff with a Construction Mitigation Plan prior to issuance
of Construction Permits. This condition shall be subject to the review and approval of the Development Services
Division.
3. The detention system for this project shall be required to comply with the requirements found in the 2005 King County
Surface Water Design Manual to meet both detention (Conservation Flow control — a.k.a. Level 2) and water quality
improvements.
4. The applicant shall pay a Parks Mitigation Fee based on $530.76 per each new single family lot.
5. The applicant shall pay a Traffic Mitigation Fee in the amount of $75 for each new net daily trip prior to the recording
of the final plat. It is anticipated that the proposed project would result in the payment of $10,048.50 (133.98 net new
daily trips x $75 = $10,048.50).
6. Staff recommends that the applicant pay a Fire Mitigation Fee based on $488.00 per new single family lot prior to the
recording of the final plat. The fee is estimated at $6,832 ($488 x 14 = $6,832).

Honeybrook Circle Preliminary Plat
Dear Mr, Offe:
We have reviewed your street modification request for the street improvements
associated with a proposed 14 lot preliminary plat on the northwest corner of NE 6th St
and Field Av NE. Your request is to modify the street standards for this project to
reduce the pavement width to 26 feet, and to use the additional right-of-way for
planting strips. The modification is requested in response to new city standards for
planting strips and narrower pavement sections for residential streets.
We approve the requested modifications. The new street improvements for NE 6cn
Street adjacent to the preliminary plat development can be modified to reduce the
pavement width to 26 feet, and provide a minimum 6-foot wide planting strip between
the new curb and new 5-foot wide sidewalk. The street improvements for Field Avenue
NE are also modified to allow for a reduction in the new pavement width to 26 feet,
with a minimum width planting strip of five feet. Street trees must be included in both
new planting strips, and parking limited to one side of the street for bath street
frontages.

Jennifer —Thanks for all the work on this. We asked (back in Sept.) for consideration of a reduced road pavement
section for NE 6th and Fields from Neil. The intent was to reduce the amount of asphalt to the current roadway width
allowed by the City. Neil granted the Street Modification on Sept. 8" (see attached letter) —at no time did we request a
reduction of right of way width. We also asked consideration to eliminate the dedication of right of way along the north
property line (with Honeybrooke Circle II) — we revised the approved road section at this location to a 20' temporary
access easement to allow for emergency connection between Fields and Graham_ This temp. connection would be
vacated once Fields and Graham were extended to the north to NE 7". This is the only right of way that was reduced. I
have attached a copy of the new layout showing the comments from Neil's letter. The areas within the right of way on
NE fish and Fields that were no longer asphalt, are now landscape areas (as requested by Neil). This is the road layout
that we are proceeding with full design on.
By eliminating right of way dedication on the north property line (in lieu of temp, easement); reducing the asphalt
roadway sections on NE 6th and Fields; and by working with the developer on reasonable impervious areas on each lot,
we have been able to reduce the size of the storm water treatment facility and necessary tract. These saved areas
added to the net developable area for the plat. The total net area is now 1.92 acres (which is different than the
approved pre] plat due to the reasons above). 15 lots / 1.92 acres = 7.8 dwelling units per acre. We have requested of
you and Chip to determine if the 15th lot could be obtained as an administrative approval of Honeybrooke Circle? If not,
we would propose to submit a 2-lot short plat once Honeybrooke Circle is recorded (which is also administrative).
On the tree retention/ tree re -planting issue — we will meet the requirements of the approved preliminary plat
conditions that require a plan be submitted with the engineering plans. We will provide at time of engineering plan
submittal_
I am directed to move forward on obtaining engineering approval by the developer —this time —time is of the essence.
Again thanks for all your time on this. We look forward to your response on the processing of the 15t" lot.

Hi Darrell,
We looked at the existing approved plans and the revisions you sent over. Essentially, once the original 5-year approval
period has passed, the City can add conditions per the State Subdivision Regs. We also thought that you would like a
reduced pavement area, and the added aesthetic of the landscape strip. The approved plans called for tree retention
which was also proposed as part of the original preliminary plat approval,.. therefore, an assessment by the City's
Forester is appropriate to see if the trees can be retained in the center of the double tier of lots.

Hello Darrell and Gary,
Chip Vincent, Neil Watts, and I met today to discuss the proposal to modify Honeybrooke Circle. Here's where we
landed:
1. Proposed Lot 15. We don't believe that you have enough area for an additional lot without exceeding the
maximum density of the R-8 Zone. The original plat indicates that with 14 lots the density is 7.8 du/ac. The
maximum allowed is 8 dwelling units/net acre after deducting the right-of-way, easements and any critical
areas.
2. Drainage Pond. The drainage pond could be reduced in size, as long as you meet the applicable stormwater
regulations. We like the proposed landscape buffer for screening the storm drain facility_
3. Field Ave Right -of -Way Width. The road section on the west (Fields Ave NE) could be reduced to a pavement
width of 26 feet (instead of 32 feet) and the addition of a planting strip on one side (the west side) of the street
(preferably 8-foot wide).
4. Graham Ave Right -of -Way Width. The road section on the east (Graham Ave NE) could be reduced to 20 feet of
paving with a planting strip (preferably 8 feet wide).
5. Tree Retention. The trees should be evaluated by our City Urban Forester to see if the trees proposed for
retention between the two tiers of lots could remain. We think from the original tree retention plan that there
is value in consideration of retaining some groupings of trees. I can ask Terry Flatley (Urban Forester/Arborist)
to visit the site to assess the trees.

Good morning Jennifer— I have attached the drawings that we shared yesterday at our meeting. We propose to restrict
the impervious area on the lots to a reasonable 2,600 sq. feet which in turns minimizes the space needed for the vault.
The grading plan will indicate the amount of grading needed to create useable building lots. We would request your
review of these documents and let us know if you have any concerns.
