This letter is written on behalf of the Environmental Review Committee (ERC) and is to inform
you that they have completed their review of the environmental impacts of the above -referenced
project. The Committee, on April 23, 2007, decided that your project will be issued a
Determination of Non -Significance.
The City of Renton ERC has determined that it does not . have a probable significant adverse
impact on the environment. An Environmental Impact Statement (EIS) is not required under
RCW 43.21C.030(2)(c). This decision was made by the ERC under the authority of Section 4-6-
6, Renton Municipal Code, after review of a completed environmental checklist and other
information, on file with the lead agency. This information is available to the public on request.
Appeals of the environmental determination must be filed in writing on or before 5:00 PM
on May 14, 2007. Appeals must be filed in writing together with the required $75.00 application
fee with: Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA 98057.

hours between seven o'clock (7:00) a.m. and eight o'clock (8:00) p.m., Monday through Friday. Work on Saturdays
shall be restricted to the hours between nine o'clock (9:00) a.m. and eight o'clock (8:00) p.m. No work shall be
permitted on Sundays.
3. Within thirty (30) days of completion of grading work, the applicant shall hydroseed or plant an appropriate ground
cover over any portion of the site that is graded or cleared of vegetation and where no further construction work will
occur within ninety (90) days. Alternative measures such as mulch, sodding, or plastic covering as specified in the
current King County Surface Water Management Design Manual as adopted by the City of Renton may be proposed
between the dates of November 1st and March 31 st of each year. The Development Services Division's approval of
this work is required prior to final inspection and approval of the permit.

C. ENVIRONMENTAL IMPACTS
In compliance with RCW 43.21 C. 240, the following project environmental review addresses only those
project impacts that are not adequately addressed under existing development standards and environmental
regulations.
1. Earth
Impacts: The topography of the existing roadways are relatively flat, the steepest portion of the site is along Shelton
Avenue SE at about 2 percent. The soils at the project site generally consist of sand and gravel overlying
discontinuous till (Renton Valley Alluvial Plain -sand and gravel).
The project would not require any grading or filling. Approximately 840 cubic yards of trench materials will be
excavated, and will be reused as trench backfill if materials are suitable. Unsuitable materials will be hauled off -site to
an approved site and imported fill from an approved source will be used.
There is minimum potential for increased erosion as the construction of the water mains will take place within existing
paved roadways. All catch basins will be covered with filter fabric when construction takes place in the vicinity.
Mitigation Measures: No further mitigation is recommended.
Nexus: N/A
2. Transportation
Impacts: One lane of access to all public streets will be maintained through the project, and emergency access
will remain open at all times. No new road surface will be created as a result of the project. All existing road
surface that is removed will be replaced in kind or overlaid as part of this project.
Mitigation Measures: No further mitigation is recommended.

2007 Water Main Replacement Project
The project consists of the replacement of approximately 1,890 feet of old, leaky and undersized
steel and asbestos -cement water lines with new 8-inch and 12-inch diameter ductile iron water
lines within the existing roadways generally located in the Maplewood area. The new water lines
will provide adequate water capacity for fire protection and for domestic uses and will be
constructed within the following streets:

The estimated project cost is $283,500.00. The Water Utility has budgeted funding for this
project in the 2007 Capital Improvement Program budget and anticipates constructing the project
in May 2007 to August 2007.
The Water Utility request the granting of Shoreline Exemption Permit as authorized under
Section 4-9-190 C.3 of the City's Development Regulations for the portion of the project that is
located within 200 feet of the Cedar River, since the project is considered as "Normal
Maintenance or Repair of Existing Structure (i.e.: utilities) or Developments".

1. Construction Dates Construction of the project is anticipated to start in May 2007 and be completed by
August 2007.
2. Construction Hours Standard construction hours will be from lam to 5pm, Monday through
Friday.
3, Haul Routes Proposed hauling/transportation routes will be from Maple Valley Highway
for the work in the Maplewood Area.
4. Dust Control Dust control will be handled by using a water truck and street sweeper.
5. Traffic control Traffic control will utilize standard traffic control measures in accordance
with the MUTCD and traffic flaggers and will keep one lane of traffic open
in the immediate construction zone. Emergency access will remain open at
all times during construction.
6. Erosion Control Standard City of Renton erosion control measures will also be utilized
during construction including protection of existing catch basins along
project site.
7. Archaeological Although there are no known archaeological deposits based on past utilities

The State Environmental Policy Act (SEPA), Chapter 43.21 C RCW, requires all governmental agencies to
consider the environmental impacts of a proposal before making decisions. An Environmental Impact
Statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the
quality of the environment. The purpose of this checklist is to provide information to help you and the
agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be
done) and to help the agency decide whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS:

water mains within existing paved streets to replace existing old, and leaky water mains,

Construction of the water mains project will not require grading or filling of the
site. Approximately 840 cubic yards of trench materials will be excavated, and will
be reused as trench backfill if materials are suitable. Unsuitable materials will be
hauled off -site to an approved site and imported fill from an approved source will
be used.
Could erosion occur as a result of clearing, construction, or use? If so, generally
describe.
There is minimal potential for increased erosion since the construction of the water
mains will take place within existing paved roadways. All catch basins will be
covered with filter fabric when construction takes place near them. Temporary
erosion and sediment control measures will b e implemented by City of Renton
Standards. A Department of Ecology Construction Stormwater General Permit will
not be required since the total disturbed area of 0.26 acre is less than the 1-acre
threshold.
About what percent of the site will be covered with impervious surfaces after project
construction (for example, asphalt or buildings)?
There will no change in impervious surfaces as a result of this project. Existing
pavement surfaces will be restored to match existing, or as required by Renton
Development Standards for trench patching.
h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any:
The use of filter fabric at each catch basin. Any exposed soil removed from the trench will
not remain on the street, but rather removed to a holding area and contained within a
property lot away from any impervious surface. Stockpiles of fill dirt will be covered in
inclement weather as required to prevent any runoff.
Standard City of Renton's sedimentation and erosion control measures will be
employed during construction of the water lines, such as storm drain protection
inserts.

None will be used to maintain the new water mains. Water will flow in the pipes by
gravity and under hydraulic gradient of the reservoirs.

No hazardous chemicals or other health hazard risks are anticipated.

The only anticipated emergency needs during construction would be ambulance w/
paramedical personnel (in the event of a construction related accident), fire
suppression equipment (in the event of a fire, or the emergency spill response
team (in the event of a major fuel spill).

This project will provide additional water supply and fire hydrants for fire
protection.

All construction equipment shall meet all federal, state and local laws for noise
restrictions. Construction shall be limited to normal daytime working hours.

The site is currently improved public rights of way. Adjacent sites include single-
family residential, and multi -family residential. For the portion of the project within
the Maplewood area, the Cedar River is located about 150 feet west of Shelton Ave
NE.

There are no structures located within the existing roadways. There are single-
family residential adjacent to the roadways.

No. All work will be done in existing right-of-ways.
