Staff Recommends that the Environmental Review Committee issue a
Determination of Non -Significance (DNS).

PART ONE: PROJECT DESCRIPTION / BACKGROUND
1. D-66 R-4 Setbacks: Amend Title IV to reduce required setbacks in the R-4 zone.
2. D-67 Rebuild Approval Permit: Amend Title IV to provide legal non -conforming uses and
structures to be rebuilt, reconstructed, and/or repaired when damaged by fire, explosion, or an
act of God, subject to development and design standards in place at the time of reconstruction.
Also, delete Rebuild Approval Permit from Title IV.
3. D-68 Food System Sustainability: Amend Title IV to include provisions for smaller scale
agriculture uses, the keeping of animals and bees, and grocery store size limits, and zones
where these uses should be allowed.
4. D-69 Auto Repair and Sales: Amend Title IV to modify the definition of vehicle storage, and to
require screening and landscaping for vehicle storage uses associated with vehicle repair and
auto body shops.
5. D-70 ROW Dedication Procedure Streamlining: Amend Title IV process to allow Administrative
and Nearing Examiner approval of right-of-way dedications such as plats, short plats, binding
site plans, and stand alone ROW dedications.
6. D-71 Miscellaneous Residential Standards: Amend Title IV where design district standards
prevail, when residential design standards apply for additions/expansions, and require one
parking space per Accessory Dwelling Unit.
7. D-72 Footnotes Clean Up- Amend Title IV the footnotes associated with the Use Table as well as
the footnotes associated with the various development standards tables to delete unused
footnotes and correct erroneous references.
8. D-73 Site Plan Review: Amend Title IV includes clarification of vesting procedures, allowance of
administrative review of non-residential development adjacent residential zones, and
regulations to condense property.
9. D-74 Plat Revisions: Amend Title IV to clarify standards and review procedures for revisions to
plats between preliminary plat approval and final plat review.
10, D-75 Shopping Carts: Amend Title VI to remove references to fees on city's fee schedule and
removal of fee for submitting a Shopping Cart Recovery Plan.
11. D-77 Administrative Code Interpretations: Amend Title IV with administrative code
interpretations made during the past year regarding the following topics: Electric Vehicle
Infrastructure (C1-09); Impervious Surfacing (CI-11); Setbacks in the R-10 and R-14 zones (CI-12);
Marinas in the R-1 (CI-13); Density, Net Rounding (CI-14; Indoor Small Vehicle Sales (CI-15); Tree
Removal Activities (CI-16); Recreation Facilities, Indoor, New (CI-17); Urban Separator Overlays
of Soos Creek and Lake Desire (CI-18); Special Fill and Grade Permit (CI-19); and Address
Assignments (CI-20).
12. D-78 Planning Near Pipelines: Amend Title IV to include setbacks from hazardous liquid and gas
pipelines.
