Improvements 8-8-07 Background: The existing property improvements consist of two office buildings and associated site improvements constructed under previous permits. These buildings and the site improvements at the time of construction the project conformed to land use regulations in place at that time. The two buildings are located on two separate legal lots, A and B and share parking, utility, and storm drainage services. These services are shown on the attached civil drawings. As currently developed storm drainage discharges into a existing swale and then flows into the public system in OaksdaIe. Since the time of the original construction an additional arterial street, Oaksdale, has been constructed between the site and Springbrook Creek to the west of the property. A result of the public works project a surplus property between the new street and the original limits of the Earlington project was created. The ownership of the surplus property was transferred to the partners who own the Earlington Buildings located at 1709 and 919 SW Grady Way. The surplus property between the Oaksdale extension and the power lines north of the original site is triangular in shape and has been partially filed at some time. Most of this area is below the flood plane. Within the flood plane there is a drainage swale that flows to the north from the EarIington Complex drainage system which has one large tree adjacent to it. In April this year a boundary line adjust was made and the surplus property was added to the building located at 1107 SW Grady Way and is now part of lot B. This was done so this property could be developed as a parking area. This complex and the surrounding lots are located in the CO zoning and adjacent uses are as permitted in that zone. The site itself has one adjacent use to the south which is a warehouseld istribut ion use. The property was previously developed and buildings are supported by conventional spread footings. Soils below the imported fills consist of sandy gravelly silting sands typical in this area. This material is generally considered moisture sensitive and not suitable for infiltration. Shoreline Area: Springbrook Creek is located west of Oaksdale which is the western boundary of the Earlington Complex. Ask such the complex as shown on sheet At.10 is located within 200 feet of the of the Ordinary High Water Mark. Springbrook Creek when Oaksdale underpass was constructed was channelized. This channelization at the east side of the creek adjacent to Oaksdale was accomplished with a vertical wall which removed all shoreline features along that side of the creek. As modified the ordinary high water mark is located at the face of the and does move landward as the creek rises. Mitigating measures for the impact of the construction on the stream and the buffer where done as part of the work at the time. As a result of the removal of the buffer east of the creek by the roadway any additional buffering on the Earlington property would have little value. Project Information: The project consists of placing approximately 6000 sf. paving in a portion of the undeveloped site that is above the flood plan so it can be used for parking an additional 18 cars. This work will involve installation of a new catch basin, a storm water filter, parking lot landscaping, and placement of 6393 sf. of native planting between the parking Iots west edge and Oaksdale. The proposed project is being constructed in two phases. The first phase and the second phase will have work done within 200 feet of the shoreline. During the first phase landscaping will be installed within 90 feet of the shoreline and paving along with associated drainage and landscaping within 105 feet of the shoreline. The second phase of the work will be done after the widening work on the north side of I-405 is complete. This work will consist be beyond 105 from the shoreline and consist of placement of landscaping and removal of existing paving. The construction of the parking area will be approximately at existing grade. It will result in a minimal amount of cut, fill, import and export. The amount of cut is 200 yards, fill is 630 yards, import is 440 yards, and export is 10 yards . The applicant is cautioned that information contained in this summary may be subject to modification and/or concurrence by official decision -makers (e.g., Hearing Examiner, Zoning Administrator, Planning/Building/Public Works Administrator, and City Council). Review comments may also need to be revised based on site planning and other design changes required by City staff or made by the applicant. The applicant is encouraged to review all applicable sections of the Renton Municipal Code. The Development Regulations are available for purchase for $50, plus tax, from the Finance Division on the first floor of City Hail. Development Regulations are also available for review at no charge in the office of the City Clerk on the 7`h floor, at Development Services on the 6`" floor, at the Renton Library, and online at www.rentonwa. ov. Project Proposal: The proposal is to construct 18 additional parking stalls within an existing open space/landscaped area to compensate for anticipated condemnation of property due to the widening of 1-405. The work proposed includes interior renovations, landscape renovations, exterior painting, and additional parking at the west end of the site. The project site is located at the southeast corner of Oaksdale Avenue SW and SW Grady Way and is addressed as 919 and 1107 SW Grady Way. The zoning of the property is Commercial Office (CO). The subject site is located within an seismic hazard area and the west portion of the site contains flood hazard areas and is located within 200 feet of Springbrook Creek a shoreline of the state. Access to the site is provided off of existing curb cuts onto SW Grady Way. Zoning: The intent of the CO zone is to provide areas appropriate for professional, administrative, and business offices and related uses, offering high quality and amenity work environments. In addition, a mix of limited retail and service uses may be allowed to primarily support other uses within the zone, subject to special conditions. Limited light industrial activities, which can effectively blend in with an office environment, are allowed, as are medical institutions and related uses. Development Standards: The proposal's compliance with the CO zone development standards and the parking regulations is addressed below: Pre07.030 (CO Unico).doc Setbacks — The minimum required front yard and side yard along a street setbacks in the CO zone are 15 feet if the proposed building is less than 25 feet in height. No interior side yard setbacks are required as no side yards abut a residential zone. A 10-foot landscaped rear yard setback is required as the rear property line abuts 1-405. As proposed the new parking area would comply with the required setback areas. Landscaping —The landscaping regulations (RMC section 4-2-120B) require a 10-foot landscaped strip along the street frontage, except where reduced through the site plan review process. Any development in the Green River Valley shall provide a minimum of two percent (2%) of the total site for landscaping suitable for wildlife habitat. These areas should not be dispersed throughout a site, but should be aggregated in one portion of the property. Where possible, the required two percent (2%) landscaping for adjacent properties should be contiguous. This landscaping is in addition to any other landscaping requirements. A drainage swale, planted with vegetation suitable for habitat, may be counted toward the 2 % if the Reviewing Official determines that the proposed planting plan and swale design will function to meet the intent of these regulations, including, but not limited to, that the facility slope and fencing design would not inhibit wildlife use. The applicant will be required to provide Information with the formal application demonstrating that the proposal will still retain the 2% landscaping required. In addition, the Parking Regulations, RMC section 4-4-080F.7, require that any landscaping within a parking area be a minimum of 5 feet in width. For parking lots with between 15 and 50 stalls, the minimum amount of landscaping within the parking lot required is 15 square feet per parking space. The proposal for 18 additional surface parking stalls would require 270 square feet of landscaping within the parking area. As the remaining parking area Is already existing, the parking area would not be required to be retrofitted to provide additional landscaping only the proposed parking area would be required to comply with the parking lot landscaping requirements. Street trees shall be placed at the average minimum rate of one tree every 30 lineal feet of street frontage of the parking area. In addition to the required street trees, an additional tree for every 6 parking spaces is required. Shrubs shall be planted at the rate of 5 per 100 square feet of landscape area, up to 50% of the shrubs may be deciduous. Groundcover shall be planted in sufficient quantities to provide at least 90% coverage of the planting area within 3 years of installation. Each parking space must be within 50 feet of a landscaped area. All landscaped areas shall be irrigated or consist of drought resistant plants. Access/Parking — It appears that the primary access to the site is proposed via existing driveway access onto SW Grady Way. The proposal is required to accommodate a minimum number of off street parking spaces for the proposed use. The number of spaces required for an office use is a minimum 3 spaces per 1,000 square feet of net floor area and a maximum of 4.5 spacer per 1,000 square feet of net floor area. No net floor area was submitted with the pre -application materials. However, based on the total gross floor area of 137,730 square feet submitted, a minimum of 413 spaces would be required and a maximum of 620 parking spaces would be permitted. The materials submitted by the applicant Indicated that a total of 600 parking spaces would be provided on site after the addition of the proposed 18 stalls, which is in compliance with this requirement. Standard parking spaces (Surface/Private Garage/Private Carport) must comply with the following minimum dimensions for standard and compact stalls: Pre07-030 (CO Unico).doc i ♦ Standard stalls must have a minimum length of 20 feet and a minimum width of 9 feet; and ♦ Compact stalls must have a minimum length of 16 feet and a minimum width of 8 '/2 feet. Compact parking spaces are not allowed to exceed 30% of the total parking provided for standard parking areas. In addition, the applicant needs to provide a minimum'aisle width of 24 feet between the parking spaces (RMC 44-080.F.9). Sensitive Areas: Based on the City's Critical Areas Maps, the subject site is located within a seismic hazard area, the west portion of the site contains a flood hazard area and is located within 200 feet of Springbrook Creek a shoreline of the State. The seismic hazard is related to potential liquefaction of soils during an earthquake event. The steep slopes, landslide hazard, and erosion hazard are related to soil stability. A geotechnical analysis for the site Is required. The analysis needs to assess soil conditions and detail construction measures to assure building stability. A shoreline permit may be required If it Is determined that the proposed work Is located within 200 feet of Springbrook Creek and does not qualify for an exemption per WAC 173-27. Environmental Review: The proposed project would be categorically exempt from Environmental (SEPA) Review as the proposal would not result in the construction of more 20 associated parking stalls per WAC 197-11-800. Permit Requirements: The proposal would require a building permit for the construction of the parking lot. Consistency with the Comprehensive Plan: The Commercial Corridor (CC) district is characterized by concentrated, pre-existing commercial activity, primarily in a linear urban form, that provides necessary goods and services for daily living, accessible to near -by neighborhoods, serving a sub - regional market and accommodating large volumes of traffic. Land Use Element Policy LU-358. Parking areas should be landscaped (including street trees, buffers, berms), especially along roadways, to reduce visual impacts. Community Design Policy CD-50. Trees should be planted along residential streets, in parking lots requiring landscaping, and in other pervious areas as the opportunity arises. Trees should be retained whenever possible and maintained using Best Management Practices as appropriate for each type. Policy CD-51. These buildings and the site improvements at the time of construction the project conformed to land use regulations in place at that time. The two buildings are located on two separate legal lots, A and B and share parking, utility, and storm drainage services. These services are shown on the attached civil drawings. As currently developed storm drainage discharges into a existing Swale and then flows into the public system in Oaksdale. Since the time of the original construction an additional arterial street, Oaksdale, has been constructed between the site and Springbrook Creek to the west of the property. A result of the public works project a surplus property between the new street and the original limits of the Earlington project was created. The ownership of the surplus property was transferred to the partners who own the Earlington Buildings located at 1709 and 919 SW Grady Way. The surplus property between the OaksdaIe extension and the power lines north of the original site is triangular in shape and has been partially filed at some time. Most of this area is below the flood plane. Within the flood plane there is a drainage swale that flows to the north from the Earlington Complex drainage system which has one large tree adjacent to it. In April this year a boundary line adjust was made and the surplus property was added to the building located at 1107 SW Grady Way and is now part of lot B. This was done so this property could be developed as a parking area. This complex and the surrounding lots are located in the CO zoning and adjacent uses are as permitted in that zone. The site itself has one adjacent use to the south which is a warehouse/distribution use. The property was previously developed and buildings are supported by conventional spread footings. Soils below the imported fills consist of sandy gravelly silting sands typical in this area. This material is generally considered moisture sensitive and not suitable for infiltration. Shoreline Area: Springbrook Creek is located west of Oaksdale which is the western boundary of the Earlington Complex. Ask such the complex as shown on sheet At.10 is located within 200 feet of the of the Ordinary High Water Mark. Springbrook Creek when Oaksdale underpass was constructed was channelized. This channelization at the east side of the creek adjacent to Oaksdale was accomplished with a vertical wall which removed all shoreline features along that side of the creek. As modified the ordinary high water mark is located at the face of the and does move landward as the creek rises. Mitigating measures for the impact of the construction on the stream and the buffer where done as part of the work at the time. As a result of the removal of the buffer east of the creek by the roadway any additional buffering on the Earlington property would have little value. Project Information: The project consists of placing approximately 6000 sf. paving in a portion of the undeveloped site that is above the flood plan so it can be used for parking an additional 18 cars. This work will involve installation of a new catch basin, a storm water filter, parking lot landscaping, and placement of 6393 sf. of native planting between the parking lots west edge and Oaksdale. The proposed project is being constructed in two phases. The first phase and the second phase will have work done within 200 feet of the shoreline. During the first phase landscaping will be installed within 90 feet of the shoreline and paving along with associated drainage and landscaping within 105 feet of the shoreline. The second phase of the work will be done after the widening work on the north side of I-405 is complete. This work will consist be beyond 105 from the shoreline and consist of placement of landscaping and removal of existing paving. The construction of the parking area will be approximately at existing grade. It will result in a minimal amount of cut, fill, import and export. The amount of cut is 200 yards, fill is 630 yards, import is 440 yards, and export is 10 yards . N�NG E►-0 �� G�� Construction Mitigation Description O�\ �unu STarking and Landscaping Improvements at SW Grady Way Property 9-24-07 The first phase of construction will commence upon issuance of permit by city. This first phase will take about 2 months. The second phase will occur after the I-405 widening is complete and take about two months. The work at the property will occur during normal work hours on weekdays. No work on weekends is anticipated at this time or work in any public right a way. The work involves a minor amount of haul off and import. Trucks will travel to and from the site from I-405. Trucks will exit on to Interurban Ave then travel a short distance to SW Grady Way. Once on SW Grady Way they will proceed east about a mile past Oaksdale and turn right on to the property. The return trips will exit the site from the east driveway, which is signalized, and proceed west on SW Grady Way to Interurban and enter the I-405 freeway on ramp. The site is now currently paved and landscaped except for a triangular park of the site at the west. Mud and dust should not be present since vehicles will be working from a paved surface. Dust abatement if needed will be done by wetting the soil. The construction work will occur in two phases with the second phase consisting of relocating a couple of existing manholes, patching paving in the work area, installation of new curbs and landscaping. This work will take place within the construction casement that has been granted to the state after the 405 widening is done. The first phase of the work is constructing a parking area at the west end of the site for 18 new parking stalls, placing landscaping, a catch basin and a storm water filter. The work will involve placing a limited excavating for the storm water filter and catch basin and storm system connection, importing material over which the paving section will be placed, and landscaping improvements at the west end of the site. For the phase I work area temporary erosion control measures wil l be taken according to the plan submitted. During the second phase of construction protection around and at the catch basins will be employed. In addition filters in the storm water vault will remove any sediment in the water before discharge. The existing site has a signalized intersection which is located at the east driveway. Trucks will be allowed to exit only at that location.
