Advisory Notes to Applicant.
The following Motes are supplemental information provided in conjunction with the environmental determination.
Because these notes are provided as: information only, they are not subject to the appeal process for
environmental determinations.
Planning:
1 RMC section 4-4-030.C.2 limits haul hours between 8:30.am to 330 pm, Monday through Friday unless.
otherwise approved by the Development: Services Division. The Development Services Division reserves
the right to rescind the approved extended haul hours at any time if complaints are received.
2. Within thirty (30)-days of completion of grading work, the applicant shall hydroseed or plant.an appropriate
ground cover over any portion of the site that is graded or cleared of vegetation and where no further.
construction work will occur within ninety (90)-days. Alternative measures such as mulch, sodding, or
plastic covering as specified in -the current King County Surface Water. Management Design Manual as
adopted by the City of Renton may be proposed between the dates of November 1st and March 31st of
each year. The Development Services Division's approval of this work is required prior to final inspection
and approval of the permit.
3. Construction activities shall be restricted to the hours between seven o'clock (7:00) a.m. and eight o'clock
(8:00) p.m., Monday through Friday. Work on Saturdays shall be restricted to the hours between nine
o'clock (9:00) a.m. and eight o'clock (8:00) p.m. No work shaft be permitted on Sundays
Fire Department:
1. The preliminary fire flow is 2,500 gpm. One hydrant is required within 150-feet of the structure and two
additional hydrants are required within 300-feet of the structure.
2. Separate plans and permits are required for the installation of fire sprinkler and sprinkler monitoring
systems.
3. Provide a list of the flammable, combustible liquids and any hazardous chemicals to be used or stored on
site. Separate plans and permits for installation and/or modification of all flammable liquid storage tanks
both aboveground and underground.

Plan Review:

1. Preliminary fire flow required by the fire department is 2,500 gpm. Two hydrants are required to serve this
site. One hydrant shall be within 150 feet and one additional shall be within 300 feet of the structure.
2. Existing hydrants approved to be counted as fire protection shall be retrofitted with a quick disconnect
Storz fitting if not already installed. Note on plan if required. Show locations of all existing hydrants.
Sanitary Sewer
1. If the building department requires floor drains, drains shall be connected to the sanitary sewer system.
Flows'shall be directed through floor drains that are installed in accordance with the Uniform Plumbing
Code to an interior or exterior oil/water separator. The separator shall be sized to meet a minimum 15-
minute retention time for peak flows anticipated in the garage area, but in no case will be less than 200
gallons of storage capacity. The type of interceptor shall be as manufactured by Pipe Inc., Utility Vault
Inc., or approved equal. Sizing calculations will be required_

1. Erosion control shall comply with Department of Ecology's most current Stormwater Management Manual.

PART ONE: PROJECT DESCRIPTION 1 BACKGROUND
The applicant is requesting a 23,400 sq, ft. fabric -covered aircraft hanger building in the Urban Center North 2
zone, at 737 Logan Ave. N. The site is located south of N 6th Street and west of Logan Ave. N. The City of
Renton and The Boeing Co. entered into a development agreement ("2002 agreement") on June 28, 2002, by
Resolution No. 3568 which, among other things, established baseline trip counts, redevelopment credit and
vesting of land use regulations under certain circumstances for ongoing Renton Plant operations and potential
redevelopment, as such this project will be reviewed under Heavy Industrial (IH) zoning from 2002 (Exhibit 1).
Pursuant to the Renton Municipal Code in effect in 2002, Site Plan Review applied to all development in the
zones listed under 4-9-200B.1 which did not include the IH zone. Therefore, the subject proposal doses not
require Site Plan Review. However, environmental review under SEPA is required since the proposed project
exceeds 4,000 sq_ ft_
Historically, this site has been used for aircraft manufacturing and is the location of the Boeing Corporation
airplane manufacturing plant. The surrounding uses of the proposed location is primarily aircraft manufacturing;
west of the site is The Renton Municipal Airport and the Cedar River Trail, directly south is the Renton Stadium
and cast is the Boeing fire department building 2 and a parking field (Exhibit 2).
The existing space D-9 of Apron D would be the approximate site for the proposed airplane hanger. Apron D
currently consists of 100% impervious surfaces and will continue to be impervious at project completion. As
proposed the airplane hanger would be placed over this existing concrete pavement and there would be no
significant grading and no significant filling required for its construction. No additional runoff would be created
by the project therefore, the existing onsite storm water control system would be sufficient for runoff collection.
Apron D consists of 10 spaces for 737 aircrafts. After the construction of the proposed airplane hanger, Apron D
would consist of 7 spaces for 737 aircrafts and one covered airplane hanger, equaling a total of 8 spaces.
The Comprehensive Land Use designation is Urban Center -North and the zoning is Urban Center -North 2.
Although, due to the above mentioned development agreement this particular site is vested to 2002 zoning and
therefore, for purposes of this review this site is zoned Heavy Industrial. The site is accessed by N 6th Ave., an
existing access used by Boeing. The hangar would be composed of steel framework with a fabric covering to
withstand exposure to flight line activity. The hangar would include one fixed end wall and one end wall with
roll -up aircraft door. The highest finished bright would be +/- 55 feet (Exhibit 3). The primary purpose for the
hanger would be for day one installation activities related to preflight preparation of the 737. The secondary use
would be for repair and refit activities that require dry conditions, along with backup location for polish
requirements. The 737 aircraft would be primarily un-fueled however, a provision would be made to
accommodate a fueled aircraft, fueling operations would not occur inside the hanger. Lighting would be required
appropriate for aircraft inspection.
The subject parcel is adjacent to the Cedar River and Lake Washington. The subject location is 280 feet from the
ordinary high water mark of the Cedar River and is approximately 3,900 feet from Lake Washington. As
identified by the 1995 FEMA neaps there is a 100 year flood plan hazard area near the subject site and on the
subject parcel. Pursuant to the site plan provided, the proposed hanger is outside of this flood zone (Exhibit 4).
PART TWO: ENVIRONMENTAL REVIEW
In compliance with RCW 43.21 C.240, the following environmental (SEPA) review addresses only those project
impacts that are not adequately addressed under existing development standards and environmental regulations.
A. Environmental Threshold Recommendation
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials:
Issue a DNS-M with a 14-day Appeal Period.

The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether
the applicant has adequately identified and addressed environmental impacts anticipated to occur in
conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to
have the following probable impacts
1. Fire & Police
Impacts: The proposed development will result in an overall increase of square footage of commercial
development within the site. This increase is anticipated to create a need for additional fire protection
services.
Mitigation Measures: The applicant shall pay the appropriate Fire Mitigation Fee $0.52 per gross square
feet of building area. This fee is to be paid prior to securing the Building Permits for this project.

Environmental Determination Appeal Process: Appeals of the environmental determination must be filed
in writing on or before 5:00 PM, April 21, 2008.
Renton Municipal Code Section 4-8-1 10_13 governs appeals to the Hearing Examiner. Appeals must be filed in
writing at the City Clerk's office along with a $75.00 application fee. Additional information regarding the
appeal process may be obtained from the City Clerk's Office, Renton City Hall - 7th Floor, 1055 S. Grady Way,
Renton WA 98057.
ADVISORYNOTES TO APPLICANT
The following notes are supplemental information provided in conjunction with the administrative land
use action. Because these notes are provided as information only, they are not subject to the appeal process for
the land use actions.
Planning:
1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless
otherwise approved by the Development Services Division. The Development Services Division reserves the
right to rescind the approved extended haul hours at any time if complaints are received.
2. Within thirty (30)-days of completion of grading work, the applicant shall hydroseed or plant an appropriate
ground cover over any portion of the site that is graded or cleared of vegetation and where no further
construction work will occur within ninety (90)-days. Alternative measures such as mulch, sodding, or

plastic covering as specified in the current King County Surface Water Management Design Manual as
adopted by the City of Renton may be proposed between the dates of November 1 st and March 31 st of each
year. The Development Services Division's approval of this work is required prior to final inspection and
approval of the permit.
3. Construction activities shall be restricted to the hours between seven o'clock (7:00) a.m. and eight o'clock
(8:00) p.m., Monday through Friday. Work on Saturdays shall be restricted to the hours between nine o'clock
(9:00) a.m. and eight o'clock (8:00) p.m. No work shall be permitted on Sundays
Fire Department:
The preliminary fire flow is 2,500 gpm. One hydrant is required within 150-feet of the structure and two
additional hydrants are required within 300-feet of the structure.
Separate plans and permits are required for the installation of fire sprinkler and sprinkler monitoring
systems.
Provide a list of the flammable, combustible liquids and any hazardous chemicals to be used or stored on
site. Separate plans and permits for installation and/or modification of all flammable liquid storage tanks
both aboveground and underground.
Plan Review:

site. One hydrant shall be within 150 feet and one additional shall be within 300 feet of the structure.

RECENE
The Boeing Company intends to construct one fabric -covered hangar for 737 size
airplanes on Apron D at the Renton Site. The hangar will be composed of steel
framework with a fabric covering to withstand exposure to flight line activity.
The primary purpose for the hangar is for day one installation activities related to pre-
flight preparation of the 737. The secondary use will be for repair and refit activities that
require dry conditions, along with a backup location for polish requirements. The 737
aircraft will be primarily un-fueled however, a provision is made to accommodate a
fueled aircraft, fueling operations will not occur inside the hangar however. The hangar
shall include one fixed end wall and one end wall with roll -up aircraft door. Lighting is
required appropriate for aircraft inspection. Shop air is needed for hand tools. The power
and data requirements are comparable to each flight line stall position; including stingers
and data outlets. Building requirements include AFFF foam fire protection, containment
and tank for fire water, foam or fuel spill.

Construction Mitigation plan
Pro osed Construction Dates Start Construction in early May 2008 and finishing
before end of August 2001
Hours and days of Operation The work will be accomplished during day light
hours, typically starting at 6:30 am and ending at 4:00pm Mon thru Friday.
Proposed Hauling/ Transportation routes Contractors will apply for their own
hauling permits related to these projects
Construction.
The actual Construction will be accomplished by a Construction contractor. The
Construction is planned to last 3 to 4 months. Construction will start with the
implementation and installation of Best Management Practices (BMP) for Temporary
Erosion and Sedimentation Control (TESL.
Existing utilities will be rerouted and new fire protection tanks will be installed. New fabric
hangars will be installed to existing foundation and new utilities installed)
Storm Water Construction will start with the implementation and installation of Best
Management Practices (BMP) for Temporary Erosion and Sedimentation Control (TESC)
under supervision of Boeing Environmental personnel.
Snow, Ice, dirt and mud removal Contractor shall remove snow and ice to the
extent necessary to perform the work. The use of calcium chloride or other chemicals will
not be permitted to remove Snow or Ice. Contractor shall assure that vehicles are
constructed, loaded, maintained and covered as necessary to prevent the deposition of dirt,
mud or other debris on public roadways. Dirt mud or debris shall be removed on continual
basis. Any Dirt mud or debris dropped by vehicles shall be removed immediately.
Dust Control Through the entire construction period the Contractor shall take all
necessary steps to dust control all working area and unpaved roads. The use of calcium
chloride or other chemicals will not be permitted for dust control. The Contractor will
accomplish dust control by watering and sprinkling to satisfactorily settle the dust.
Contractor shall comply with any requirements imposed by law to prevent fugitive dust
emissions.
Asbestos Abatement No asbestos is thought to be in construction area. Asbestos
good faith survey will be completed before construction is started.
Protection of people and property The area of work will be enclosed by a fence
and will be only accessible to authorized personnel who will be governed by the contractors
job specific safety plan.

The Boeing Company intends to construct one fabric -covered hangar for 737 size
airplanes on Apron D at the Renton Site. The hangar will be composed of steel
framework with a fabric covering to withstand exposure to flight line activity.
The primary purpose for the hangar is for day one installation activities related to pre-
flight preparation of the 737. The secondary use will be for repair and refit activities that
require dry conditions, along with a backup location for polish requirements. The 737
aircraft will be primarily un-fueled however, a provision is made to accommodate a
fueled aircraft, fueling operations will not occur inside the hangar however. The hangar
shall include one fixed end wall and one end wall with roll -up aircraft door. Lighting is
required appropriate for aircraft inspection. Shop air is needed for hand tools. The power
and data requirements are comparable to each flight line stall position; including stingers
and data outlets. Building requirements include AFFF foam fire protection, containment
and tank for fire water, foam or fuel spill.

control erosion during demolition and construction. After demolition, and
after the parking and dolly storage lots are constructed, exposed soils will be

the grading plans submitted for permit approval.

The term "mortgage" when used herein shall include deed of trust, trust deed, or other security
instrument.
2. If the proposed Insured has or acquires actual knowledge of a defect, lien, encumbrance,
adverse claim or other matter affecting the estate or interest or mortgage thereon covered by
this Commitment, other than those shown in Schedule B hereof, and shall fail to disclose such
knowledge to the Company in writing, the Company shall be relieved from liability for any loss or
damage resulting from any act or reliance hereon to the extent the Company is prejudiced by
failure to so disclose such knowledge. If the proposed Insured shall disclosure such knowledge
to the Company, or if the Company otherwise acquires actual knowledge of any such defect, lien,
encumbrance, adverse claim or other matter, the Company at its option, may amend Schedule B
of this Commitment accordingly, but such amendment shall not relieve the Company from liability
previously incurred pursuant to paragraph 3 of these Conditions and Stipulations.
Liability of the Company under this Commitment shall be only to the named proposed Insured
and such parties included under the definition of Insured in the form of Policy or Policies
committed for, and only for actual loss incurred in reliance hereon in undertaking in good faith
(a) to comply with the requirements hereof, or (b) to eliminate exceptions shown in Schedule B,
or (c) to acquire or create the estate or interest or mortgage thereon covered by this
Commitment. In no event shall such liability exceed the amount stated in Schedule A for the
Policy or Policies committed for and such liability is subject to the Insuring provisions, exclusion
from coverage, and the Conditions and Stipulations of the form of Policy or Policies committed for
in favor of the proposed Insured which are hereby incorporated by references, and are made a
part of this Commitment except as expressly modified herein.
4. Any claim of loss or damage, whether or not based on negligence, and which arises out of the
status of the title to the estate or interest or the lien of the Insured mortgage covered hereby or
any action asserting such claim, shall be restricted to the provisions and Conditions and
Stipulations of this Commitment.
