Your request for an Additional Animals Permit was denied. A copy of the City's
decision was sent under a separate cover on October 27, 2008. The appeal period ended
on November 10, 2008 for the Adkison Additional Animals Permit decision. No appeals
were filed. In accordance with the current Standards for Animal Keeping (RMC4-4-010),
you must, reduce the number of animals on the above subject property to a maximum of
three (3) animals. The City will allow 30 days from the date of this letter for compliance.
City of Renton Animal Control will need to periodically inspect the property to insure the
number of animals living on the premises is within the acceptable standards. If more than
three (3) animals are found on the premises or any additional complaints are received by
the City of Renton then you will be immediately issued a citation by the City of Renton
Police Department.

Project Description/Analysis: The applicant has proposed to house five (5) existing dogs and
three (3) cats as pets. The applicant currently has five (5) Boston Terriers and three (3) mixed
breed cats. The Boston Terriers' average weight is 15 pounds and the cats' average weight is
approximately 13 pounds.
The parcel at which the animals are to be kept is 9,504 square feet in gross area. The cats are
indoor cats to be kept inside the residence, which is approximately 3,110 square feet in size. The
dogs are to be kept in individual crates inside the garage at night. The dogs would play in the
fully fenced backyard. There is a six-foot (6') wood fence surrounding the backyard. The fence
has two gates on either side of the house.
The applicant applied for a Additional Animals Permit on June 24, 2008, but the Notice of
Complete Application was August 15, 2008. As required by RMC 4-9-100, public notice was
posted on August 1.5, 2008. The comment period concluded on August 29, 2008. The public
notice was revised and reposted on September 17, 2008. The revised comment period concluded
on October 1, 2008.
Decision Criteria (RMC 4-9-100G)
The Planning Division Director shall review requests for Additional Animals Permits for
compatibility of the proposal with the surrounding neighborhood. In order to determine that the
site and facility wi 11 be adequate and to ensure the humane and appropriate care of the animals,
the Planning Division Director may require that the property be inspected by an Animal Control
Officer. Factors to be considered in determining compatibility and adequacy are shown and
analyzed below:

IFhrec (3) household pet may be kept per single-family residence, residential unit,
or commercial building. On single-family residential lots that are larger than
twenty thousand (20,000) gross square feet, one additional household pet may be
kept per additional ten thousand (10,000) gross square feet in lot size.
❑ ® ❑ 9a. Is the residential lot greater than 20,000 square feet?
The subject property, located at 2825 NE 0 Court, is 9,504 square feet in size.
There Fore, a lot of less than 20,000 square feet is allowed to have up to three (3)
houschold pets. The minimum lot size to qualify for one (1) additional pet is
20,000 square feet. At 30,000 square feet another addition pet can be added for a
total of five (5) household pets allowed on the premise. At 40,000 square feet, the
n1n.ximum number of household pets can be reached, which would be six (6) total
for the premise.
❑ ® ❑ 9b. Does the applicant have enough lot size to keep the requested number of
additional animals?
No; the applicant does not have enough lot area to qualify for any additional
household pets. The applicant's lot size will only allow for only three (3)
household pets total.
General Standards for Keeping Animals (RMC 4-4-010G)
® ❑ ❑ 10. is the shelter location located a minimum of ten (10') feet from any
property line and in the rear yard (Note: unless, Planning Division
determines that a side yard would be a better location)?
11. Are all animals are kept in a manner that confines their movement and
activity to the premises?
❑ ® ❑ 11 a. Are dog -runs, open -run areas, and permanent/temporary kennel
structures surrounded by a fence of adequate height, located a minimum of
tell (10') feet from any property line and in the rear yard? (Note: unless,
1'lalnnina Division determines that a side yard would be a better location.)
According to the applicant's application, the dogs will be allowed to exercise/play
nrithin the backyard area. The backyard is surrounded by a 6-foot high wood
fcsice. The fence is located on the property line on all sides. The dogs would
have access up to the fence, which is in violation of having dog -runs, open run
areas, or permanent/temporary kennel structures within 10 feet of any property
line.

run areas, and permanent/temporary kennel structures surrounded by a
fence of adequate height, located a minimum of ten (10') feet from any
property line (if the dog -run, open run areas, and kennel structure is no
closer than one hundred feet to any dwelling unit and the location is
approved by Planning Division)?
® ❑ ❑ 12. Are all animals kept in such a manner so as not to create any
objectionable noise, odor, annoyance, or become a public nuisance?
® ❑ ❑ 13. Are animal and food wastes are properly removed to keep the kennel
free from the infestation of insects, rodents, or diseases, and from obnoxious
or foul odors?
Conclusion:
The applicant is requesting to keep eight (8) household pets. The applicant's lot size is 9,504
square feet, which would allow up to three (3) household pets to be kept at 2825 NE 4" Court.
The applicant would need a lot size of at least 20,000 square feet to qualify for keeping four (4)
household pets, a lot size of at least 30,000 square feet to keep five (5) household pets, and a lot
size of at least 40,000 square to keep six (6) household pets, the maximum number allowed by an
Additional Animals Permit. Therefore, due to the current lot size, the applicant would be
allowed only three (3) household pets.
Decision: The Adkison Additional Animals Permit is denied.

Report of Inspection
Purpose:
To ensure the keeping of animals occurs in a humane and appropriate manner that
benefits the animals and allows animals to coexist harmoniously with adjacent and
abutting uses by:
1. Location: 2825 ne 4`" ct
2. Type of animal Boston Bull Terriers and domestic house cats
3. Quantity of animal to kept at location_3 dogs and 2 cats
4. Type of shelter, There are 2 dog houses in the back yard which are seldom used,
the dogs are housed at night in individual crates in the garage (see photos) the
dogs are socialized inside the residence. The cats have free run of the house.

9. Removal of animal waste. Are there adequate provisions made for the removal of
animal waste and food waste so that the area is kept free from infestation of
rodents and prevent obnoxious or foul odors. XX Yes No
Describe means It is picked up by a yard service Adkison employes and is
removed. There still exisits an in ground chemical processor(out house) that was an
issue during the last inspection, it is not being used, Adkison was informed it had to
be removed and the hole filled in.
10. Health and Safety: Are all animals kept in a manner so as not to create any
objectionable noise, odor, or otherwise cause to annoy or become a public
nuisance to the health, safety or general welfare of any person.
Describe means
There was no smell in the garage, there was no fecal material in the crates, the dogs
were loose in the back yard, they did not bark at me or at the squirrel in the tree above
the fence. The yard did not have an odor nor was there a build up of stool material.
11, Past history of animal control complaints There have been several incidents in the
past where the dogs were at large and did present a problem for neighbors, Miss
Adkison was cited for one of those incidents. There have been no recent issues.
12. Comments regarding observations: The conditions in the residence are acceptable
and there were no noise issues. The in ground waste disposal should be removed.

After reviewing the materials submitted for the Adkison Additional Animals Permit
application, staff has determined that the application is incomplete according to the City's
submittal requirements as outlined in RMC 4-8-120C. The following item is required
to accept the application as complete:
1. A detailed site plan drawing, prepared to scale, showing accurate boundaries of a site
and the location of all of the buildings, structures, and uses. Locations that the
animals use or are kept should be shown as well as the location, height, and building
materials for fences and kennels.
