This letter is written on behalf of the Environmental Review Committee (ERC) and is to inform
you that they have completed their review of the environmental impacts of the above -referenced
project. The Committee, on November 24, 2008, decided that this. project will be issued a
Determination of Non -Significance.
The City of Renton ERC has determined that it does not have a probable significant adverse
impact on the environment. An Environmental Impact Statement (EIS) is not required under
RCW 43.21C.030(2)(c). This decision was made by the ERC under the authority of Section 4-6-
6, Renton Municipal Code, after review of a completed environmental checklist and other
information, on file with the lead agency. This information is available to the public on request.
Appeals of the environmental determination must be filed in writing on or before 5:00 PM
on December 15, 2008. Appeals must be filed in writing together with the required $75.00
application fee with: Hearing Examiner, City of Renton, 1055 South Grady Way, Renton, WA
98057. Appeals to the Examiner are governed by City of Renton Municipal Code Section 4-5-
1103. Additional information regarding the appeal process may be obtained from the Renton
City Clerk's Office, (425) 430-6510.
If the Environmental Determination is appealed, a public hearing date will be set and all parties
notified.

PART ONE: PROJECT DESCRIPTION 1 BACKGROUND
Shamrock Annexation Prezone
The applicants for the proposed Shamrock Annexation have requested that the City prezone the subject site in
advance of annexation, pursuant to RCW 35A.14.330, so zoning will be in place at the time the subject site
comes into the City. Annexation is considered exempt from SEPA_ However, the prezoning of the subject area
does require SEPA review. The City is proposing to prezone the entire 123.69-acre area with Residential Four
Dwelling Units per Net Acre (R-4) zoning. This corresponds with the Residential Low Density (RLD)
designation in Renton's Comprehensive Plan_ The proposed prezone is considered a non -project action under
SEPA.
Currently, 142 single-family housing units exist in this area. At full build out, it is estimated there will be 346
homes. Since this prezone is a non -project proposal, development of additional housing units will be subject to
additional project specific review at the time of development. The existing King County Comprehensive Plan
designation of the area is Urban Residential Medium 4-12 dwelling units per gross acre with R-4 zoning. The
area is designated for Residential Low Density in the Renton Comprehensive Plan and the proposed City of
Renton zoning is R-4. This proposed zoning is consistent With the, Comprehensive Plan designation. Renton's
zoning uses net developable area to determine project density, not gross developable area which results in less
intensive development adjacent to sensitive areas.
PART TWO: ENVIRONMENTAL REVIEW
in compliance with RCW 4321C.240, the following environmental (SEPA) review addresses only those project
impacts that are not adequately addressed under existing development standards and environmental regulations.
A. Environmental Threshold Recommendation
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials:
Issue a DNS with a 14-day Appeal Period.
B. Mitigation Measures
1. None required for this non -project action.
C. Exhibits
No proposed exhibits for this non -project action.
D. Environmental Impacts
The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether
the applicant has adequately identified and addressed environmental impacts anticipated to occur in
conjunction with the proposed development. Staff reviewers have identified that the proposal has no
probable impacts.
E. Comments of Reviewing Departments
The proposal has been circulated to City Department and Division Reviewers. Where applicable, their
comments have been incorporated into the text of this report.

Environmental Determination Appeal Process: Appeals of the environmental determination must be filed
in writing on or before 5:00 p.m., on December 15, 2008.
Renton Municipal Code Section 4-8-110.B governs appeals to the blearing Examiner. Appeals must be filed in
writing at the City Clerk's office along with a $75.00 application fee. Additional information regarding the
appeal process may be obtained from the City Clerk's Office, Renton City Hall - 7th Floor, 1055 S. Grady Way,
Renton WA 98057.

Dwelling Units per Net Acre (R-4) zoning. This corresponds with the Residential Low Density (RLD)
designation in Renton's Comprehensive Plan. The proposed prezone is considered a non -project action under

Currently, 142 single-family housing units exist in this area. At full build out, it is estimated there will be 346
homes. Since this prezone is a non -project proposal, development of additional housing units will be subject to
additional project specific review at the time of development. The existing King County Comprehensive Plan
designation of the area is Urban Residential Medium 4-12 dwelling units per gross acre with R-4 zoning. The
area is designated for Residential Low Density in the Renton Comprehensive Plan and the proposed City of

PROJECT LOCATION AND DESCRIPTIONS: The area is bordered by the existing City limits to the north, south, and
west with the Urban Growth Boundary to the east, therefore making this area an island. 1481h Avenue SE intersects the
annexation area. The applicants for the Shamrock Annexation have requested that the City prezone the subject 123-acre
site in advance of annexation, pursuant to RCW 35A.14.330, so that zoning will be in place at the time the subject site
comes into the City. The City is proposing R-4 zoning for the entire site consistent with the current Residential Low Density
land use designation shown on the Comprehensive Plar Land Use Map. The proposed prezone is considered to be a
non -project action under SEPA.
OPTIONAL_ DETERMINATION OF NON -SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined
that significant environmental impacts are unlikely to result from the proposed Comprehensive flan amendments and
zoning changes. Therefore, as permitted under the RCW 43.21 CA 10, the City of Renton is using the Optional DNS
process to give notice that a DNS is likely to be issued Comment periods for the project and the proposed DNS are
integrated into a single comment period. There will be ro comment period following the issuance of the Threshold
Determination of Non -Significance (DNS). A 14-day appeal period will foWw the issuance of the DNS.
APPLICATION DATE: October 29, 2008.
Permits/Review Requested: Environmental (SEPA) Review, Zoning Map Amendment.

Proposed Mitigation Measures: The analysis of the proposal does not reveal any adverse environmental impacts
requiring mitigation above and beyond existing code provisions. However, mitigation may be necessary and may be
imposed at the time of a site -specific development proposal on the subject site.

PROJECT LOCATION AND DESCRIPTIONS: The area is bordered by the exlstln� City limits to the north, south, and west with
the Urban Growth Boundary to the east: therefore making this area an island. 148' Avenue SE intersects the annexation area.
The applicants for the Shamrock Annexation have requested that the City prezone the subject 123-acre site in advance of
annexation, pursuant to RCW 35A.14.330, so that zoning veil. be in place at the time the subject site comes into the City The City
is proposing R-4 zoning for the entire site consistent with the current Residential Low Density land use designation shown on the
Comprehensive Plan Land Use Map. The proposed prezone is considered to he a non -project action under SEPA.
OPTIONAL DETERMINATION OF NON -SIGNIFICANCE
(DNS): As the Lead Agency, the City of Renton has
determined that significant environmental impacts are
unlikely to result from the proposed Comprehensive Plan
amendments and zoning changes. Therefore.. as
permitted under the RCW 43.21 CA 10. the City of Renton
is using the Optional DNS process to give notice that a
DNS is likely to be issued. Comment periods for the
project and the proposed DNS are integrated into a single
comment period. There will be no comment period
following the issuance of the Threshold Determination of
Non -Significance (DNS). A 14-day appeal period tvi'.11
follow the issuance of the DNS.

PURPOSE OF CHECKLIST:
The State Environmental Policy Act (SEPA), Chapter 43.21 C RCW, requires all governmental agencies to
consider the environmental impacts of a proposal before making decisions. An Environmental Impact
Statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the
quality of the environment. The purpose of this checklist is to provide information to help you and the
agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be
done) and to help the agency decide whether an EIS is required.

Annexation Area. The site is currently being considered for annexation using the 60% Direct
Petition method. Under RCW 43.21.C.222 annexations are specifically exempted from SEPA.

Pl NE. 14e Avenue Southeast intersects the annexation area. The area is bordered by the
existing City limits to the north, south, and west. The urban growth boundary comprises a portion
of the eastern boundary. It is located in the East and West corner of Section 10 and 11,
Township 23 N, Range 5 E.

PURPOSE OF CHECKLIST:
The State Environmental Policy Act (SEPA), Chapter 43.21 C RCW, requires all governmental agencies to
consider the environmental impacts of a proposal before making decisions. An Environmental Impact
Statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the
quality of the environment. The purpose of this checklist is to provide information to help you and the
agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be
done) and to help the agency decide whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS:
This environmental checklist asks you to describe some basic information about your proposal.
Governmental agencies use this checklist to determine whether the environmental impacts of your
proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most
precise information known, or give the best description you can.
You must answer each question accurately and carefully, to the best of your knowledge. In most cases,
you should be able to answer the questions from your own observations or project plans without the need
to hire experts. If you really do not know the answer, or if a question does not apply to your proposal, write
"do not know" or "does not apply". Complete answers to the questions now may avoid unnecessary

The proposed Shamrock Annexation is generally located south of NE 101h St and east of Jericho
PI NE. 14e Avenue Southeast intersects the annexation area. The area is bordered by the
existing City limits to the north, south, and west. The urban growth boundary comprises a portion
of the eastern boundary. It is located in the East and West corner of Section 10 and 11,
Township 23 N, Range 5 E.

SHAMROCK ANNEXATION PRE -ZONE
PROJECT NARRATIVE AND PROPOSAL SUMMARY
The applicants for the proposed Shamrock Annexation have requested that the City
prezone the subject site in advance of annexation, pursuant to RCW 35A.14.330, so
zoning will be in place at the time the subject site comes into the City. The site is located
at the eastern portion of the City, with existing City limits as the west, south, and
northern boundary. The Urban Growth Boundary abuts a portion of the eastern boundary
and 148`h Avenue Southeast runs through the area. Annexation is considered exempt
from SEPA. However, the pre -zoning of the subject area does require SEPA review.
The City is proposing to prezone the entire 123.69-acre area with Residential Four
Dwelling Units per Net Acre (R-4) zoning. This corresponds with the Residential Low
Density designation in Renton's Comprehensive Plan. The proposed prezone is
considered a non -project action under SEPA.
Currently, 142 single-family housing units exist in this area. At full build out it is
estimated there will be 346 homes. Since this prezone is a non -project proposal,
development of additional housing units will be subject to additional project specific
review at the time of development.
Shamrock Annexation Pre -zone Justification
The existing King County's Comprehensive Plan designation of the area is Urban.
Residential Medium 4-12 dwelling units per gross acre with R-4 zoning. The area
proposed for prezoning is designated for Residential Low Density in the Renton
Comprehensive Plan and the proposed City of Renton zoning is R-4. This proposed
zoning is consistent with the Comprehensive Plan designation. Renton's zoning uses net
developable area to determine project density, not gross developable area which results in
less intensive development adjacent to sensitive areas.
