He was supposed to be in to the office yesterday, but I am assuming there might be some issue with the owner for Dan to not be in with it as yet. Carrie is set to proceed once the application/fees/documents are submitted. We are going forward on the basis of the intent of extension by King County to 84 months (6/18/2004 to 6/18/2011), poor construction weather delays, and the owner missing the deadline by possible lack of knowledge that it could have been submitted while completing the utilities construction. Carrie remembers some questions on the short plat some time ago, but not in what context, and may have a file. The City won't penalize the owner, but requires an expeditious submittal and response to record. If you would contact Dan again and find out what is going on, it might be beneficial to schedule a short plat application meeting and go over any requirements up front to expedite the short plat to recording. The last two years difficult financial environment in this area held the applicant from completing the plat improvements. Recently the property was annexed to the City of Renton. A new set of constructions plans submitted to the City of Renton for review and approval, The water and sewer plans designed by Soos Creek Water and Sewer District required time to allow the City for review and securing a qualified contractor to construct the water and sewer facilities. Many fees that were previously assessed a flat fee, now are assessed as hourly charges. Because of this change, and to ensure that our customers secure permits as quickly as possible, permits may be issued prior to all hourly charges being recorded into our billing system. For services that are rendered on an hourly basis, the cost of those services will be based on the actual hours worked. Hourly fees are charged at the rate in effect at the time of service, and will be billed monthly, along with any other outstanding fees. Fees that have been posted prior to permit issuance will be collected at that time. Fees subsequently posted will be billed to the applicant.
