C. Project Description / Background:
The applicant, Edie Cox, Seattle Commercial Sign, is requesting approval of administrative
variances from the required City Center Sign Regulations (RMC 4-4-100H) in the Center
Downtown (CD) zoning designation. The subject site is located at 201 Wells Avenue South
between Wells Avenue South and Williams Avenue South on South 2"d Street. The
proposed wall signs would be mounted on the business fagades with which they would be
associated. First Savings Bank Northwest has changed its corporate logo designation and,
therefore, desires to change its signs accordingly.
The applicant is proposing two wall signs which would replace existing wall signs. One of
these signs is the primary wall sign which would be located on the east fagade of the building
above the entrance; the other sign is a secondary wall sign which would be located on the
northwest fagade of the building above the entrance.
The primary wall sign, which would be located on the east fagade of the building and would
replace the existing sign at that location (Exhibits 4 and 5), and is proposed to be mounted at
a height of 31-feet, 8,5-inches. This sign would be 74.75 square feet in area and internally
illuminated. RMC 4-4-1 DOH outright permits primary wall signs at a height not to exceed 25
feet above grade, up to 100 square feet in area with internal illumination. RMC 4-4-1001-19
allows modification up to 25% of the maximum height for a height of 31-feet, 3-inches.
Therefore, the applicant is requesting a variance for a height of 31-feet, 8.5-inches for this
primary wail sign.
The secondary wall sign, which would be located at the northwest corner of the building and
would replace the existing sign at that location (Exhibits 4 and 5), is proposed to be mounted
at 30-feet, 10-inches above grade. This sign would be 42.56 square feet in area and would
be internally illuminated. RMC 4-4-100H outright permits secondary wall signs at a height
not to exceed 25 feet above grade, 25 square feet in area with no internal illumination. RMC

4-4-100H9 allows modifications of height and area up to 25% of the maximum allowed
height for a height of 31-feet, 3-inches and up to 25% of the maximum area for area up to
31.25 square feet. RMC 4-4-100H9 also allows a modification for internal illumination.
Therefore, the applicant is requesting a variance for 42.56 square feet for this secondary
wall sign. The applicant is also requesting modifications for height and internal illumination.
D. Findings
The subject site is located at 201 Wells Avenue South, within the Center Downtown
(CD) zoning designation.
2. The sign regulations for the proposed site are covered under the City Center Sign
Regulations (RMC 4-4-100H5c, 4-4-100H5g, and 4-4-1001-19).
3. The analysis of the proposal according to variance criteria and criteria for
modifications of City Center Sign Regulations is found in the body of the Staff Report.
4. Request for Variances: The applicant has requested approval for administrative
variances from the required height of the primary wall sign (RMC 4-4-100H5.c) and
from the required area of the secondary wall sign (RMC 4-4-100H5.g) for the
property located at 201 Wells Avenue South. These wall signs are similar in height
and area to the existing signs which they would replace.
5. Request for Modifications: The applicant has requested modifications for the area
and illumination of the secondary wall sign (RMC 4-4-1009). This wall sign is similar
in area to the sign it would replace.
6. Administrative Variance: The applicant's administrative variance submittal materials
comply with the requirements necessary to process a variance. The applicant's site
plan and other project drawings are provided as Exhibits 2 through 6.
7. Existing Land Use:
North: Bank; CD zone
South: Eating & drinking establishment and offices; CD zone
East: Commercial retail and offices; CD zone
West: Eating & drinking establishment and offices; CD zone
8. Zoning: The site is located in the Center Downtown (CD) zone. The site is also
subject to RMC 4-4-100H, Signs Within the City Center — Special Regulations.
9. Topography: The site is flat.

E. Consistency with Variance Criteria
The applicant is requesting two variances. One is a variance for the height of the primary
wall sign; and, the other is for the area of the secondary wall sign. RMC 4-9-25OB5a lists
four criteria that the Reviewing Official is asked to consider, along with all other relevant
information, in making a decision on an Administrative Variance application.
a. That the applicant suffers undue hardship and the variance is necessary
because of special circumstances applicable to subject property, including
size, shape, topography, location or surroundings of the subject property,
and the strict application of the Zoning Code is found to deprive subject
property owner of rights and privileges enjoyed by other property owners in
the vicinity and under identical zone classification:
The applicant contends that special circumstances apply to the subject site, which
imposes undue limitations on the property. The applicant has stated First Savings
Bank Northwest has changed its corporate logo to more effectively reflect its Pacific
Northwest roots. The applicant further states that this logo has been incorporated
into signs at other First Savings Bank Northwest branches.
Sign Height Variance
Because the primary wall sign (on the east elevation of the building) faces a
pedestrian plaza and parking lot, the applicant contends that it must exceed the
maximum allowable height in order to be seen and read from across the parking lot
and adjoining properties. The proposed sign would be located at a height similar to
the existing sign it would replace (Exhibits 4 and 5). Staff believes that the shape
and orientation of the bank building on its site necessitates the height of the
proposed primary wall sign. The proposed height is necessary to aid in the
identification of this Renton -based business.
Sian Area Variance
The secondary wall sign (on the northwest elevation of the building) also reflects
the change in the corporate logo of First Savings Bank Northwest. The applicant
contends and staff agrees that the area of this sign is similar to that of the existing
sign it would replace and that the requested sign area is necessary for visibility and
legibility from the surrounding downtown area (Exhibits 4 and 5). The applicant
contends and staff agrees that the shape and orientation of the bank building on its
site necessitate that the area of the proposed secondary wall sign is necessary to
aid in the identification of this banking institution which was established in Renton
and has operated as a Renton -based establishment since 1923 and at this location
since 1967.

public welfare or injurious to the property or improvements in the vicinity and
zone in which subject property is situated:
First Savings Bank Northwest has been a downtown Renton fixture at its current
location since 1967.
Sign Height Variance
The applicant contends that the proposed sign is warranted to maintain the identity
of the bank with its new corporate logo. Staff believes that the height of the
proposed sign would not be materially detrimental to the public welfare or injurious
to the property or improvements in the vicinity and zone.
The requested variance is to exceed the allowable height of the primary wall sign_

d. That the approval as determined by the Reviewing Official is a minimum
variance that will accomplish the desired purpose:

primary wall sign is the minimum variance needed in order to maintain high visibility
of the business on this site. The proposed sign is consistent with the current
character and layout of the downtown commercial neighborhood.
Staff supports the request as the minimum variance, as the requested additional

enhance the existing bank building_ This variance allows the applicant to maximize

F. Consistency with Modifications of City Center Sign Re_gulations
Two modifications are requested for the secondary wall sign. These include:
• A modification to exceed the allowable height; and
• A modification to allow internal illumination.
RMC 4-4-100H9.a authorizes the Director to grant a modification from the sign standards for
signs which do not meet the specific provisions of the City Center sign standards when the
proposed sign is intended to accomplish one of the following six purposes:
1) Respond to the needs of the public in locating a business establishment; or
2) Assist businesses in contributing to the economic well-being of the community; or
3) Install a sign that is considered to be historic or of historic value by the advertising
industry or a recognized historic preservation organization, provided that such entity
was not involved in the use, design, or production of the proposed sign; or
4) Result in a reduction of signs on a site; or

5) Result in a reduction in the number of freestanding or ground signs otherwise
allowed; or
6) Result in a coordinated sign plan for a multi -tenant building or a multiple building
complex.
The modifications requested for the secondary wall sign are consistent with purpose 1),
above, in that the proposed increased height and internal illumination would increase the
visibility and legibility in locating First Savings Bank Northwest on this site. In addition, the
requested modifications are also consistent with purpose 2) and 6) in that the increased
visibility of the sign may aid in attracting customers which may assist the business in
contributing to the economic well-being of the community. Furthermore, First Savings Bank
Northwest at this location is a multi -building complex and the requested modifications
contribute to a coordinated sign plan.
RMC 4-4-100H9.b specifies that the Director may grant a modification request provided the
proposed sign meets all of the following five criteria.
a) The modification will not create a significant adverse impact to other
property or improvements in the immediate vicinity of the subject property:
The proposed secondary wall sign would replace an existing similar sign on the
northwest fagade of the First Savings Bank Northwest building. The corporate logo
of the establishment has changed and more effectively reflects its Pacific Northwest
character. The height of the sign over that which is permitted outright as well as
internal illumination would not adversely impact other property or improvements in the
immediate vicinity. Illumination would allow the sign to be seen from a distance and
in low light conditions.
b) The modification will not increase the number of signs allowed:
The proposed modifications would not increase the number of signs permitted. The
requested signs would replace existing signs in similar locations. The requested
modifications would increase height and allow internal illumination of the proposed
secondary sign.
c) The modification will not increase the allowed height or area of any wall,
projecting, awning/canopy/marqueeltraditional marquee, or secondary sign by
more than 25%:
Outright permitted standards for secondary wall signs in the City Center are a
maximum of 25 square feet in area and 25 feet in height. The proposed secondary
wall sign would be 42.56 square feet in area and would require a variance as
described elsewhere in this report. Up to 31.25 feet in height could be allowed with
an approved modification. The proposed height of the secondary wall sign would be
30-feet, 10-inches and falls within the 25% increase allowable with a modification.
The height of this sign is similar to that of the existing sign it would replace_ Staff
supports its installation at the requested height.

dj The modification will not increase the allowed height or area of any
freestanding or ground sign:
Not applicable. The requested modifications are for a secondary wall sign. No
freestanding signs are part of this request.
e) The modification does not create a public safety hazard:
The requested modifications would locate the proposed sign at a height similar to
that of the existing sign it would replace. Internal illumination would aid in the visibility
of the business it represents. The sign does not encroach into the public right-of-way
nor would it be blinking or flashing. Therefore, the creation of a public safety hazard
is not anticipated.
G. Conclusions
The proposed Sign Height Variance for the primary wall sign meets the four criteria to
be considered in making a decision on a variance request as specified in RMC 4-9-
250I35a. Special circumstances apply to the subject site which imposes undue
limitations on the property; the granting of the variance will not be materially
detrimental to the public welfare or injurious to the property or improvements in the
vanity and zone in which the subject property is situated; the granting of the variance
does not constitute a grant of special privilege inconsistent with the limitation upon
use of other properties in the vicinity and zone in which the subject property is
situated; and, the approval would be the minimum variance necessary to accomplish
the desired purpose.
2_ The proposed Sign Area Variance for the secondary wall sign meets the four criteria
to be considered in making a decision on a variance request as specified in RMC 4-
9-250135a. Special circumstances apply to the subject site which imposes undue
limitations on the property; the granting of the variance will not be materially
detrimental to the public welfare or injurious to the property or improvements in the
vanity and zone in which the subject property is situated; the granting of the variance
does not constitute a grant of special privilege inconsistent with the limitation upon
use of other properties in the vicinity and zone in which the subject property is
situated; and, the approval would be the minimum variance necessary to accomplish
the desired purpose.
3. The proposed sign modifications for the secondary wall sign are consistent with the
purpose of the sign as specified in RMC 4-4-100H9.b. Six purposes are specified
and this sign accomplishes three of those purposes in that it: responds to the needs
of the public in locating a business establishment; assists businesses in contributing
to the economic well-being of the community, and, results in a coordinated sign plan
for a multi -tenant building or multiple building complex.
4. The proposed sign modifications meet the five criteria necessary for approval: the
modification will not create a significant adverse impact to other property or
improvements in the immediate vicinity of the subject property; the modification will
not increase the number of signs allowed; the modification will not increase the
allowed height or area of any wall, projecting, awning/canopy/marquee/traditional

5. Staff recommends approval based on the analysis contained in the staff report.
H. Decision
The two Administrative Sign Variances and two Modifications of City Center Sign
Regulations for the First Savings Bank Sign Variances, File No. LUA09-031, V-A, V-A,
are approved subject to the following conditions:
1. The applicant shall install and maintain the primary wall sign in
conformance with the location, height, design and area depicted in the site
plan, elevation and sign detail in Exhibit 2.
2. The applicant shall install and maintain the secondary wall sign in
conformance with the location, height, design and area depicted in the site
plan, elevation and sign detail in Exhibit 3.

Land Use Action Request for Reconsideration, Appeals, & Expiration
The administrative land use decision will become final if the decision is not appealed within
fourteen (14) days of the effective date of decision -
RECONSIDERATION: Within fourteen (14) days of the effective date of decision, any party
may request that a decision may be reopened by the Administrator (Decision -maker). The
Administrator (Decision -maker) may modify his decision if material evidence not readily
discoverable prior to the original decision is found or if he finds there was misrepresentation
of fact. After review of the reconsideration request, if the Administrator (Decision -maker)
finds sufficient evidence to amend the original decision, there will be no further extension of
the appeal period. Any person wishing to take further action must file a formal appeal within

writing to the Hearing Examiner on or before 5:00 PM on March 30, 2009. An appeal of
the decision must be filed within the 14-day appeal period (RCW 43.21.C.075(3); WAC
197-11-680). Appeals to the Examiner are governed by City of Renton Municipal Code
Section 4-8-110. Additional information regarding the appeal process may be obtained from

FIRST SAVINGS BANK NORTHWEST BOARD OF DIRECTORS
RENTON, WASHINGTON
The Annual meeting the Board of Directors of First Savings Bank Northwest was
held in the office of the Bank, on Friday, May 23, 2007, at 10:02 a.m.
Next, the Board addressed the granting of document signing authority. The Chairman's
recommendation was that when any two of the Officers listed on the earlier approved slate of
Officers [Victor Karpiak, Roger Elmore,...] signing in their corporate capacity be binding on the
Bank. With no further discussion a motion was made by Robert W. McLendon, and seconded
by Robert L. Anderson, that:
We hereby authorize the recommended list of Officers of the Bank to sign and execute
on behalf of the Bank, all documents of whatever nature, checks, money orders, leases,
satisfactions, notes mortgages, deeds of trust, deeds, reconveyances instruments, assignments
of any and every kind as may be required in the conduct of the Bank's business during the year
2008. Further, that the signature of any two of the stated Officers collectively shall be official and
binding on the corporation as of this date, May 23, 2008.
With no further discussion it was unanimously resolved as such.

The bank is applying for a variance on this proposed sign permit.
The bank has changed their corporate logo — hence the change in their
signage.
The existing signs will be removed & replaced with (2) NEW
sets of channel letters & logos on an exposed raceways.
The zoning & sign regulations for this site in question do not allow
the signs to be placed at this height on the building.
The existing signs are installed above the height that is allowed at this
site. We will remove the existing signs & install the NEW signs in the same
place on the building. The buildings architecture dictates the height & area where
the signs are to be installed. There is a large area of glass above the entrance doors.
We will be installing the signs above the glass area.
The NEW corporate logo has a large logo. The size of the letters is dictated by their
corporate standards & the letters are considerably smaller than the logo. The sign needs
to be larger than what the city's regulations allow in order to be visible.
The signs are to be internally illuminated with neon. This gives our client the best
visibility during our grey days & at night. It also allows our clients location to be
seen from a distance.

Proposed modifications for the East Elevation sign.
The corporate logo of the bank has been changed. They are proposing
to change this locations signage to reflect the NEW logo & to match
the other branches in the area.
Not allowing the sign to be installed above the existing windows
would place hardship on the client. The sign needs to be installed
above the maximum height allowed in order to be seen. The sign
needs to be installed in the middle of the available facade above
the existing windows to be seen from across the parking lot & the
adjoining properties.
The existing sign is installed in this area at this time
Proposed modifications for the Northwest Elevation sign.
The corporate logo of the bank has been changed. They are proposing
to change this locations signage to reflect the NEW logo & to match
the other branches in the area.
The secondary sign needs to be placed above the windows on the
available space of the fagade. It is also above the maximum height
allowed — the existing sign is installed in this area at this time.
The sign needs to be internally illuminated in order to obtain the
maximum visibility for our client. Illuminated signs can be seen in
in the fog & the misty days of our region.
The sign needs to be kept at the size proposed to increase the visibility
for our client. The design of the NEW corporate logo dictates the size of the
letters. To decrease the overall size would minimize the size of the letters
& make them unreadable from a distance.
