B. PROJECT DESCRIPTIONIBACKGROUND:
The applicant is requesting an Administrative Variance from RMC 4-2-110A to allow 70-foot high field
lighting poles to exceed the maximum height requirement of 30 feet for the Residential-8 (R-8) zoning
designation. The project site has an area of 293,720 square feet and its current use is a public high school.
The field lighting would consist of six 70-foot high lighting poles surrounding the perimeter of the
football/soccer field [the Lower Field]. The design of the lighting system would implement adjustable
parabolic reflectors and aggressively visored light fixtures to reduce the amount of offsite glare and light
trespass while maintaining a safe and reasonable level of illumination on the playing surface. The six
lighting poles would have forty 1500 watt shielded floodlights total. The visor would be mounted on top of
each floodlight and would reduce glare by minimizing direct view of the bulb and reflector form offsite
locations. The parabolic reflectors allow for more light in the lower portion of the beam which results in
more light being delivered in a concentrated area and less light being transmitted offsite and into the
atmosphere.
The applicant proposes to mitigate offsite impacts by providing the largest fixture visors available; utilizing
only high efficiency flood lights; limiting use of the lighting system from one hour prior to dusk to 11 pm
daily; maintain the existing vegetation along the adjacent residential property lines as a natural visual screen;
and to restrict the field surface light at IESNA Level III or 30fc average.
The surrounding areas to the north and west are designated Commercial Arterial (CA) zone, the current uses
are multi -family apartments to the west and single family housing to the north. To the east is a Residential-8
(R-8) zone, but existing conditions includes a forested area and a 128-foot high water tower facility. South
of the lighting project is the high school's baseball field. This project is part of a greater renovation project
that proposes to improve the high school's outdoor sports facilities.

D. FINDINGS:
Having reviewed the written record in the matter, the City now makes and enters the following:
1. Request: The applicant has requested an Administrative Variance from RMC 4-2-110A in order to
exceed the 30-foot maximum building height requirement. The project proposes to install six 70-foot tall
light poles that would surround the perimeter of a high school sports field. All other elements of the
sport field renovation project would meet maximum building height requirements.
2. Administrative Variance: The applicant's administrative variance submittal materials comply with the
requirements necessary to process a variance. The applicant's site plan and other project drawings and
reports are entered as Exhibits I through 5.
3. Existing Land Use: Land uses surrounding the subject site include: North: single-family residential
(CA); South: single-family residential (R-8); West: multi -family residential (CA); East: vacant wooded
area (R-8)
4. Zoning: The site is located in the Residential-8 (R-8) zoning designation. The development standards
for the R-8 zone require a 15 foot front yard setback for the primary structure and a 20-foot setback for
an attached garage, 20-foot rear yard setback, 5-foot interior side yard setback, and a 15-foot side yard
along a street setback for a primary structure and a 20-foot setback for an attached garage accessing off

of the side yard street. Maximum lot coverage is 35 percent or 2,500 sq. ft. for lots 5,000 sq. ft. or
greater. Maximum building height is 2 stories and 30 feet. The proposal meets all of the requirements
except maximum building height requirements which the applicant is requesting an administrative
variance.
5. Topography: The Lower Field site is relatively flat since its use is a sports field. On the north edge of
the playing field, there is a slight rise spanning the width to the field which then drops down into a
wooded area that separates the field with a single-family residential development. Here, the topography
drops down approximately 16 feet over a run of 60 feet to the northern property line. The baseball field
to the south is sitting eight -foot higher than the Lower Field. An eight -foot ridge separates these two
fields just south of the Lower Field's southern touch line. The site slopes more gradually down in an east
to west direction on the east and west sides of the Lower Field.
E. CONSISTENCY WITH VARIANCE CRITERIA:
Section 4-9-250B.5. a. Lists 4 criteria that the Planning Director is asked to consider, along with all other
relevant information, in making a decision on an Administrative Variance application. These include the
following:
The Planning Director shall have authority to grant an administrative variance upon making a determination,
in writing, that the conditions specified below have been found to exist:
a. That the applicant suffers undue hardship and the variance is necessary because of special
circumstances applicable to subject property, including size, shape, topography, location or
surroundings of the subject property, and the strict application of the Zoning Code is found to
deprive subject property owner of rights and privileges enjoyed by other property owners in the
vicinity and under identical zone classification:
The applicant contends that special circumstances apply to the subject site. The proposed design would
have less impact on the surrounding community than if the lighting design where to follow the current
development standards of a maximum structure height of 30 feet.
The applicant conducted a spill light model demonstrating the effects and impacts of a 30-foot pole
design and a 70-foot pole design. The two areas that would be most impacted by the lights would be the
western and northern edges of the site because they abut residential housing. The spill light (light
escaping the site on the ground level) based on the 70-foot light pole on the northern edge would range
from 0.7 to 0.9 foot candles with an average of 0.81 foot candles. Conversely, the 30-foot pole spill light
model in the same area would range from 2.5 to 3.6 foot candles with an average of 3.02 foot candles.
The spill light on the western edge for the 70-foot pole would range from 0.9 to 2.8 foot candles with an
average of 2.07 foot candles. The 30-foot pole proposal for the western edge would range from 3.3 to
8.1 foot candles with an average of 5.95 foot candles.
While the 30-foot pole design would provide better coverage on the sport fields directly in front of the
light poles, the 70-foot design provides better coverage everywhere on the playing field. The 70-foot
light pole design would reduce the amount of spill light reaching the surrounding neighborhood from the
allowed 30-foot light pole design by 68.1% overall and by 67.1% on north and west edges, which
currently have residential uses.
Staff has reviewed the proposal and concurs that the maximum 30-foot height requirement would place
undue hardship on the proposed sports field lighting system based on the above justification. In addition,
the logical and traditional installation sports field lighting exceeds the height of the residential structures.
b. That the granting of the variance will not be materially detrimental to the public welfare or
injurious to the property or improvements in the vicinity and zone in which subject property is
situated:
The applicant contends that the requested increase in the maximum height permitted would not be
materially detrimental to the public welfare or injurious to property or improvements in the vicinity as

the proposed 70-foot lighting system would provide a safe and reasonable level of illumination for users
of the sports field and limit the off -site impacts to the highest extent possible, by reducing off -site glare
and light trespass.
As stated above in "Consistency with Variance Criteria a", the 70-foot light pole design would reduce
the amount of spill light reaching the surrounding neighborhood from the allowed 30-foot light pole
design by 68.1% overall and by 67.1% on north and west edges, which currently have residential uses.
Staff concurs that the 70-foot light poles would dramatically reduce the amount of light spill on the
abutting residential uses than the allowed 30-foot design.
Note: 30-foot light pole design would be allowed without a variance because it would meet the
maximum building height requirement for the R-8 zone. Lighting, Exterior Onsite requirements set in
RMC 4-4-075 exempt sports field lighting from its requirements.
The height of the light standards could have a detrimental visual impact on the surrounding
neighborhood. If the height of the light poles exceeds the maximum building height requirements for the
zone, then it is likely that the light poles would be the highest structure in the area. This would make
them more visually prominent and obstructive of views. The proposal site is situated to minimize the
visual impacts of the light poles by using topography and vegetation. The Lower Field has visual
exposure from three sides: the north, west, and south sides. The east side is visually buffered by the high
school grounds, a wooded area, and the water tower. The south side is buffered by the baseball field, the
perimeter vegetation surrounding the baseball field, and a grade change. The residences to the north are
at a lower elevation than the Lower Field and are buffered by trees. The light poles would be screened
by a tree line along the west property line and a chain link fence from multi -family residential
development to the west.
Other visual impacts in the surrounding vicinity are a 128-foot tall water tower that is visible within the
forested area the east of the Lower Field and a series of three monopole towers just southwest of the
Field. The monopoles would have similar visual aesthetic impacts as a 70-foot unlit light pole and the
water tower would have a much greater impact due to the contrast of its white color and green tree
canopy and its massive size and height.
The applicant proposes mitigate other off -site concerns by limiting the use of the lighting systems from
one hour prior to dusk to 1 I pm daily, maintaining the existing vegetation along the adjacent residential
property lines as a natural screen, and to restrict the field surface light at IESNA Level III or 30 foot
candles average.
Staff has review the proposal and concurs that granting the variance would not be detrimental to the
surrounding neighborhood and the 70-foot light pole design would lessen the impacts on the surrounding
neighborhood than the allowed 30-foot light pole design.
c. That approval shall not constitute a grant of special privilege inconsistent with the limitation upon
uses of other properties in the vicinity and zone in which the subject property is situated:
This would not constitute a grant of special privilege inconsistent with the limitation upon uses of other
properties in the vicinity and zone of the subject property. The applicant would not gain any special
privilege by having increased heights. The more expensive 70-foot high light pole design would provide
the public with better safety due to a better lighted playing surface and less light impact on the surround
neighborhood than the less costly conforming design of 30 feet high poles.
Staff has reviewed the proposal and concurs that the 70-foot high light pole design would not constitute a
grant of special privilege of increased structure height that would be inconsistent with the limitation upon
uses of other properties in the vicinity and zone of the subject property because the same degree of height
variance would be given to other secondary education sports fields requesting field lights within the City.
The 70-foot high light pole design with the aggressive shielding and adjustable parabolic reflectors
would provide a more evenly lit playing surface that would provide better visibility and safety for the
sports field end user. The surrounding residents would also benefit from the 70-foot high light pole

design because less glare and spill would occur on their property than the permitted 30-foot high light
pole design.
d. That the approval as determined by the Planning Director is a minimum variance that will
accomplish the desired purpose:
The applicant feels that the proposed design will achieve the best possible conditions for both the users
of the Lower Field and the surrounding neighborhood by incorporating the newest technology in athletic
field lighting equipment and design. By increasing the height of the light poles and using light fixtures
that are aggressively visored, adjustable parabolic reflectors mounted at the optimal height to allow for a
very high beam angle measured from the horizontal. This design would limit off -site impacts to the
highest extend possible, by reducing site glare and light trespass while maintaining a safe and reasonable
level of illumination on the playing surface.
Staff has reviewed the proposal and concurs that the increased height of the light poles to 70 feet would
be the minimum variance necessary to minimize the impacts upon the surrounding neighborhood.
F. CONCLUSION:
1. The applicant's request meets all four variance criteria.
2. The recommendation of Staff is to approve the variance request based on the proposed design having less
impact on the surrounding neighborhood than if the permitted 30-foot light pole design were installed.
G. DECISION:
The Administrative Variance(s) for the Hazen High School Field and Lighting Improvements, File No.
LUA09-036, V-A, is approved subject to the following condition:
1. The sports field lights shall not operate past 11:00 P.M.

Land Use Action Request for Reconsideration, Appeals & Expiration
The administrative land use decision will become final if the decision is not appealed within 14 days of the
effective date of decision.
RECONSIDERATION: Within 14 days of the effective date of decision, any party may request that a decision
may be reopened by the Administrator (Decision -maker). The Administrator (Decision -maker) may modify his
decision if material evidence not readily discoverable prior to the original decision is found or if he finds there
was misrepresentation of fact. After review of the reconsideration request, if the Administrator (Decision -maker)
finds sufficient evidence to amend the original decision, there will be no further extension of the appeal period.
Any person wishing to take further action must file a formal appeal within the 14-day appeal timeframe.
APPEAL: This administrative land use decision will become final if not appealed in writing to the Hearing
Examiner on or before 5:00 PM on April 20, 2009. An appeal of the decision must be filed within the 14-
day appeal period (RCW 43.21.C.075(3); WAC 197-11-680). Appeals to the Examiner are governed by City
of Renton Municipal Code Section 4-8-110. Additional information regarding the appeal process may be
obtained from the Renton City Cleric's office, Renton City Hall — 7th Floor, (425) 430-6510. Appeals must be
filed in writing, together with the required $75.00 application fee to: Hearing Examiner, City of Renton, 1055
South Grady Way, Renton, WA 98057.
THE APPEARANCE OF FAIRNESS DOCTRINE: provides that no ex parte (private one-on-one)
communications may occur concerning the land use decision. The Doctrine applies not only to the initial
decision, but to Appeals to the Hearing Examiner as well. All communications after the decision/approval date
must be made in writing through the Hearing Examiner. All communications are public record and this permits
all interested parties to know the contents of the communication and would allow them to openly rebut the
evidence in writing. Any violation of this doctrine could result in the invalidation of the appeal by the Court.
EXPIRATION: The variance(s) approval will expire two (2) years from the date of decision. A variance one
(1) year extension may be requested pursuant to RMC 4-9-250B 17.

Dear Neil:
As the SEPA lead agency for the Hazen High School Field and Track Improvements
project, the Renton School District issued a Mitigated Determination of Non -Significance (MDNS) on March
16, 2009. Consistent with WAC 197-11-510, the lead agency provided opportunity for public and agency
comment by mailing the MDNS notice to property owners within 300 feet of the site, mailing the MDNS
notice to agencies, posting the site, and publishing the DNS notice in the Seattle Times and Seattle Post -
I nteiligencer,
As of 5:00 PM on March 30, 2009, the comment period on the threshold determination was complete. No
comments were received that would cause the School District to withdraw or modify the DNS. Therefore,
the threshold determination stands as issued.
Within its adopted SEPA procedures and policies, the Renton School District has elected not to provide for
administrative appeal of SEPA determinations. Any appeal of the DNS must therefore be a judicial appeal.
Please let me know if you need additional documentation of the Renton School District's SEPA process for
your records.

1. Fire Department Access: Given that these are athletic fields and injuries are likely to
occur occasionally, I would request that access to the fields for Fire Department aid units
be provided. This could happen by increasing the 8 ft. paved pathways to 12 ft. wide
paved pathways, with removable bollards to keep unauthorized vehicles out.

MITIGATED DETERMINATION OF NON -SIGNIFICANCE

Hazen High School Athletic Field Improvements
Description of Current Proposal: The Renton School District is proposing improvements to the Hazen
High School athletic fields. The project involves work at two locations on the property as follows; at the
south end of the site, an existing cinder running track is proposed to be converted to a rubberized track
surface with an asphalt base. The track will sheet -flow to trench drains installed around the interior of the
track. Asphalt perimeter pathways and 4' chainlink fencing as well as limited bleacher seating will also be
included. At the north end of the site, an aging natural grass field is proposed to be replaced with a
synthetic turf field. New athletic field lighting, a new accessible asphalt pathway, minor repair to existing
chainlink fencing, and related restoration complete the improvements. The combined project site limit of
disturbance is approximately 6.75 acres. The project is intended to improve the reliability and quality of
existing nigh School athletic facilities.

The Responsible Official of the Renton School District hereby makes the following Findings and
Conclusions based upon review of the environmental checklist and attachments, other information on file
with the Renton School District, and the policies, plans, and regulations designated by the Renton School
District as a basis for the exercise of substantive authority under the Washington State Environmental
Policy Act (SEPA) pursuant to the Revised Code of Washington RCW 43.21 C.060,

Finding of Fact:
The Renton School District will be constructing improvements to the Hazen High School athletic
fields. The project involves work at two locations on the property as follows, at the south end of the
site, an existing cinder running track is proposed to be converted to a rubberized track surface with
an asphalt base. The track will sheet -flow to trench drains installed around the interior of the track.
Asphalt perimeter pathways and 4' chain link fencing as well as limited bleacher seating will also
be included. At the north end of the site, an aging natural grass field is proposed to be replaced
with a synthetic turf field. New athletic field lighting, a new accessible asphalt pathway, minor
repair to existing chain link fencing, and related restoration complete the improvements. The
combined project site limit of disturbance is approximately 6.75 acres. The project is intended to
improve the reliability and quality of existing High School athletic facilities.
2. The proposed use of the site as a High School is consistent with the City of Denton
Comprehensive Plan designation of Residential Single Family and associated R-8 Zoning
classification. High Schools are a permitted use in the R-8 Zone.
3. The site is currently operated as a High School, The surrounding properties are almost exclusively
residential, with single family predominately to the southwest, south, and southeast, and multifamily
to the west, northwest, and north. There is a church located to the south interior of the site, and a
water tower to the north.
4. 945 cubic yards of existing sod will be stripped and exported from the site to a location to be
determined by the Contractor. 845 cubic yards of existing site soil will be excavated from the site
and regarded elsewhere an the site to create the building pad for the improvements, 2,740 cubic
yards of engineered aggregate fills will be imported to produce a permeable base for the
development of the synthetic turf field. Construction and clearing activities may create a potential
for temporary erosion, which will be addressed in accordance with mitigation measures required by
City of Renton development regulations.
5. No new roads or streets, or improvements to existing roads or parking facilities are proposed as
part of this project. There would be no change in the peak number of vehicle trips generated,
however the improved reliability of the facility during wet weather will result in use that is more
frequent. On weekday afternoons and evenings, the facility may generate, through recreational
scheduling, up to 40 vehicle trips over a six -hour period, generally 4pm to 10pm, Typically, 20
vehicles at a time would be on site, although for a period between games (730pm — 8.30pm), there
can be 40 vehicles, generated by the field, on site. On weekends, the facility may generate twice
that number over the course of the day although the peak numbers remain the same.
6. There are no sensitive areas on the site. There are engineered slopes on site that are 3h:1 v (33°%).
The steepest naturally occurring slopes do not exceed 15°%. Proposed construction will not occur in
these areas, No shorelines or wetlands exist on the site.
7. No change to utilities is anticipated.

8. The proposed project will add approximately 27,500 sf of total impervious surface area within the
project limits.
The principal source of runoff for all of the proposed field and track improvements will be rainwater
runoff from impervious surfaces, and to a lesser degree from pervious surfaces. There may be
occasional small amounts of irrigation runoff as well. Runoff from the track will be collected in
trench drains around the interior perimeter of the track. Runoff from the natural grass track infield
will be collected in catch basins, as is the current condition. There will be no surface runoff from
the artificial turf Meld to the north- rainwater will percolate vertically through the field surface into a
sub -surface drainage collection system, stormwater detention is not expected to be required.
Water runoff that is collected in the systems described above will be tributary to an existing on -site
drainage conveyance system. Runoff from the south field drains out to NE 10th St, while the runoff
from the north field drains to NE 12th St. In both cases the downstream flow path appears to be to
Honey Creels, then to May Creek, and eventually to Lake Washington.
Storm drainage design is per the City of Renton's drainage code. Renton has adopted the 1990
King County Surface Water Design Manual (KCSWDM) for stormwater management. In order to
determine if stormwater detention is required on the site, stormwater runoff in the project area was
estimated using the Santa Barbara Urban Hydrograph (SBUH) method in the computer stormwater
modeling program StormShed, by Engenious Systems. The fields' existing conditions were
modeled as pervious, as were the proposed conditions. The track and other existing and proposed
hard surfaces were modeled as impervious; there is a net increase in impervious area across the
site. The results of the modeling indicate that the project appears to qualify for an exemption to
detention requirements, per the "Negligible Peak Runoff Rate Increase" exemption defined in
Section 1.2.3 of the 1990 KCSWDM. The increase in the peak runoff rate between existing and
proposed conditions for the 100-yr, 24-hr design storm, is less than 0.5 cfs.
9. Construction will result in short term noise from equipment operation and general traffic, during the
permitted hours of 7:00 A.M. - 8:00 P.M on weekdays and 9:00 A.M. - 6:00 P.M. on Saturdays. No
appreciable long-term noise impacts are anticipated from the site improvements, as they mirror the
existing use. The use of the site will continue to be for school and educational uses, as well as
community use of the facilities. There will be a level of noise such as cheering associated with each of
the fields during active use; however, that is the current existing use.
10. The Hazen High School Athletic Field Iflumination Spill Lighting and Glare Analysis was prepared for
the project. The new lighting system will increase the overall light and glare from the site. Lighting
would be used afternoons and evenings from dusk to 11:00 PM as needed. Although the illumination
system will be visible, it would not pose a safety hazard or interfere with views from off -site locations.
11. The proposal incorporates the newest technology in athletic field lighting equipment and design. Light
fixtures are aggressively visored, adjustable parabolic reflectors mounted at heights that allow for a
very high beam angle measured from horizontal. These factors combine to limit off -site impacts to the
highest extent possible.

12. The primary purpose for the improvements is to improve the condition and reliability of the school
athletic facilities, for both Physical Education Programs as well as Interscholastic Athletics. After
school hours and on weekends, the facility is made available for recreational use, including soccer
leagues, which serve a wide variety of age groups. The proposal vastly increases the availability of
the facility for recreational use by the addition of lighting and using synthetic surfaces, which reduce
field preparation time and maintenance and greatly increase reliability by reducing weather sensitivity.
CONCLUSIONS OF THE RESPONSIBLE OFFICIAL
The responsible official has determined that the proposal, with the mitigation measures listed below, does
not have a probable significant adverse impact on the environment, and an Environmental Impact
Statement (EIS) is not required under RCW 43.21C.030(2)(c). The mitigation measures described below
are recommended as conditions of project permits or approvals. This decision was made after review of a
completed environmental checklist, other information on file with the Renton School District, and existing
regulations. This information is available to the public on request. The responsible official finds this
information reasonably sufficient to evaluate the environmental impact of this proposal.
Mitigation measures
The following mitigation measures will be implemented by the applicant to offset potential adverse
environmental impacts:
Noise.
1. Noise impacts associated with construction phases of the project will be limited in duration
consistent with the City of Renton's noise regulations.
2. To mitigate general noise impacts during the construction phases, measures such as using and
regularly maintaining efficient mufflers and quieting devices on all construction equipment and
vehicles will be taken.
Erosion.
1. As per the City of Renton Code, a Construction Stormwater Pollution Prevention Plan (CSWPPP) and
Temporary Erosion and Sedimentation Control Plan (TESL) will be submitted to the City of Renton for
review and implemented during the construction phases.
2. Mitigation measures, including Best Management Practices, will be implemented in accordance with
these plans before and during construction.
3. In addition, all work will be implemented consistent with the recommendations of the "Subsurface
Exploration Geotechnical Engineering Report" prepared by Associated Earth Sciences, Inc., dated
January 29, 2009 (the "Geotechnical Report").
Water Quality.
1. As noted above, during construction phases, best management practices identified in the TESC and
CSWPPP will be implemented.
2. Storm water design required as apart of site improvements will be based on the requirements of
the City of Renton adopted 1990 ling County Surface Water Design Manual (KCSWDM).

3. This project will also provide and incorporate City of Renton standards for detention and water
quality for all areas requiring storm water treatment and detention.
Air.
1. The applicant will water the ground as needed before and during the construction phases, including
clearing and grading activities, to control dust particles.
2. Construction vehicles are expected to be equipped with factory -installed mufflers and spark
arrestors that will control excessive emissions.
3. Materials stored on site (e.g., soil, fertilizer, and pesticides) will be enclosed and/or covered when
not in use. The applicant will employ best management practices in the use and storage of these
materials consistent with all applicable regulations.
Light and Glare.
1. Light fixtures will be aggressively visored, adjustable parabolic reflectors mounted at heights that allow
for a very high beam angle measured from horizontal.
2. The exterior lighting system will be designed to prevent glare off reflective surfaces and provide
adequate lighting for security purposes.
This Mitigated Determination of Non -Significance (MDNS) is issued under the Washington Administrative
Code (WAC) 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date of
issuance. Only written comments will be accepted and must be submitted by 5:00 p.m. on March 30, 2009,
to Mr. Rick Stracke, Executive Director, Facilities and Operations, Renton School District 7812 South 124th
Street, Seattle, WA 98178-4830.
Unless modified by the Renton School District, this determination will become final following the above
comment deadline. There is no agency appeal under Renton School District SEPA policies.

project site has an area of 293,720 square feet and its current use is a public high school. The field lighting would consist
of six 70-foot high lighting poles around the football/soccer field. Although, the surrounding areas to the north and west
are designated Commercial Arterial (CA) zone, the uses are multi -family apartments to the west and single family housing
to the north. To the east is a Residential-8 (R-8) zone, but is currently an undeveloped forest. South of the lighting
project is the high school's baseball field. This project is part of a greater renovation project that proposes to improve the
high school's outdoor sports facilities. The site is within the Aquifer Protection Zone 2.

1. FIRE FLOW: No fire flow requirements noted.
2. HYDRANTS REQUIRED: I believe there is one hydrant within 300 feet of this
area.
3. FIRE APPARATUS ACCESS: Fire apparatus access shall be a minimum of 20
feet wide, with the capability of sustaining the weight of the fire apparatus. The
turning radius shall be 45 feet to the outside and 25 feet to the inside. Due to this
being an open field I believe there will be sufficient access through the gated
areas for emergency vehicle traffic.
4. GRANDSTAND/BLEACHER SEATING: Strongly recommend the
grandstand/bleacher seating be constructed of non combustible material.
5. GRANDSTAND/BLEACHER EXITING: Exiting for grandstands and/or
bleachers shall comply with section 1025 of the 2006 International Fire Code as it
relates to Assembly Occupancies. Grandstand and/or Bleacher exiting
requirements shall also comply with 2006 ICC 300 Standards. In your proposal
the applicant is indicating a seating capacity of 200 occupants. This constitutes an
assembly occupancy.
6. FIRE MITIGATION FEES: No fire mitigation fees required.

NOTE: The applicant is cautioned that information contained in this summary is
preliminary and non -binding and may be subject to modification and/or concurrence by
official city decision -makers. Review comments may also need to be revised based on
site planning and other design changes required by City staff or made by the applicant.
We have completed a preliminary review for the above -referenced development proposal.
The following comments are based on the pre -application submittal made to the City of
Renton by the applicant. Project is located in Section 10, Twp 23N, Rng, 5E.
Water:
• There is an existing 10" watermain located on the site (see City of Renton water
drawing W2851 for detailed engineering plans).
• The proposal seeks to replace the cinder track with a rubberized surfacing. The site
layout plan, sheet HF — 1.0 design shows that there is at least one section where the
new surfacing will be installed on top of the existing watermain. One possibility
would be for the applicant to relocate the existing watermain outside the proposed
track. Another solution would be for the applicant to provide a maintenance
agreement to the City stating that the City is not responsible for the new track
restoration.
It appears that landscaping will be included in the proposal. Any new water meters
should be tapped in the City of Renton water system.
The Water System Development Charge fees are based on the total number and size
of all water meters. These fees are collected at the time a construction permit is
issued.
Sewer:
• Sanitary sewer requirements are not triggered by this project.

Street Improvements
• Additional street improvements will not be required for this project.
Storm drains
• A storm drainage report and conceptual drainage plan shall be submitted with the
formal application. The storm drainage states that the project will be designed in
accordance with the 1990 King County Surface Water Drainage Manual.
• The Surface Water SDC fees are $0.405 (but not less than $1,012) per square foot of
new impervious area. These fees are collected at the time a construction permit is
issued.
General:
• All required utility, drainage and street improvements will require separate plan
submittals prepared according to City of Renton drafting standards by a licensed Civil
Engineer.
• All plans shall be tied to a minimum of two of the City of Renton Horizontal and
Vertical Control Network.
• Permit application must include an itemized cost estimate for these improvements.
Half of the fee must be paid upon application for building and construction permits,
and the remainder when the permits are issued. There may be additional fees for
water service related expenses. See Drafting Standards.

of review. The applicant is cautioned that information contained in this summary may be subject to

Economic Development Administrator, Planning Director, Development Services Director, Public Works
Administrator, and City Council). Review comments may also need to be revised based on site planning
and other design changes required by City staff or made by the applicant. The applicant is encouraged to
review all applicable sections of the Renton Municipal Code. The Development Regulations are available

Project Proposal: The applicant proposes to renovate an existing high school football field/track facility,
and existing soccer field, in addition to new athletic field lightning to be used by the soccer facilities. The
project sites are located west of the school's main buildings; spanning three parcels on an approximated
area of 6.75-acres. The soccer field is located west of the school buildings and north of the football/track
and baseball fields. The football/track field is located on the south part of the school campus and is west
of the school buildings.
Currently, the high school has a number of athletic fields including a soccer field, practice field, baseball
field, a football field surrounded by a track, and two softball fields. The applicant's proposal would make
improvements to the soccer field and the football/track field. The soccer field (lower field) would be
converted from a natural grass surface to synthetic turf, A lighting system and bleacher seating for 140
people would be installed. An eight -foot wide multipurpose path for pedestrian, emergency, and service
access would be built. The football/track field (upper field) would replace the cinder track with an asphalt
track and construct a four -foot chain link fence around the track. The track facilities would improve and
reconfigure the shot put, discus, javelin, long/triple jump, pole vault, and high jump areas. Additional
improvements to the upper field area include widening a pedestrian path and the installation of bleacher
seating for 100 people. Drainage for both the upper and lower fields would also be improved.
The applicant proposes that 945 cubic yards of existing sod would be stripped and exported from the site
to a location to be determined by the contractor. An additional 845 cubic yard of existing soil would be
excavated from the site and re -graded onsite. The proposal includes 2,740 cubic yards of engineered
aggregate fill to be imported to produce a permeable base for the synthetic turf lower field improvements.
The proposal would increase the site's impervious surfaces from 51,436 square feet (17.5%) to 78,937
square feet (26.9%). Stormwater detention is not proposed.
Access to the site is provided via pedestrian connections from the NE 10`h Street to the south, school
campus from the east and a pedestrian connection to the lower field from NE 12`h Street. There are two
existing parking lots that would serve the fields. There are no parking lot modifications or improvements
proposed.

The site is within the Aquifer Protection Zone 2. The Renton School District will be conducting its own
SEPA Review.
Current Use: The site is currently used as sports fields in association with Hazen High School.
Zoning/Density Requirements: The subject site is located within the Residential-8 (R-8) zoning
designation.
Development Standards: The project would be subject to RMC 4-2-110A, "Development Standards for
Residential Zoning Designations" effective at the time of complete application (noted as "R-8 standards"
herein). A copy of these standards is included within packet provided to applicant.
Building Standards The R-8 zone allows a maximum building height of 30 feet for primary structures
and 15 feet for accessory structures. Heights were not given for the bleachers — they would have to meet
the maximum building height requirements for primary structures. The proposed height for the light
standards would be 70 feet in height. This height would exceed the maximum height requirements for
primary structures, therefore a height variance would be needed to submitted and approved to allow
the light standards above 30 feet.
Setbacks — Setbacks are the minimum required distance between the building footprint and the property
line or private access easement. The required setbacks in the R-8 zone are 15 feet in front for the primary
structure; 20 feet in the rear; 5 feet for interior side yards; and 15 feet for side yards along streets
(including access easements) for the primary structure. The proposed site (the high school) has street
frontages along NE IOm Street to the south and Hoquiam Avenue NE, which would require a 15 foot
setback from the property lines. The site appears to have adequate space to meet the setback
requirements far the R-8 Zoning designation.
Landscaping: No landscaping was proposed and none is required for this maintenance proposal.
Access/Parking: Parking for this project would be provided via two existing parking lots located on the
school's campus. The northern parking lot serves the lower field and the east parking lot serves the upper
field. No revisions to parking are proposed. Access to both parking lots would occur off of Hoquiam
Avenue NE via parking lot curb cuts.
Fences: Fence regulations regulating material and height of fences are not applicable to fences or barriers
surrounding and enclosing public safety installations, school grounds, public playgrounds, private or
public swimming pools and similar installations and improvements.
Environmental Review: Environmental Review will be required if any landfill or excavation of 500
cubic yards throughout the total lifetime of the fill or excavation is proposed. The proposal will exceed
this threshold and the applicants propose to conduct their own SEPA Review.
Aquifer Protection Areas:
Proposals placing fill material on sites within the Aquifer Protection Area (APA) shall comply with
subsection RMC 4-3-050H8. The Fill material subsection (RMC 44-060L4) would require the project to
submit a source statement (as described in RMC 4-8-120D19) for each source location from which
imported fill will be obtained if the project were to involve the placement of more than 100 cubic yards of
imported fill.
Permit Requirements: The proposal would require a building permit and an annual grading license. A
variance to exceed the building height for the light towers would be required.
Fees: The applicable variance, building, construction, and grade and fill permit fees will apply. An
administrative variance fee would be $100.00.

Introduction
D.A. Hogan & Associates, Inc. is consulting engineer for Renton School District #403 for improvements
planned at the above named facility, an existing public High School. The School District has secured
funding for the renovation of the existing football field / track facility, and existing soccer / utility field. The
District is also pursuing the installation of new athletic field lighting at the renovated soccer/ utility field.
The following Land Use Permits are required for the District to proceed with this work;
Administrative Variance to RMC 4-2-110A, specifically relief from the 30' height limitation placed on
structures in R-8 zones.
The following additional environmental regulations and local permits will apply;
The project is currently in Environmental Review under SEPA, with the District in the role of Lead
Agency.
The District will apply for an annual grading license and building permit for the work as well as comply
with the requirements of RMC 4-3-0501-18, Fill Material Source Statement for Aquifer Protection Areas.
The following specific information is required of the Project Narrative;
• Current Zoning: The project site is currently zoned R-8. No change proposed.
Current Land Use: The current institutional (public school) land use is not proposed to change.
• Special Site Features: The site includes no areas that have been mapped as or are suspected of being
critical areas. The site is within Aquifer Protection Area #2.
• Statement Addressing Soil Types: A copy of the project Limited Subsurface Investigation and
Geotechnical Engineering Report is attached.
Access: Access to the site will not change. Minor improvements to pedestrian paving to the lower
(north) field will improve compliance with the Americans with Disabilities Act.
• There are no Off Site Improvements proposed or required.

The total cost of construction of the project component covered by the Land Use action (Variance) is
<$100,000.

The project site is not located within 100' of a known wetland or stream, nor is it located within 200' of
a named river or creek.
PROJECT PROPOSAL
The existing Hazen High School grounds include a series of athletic fields which includes a football field
surrounded by a cinder running track, a baseball field, a softball field, and a soccer/ utility field. All of the
fields are natural grass and all are irrigated. All have formal drainage systems. The current proposal
includes renovations and improvements at the football field/ track (`The Upper Field"), and the soccer 1
utility field ("The Lower Field"), including minor reprogramming of activities to better accommodate the
Schools needs.
The Upper Field
This field currently supports the Hazen High School Football program (all levels) for practice only, as well
as some degree of community -based recreational youth football. Some soccer practice also takes place
here. The track and field programs are all run here.
The natural grass field surface includes a subsurface drainage system which is connected to perimeter
catch basins that also serve to collect runoff from the cinder track surface. The system appears to be split
into two subsystems, which both drain to the City system in NE 10th Street to the south.
The proposal seeks to replace the cinder track with a more durable asphalt base with resilient rubberized
surfacing. This is proposed to be accomplished with minor regrading of the edges of the natural grass field,
leaving that surface largely unaffected. The existing grass surface will be aerified, top -dressed, and over -
seeded to improve conditions. The design process has led to a minor re -arrangement of the field event
activities that are already in place, i.e., shot put, discus, and javelin; long -triple jump, pole vault, and high
jump. The drainage of these surfaces will be accommodated in two ways; the track and long -triple jump
runways will be an impervious rubberized surfacing system installed over standard asphalt paving which
sheet -flows to a trench drain or slot drain system that is piped to the existing conveyance. The pole vault
runway and high jump area (collectively referred to as the "D Area") will be a permeable rubberized system
installed over a permeable aggregate base which drains to a subsurface drainage system of 4" perforated
corrugated drainage tubing spaced 15' on center, also discharging to the existing conveyance.
Additional improvements proposed include a widened asphalt pathway to accommodate pedestrian traffic
(note: the existing track and a small adjacent asphalt path are used daily during the school year by
students walking to and from neighborhoods to the south and southwest of the school). 4' height chain link

separation fencing will be installed along the track edge (between the track and asphalt path) to allow this
connection to the adjacent neighborhood to remain in use while the track is in use, as well as to protect the
track surface from unauthorized use. Bleacher seating for 100 will also be provided.
The Lower Field
The District has proposes an infilled synthetic turf system for the Lower Field in an effort to provide a more
reliable facility for both the school programs and community recreation. The District further proposes a
shielded, aimable lighting system to accommodate these uses. Typically, school use is scheduled
weekdays until about 5pm, and recreational uses will be scheduled from 6pm —11 pm weekdays, Sam —
11 pm on weekends.
The existing field is under -drained, with 4" perforated drain lines collected and piped west -to -east to a
mainline connected to an existing 48" corrugated metal pipe detention line. A flow control device at the
southwest corner of the field site meters release to the City system east of Duvall Ave NE in NE 12th.
The proposal seeks to replace the existing natural grass playing surface with 85,000sf of infilled synthetic
turf, installed over a permeable aggregate base including a new under -drainage system similar to the
existing. The project proposes to utilize the existing detention facility for metered release of Stormwater to
the City system.
Additional improvements include bleacher seating for up to 140 and an 8' wide multi -purpose accessible
asphalt pathway, to serve as pedestrian, emergency, and service access. Minor improvements to existing
chain link fencing are also proposed.
Earthwork & Grading

Surface Water Management
Within the 293,718sf proposed limit of disturbance, 51,436sf or 17.5% of the surface is currently
impervious. The proposal increases impervious surface to 78,937sf or 26.9%. The proposal increases
impervious surfaces within the limit of disturbance by approximately 27,500sf.
The principal source of runoff for all of the proposed field and track improvements will be rainwater runoff
from impervious surfaces, and to a lesser degree from pervious surfaces. There may be occasional small
amounts of irrigation runoff as well. Runoff from the track will be collected in trench drains around the
interior perimeter of the track. Runoff from the natural grass track infield will be collected in catch basins
as is the current condition. There will be no surface runoff from the artificial turf field to the north- rainwater
will percolate vertically through the field surface into a sub -surface drainage collection system. Stormwater
detention is not expected to be required.
Water runoff that is collected in the systems described above will be tributary to an existing on -site
drainage conveyance system. Runoff from the south field drains out to NE 10th St, while the runoff from

the north field drains to NE 12th St. In both cases the downstream flow path appears to be to Honey
Creek, then to May Creek, and eventually to Lake Washington.
Storm drainage design is per the City of Renton's drainage code. Renton has adopted the 1990 King
County Surface Water Design Manual (KCSWDM) for stormwater management. In order to determine if
stormwater detention is required on the site, stormwater runoff in the project area was estimated using the
Santa Barbara Urban Hydrograph (SBUH) method in the computer stormwater modeling program
StormShed, by Engenious Systems. The fields' existing conditions were modeled as pervious, as were the
proposed conditions. The track and other existing and proposed hard surfaces were modeled as
impervious; there is a net increase in impervious area across the site. The results of the modeling indicate
that the project appears to qualify for an exemption to detention requirements, per the "Negligible Peak
Runoff Rate Increase" exemption defined in Section 1.2.3 of the 1990 KCSWDM. The increase in the peak
runoff rate between existing and proposed conditions for the 100-yr, 24-hr design storm, is less than 0.5
cfs.
Athletic Field Lighting
In an effort to provide reliable access to District facilities for both school and community purposes, the
District proposes not only the installation of an infilled, synthetic turf athletic field surface but new field
lighting as well. The proposal incorporates the newest technology in athletic field lighting equipment and
design. Light fixtures are aggressively visored, adjustable parabolic reflectors mounted at heights that
allow for a very high beam angle measured from horizontal. These factors combine to limit off -site impacts
to the highest extent possible, by reducing off site glare and light trespass while maintaining a safe and
reasonable level of illumination on the playing surface.

Schedule
The project is expected to break ground on or about May 1, 2009. All work is expected to be completed by
October 1, 2009.

In an effort to provide reliable, equitable access to District facilities for both school and community
purposes, the District proposes not only the installation of an infilled, synthetic turf athletic field surface but
new field lighting as well. The combination of these two improvements is expected to increase availability
of the facility by 50% or more by eliminating "rain outs" and extended hours of use into the evening hours.
By not permitting the District to exceed the 30' height restriction of the underlying land use zone (R-8) at
Hazen High School, the City effectively limits the level of athletic and recreational activity that the school
district can provide. This is clearly not the intention of the standard. The only reasonable way to achieve
the needs of the District and Community are by lighting the athletic fields and it has been demonstrated
time and again that installing luminairs on poles of insufficient height results in excessive obtrusive light
effects, i.e., trespass and glare.
To achieve the best possible conditions for both users and adjacent property owners, the proposal
incorporates the newest technology in athletic field lighting equipment and design. Light fixtures are
aggressively visored, adjustable parabolic reflectors mounted at heights that allow for a very high beam
angle measured from horizontal. These factors combine to limit off -site impacts to the highest extent
possible, by reducing off site glare and light trespass while maintaining a safe and reasonable level of
illumination on the playing surface.
The District would stand to gain nothing by proposing unnecessarily tall poles, in fact they would only incur
additional cost. They have been through a thorough design process which has resulted in the proposal as
it is submitted. It can be demonstrated that, for athletic fields of adequate size for community soccer and
high school football (the larger of the necessary existing uses), pole heights of less than the proposed

height result in the following functional deficiencies, rendering them ineffective, obtrusive, and potentially
dangerous;
• Shallower beam angle results in significantly more intense "sky glow" under the right atmospheric
conditions, which is therefore likely visible from greater distances.
Shallower beam angle from the source results in farther projection of the beam; typically well beyond
the property line (light trespass).
• Shallower beam angle from the source results in a greater perception of glare, from the ground, from
well beyond the intended lighting target.
Shallower beam angle results in wider distribution of the light generated, resulting in poor illumination
uniformity on the field of play, or "hot spots", "cold spots", and intense glare which can affect vision
under game conditions and create potentially dangerous conditions.
• All of the obtrusive lighting conditions described above are also indicative of poor energy efficiency.
Proposed Mitigation
The proposal intends to light the field surface at IESNA Level Ill or 30fc average maintained. The District
intends to place the following self-imposed limits as mitigation against obtrusive light and extended hours of
anticipated noise and traffic;
Provide the largest fixture visors available.
Utilize only high efficiency flood lights.
Limit use of the lighting system as follows; one hour prior to dusk to 11 pm daily.
• Maintain existing vegetation along the adjacent residential property lines as a natural visual screen.
The District believes that, as proposed, the project is neither materially detrimental to the public welfare nor
injurious to the property or improvements in the vicinity. Rather, the District presents the project as a net fit
to the community.

ATHLETIC FIELD ILLUMINATION
SPILL LIGHTING AND GLARE ANALYSIS
Proposal
A new athletic field lighting system is to be provided in conjunction with the rehabilitation of the
athletic field. The design level for the field lighting will be maintained at a class III level of play per the
Illuminating Engineering Society of North America. The class III lighting level at this field is suitable for
recreationahcompetitive play and is similar to other fields in the region. The footballtsoccer field will be
lighted to an average maintained lighting level of 30 foot-candles. The lighting system is designed using
a .80 design factor to achieve an initial lighting level of 33.0 foot -candies.
Equipment
The proposed lighting for the field will consist of 40 1500 watt shielded floodlights. The
floodlights will be mounted on 6 galvanized steel poles 70 feet in length with three on each side of the
field. The poles will be installed as close to the field as possible without compromising the safety of the
players or restricting pedestrian access.
The proposed floodlights utilize the latest technology in reflector and shielding design for the
parabolic optical system. The reflector and lamp design utilized produces more light in the lower portion
of the beam as compared to older conventional floodlights. More light is delivered to the field reducing
the amount of light transmitted off site and into the atmosphere. The floodlights will utilize an external
visor mounted to the top of the floodlight. The visor will extend away from the top of the reflector a
minimum of twelve inches. The full length of the external visor will wrap a minimum of 170 degrees of
the upper hemisphere of the floodlight. The visor also wraps around the sides of the floodlight and
extends into the lower hemisphere of the reflector. The visor is intended to reduce glare by minimizing
direct view of the bulb and reflector from off site locations.
Analysis
To direct the floodlights down to the athletic field and away from adjacent lots, a mounting height
of 70 feet is required. This height is typical for this type of application which allows for greater
effectiveness of the external shielding on the floodlights used to light the field. The proposed mounting
heights are designed to industry standards that mitigate the problems of glare, off site visibility and light
trespass.
Spill Light
The 70 foot mounting height increases the angle of aiming below the horizontal level for the
floodlights. At a mounting height of 30 feet this project would require aiming angles of 12.5 degrees
(worst case) and 28.6 degrees (best case) below the horizontal plane of the floodlight. The increased
mounting heights will provide for aiming angles of 27.4 degrees (worst case) and 51.8 degrees (best case)
below the horizontal plane of the floodlight (See attachment A, Floodlight Aiming Angles).
The use of steeper aiming angles allow for less direct light to be delivered beyond the boundaries
of the playing the surface. The external shielding blocks more direct light and more light is delivered to
the field with the use of increased mounting heights. The proposed taller mounting heights are typical for
this application and similar to most new lighting systems installed throughout the region. The use of
shorter mounting heights is typical to the lighting of driving ranges which requires that light is delivered
over hundreds of feet down the range to light the back of a golf ball to distances of over 300 feet.
The vertical spill light has been calculated along the adjacent property lines. The values are
calculated at the 30 foot mounting height and at the taller mounting heights as a demonstration of the
reduction in spill light (See permit drawings SPLI & SPL2). These calculations are based on an observer
at a viewing height of S feet along that line. The readings are in foot-candles looking into the site as
noted on the drawings. The calculated light readings do not account for the existing structures, trees and
vegetation on site that will provide screening that reduces spill light at the property lines. The calculated
light readings also do not account for the dense vegetation and tall trees that will block the majority of the
spill light from leaving the site. The calculated spill light readings also do not account for any grade
changes as the calculations have been made at the same elevation of the athletic field.
At a mounting height of 70 feet the amount of measurable light delivered at the property lines is a
maximum of3.4 foot-candles. At a mounting height of 30 feet the amount of measurable light delivered
at the property lines is a maximum of 8.1 foot-candles. The increased mounting height will reduce the
maximum spill light by approximately 58% along the adjacent property lines.
Glare
The amount of glare that is present correlates directly to how much of the floodlight lamp and
reflector can be observed. It is a good lighting practice to have floodlight luminaires directed as far down
as practical to reduce the amount of glare for the users of the field and that is visible from off site
locations.
To reduce the amount of glare the floodlights will need to be mounted higher than 30 feet. At a.
height of 30' the visibility of the high wattage lamps and reflectors from the adjacent properties is
excessive. With the increased mounting heights floodlights will have steeper aiming angles resulting in
more effective use of the external shields. A smaller portion of the floodlight reflectors and lamps will be
visible from off site with the increased height.
The increased mounting heights for the athletic field lighting poles will decrease the amount
of glare visible from off site locations. The use of the latest generation of shielded floodlights will
dramatically reduce the amount of visible glare compared to unshielded lighting systems.
Controls
The new athletic field lighting system will be connected to a state of the art lighting control
system. The control system is fully programmable and operated via cellular phone service. There will be
separate switches installed to manually operate the lights at the site if necessary. The athletic field lights
will be on a separate lighting zone with a separate switch. This will allow the field lights to be turned off
after play is completed with egress lights turned off later to allow for players and spectators to leave the
site.
