PROJECT DESCRIPTION/BACKGROUND: The applicant is requesting an Administrative Variance from RMC 4-2-110A to allow 70-foot high field lighting poles to exceed the maximum height requirement of 30 feet for the Residential-8 (R-8) zoning designation. The project site has an area of 219,683 square feet and its current use is Lindbergh High School with associated sports fields. The Lindbergh field lighting would consist of six 70-foot high lighting poles surrounding the perimeter of the football/track field (the Lower Field]. The design of the lighting system would consist of adjustable parabolic reflectors and aggressively visored light fixtures to reduce the amount of offsite glare and light trespass while maintaining a safe and reasonable level of illumination on the playing surface. The six lighting poles would have forty-four 1500 watt shielded floodlights total. Visors would be mounted on top of each floodlight and would reduce glare by minimizing direct view of the bulb and reflector from offsite locations. The parabolic reflectors allow for more light in the lower portion of the beam which results in more light being delivered in a concentrated area and less light being transmitted offsite and into the atmosphere. The applicant proposes to mitigate offsite impacts by providing the largest fixture visors available; utilizing only high efficiency flood lights; limiting use of the lighting system from one hour prior to dusk to 11 p.m. daily; maintaining the existing vegetation along the adjacent residential property lines as a natural visual screen; and restricting the field surface light at IESNA Level III or 30fc average. The Lindbergh High School tennis and swimming pool are to the west of the proposed field lighting location. To the south is Renton Park, a wooded area used as parkland. North of the Lower Field is the Upper Field, an unlit sports field, and other school facilities. Single-family residential homes reside to the east of the Lower Field. The Lindbergh sports field lighting is project is part of a greater renovation project that proposes to improve the high school's outdoor sports facilities. C. FINDINGS: Having reviewed the written record in the matter, the City now makes and enters the following: 1. Request: The applicant, Renton School District, has requested an Administrative Variance from RMC 4-2- 110A in order to exceed the 30-foot maximum building height requirement. The project proposes to install six 70-foot tall light poles that would surround the perimeter of Lindbergh High School sports field. 2. Administrative Variance: The applicant's administrative variance submittal materials comply with the requirements necessary to process a variance. The applicant's site plan and other project drawings are entered as Exhibits 1 through 5. 3. Existing Land Use: Land uses surrounding the subject site include: North: single-family residential (R-6 King County); South: vacant wooded parkland (RC); West: single-family residential (R-8); East: single- family residential (R-6 King County) 4. Zoning: The site is located in the Residential-8 (R-8) zoning designation. Maximum lot coverage is 35 percent or 2,500 sq. ft. for lots 5,000 sq. ft. or greater. Maximum building height is 2 stories and 30 feet. S. Topography: The Lower Field site is relatively flat since its use is a sports field. The field is enclosed on the west and cast sides by higher elevations. Going from the northwest to the southeast, across the field is flat but it being to slope downward once entering the parkland. To the West of the field is a ridge leading up the tennis courts. From the edge of the field to the tennis courts, the elevation rises 20 feet over a run of approximately 70 feet which calculates to a slope of 0.29. Above the field to the east is the soccer field or Upper Field which is on a steep ridge rising 15 feet over a run of 20 feet in the steepest section. E. CONSISTENCY WITH VARIANCE CRITERIA: Section 4-9-250B.5.a. Lists 4 criteria that the Planning Director is asked to consider, along with all other relevant information, in making a decision on an Administrative Variance application. These include the following, The Planning Director shall have authority to grant an administrative variance upon making a determination, in writing, that the conditions specified below have been found to exist: a. That the applicant suffers undue hardship and the variance is necessary because of special circumstances applicable to subject property, including size, shape, topography, location or surroundings of the subject property, and the strict application of the Zoning Code is found to deprive subject property owner of rights and privileges enjoyed by other property owners in the vicinity and under identical zone classification: The applicant contends that special circumstances apply to the subject site. The proposed design would have less impact on the surrounding community than if the lighting design were to follow the current development standards of a maximum structure height of 30 feet. The applicant conducted a spill light model demonstrating the affects and impacts of a 30-foot pole design and a 70-foot pole design. The area that would be most impacted by the lights would be the eastern edge because it abuts residential housing. The spill light (light escaping the site on the ground level) based on the 70-foot light pole on the east edge of the site would range from 0.1 to 1.2 foot candles with an average of 0.69 foot candles. Conversely, the 30-foot pole spill light model in the same area would range from 0.2 to 4.9 foot candles with an average of 3.08 foot candles. The other edges have adequate screening due to the topography and dense tree coverage surrounding the perimeter of the field and Renton Park to the south. While the 30-foot pole design would provide better coverage on the sport fields directly in front of the light poles, the 70-foot design provides better coverage everywhere on the playing field. The 70-foot light pole design would reduce the amount of spill light reaching the surrounding neighborhood from the allowed 30- foot light pole design by 77.3% overall and by 68.1% on east edge, which currently has a residential use. Staff has reviewed the proposal and concurs that the maximum 30-foot height requirement would place undue hardship on the proposed sports field lighting system based on the above justification. In addition, the logical and traditional installation sports field lighting exceeds the height of the residential structures. b. That the granting of the variance will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity and zone in which subject property is situated: The applicant contends that the requested increase in the maximum height permitted would not be materially detrimental to the public welfare or injurious to property or improvements in the vicinity as the proposed 70-foot lighting system would provide a safe and reasonable level of illumination for users of the sports field and limit the off -site impacts to the highest extent possible, by reducing off -site glare and light trespass. As stated above in "Consistency with Variance Criteria a.", the 70-foot light pole design would reduce the amount of spill light reaching the surrounding neighborhood from the allowed 30-foot light pole design by 77.3% overall and by 68.1% on east edge, which currently has a residential use. Note: A 30-foot light pole design would be allowed without a variance because it would meet the maximum height requirement for the R-8 zone. Lighting, Exterior Onsite requirements set in RMC 4-4-075 exempt sports field lighting from its requirements. Since the light standards would exceed the maximum building height limitations for the R-8 zone by 40 feet, the height of the light standards could have a detrimental visual impact on the surrounding neighborhood. When illuminated the lights would be visually prominent and affect views. The proposal takes advantage of the site's isolated location, change in elevation and perimeter vegetation to minimize the visual impacts. Because of the close proximity to the Lower Field, the residential neighborhood to the east would most likely be impacted by the proposal by spill and glare light emanating from the lighting system, but in-between the Lower Field and the residential neighborhood to the east, a dense tree line of deciduous trees would mitigate those impacts by providing adequate visual screening from the light and glare of the field lights. All other sides of the field would be adequately screened with existing trees except the northwest which is open to the main part of the school campus. The field has significant setback from non - school related uses on all sides except for the east due to its close proximity to the field. The setback ranges from: over 700 feet from the field to 128's Avenue SE, the closest street to the west; over 800 feet to the nearest residential house to the north; and over 400 feet to the nearest residential use to the south. The field is buffered to the west by tennis courts, a wooded area, swimming pool facility and the high school parking lot. To the north, the field is buffered by the school campus buildings, a tree line paralleling the northeast edge of the field and a soccer field. To the south lies Renton Park, a heavily forested park. The applicant proposes mitigate other off -site concerns by limiting the use of the lighting systems from one hour prior to dusk to 11 p.m. daily, maintaining the existing vegetation along the adjacent residential property lines as a natural screen, and to restrict the field surface light at IESNA Level III or 30 foot candles average. Staff has review the proposal and concurs that granting the variance would not be detrimental to the surrounding neighborhood and the 70-foot light pole design would lessen the impacts on the surrounding neighborhood than the allowed 30-foot light pole design. To ensure that the surrounding neighborhood is not impacted, Staff recommends that a condition of approval limiting the hours of operation of the lights to not extend past 11:00 p.m. c. That approval shall not constitute a grant of special privilege inconsistent with the limitation upon uses of other properties in the vicinity and zone in which the subject property is situated: This would not constitute a grant of special privilege inconsistent with the limitation upon uses of other properties in the vicinity and zone of the subject property. The applicant would not gain any special privilege by having field lights at increased heights. The 70-foot high light pole design would provide the public with better safety due to a better lighted playing surface and less light impact on the surrounding neighborhood than the conforming design of 30-foot high poles. Staff has reviewed the proposal and concurs that the 70-foot high light pole design would not constitute a grant of special privilege of increased structure height that would be inconsistent with the limitation upon uses of other properties in the vicinity and zone of the subject property because the same degree of height variance would be given to other secondary education sports fields requesting field lights within the City. Recently, a 70-foot high light pole design was approved by means of an administrative variance for Hazen High School Field and Lighting Improvements [LUA09-036]. The 70-foot high light pole design with the aggressive shielding and adjustable parabolic reflectors would provide a more evenly lit playing surface that would provide better visibility and safety for the sports field end user. The surrounding residents would also benefit from the 70-foot high light pole design because less glare and spill would occur on their property than the permitted 30-foot high light pole design. That the approval as determined by the Planning Director is a minimum variance that will accomplish the desired purpose: The applicant feels that the proposed design will achieve the best possible conditions for both the users of the Lower Field and the surrounding neighborhood by incorporating the newest technology in athletic field lighting equipment and design. By increasing the height of the light poles and using light fixtures that are aggressively visored, adjustable parabolic reflectors mounted at the optimal height to allow for a very high beam angle, which would limit off -site impacts to the highest extent possible, by reducing site glare and light trespass while maintaining a safe and reasonable level of illumination on the playing surface. Staff has reviewed the proposal and concurs that the increased height of the light poles to 70 feet would be the minimum variance necessary to accomplish the applicant's purpose to light the athletic fields. F. CONCLUSION: 1. The proposal meets all of the Development Regulations except maximum height requirements. 2. The applicant's request meets all four variance criteria. 3. The recommendation of Staff is to approve the variance requested. Staff further concludes that the proposal has less impact on the surrounding neighborhood than if the permitted 30-foot high light pole design were installed. G. DECISION: The Administrative Variance(s) for the Lindbergh High School Field and Lighting Improvements, File No. LUA09-037, V-A, is approved subject to the following condition: 1. RECONSIDERATION: Within 14 days of the effective date of decision, any party may request that a decision may be reopened by the Administrator (Decision -maker). Consistent with WAC 197-11-510, the lead agency provided opportunity for public and agency comment by mailing the MDNS notice to property owners within 300 feet of the site, mailing the MDNS notice to agencies, posting the site, and publishing the DNS notice in the Seattle Times and Seattle Post- lntelligencer. As of 5:00 PM on March 30, 2009, the comment period on the threshold determination was complete. No comments were received that would cause the School District to withdraw or modify the DNS. Therefore, the threshold determination stands as issued. Within its adopted SEPA procedures and policies, the Renton School District has elected not to provide for administrative appeal of SEPA determinations. The project is intended to improve the rellability and quality of existing High School athletic facilities. 2. The proposed use of the site as a High School is consistent with the City of Renton Comprehensive Plan designation of Residential Single Family and associated R-8 Zoning classification. High Schools are a permitted use in the R-8 Zone. 3. The site is currently operated as a High School. The surrounding properties are residential to the north, east, and west. There is a park and an elementary school to the south. 4. 1,295 cubic yards of existing sod will be stripped and exported to an offsite location to be determined by the Contractor. 965 cubic yards of site soil will be excavated from the site and regraded elsewhere on the site to develop the building pad for the proposed development. 2,495 cubic yards of engineered aggregates will imported to produce a permeable base for the development of the synthetic turf field. Construction and clearing activities may create a potential for temporary erosion, which will be addressed in accordance with mitigation measures required by City of Renton development regulations. 5. No new roads or streets, or improvements to existing roads or parking facilities are proposed as part of this project. There would be no change in the peak number of vehicle trips generated, however the improved reliability of the facility during wet weather All result in use that is more frequent. On weekday afternoons and evenings the facility may generate, through recreational scheduling, up to 40 vehicle trips over a six -hour period, generally 4pm to 10pm. Typically, 20 vehicles at a time would be on site, although for a period of time between games (7:30pm — 8:30pm) there can be 40 vehicles, generated by the field, on site. On weekends, the facility may generate twice that number over the course of the day although the peak numbers remain the same. 6. There are no sensitive areas on the site. There are engineered slopes on site that are 2h:1 v (50%). The steepest naturally occurring slopes do not exceed 15%. Proposed construction will not occur in these areas. No shorelines or wetlands exist on the site. 7. No change to utilities is anticipated. 8. The proposed project will add approximately 10,100 sf to the total impervious surface area within the project limits. The principal source of runoff for all of the proposed field and track improvements will be rainwater runoff from impervious surfaces, and to a lesser degree from pervious surfaces. There may be occasional small amounts of irrigation runoff as well. Runoff from the track will be collected in catch basins around the perimeter of the track. There will be no surface runoff from the artificial turf field inside the track; rainwater will percolate vertically through the field surface into a subsurface drainage collection system. Runoff from the west and north sides of the upper natural grass soccer/field event field will be collected in catch basins near the north end; as per existing conditions, the south and east sides will continue to discharge surface runoff via dispersed sheet flow at the edges of the field. Stormwater detention is not expected to be required. Water runoff that is collected in any of the systems described above will be tributary to an existing on -site drainage conveyance system. The Mitigated determination of Non -Significance 3113/2009 Renton School District No. 403, Lindbergh High School Athletic Field Improvements Page 2 existing drainage conveyance system flows toward the southeast comer of the school property, where it connects to a public drainage system in the neighboring subdivision. Approximately 500 feet downstream of this point of connection, the public drainage system daylights to a ditch system in the subdivision; the ditch appears to be part of a detention facility constructed in the 1970s. The outlet from the detention facility discharges to Molasses Creek, which continues to the Cedar River. Storm drainage design is per the City of Renton's drainage code. Renton has adopted the 1990 King County Surface Water Design Manual (KCSWDM) for stormwater management. In order to determine if stormwater detention is required on the site, stormwater runoff in the project area was estimated using the Santa Barbara Urban Hydrograph (SBUH) method in the computer stormwater modeling program StormShed, by Ingenious Systems. The fields' existing conditions were modeled as pervious, as were the proposed conditions. The track and other existing and proposed hard surfaces were modeled as impervious; there is a net increase in impervious area across the site. The results of the modeling indicate that the project appears to qualify for an exemption to detention requirements, per the "Negligible Peak Runoff Rate Increase" exemption defined in Section 1.2.3 of the 1990 KCSWDM. The increase in the peak runoff rate between existing and proposed conditions for the 100-yr, 24-hr design storm, is less than 0.5 cfs. 9. Construction will result in short term noise from equipment operation and general traffic, during the permitted hours of 7:00 A.M. - 8:00 P.M on weekdays and 9:00 A.M. - 6:00 P.M. on Saturdays. No appreciable long-term noise impacts are anticipated from the site improvements, as they mirror the existing use. The use of the site will continue to be for school and educational uses, as well as community use of the facilities. There will be a level of noise such as cheering associated with each of the fields during active use; however, that is the current existing use. 10. The Lindbergh High School Athletic Field Illumination Spill Lighting and Glare Analysis was prepared for the project. The new fighting system will increase the overall light and glare from the site. Lighting would be used afternoons and evenings from dusk to 11:00 PM as needed. Although the illumination system will be visible, it would not pose a safety hazard or interfere with views from off -site locations. 11. The proposal incorporates the newest technology in athletic field lighting equipment and design, tight fixtures are aggressively visored, adjustable parabolic reflectors mounted at heights that allow for a very high beam angle measured from horizontal. These factors combine to limit off site impacts to the highest extent possible. 12. The primary purpose for the improvements is to improve the condition and reliability of the school athletic facilities, for both Physical Education Programs as well as Interscholastic Athletics. After school hours and on weekends, the facility is made available for recreational use, including soccer leagues, which serve a wide variety of age groups. The proposal vastly increases the availability of the facility for recreational use by the addition of lighting and using synthetic surfaces, which reduce field preparation time and maintenance and greatly increase reliability by reducing weather sensitivity. The mitigation measures described below are recommended as conditions of project permits or approvals. This decision was made after review of a completed environmental checklist, other information on file with the Renton School District, and existing regulations, This information is available to the public on request. The responsible official finds this information reasonably sufficient to evaluate the environmental impact of this proposal. Mitigation measures The following mitigation measures will be implemented by the applicant to offset potential adverse environmental impacts: Noise. 1. Noise impacts associated with construction phases of the project will be limited in duration consistent with the City of Renton's noise regulations. 2. To mitigate general noise impacts during the construction phases, measures such as using and regularly maintaining efficient mufflers and quieting devices on all construction equipment and vehicles will be taken. Erosion. 1. As per the City of Renton Code, a Construction Stormwater Pollution Prevention Plan (CSWPPP) and Temporary Erosion and Sedimentation Control Plan (TESL) will be submitted to the City of Renton for review and implemented during the construction phases. 2. Mitigation measures, including Best Management Practices, will be implemented in accordance with these plans before and during construction. 3. In addition, all work will be implemented consistent with the recommendations of the "Subsurface Exploration Geotechdical Engineering Report," prepared by Associated Earth Sciences, Inc., dated January 28, 2009 (the "Geotechn ica I Report"). Water Quality. 1. As noted above, during construction phases, best management practices identified in the TESC and CSWPPP will be implemented. 2. The Development Regulations are available for purchase for $50.00 plus tax, from the Finance Division on the first floor of City Hall or on the City's website www.rentonwa.gov Project Proposal: The applicant proposes to renovate an existing high school football field/track facility, and existing soccer field, in addition to new athletic field lightning to be used by the football/track facilities. The project site is located south of the school's main buildings; spanning three parcels on two elevation levels and has an approximated area of 5.04-acres. Currently, the site's configuration includes a soccer field on the upper field and a football field surrounded by a track on the lower field. The upper field proposal would renovate the soccer field and install new shot put, javelin, and discus areas, as well as a new pedestrian pathway that would connect the upper field with the main school buildings. The lower field proposal would replace an existing cinder running track and a separate aging natural grass field with a rubberized running track surface and a synthetic turf athletic field. The lower field would also install bleachers at the middle of the field and a new lighting system around the perimeter of the track. The proposal intends to improve the reliability and quality of the existing facilities. The applicants propose 975 cubic yards of existing sod would be stripped and exported to a site yet to be determined and 965 cubic yards of existing site soil would be excavated from the site and re -graded elsewhere on the site. The project proposes to import 2,500 cubic yards of engineered aggregate fill to create a permeable base for the development of the synthetic turf field. The proposal would increase the site's impervious surfaces from 48,657 square feet (22.1%) to 58,794 square feet (26.8%). Stormwater detention is not proposed. The site has a pedestrian path linking the two fields, which are separated by dense group of evergreen trees. The upper field is framed by deciduous trees to the north, south, and east, which buffer the school grounds from the residential neighborhood to the east. Trees on all sides screen the lower field, except on the north side. Access to the site is provided via pedestrian connections from the school campus to the west and a pedestrian connection to the lower field from 132°d Place SE. The site has a seismic hazard area located in the lower eastside of the site of the soccer field and there are regulated slopes paralleling the soccer field to the east. The Renton School District will be conducting its own SEPA Review. Zoning/Density Requirements: The subject property is located within the R-8 zoning designation. Development Standards: The project would be subject to RMC 4-2-110A, "Development Standards for Residential Zoning Designations" effective at the time of complete application (noted as "R-8 standards" herein). A copy of these standards is included within packet provided to applicant. Building Standards — The R-8 zone allows a maximum building height of 30 feet for primary structures and 15 feet for accessory structures. Heights were not given for the bleachers — they would have to meet the maximum building height requirements for primary structures. The proposed height far the light standards would be 80 feet in height. This height would exceed the maximum height requirements for primary structures, therefore a height variance would be needed to submitted and approved to allow the light standards above 30 feet. Setbacks — Setbacks are the minimum required distance between the building footprint and the property line or private access easement. The required setbacks in the R-8 zone are 15 feet in front for the primary structure; 20 feet in the rear; 5 feet for interior side yards; and 15 feet for side yards along streets (including access easements) for the primary structure. The proposed site (the high school) has street frontages along 12e Avenue SE to the west and SE 1 b4`h Street to the north, which would require a 15 foot setback from the property lines. There is more than adequate space to meet the setback requirements for the R-8 zoning designation. Landscaping: No landscaping was proposed and none is required for this maintenance proposal. No significant trees or masses of vegetation are planned for removal. No land is planned to be dedicated to the City as part of this proposal. During construction, there may be a small temporary storage trailer parked on the project site, at the Contractors option. The project site is not located within 100' of a known wetland or stream, nor is it located within 200' of a named river or creek. PROJECT PROPOSAL The existing Lindbergh High School grounds include a series of athletic fields which includes a football field surrounded by a cinder running track, a baseball field, a softball field, and a soccer / utility field. All of the fields are natural grass and all are irrigated. All but the utility field have formal drainage systems. The current proposal includes renovations and improvements at the football field/ track ("The Lower Field"), and the soccer / utility field ("The Upper Field"), including minor reprogramming of activities to better accommodate the Schools needs. The Lower Field This field currently supports the Lindbergh High School Football program (all levels) for practice only, as well as some degree of community -based recreational youth football. Some soccer practice also takes place here. The track and field programs are all run here. The existing natural grass field surface includes a subsurface drainage system which is connected to perimeter catch basins that also serve to collect runoff from the cinder track surface. Stormwater from elsewhere on site also passes through this system. More detail is provided in the preliminary stormwater TIR. The proposal seeks to replace the cinder track with a more durable asphalt base with resilient rubberized surfacing, replace the existing natural grass with infilled synthetic turf, and add a field lighting system. This is proposed to be accomplished through a wholesale excavation of the existing surfaces to approximately 1' below existing finished grade and import of a new aggregate base. The design process has led to the re- arrangement of the field event activities that are already in place, i.e., shot put, discus, and javelin ("throwing events"), which will be moved to the upper field, and long -triple jump, pole vault, and high jump ("jumping events"), which will remain at the lower field. The drainage of the track jumping event surfaces will be accommodated in two ways; the track will be an impervious rubberized surfacing system installed over standard asphalt paving which sheet -flows to a swale and catch basin system that is piped to the existing conveyance. The pole vault runway and high jump area (collectively referred to as the "D Area"), and the long/triple jump runways will be a permeable rubberized system installed over a permeable aggregate base which drains to a subsurface drainage system of 4" perforated corrugated drainage tubing spaced 15' on center, also discharging to the existing conveyance. The synthetic turf field will be constructed similarly. Bleacher seating for approximately 140 will also be provided. The Upper Field Currently the existing natural grass upper field is used exclusively for soccer practice. The existing field will remain, although the overall size will be reduced to accommodate new javelin, discus, and shot put facilities. New asphalt paving will provide access to and around these improvements. Earthwork & Grading 945 cubic yards of existing sod will be stripped and exported from the site to a location to be determined by the Contractor. 845 cubic yards of existing site soil will be excavated form the site and regraded elsewhere on the site to create the building pad for the improvements. 2,740 cubic yards of engineered aggregate fills will be imported to produce a permeable base for the development of the synthetic turf field. Within the 219,683sf proposed limit of disturbance, 48,657sf or 22.1 % of the surface is currently impervious. The proposal increases impervious surface to 58,794sf or 26.8%. The proposal increases impervious surfaces within the limit of disturbance by approximately 10,100sf. The principal source of runoff for all of the proposed field and track improvements will be rainwater runoff from impervious surfaces, and to a lesser degree from pervious surfaces. There may be occasional small amounts of irrigation runoff as well. Runoff from the track will be collected in catch basins around the perimeter of the track. There will be no surface runoff from the artificial turf field inside the track; rainwater will percolate vertically through the field surface into a sub -surface drainage collection system. Runoff from the west and north sides of the upper natural grass soccer/field event field will be collected in catch basins near the north end; as per existing conditions, the south and east sides will continue to discharge surface runoff via dispersed sheet flow at the edges of the field. Stormwater detention is not expected to be required. Water runoff that is collected in any of the systems described above will be tributary to an existing on -site drainage conveyance system. The existing drainage conveyance system flows toward the southeast corner of the school property, where it connects to a public drainage system in the neighboring subdivision. Approximately 500 feet downstream of this point of connection, the public drainage system daylights to a ditch system in the subdivision; the ditch appears to be part of a detention facility constructed in the 1970s. The outlet from the detention facility discharges to Molasses Creek, which continues to the Cedar River. Storm drainage design is per the City of Renton's drainage code. Renton has adopted the 1990 King County Surface Water Design Manual (KCSWDM) for stormwater management. In order to determine if stormwater detention is required on the site, stormwater runoff in the project area was estimated using the Santa Barbara Urban Hydrograph (SBUH) method in the computer stormwater modeling program StormShed, by Engenious Systems. The fields' existing conditions were modeled as pervious, as were the proposed conditions. The track and other existing and proposed hard surfaces were modeled as impervious; there is a net increase in impervious area across the site. The results of the modeling indicate that the project appears to qualify for an exemption to detention requirements, per the "Negligible Peak Runoff Rate Increase" exemption defined in Section 1.2.3 of the 1990 KCSWDM. Athletic Field Lighting The proposal incorporates the newest technology in athletic field lighting equipment and design. Light fixtures are aggressively visored, adjustable parabolic reflectors mounted at heights that allow for a very high beam angle measured from horizontal. These factors combine to limit off -site impacts to the highest extent possible. Refer to the attached Athletic Field Illumination Spill Lighting and Glare Analysis. Additional information about the proposed lighting design, equipment, and operation is provided with the Variance Justification Letter and the supplementary Athletic Field Illumination Spill Lighting and Glare Analysis. In an effort to provide reliable, equitable access to District facilities for both school and community purposes, the District proposes not only the installation of an infilled, synthetic turf athletic field surface but new field lighting as well. The combination of these two improvements is expected to increase availability of the facility by 50% or more by eliminating "rain outs" and extended hours of use into the evening hours. By not permitting the District to exceed the 30' height restriction of the underlying land use zone (R-8) at Hazen High School, the City effectively limits the level of athletic and recreational activity that the school district can provide. This is clearly not the intention of the standard. The only reasonable way to achieve the needs of the District and Community are by lighting the athletic fields and it has been demonstrated time and again that installing luminairs on poles of insufficient height results in excessive obtrusive light effects, i.e., trespass and glare. To achieve the best possible conditions for both users and adjacent property owners, the proposal incorporates the newest technology in athletic field lighting equipment and design. Light fixtures are aggressively visored, adjustable parabolic reflectors mounted at heights that allow for a very high beam angle measured from horizontal. These factors combine to limit off -site impacts to the highest extent possible, by reducing off site glare and light trespass while maintaining a safe and reasonable level of illumination on the playing surface. The District would stand to gain nothing by proposing unnecessarily tall poles, in fact they would only incur additional cost. They have been through a thorough design process which has resulted in the proposal as it is submitted. It can be demonstrated that, for athletic fields of adequate size for community soccer and high school football (the larger of the necessary existing uses), pole heights of less than the proposed Page 1 of 2 Q.A. Shallower beam angle from the source results in farther projection of the beam; typically well beyond the property line (light trespass). • Shallower beam angle from the source results in a greater perception of glare, from the ground, from well beyond the intended lighting target. Shallower beam angle results in wider distribution of the light generated, resulting in poor illumination uniformity on the field of play, or "hot spots', "cold spots", and intense glare which can affect vision under game conditions and create potentially dangerous conditions. All of the obtrusive lighting conditions described above are also indicative of poor energy efficiency. Proposed Mitigation The proposal intends to light the field surface at IESNA Level III or 30fc average maintained. The District intends to place the following self-imposed limits as mitigation against obtrusive light and extended hours of anticipated noise and traffic; • Provide the largest fixture visors available. • Utilize only high efficiency flood lights. Limit use of the lighting system as follows; one hour prior to dusk to 11 pm daily. Maintain existing vegetation along the adjacent residential property lines as a natural visual screen. The District believes that, as proposed, the project is neither materially detrimental to the public welfare nor injurious to the property or improvements in the vicinity. Rather, the District presents the project as a net fit to the community. Hogan & Associates, Inc, (206) 285-0400 Tel 119 First Avenue S., Suite 110 (206) 285-0480 Fax Seattle, WA 98104 www.dahogan.com LINDBERGH HIGH SCHOOL ATHLETIC FIELD ILLUMINATION SPILL LIGHTING AND GLARE ANALYSIS Proposal A new athletic field lighting system is to be provided in conjunction with the rehabilitation of the athletic field_ The design level for the field lighting will be maintained at a Gass III level of play per the Illuminating Engineering Society of North America Recommended Practice RP-8. The footballlsoccer field will be lighted to an average maintained lighting level of 30 foot-candles. The lighting system is designed using a .80 design factor to achieve the initial lighting levels. Equipment The proposed lighting for the field will consist of 44 1500 watt shielded floodlights. The floodlights will be mounted on 6 galvanized steel poles with three on each side of the field. The poles will be installed as close to the field as possible so as to not compromise the safety of the players and to allow for pedestrian access. The proposed floodlights utilize the latest technology in reflector and shielding design for the parabolic optical system. The reflector and lamp design utilized produces more light in the lower portion of the beam as compared to older conventional floodlights. More light is delivered to the field reducing the amount of light transmitted off site and into the atmosphere. The floodlights will utilize an external visor mounted to the top of the floodlight. The visor will extend away from the top of the reflector a minimum of twelve inches. The full length of the external visor will wrap a minimum of 170 degrees of the upper hemisphere of the floodlight. The visor also wraps around the sides of the floodlight and extends into the lower hemisphere of the reflector. The visor is intended to reduce glare by minimizing direct view of the bulb and reflector from off site locations. Analysis To direct the floodlights down to the athletic field and away from adjacent lots; a mounting height of 80 feet is required. This height is typical for this type of application which allows for greater effectiveness of the external shielding on the floodlights used to light the field. The proposed mounting heights are designed to industry standards that mitigate the problems of glare, off site visibility and light trespass. Spill Light The 80 foot mounting height increases the angle of aiming below the horizontal level for the floodlights. At a mounting height of 30 feet this project would require aiming angles of 10.3 degrees (worst case) and 25.5 degrees (best case) below the horizontal plane of the floodlight. The increased mounting heights will provide for aiming angles of 28.5 degrees (worst case) and 56.3 degrees (best case) below the horizontal plane of the floodlight (See attachment A, Floodlight Aiming Angles). The use of steeper aiming angles allow for less direct light to be delivered beyond the boundaries of the playing the surface. The external shielding blocks more direct light and more light is delivered to the field with the use of increased mounting heights. The proposed taller mounting heights are typical for this application and similar to many existing installations throughout the City. The use of shorter mounting heights is typical to the lighting of driving ranges which requires that light is delivered over hundreds of feet down the range to light the back of a golf ball to distances of over 300 feet. The vertical spill light has been calculated along the adjacent property lines. The values are calculated at the 30 foot mounting height and at the taller mounting heights as a demonstration of the reduction in spill light (See permit drawings SPL1 & SPL2). These calculations are based on an observer at a viewing height of 5 feet along that line. The readings are in foot-candles looking into the site as noted on the drawings. The calculated light readings do not account for the existing structures, trees and vegetation on site that will provide screening that reduces spill light at the property lines. The calculated light readings also do not account for the dense vegetation and tall trees that will block the majority of the spill light from leaving the site. The calculated spill light readings also do not account for any grade changes as the calculations have been made at the same elevation of the athletic field. At a mounting height of 80 feet the amount of measurable light delivered at the property lines is a maximum of 1.4 foot-candles. At a mounting height of 30 feet the amount of measurable light delivered at the property lines is a maximum of 6.0 foot-candles. The increased mounting height will reduce the maximum spill light by approximately 76% along the adjacent property lines. Glare The amount of glare that is present correlates directly to how much of the floodlight lamp and reflector can be observed_ it is a good lighting practice to have floodlight luminaires directed as far down as practical to reduce the amount of glare for the users of the field and that is visible from off site locations. To reduce the amount of glare the floodlights will need to be mounted higher than 30 feet. At a height of 30' the visibility of the high wattage lamps and reflectors from the adjacent properties is excessive. With the increased mounting heights floodlights will have steeper aiming angles resulting in more effective use of the external shields. A smaller portion of the floodlight reflectors and lamps will be visible from off site with the increased height. The increased mounting heights for the athletic field lighting poles will decrease the amount of glare visible from off site locations. The use of the latest generation of shielded floodlights will dramatically reduce the amount of visible glare compared to unshielded lighting systems. Controls The new athletic field lighting system will be connected to a state of the art lighting control system. The control system is fully programmable and operated via cellular phone service. There will be separate switches installed to manually operate the lights at the site if necessary. The athletic field lights will be on a separate lighting zone with a separate switch.
