ART 6 - MAINTENANCE AND CONTIr1rNCY SIGNIFICANT TREE RETENTION NOTES
Note: If street tree'e to be planted also qualify for otgnificant tree's
then the street tree maintenance and monitoring process shall be used.
Maintenance will be performed twice per year to addroaa any
conditions that could jeopardize the success of the mitigation area,
Established performance 'standards for the project will be compared to
the monitoring results to judge the success of the mitigation project. If
there is a significant problem with achieving the performance standards,
the bored holder shall work with KC ODES to develop a contingency
plan. Contingency plane can include, but are not limited to: regrading,
additional plant installation, erosion control, mediations to hydrology,
and plan substitutions of type, size, quantity and loca Lion, Such
contingency plan shall be submitted to the KC DDEv Inspector by
December 31 of any year when deficiencies are discovered. Contingency
will include many of the Items listed below and would be implemented if
the performance standards are not met. Maintenance and remedial action
on the site will be implemented immediately upon completion of the
monitoring event (unless otherwise specifically indicated below).
During year one, two and three replace all dead plant material.
Water all plantings at a rate of 1" of water at least every week
between June 15-5eptember 15 during the first year after installation, and
for the first year after any replacement plantings (C 4 M).
Replace dead plants with the same species or a substitute species
that meets the goal and objectives of the enhancement plan, subject to
KC DOES approval.
• Re -plant area after reason for Failure has been identified (e.g.
moisture rergime, poor plant stock disease, shade/sun conditions, wildlife
damage, etc).
• Remove / control weedy or exotic invasive plants (ee. 5cot's
Broom, reed canary grass, Pimalayan Blackberry, purple, looeatrife, etc,)
by manual or chemical means as approved by KC DOES, Use of
herbicides or pesticides within the mitigation area would only be
implemeented if other measures failed or were considered unlikely to be.
successful, and would require KC DDES approval. Trees and shrubs
should be weeded to the dripline and mulched to a depth of 3 inches.
All non-native vegetation must be removed and dumped off site at an
approved location.
• Clean-up trash and other debris.
$ Selectively prurie woody plants to thin and remove dead or
diseased portion of trees.
PANT 1 - PERFORMANCE BONDS
• To assure the success of the mitigation, a performance bond will be
posted with KC DOES by the Developer at the time of plat approval
for the cost of implementing the mitigation plan to be moriltored for
three (3) years. It will be the Developer / permittee re eponslbilfty to
request a final inspection at the end of the three (3) year rnonftoring
period and to release the posted beynd. The bond quaritfty calculation
form for both existing significant trees and trees to be planted shall be
completed and submittedci to DOES Sites Development Services prior to
approval of the Significant Tree Retention Plan (the bond form will be
provided by the SDS Forester at the time, of the Significant Tree
Retention plan review stage) The actual bond will need to be submitted
to DOES prior to project acceptance, for field inspection by the Land
Use Inspection Unit
SIGNIFICANT TJy. RETENTION NOTES: KG 21A3823fI (60-220)
f Pursuant to KCC 16.82.156 an approved Significant Tree retention Plan is
required for the property as described on file with King County Department and
Development and Environmental Services (DOES) records Center, on sheet 1 of
the approved engineering plans Number 1_05POOO5, and Activfty Number
1_055R054. Lots 1,6,1,S,Im,11,12,14,15,19,20,21,22,30,34,42,43,44,45,46,48,49, and Tract 8
within this plat contain trees the must be retained per said approved Tree
Retention Plan. Any proposed clearing, grading or construction activities that
will (or may) impact a significant tree within said lots must be reviewed and
approved by Kind County DOES Land Use Services Division and / or successor,
for compliance with said Tree Reteention Plan. The current landowner and future
landowners shall maintain and protect said trees and secure permits as required
to perform any maintenance and / or related activity such as hazard tree
rtsmediation,
$ The permit applicant shall determine that the final tree retention plan does
not include significant trees unable to survive more than ten years after the date
of project completion.
S 51gnificant Tree Protection:
1. Prior to any clearing all trees to be retained shall be flagged.
2. Prior to grading and throughout construction, a temporary chainlinls,
wire or plastic net fence shall be used to identify the protected are
(drip line) of any alcinificant tree designated for retention. The: height
of such fencing shah be adjusted according to the topographic and
vegetative conditions of the site to provide clear visual delineation
of the protected area. The size of the protected area around the
tree shall be equal to one foot diameter for each inch of tree trunk
diameter measured four feet above the ground or at drip line of the
tree.
At no time during and after construction shall the Following be permitted
within the significant tree protection area: (a) impervious surfaces, fill,
excavation, or storage of construction materials (b) grade level changes,
except to limited circumstances where proposed improvement using permeable
materials are determined by an arborist to be non -detrimental to the trees root
III.
$ 5ignfficant Tree Maintenance:
(a) All significant trees shall be maintained for the life of the project
including monitoring.
(b) All significant trees shall be pruned and trimmed as necessary to
maintain a healthy growing condition or the prevent primary limb failure.
This requirement shall not be interpreted to allow:
(U topping of primary stems
(2) pruning that results in the loss of 20 percent of vegetative mass
(3) cutting of major roots, except in preparation for transplantation
or as deemed necessary and / or acceptable by a ceertified
arborist.
(4) With the exception of dead, diseased or damaged trees
specifically retained to provide wildlife habitats other dread,
diseased, damaged or stolen planting shall be replaced
immediately or the next planting season If the loss does not occur
in a planting season.
m
A "significant tree" is defined as an existing healthy tree that is not a hazard
tree (le. a tree that does not have a high propability of imminently Falling due to
w,debllftating disease or structural defect) and that, when measured Four and one
half Feet above grade, has a minimum diameter of:
1. 8" for evergreen trees, or
2. 12" For deciduous trees.
ifgnificant trees located in the interior of the development proposal, including
sensitive areas and their buffers, shall be retained in the residential subdivision
at the rate of 10 trees per acre or five percent of such tree-gi, whichever is
greater.
A significant tree may be credited as two trees when 1t mesti5 one or more of the
Fallowing characterists:
i, The tree la 15 inches or greater in diameter
11. The tree is located in a grouping of at least five tress with
canopies that touch or overlap
Ill. The. tree provides energy savings through winter wind protection or
summer shading as a result of its location relative to buildings
iv, The tree belongs to a unique or unusual species.
Flan modifications and tree replacement are permitted as follows:
a1 Any significant tree in the interior may be replaced by another significant tree:
in the interior.
b. If the required number of significant trees cannot be retained, then
non -significant sized trees may be retained or new trees may be planted to meet
t're significant tree requirements as follows, providesd that the reason for the
)urpose of this subsection, the significant tree to be replaced by the new or
e:xleting replacement tree Is assigned a diameter of 12 inches:
1. When using replacement trees measuring three inches In diameter or
greater (as measured by caliper), one-half inch diameter of replacement tree
"ll be provided for every one inch diameter of significant tree to be
rep laced and
iL When using replacement trees measuring less than three, inches in diameter,
cne inch diameter of replacement tree shall be provided for every one inch
diameter of algnificant tree to be rapiaceci.
