COUNCIL CONCUR Jason Seth Sandi Weir AGENDA 7.b) CONSENT AB - 2330 City Clerk reported bid opening on February 6, 2019 COUNCIL CONCUR Jason Seth Ken Sriofung AGENDA for the 2019 Stormwater Facility Fencing Project, and submitted Ron Straka the staff recommendation to award the contract to the lowest Melissa Crawford responsible and responsive bidder, K-A General Construction Li Li -Wong Contractor, LLC, in the amount of $175,997.92. 7.c) CONSENT AB - 2325 Administrative Services Department recommended COUNCIL CONCUR Jamie Thomas Chris Seese AGENDA approval of a resolution identifying the true and actual costs to provide municipal services to the Benson Hill Annexation area for the State's fiscal year ending June 30, 2018. 7.d) CONSENT AB - 2331 Community & Economic Development Department REFER TO FINANCE Mark Santos- Judith Subia AGENDA recommended approval of the South King Housing and COMMITTEE Johnson Homelessness Partners (SKHHP) interlocal agreement between the cities of Auburn, Burien, Covington, Des Moines, Federal Way, Kent, Normandy Park, Tukwila, and King County (participating jurisdictions) which sets forth the purpose, structure, authority, responsibility, and other elements of the SKHHP, as well as the rights and responsibilities of the participating jurisdictions. 7.e) CONSENT AB - 2332 Community & Economic Development Department REFER TO FINANCE Mark Santos- Judith Subia AGENDA recommended approval of an addendum to the interlocal COMMITTEE Johnson Cindy Moya agreement with the Renton Regional Fire Authority, which authorizes fire impact fees to be included among the fees which Council may waive for eligible affordable housing projects. 7.f) CONSENT AB - 2328 Community Services Department recommended COUNCIL CONCUR Jeannie Gabriel Carrie Nass AGENDA waiving park, shelter rental, parking garage pass, and permit fees in the total amount of $16,450 for community events scheduled in 2019. 7.g) CONSENT AB - 2326 Community Services Department requested REFER TO FINANCE Carrie Nass Maryjane Van AGENDA authorization to increase a 0.50 FTE (Full -Time Equivalent) COMMITTEE Cleave Program Assistant position in the Recreation and Neighborhood Cailin Hunsaker Division to 0.75 FTE, in order to more effectively focus on Marc Gordon marketing, website, and event support. Kim Gilman 7.h) CONSENT AB - 2204 Executive Department recommended approval of a REFER TO FINANCE Robert Shane Moloney AGENDA five-year agreement with Valley Defenders, PLLC, in the amount COMMITTEE Harrison Bonnie Woodrow of $765,000 per year, for public defense services. April Alexander Sandi Weir 7.i) CONSENT AB - 2327 Public Works Administration requested authorization COUNCIL CONCUR Ron Kahler Ed VanValey AGENDA to purchase 32 vehicles using State bid contract number 05916, Mike Stenhouse in the total amount of $2,015,469.04. The funding for the Jamie Thomas purchase of 26 of the vehicles was approved on November 13, Jeff Hardin 2017, and the funding for the other six vehicles was approved Hai Nguyen November 5, 2018. 7.j) CONSENT AB - 2306 Transportation Systems Division recommended REFER TO Jim Seitz Kelsey Marshall AGENDA approval of GCB 2433 Design -Build Coordinator Agreement, TRANSPORTATION Cindy Moya with the Washington State Department of Transportation, in (AVIATION) order to reimburse the City in an amount up to $240,000 to act COMMITTEE as City project coordinator for the 1-405 Renton to Bellevue Widening and Express Toll Lanes project. 7.k) CONSENT AB - 2307 Transportation Systems Division recommended REFER TO Jim Seitz Kelsey Marshall AGENDA approval of GCB 2476 Design -Build Cooperative Agreement, TRANSPORTATION Cindy Moya with the Washington State Department of Transportation, with (AVIATION) no direct fiscal impact, for design and construction of the 1-405 COMMITTEE Renton to Bellevue Widening and Express Toll Lanes project. 7.1) CONSENT AB - 2329 Utility Systems Division recommended approval to REFER TO FINANCE John Hobson Melissa Crawford AGENDA execute Change Order No. 5 to CAG-17-174, contractor Laser COMMITTEE Cindy Myoa Underground & Earthworks, Inc., in the amount of $1,031,259.85, for roadway restoration of all roads within the Renton Hill Utility Replacement Project area. 8.a) UNFINISHED Planning & Development Committee Chair Prince presented a COUNCIL CONCUR April Alexander Angie Mathias BUSINESS report concurring in the staff recommendation to confirm IN THE COMMITTEE Paul Hintz Mayor Law's appointment of Mr. Martin Dawood to the RECOMMENDATION Judith Subia Benson Hill Community Plan Advisory Board for an Jason Seth unexpired term expiring on 8/1/20. Li Li -Wong 9.a) Resolution: Resolution No. 4371: A resolution was read reporting the net costs of providing municipal services to an annexation area in support of a sales and use tax authorized by RCW 82.14.415 as a credit against state sales and use tax. COUNCIL ADOPT THE RESOLUTION AS READ Jamie Thomas Sandi Weir 9.b) Ordinances for Ordinance No. 5922: An ordinance was read amending COUNCIL ADOPT Paul Hintz Angie Mathias second and final Maximum Building Height for vertically mixed -use buildings in THE ORDINANCE AS Judith Subia reading: the CA (Commercial Arterial) zoning designation in Subsection 4- READ. ROLL CALL: Cindy Moya 2-120.A of the Renton Municipal Code, and providing for ALL AYES severability and establishing an effective date. 9.c) Ordinances for Ordinance No. 5913: An ordinance was read adding Section 4-5- COUNCIL ADOPT Chip Vincent Jan Hawn second and final 125 to the Renton Municipal Code to create a residential rental THE ORDINANCE AS Judith Subia reading: registration and inspection program, amending Subsections 5-5- READ. ROLL CALL: Cindy Moya 3.A and 5-5-3.13 of the Renton Municipal Code to create ALL AYES exemptions from general business licensing registration and fee requirements, and providing for severability and establishing an effective date.
