DESCRIPTION: The applicant is requesting an Administrative Tier 1 Temporary Use Permit in
order to construct five model homes on future lots created as part of the
Alpine Nursery (aka Cedarcroft) subdivision (LUA15-000018) prior to the
recording of the plat (Exhibit 1). Code Interpretation CI-83 allows for the
construction of the lesser of 5 model homes or 20% of the total number of lots
with a Tier 1 Temporary Use Permit. The subdivision of the site would result in
27 lots used for the eventual development of single family residences; with
three (3) tracts for tree retention, open space and drainage. Twenty percent of
the 27 lots would amount to 5.4 lots, which rounds down to five (5) maximum
allowed model homes pursuant to RMC 4-9-240D.1. Therefore, the applicant is
limited to the construction of 5 model homes. The model homes are proposed
on future lots 9, 15, 25, 26 and 27 of the Alpine Nursery (aka Cedarcroft)
Subdivision (Exhibit 2). Access to the lots would be gained from 161st Ave SE
via a new internal public street (160th Court SE).
The Temporary Use Permit is hereby Approved with Conditions* and subject to the following conditions:
*CONDITIONS OF APPROVAL:
1. All model homes shall be connected to water, sewer, and storm before building permits are final.
2. Only five total single family building permits shall be issued for Alpine Nursery (aka Cedarcroft)
subdivision prior to recording of the final short plat.

3. The proposed lot lines for the model homes (Lots 9, 15, 25, 26, and 27) shall be staked and strung to
ensure proper assessment of setbacks prior to construction of model homes.
4. Applicant shall provide approved access and fire hydrants prior to construction of model homes.
Identification of such access and hydrants shall be provided with the building permit application for
review and approval by the Planning Division Project Manager and the Fire Plans Reviewer.
5. The applicant shall make an intake appointment with a Permit Technician in the Building Department
for official submittal of each model home building permit.

RECONSIDERATION: Within 14 days of the decision date, any party may request that the decision be
reopened by the approval body. The approval body may modify his decision if material evidence not
readily discoverable prior to the original decision is found or if he finds there was misrepresentation or
fact. After review of the Reconsideration request, if the approval body finds sufficient evidence to
amend the original decision, there will be no further extension of the appeal period. Any person
wishing to take further action must file a formal appeal within the 14-day appeal time frame.
APPEALS: Appeals of the permit issuance must be filed in writing on or before 5:00 p.m. on May 19,
2017. Appeals must be filed in writing together with the required fee with Hearing Examiner c/o City
Clerk, City of Renton, 1055 S Grady Way, Renton, WA, 98057. Appeals to the Examiner are governed by
City of Renton Municipal Code Section 4-5-110. Additional information regarding the appeal process
may be obtained from the Renton City Clerk's Office, 425-430-6510.
EXPIRATION: A Temporary Use Permit is valid for up to one year from the effective date of the permit,
unless the Community & Economic Development Administrator or designee establishes a shorter time
frame or an applicant can request that a permit be valid beyond the one year expiration, for up to five
years at the time of application or prior to permit expiration.
EXTENSIONS: Extension requests do not require additional fees and shall be requested in writing prior
to permit expiration to the Department of Community & Economic Development Administrator.
