Reason for Change:
The project is located within the lower May Creek basin, an area zoned as resource
conservation. The property adjacent to the bridge is part of a regional park.The existing
vegetation is a combination of native plant species and invasive plant species(e.g.Japanese
Knotweed, Himalayan Blackberry, Reed Canarygrass).These invasive plant species are found
throughout the lower May Creek basin. In order to construct the project,trees within the
construction limits have to be removed.The trees are pioneer species such as Alder, Big Leaf
Maple and Cottonwood. Once removed,the over story is reduced.This will allow more sunlight
into the cleared areas which will potentially allow invasive species to reestablish.To combat
this, the project included planting Western Red Cedar trees and other native plants in the
cleared areas.
There are established Western Red Cedar trees in the lower May Creek basin where invasive
species are not found under the canopy.A dense population of Western Red Cedar Trees is
viewed as one way to hinder the spread of invasive species. Additionally, in 2001 the City
adopted the May Creek Basin Action Plan.The action plan identified projects to implement
along May Creek to reduce flooding and/or restore and preserve salmon habitat. Reforestation
of the lower May Creek basin with high levels of conifers was recommended in the action plan.
A handful of native shrubs were included in the project to fill in those areas where large
conifers are not feasible, most notably under existing overhead power lines.
Except for the Western Red Cedar trees,all plants included in the original contract were to be a
minimum size of 5 gallons.These plant sizes were chosen with the idea that they were more
likely to limit, if not prevent, invasive species from invading cleared areas. However, more
mature plants(i.e. larger plant size)can have a difficult time adapting to new environments and
soil conditions when planted.They require more water and watering for a longer duration for
establishment.Younger plants(i.e. smaller plant size)typically have a lower mortality rate from
transplantation than more mature plants. Regarding the Western Red Cedar tree size,the City
has had success in the past in planting this size of tree in the lower May Creek basin.
At the conclusion of major construction activities,the City reevaluated the cleared areas and
determined that additional Western Red Cedar trees were required.This City also determined
that increasing the number and variety of native plants would increase the density and diversity
of plants.This would benefit the restored areas and potentially deter invasive species from
reestablishing. As a result,the City decided to replace the 5 gallon size native plants with 1
gallon sizes.The landscaper proposed and the City agreed to replace one 5 gallon size plant at a
bid price of$20 per each,with two 1 gallon size plants. Based on availability, several varieties of
native plants were discussed and decided upon. As a result,the variety and quantity of native
plants increased significantly.

The original plan included a quantity of 42 native trees(28 Western Red Cedars and 14 Vine
Maples) and 25 native shrubs(5 Mock Orange,5 Red Elderberry, 5 Red Flowering Currant, 5
Thimbleberry, 5 Salmonberry)a total of 67 plants.With this change,the quantity of native trees
increased to 62 (35 Western Red Cedars, 27 Vine Maples)and the quantity of native shrubs
increased to 205(20 Mock Orange,20 Red Elderberry, 20 Red Flowering Currant,5 Twinberry,
20 Salmonberry, 20 Pacific Nine Bark, 30 Snowberry, 30 Serviceberry,40 Sword Fern) a total of
267 plants.This significantly increases the density and diversity of the native plants.
Since the existing native soil is sufficient for planting and plant establishment for native species
of plants,Topsoil Type A was removed from the contract and replaced with fine compost as a
soil amendment.

Equitable Adjustment:
This Change Order does not include an equitable adjustment for any of the bid items deleted or
added to the contract by this change order. Prior to the Work, the City and Contractor agreed
to replace and/or add plants using the unit prices listed in the attached estimate.
Sections 1-04.4 and 1-04.5 of the 2016 WSDOT/APWA Standard Specifications shall govern
this Change Order. The Work of the referenced Contract is modified to include the changes
detailed herein.The payment provided for herein shall constitute the complete and final
settlement for all costs of labor,equipment, materials,overhead, profit, permit fees,and all
other claims that may be made by the Contractor as a result of this change.
