He reminded Council that a letter had been sent asking the Commission not to recommend adoption of the split-east turn because it would bring more air traffic over the north end of Renton and Newcastle. Mr.Clawson reported that the Port Commission recommended retention of the existing flight patterns. Development Services:201 Responding to Councilman Persson, City Attorney Larry Warren updated Meadow Ave N Building Council on the 201 Meadow Ave.N. building matter. He said that staff Renovation declared it a dangerous building,and the decision was appealed to the Hearing Examiner. Before the matter was heard, the owners requested more time to prepare the necessary plans in order for the building to be renovated instead of torn down. Reporting that the plans were submitted to the City,Mr. Warren said once the plans are approved,the next step will be the permitting process. Planning& Development Planning &Development Committee Chair Keolker-Wheeler presented a report Committee regarding the temporary sign code. The Committee recommended approval of Development Services: the proposed amendments to the sign code establishing display periods for Temporary Signs for Special, event and grand opening signage citywide and within the Automall, and tents providing housekeeping amendments. Planning: Sign Code Revisions accordance with local and State laws,Mayor Tanner opened the public hearing (Grand Opening,Temporary& to consider revisions to the Sign Code for grand opening,temporary and Political) political signs. Rebecca Lind,Principal Planner, explained that the proposed amendments would accomplish several things. First, they would expand the display period frequency of existing signs and displays. They would also increase the size and number of existing signs per display period,as well as expand the allowable types of temporary signage and advertising displays. Additionally,they would provide for increased flexibility relating to temporary signage in the Automall, which has unique marketing needs. Finally,the amendments address how long individual display periods should be,how many should be allowed per year, and what should be the separation time between display periods. The changes,which are proposed in response to complaints that the existing Code is too restrictive for temporary signs,would replace the current. "temporary signs"designation with a new"special event signage"category. Ms. Lind explained that businesses have asked the City to increase the number of special event promotions allowed annually,and provide for more flexibility in the types of advertising allowed. Specifically,businesses would be able to match signage to promotion periods by using unlimited numbers of signs and advertising devices. One permit would be required for all the types of signs used. Some of the advertising devices that could be used would be: banners, a flag, inflatable statuary,pennants and streamers,rigid portable signs, searchlights, and wind-animated objects. Signage could be used for special events lasting 60, 90 or 120 days, depending on the final regulations adopted by Council. The length of each promotion period would be limited to either.10, 15 or 30 days. The number of promotions allowed each year would be four or six. Finally, the proposed separation period between promotions would be 15 or 30 days. Ms. Lind said for grand openings,the recommendation is that the celebration period be expanded from 10 to 30 days. Grand opening events could have the same sign types as special event signage. Again, a single permit would be required. As far as the Automall, auto dealers requested additional temporary signage to allow them to satisfy corporate requirements for promotions and temporary banners. Ms. Lind noted that the Automall area has unique marketing needs attributable to its high visibility and the reality of comparison shopping. The proposed changes would allow dealerships in the Automall to have balloons on weekends and federal legal holidays,without permits. They would also allow additional special event signage and continuous,replaceable pole-hung and wall-hung banners throughout the year after obtaining an initial permit. Turning to the proposed City-wide housekeeping revisions to the Sign Code, Ms. Lind said the City Attorney has recommended that Renton delete its Code j references to sizes and the time for removal of political signs. Another change would clarify when and how many City-sponsored banners and displays can be displayed in the public right-of-way. Other housekeeping changes would: clarify the use of exempt construction signs; clarify that flags are exempt from permits; clarify what is meant by a"special holiday";prohibit signs that obscure address numbers or signs located in fire lanes; revise the sign permit fee schedule to refer to new Code references; and add new sign definitions. Councilman Parker favored restricting the number of special events per year to four rather than six. He also supported allowing each special event to run for 30 days, with a 30-day separation between special events. Councilmember Nelson commented that rigid portable signs are unattractive. Public comment was invited. May Cleaver, 17117 SE 134th,Renton, 98058, objected to the use of balloons for advertising as she felt these were environmentally destructive as well as distracting to drivers. Ms. Cleaver questioned why the City is proposing to • eliminate the pick-up deadline for political signs, as she believed this should be retained and strictly enforced. Items noted included: ��Y 0 CG ;; � ♦ Proposed Code Revisions Pertaining to Grand Opening, Temporary, and Political Sign Revisions Public Hearing May 15, 2000 7:30 PM Renton City Council Chambers Summary: Council is being asked to consider different approaches to revising the City's sign regulations in order to: expand the display period frequency of existing signs and displays; increase the size and/or number of existing signs per display period; and/or increase the types of temporary signage and advertising displays allowed. In addition, the Council is being asked to consider whether increased flexibility in existing regulations and/or expansion of temporary sign use in general should be addressed differently in the Auto Mall than in other parts of the city and how long individual display periods should be, how many there should be per year, and how long the separation period between such display periods should be. Recommendation: After consultation with auto dealers, other business people and enforcement personnel, City staff recommend the following approach: City-Wide Issues: A. Clarify where and when city-sponsored or co-sponsored banners and displays may be used (RMC 4-4-100B.6.c., C.9., and I.1.); B. Clarify use of exempt construction signs (RMC 4-4-100B.6.d.); C. Clarify that flags are exempt from permits (RMC 4-4-100B.6.h.); D. Clarify what is meant by special holidays (RMC 4-4-100B.6.h. and C.4.); E. Prohibit signs obscuring address numbers and signs located in designated fire lanes (RMC 4-4-100C.13.); F. Extend the existing grand opening display period to 30 days (RMC 4-4-100J.6.); Sign Revis Summary.doc\ G. Create a new "special event signage" category to replace city-wide "temporary signs" (RMC 4-4-100J.6.): 1. Modify existing banner/rigid portable sign regulations — city-wide, to allow for a greater number of permit periods (4-6 periods of 10-30 days each with separation periods of 0-30 days) and allow more banners/signs within any one permit; and 2. Allow for a range of signs and advertising devices, not currently permitted, for the same number of permit periods as banners and rigid portable signs for all commercial, industrial, public, and quasi-public uses and mixed-use developments (commercial combined with multi-family residential) in all zones where such uses are permitted; and H. Revise the sign permit fee schedule to refer to new code references for the various classes of temporary signs, clarify that "other temporary signs" is being replaced with "special event signs" and "auto mall vehicle and vessel sales banners" and "auto mall vehicle and vessel sales promotion displays" with no change in fee cost and elimination of the required deposit, and delete the reference to political signs (RMC 4-1-140M); I. Add definitions of: advertising device; balloon; banner; pole hung banner; pole/wall strung banner; wall-hung banner; devices of a carnival nature; flag; inflatable statuary; manual message board; pennant/streamer; portable readerboards; temporary sign; window sign; and wind-animated object; and revise the definition of rigid portable sign (RMC 4- 11); J. Revise the political sign regulations to delete references to sizes and time for removal (RMC 4-4-100B.6.k., C.9., I.S., and J.4.); and Auto Mall Overlay District Issues: A. Recognize the unique marketing demands of auto, motorcycle, passenger truck, boat, snowmobile, and RV sales and their concentrated location in Auto Mall Overlay Districts A and B by allowing the following advertising, in addition to that allowed for other uses elsewhere in the city (RMC 4-4-100J.6.): 1. Allow use of balloons during weekends throughout the year, without permits, as weekend and holiday display advertising; 2. AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, AMENDING SECTION 4-1-140 OF CHAPTER 1, ADMINISTRATION AND ENFORCEMENT, AND SECTION 4-4-100 OF CHAPTER 4, PROPERTY DEVELOPMENT STANDARDS, OF TITLE IV (DEVELOPMENT REGULATIONS), OF ORDINANCE NO. 4260 ENTITLED "CODE OF GENERAL ORDINANCES OF THE CITY OF RENTON, WASHINGTON" RELATING TO THE PERMISSIBLE LOCATION OF POLITICAL SIGNS. THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO ORDAIN AS FOLLOWS: SECTION I. Subsection 4-1-140.m.3 of Chapter 1, Administration and Enforcement, of Title IV (Development Regulations), of Ordinance No. 4260 entitled "Code of General Ordinances of the City of Renton, Washington" is hereby amended to read as follows: 3. TEMPORARY SIGNS: Grand Opening Signs, $5.00 Banners, Streamers, etc. for Businesses with Less than 5 Employees pursuant to RMC 4-4-100.J.5 Grand Opening Signs, Banners, $25.00 Streamers, etc. for Businesses with 5 or More Employees pursuant to RNC 4-4-100.J.5 Real Estate Directional Signs on 15.00 per sign for a 6 month period with a Public Right-of-Way renewal fee of$10.00 for a 3 month period with only one renewal allowed • Other Temporary Signs pursuant $15.00 plus a deposit of$100.00 which shall to RMC 4-4-100.J.6, Signs Within be forfeited if the applicant fails to remove the City Center. sign when the permit expires 1 ,rise ORDINANCE NO. Subsections 4-4-100.B.6.k and 4-4-100.C.9 of Chapter 4, Property Development Standards, of Title IV (Development Regulations), of Ordinance No. 4260 entitled "Code of General Ordinances of the City of Renton, Washington" are hereby amended to read as follows: B.6.k: Political Signs. C.9: Signs on Public Right-of-Way: Signs on public right-of-way other than signs allowed by subsection J of this section, temporary signs, political signs. City sponsored signs and public service signs per subsections B.6.b and B.6.c and B.6.m of this section. SECTION M. Section 4-4-100.I of Chapter 4, Property Development Standards, of Title IV (Development Regulations), of Ordinance No. 4260 entitled "Code of General Ordinances of the City of Renton, Washington" is hereby amended by adding the following subsection which reads as follows: 5. Political Signs. SECTION IV. Subsection 4-4-100.J.4 of Chapter 4, Property Development Standards, of Title IV (Development Regulations), of Ordinance No. 4260 entitled "Code of General Ordinances of the City of Renton, Washington" is hereby amended to read as follows: 4. Political Signs: In addition to being permitted on the public right-of-way, political signs may be displayed on private property with the consent of the property owner or the lawful occupant thereof and on public right of way as long as such display does not interfere with pedestrian or vehicle safety.
