Bidders shall take this Addendum into consideration when preparing and submitting their bids. Bidders shall attach this addendum to their copy of the Contract Documents, and shall acknowledge receipt of this Addendum on the Proposal Signature Page. A Proposal may be considered irregular and may be rejected if the receipt of Addenda is not acknowledged. A Proposal will be considered irre�ular and will be reiected if the Schedule of Prices included in this Addendum is not completed and submitted with the Proposal. THE CONTRACT DOCUMENTS ARE MODIFIED AS FOLLOWS: 1) TABLE OF CONTENTS a) Section 00 8000.1 thru 00 8000.9 were added. 2) TECHNICAL SPECIFICATIONS SECTION 00 00 01 a) Remove Paragraph 1.1.A and replace with the following: i) Any prospective Bidder desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must submit a request in writing to the Owner seven (7) calendar days before the bid due date. Oral explanations or instructions given before the award of a contract will not be binding. Any information given a prospective Bidder concerning a solicitation will be furnished promptly to all other prospective Bidders by addendum to the solicitation, if that information is necessary in submitting bids or if the lack of it would be prejudicial to other prospective Bidders. See Section 00 0002 Advertisement For Bids for contact information. March 12, 2019 Issued for Bid— 2/26/2019 Project 546.50.41.000 ATCT Seismic Retrofit&Remodel City of Renton ADENDUM#1 Project No.CAG-19-051 Page 2 of 8 3) TECHNICAL SPECIFICATIONS SECTION 00 80 00 a) Remove the fifth paragraph and replace with the following: i) Bidder understands that Contract Award or Bid rejection will occur within 45 calendar days after the opening of bids. If the lowest responsible Bidder and the Contracting Agency agree, this deadline may be extended. If they cannot agree on an extension by the 45 calendar day deadline, the contracting agency reserves the right to award the contract to the next lowest responsible Bidder or reject all bids. 4) BIDDER QUESTIONS a) Bidder Inquiry No.1-The CSPP references "Appendix A: CSPP drawings" however the drawings appear to be missing. Please provide them. City of Renton Response to Bidder Inquiry No.1-The referenced Appendix A from the CSPP is attached. b) Bidder Inquiry No.2-Are the 'actual damages' noted in 00 72 00 3.7.B intended to be in addition to the LD's noted in 00 00 03? City of Renton Response to Bidder Inquiry No.2-Section 00 72 00 3.7.B has been removed in Addendum #1. c) Bidder Inquiry No.3-The bid form, document 00 00 03 states a contract time of 180 calendar days, the 2019 ATCT proposal document states a contract time of 180 business days, and 00 1140 only states 180 days. Shall calendar or business days govern? City of Renton Response to Bidder Inquiry No.3—Calendar days shall govern. TECHNICAL SPECIFICATIONS SECTION 00 80 00.9. Remove the last paragraph and replace with the following: Bidder hereby agrees to complete the Physical Work in all respects within 180 calendar days. Contract time shall begin on the first working day following the Notice to Proceed date. TECHNICAL SPECIFICATIONS SECTION 01 1140 1.3.A has been replaced with the following: Substantial Completion: 180 calendar days from NTP d) Bidder Inquiry No.5- 00 00 03 Bid Form states 45 to final completion after substantial completion; 01 1140 1.3.B states 210 days from NTP which suggests 30 days after substantial completion. Which shall govern and shall days be calendar or business days? City of Renton Response to Bidder Inquiry No.5—Calendar days shall govern. TECHNICAL SPECIFICATIONS SECTION 01 1140 1.3.B has been replaced with the following: Final Completion: 225 calendar days from NTP e) Bidder Inquiry No.6-Are the liquidated damages in 01 1140 1.4.B for 'failure to achieve Final Completion' intended to be $1,000 per day or$10,000 per day? TECHNICAL SPECIFICATIONS SECTION 01 1140 1.4.B has been replaced with the following: Liquidated damages for failure to achieve Final Completion, shall be in the amount of$1,000.00 per day. f) Bidder Inquiry No.7- On S07, details A and B show epoxy dowels into the existing buildings foundation. Please provide details regarding the epoxy dowels. City of Renton Response to Bidder Inquiry No.7-#4 bars @ 12" OC, with 6" embed into existing foundation and 24" embed into new foundation. See revised detail on sheet S07. g) Bidder Inquiry No.8- On S06, detail 2 and detail A show anchor bolts for base plates, please provide size and length of the anchor bolts. City of Renton Response to Bidder Inquiry No.8-Detail A/S06 shows the size of the anchor bolts. Length to be determined by fabricator based on industry standards; refer to Specification for Structural Joints Using High-Strength Bolts among other code- accepted publications. h) Bidder Inquiry No.9- On A32, detail 1 and 2 show canopies whose structural details could not be found. Will structural details be provided? City of Renton Response to Bidder Inquiry No.9-Additional information will be provided. Please refer to addendum No.2 for clarification. i) Bidder Inquiry No.10-On SO4 it shows saw cut for slab. Are there details for the patch back of this slab. City of Renton Response to Bidder Inquiry No.10-Sheet SO4 has been revised with added detail. j) Bidder Inquiry No.11- In spec section 10 28 00 there is a callout for a paper towel dispenser labeled "K" which is to be installed under-cabinet. Is this being used? City of Renton Response to Bidder Inquiry No.11- Under-cabinet paper towel dispenser shall be found in Break Room 103. Please see attached sketch SK-1. k) Bidder Inquiry No.12-On A10, note 2 asks contractor to seek guidance from project representative for locations of first aid and AED cabinets. How many are needed? City of Renton Response to bidder Inquiry No.12-Contractor shall supply one first aid cabinet, located inside the restroom. No AED or cabinet is required. I) Bidder Inquiry No.13- Please provide a count for Fire extinguishers and cabinets needed as referenced in specification section 10 44 00 under safety specialties. Contractor shall remove, store and reinstall where shown on the Drawings. Existing fire extinguisher in the electrical room shall remain. m) Bidder Inquiry No.14-On A50, detail 1 shows window shades integrated into the window glazing system. Please confirm that all exterior windows receive window shades using this detail. City of Renton Response to Bidder Inquiry No.14- Please see attached revised Drawing sheet A10 for window shade locations. n) Bidder Inquiry No.15-On S08 detail 1, Please provide the sizes and lengths for the bolts that go through the two plates connecting to HSS 6x6 collector to the %"x6" plates. City of Renton Response to bidder Inquiry No.15- Detail 1/S08 shows the size of the anchor bolts. Length to be determined by fabricator based on industry standards; refer to Specification for Structural Joints Using High-Strength Bolts among other code- accepted publications. Please note that plate thickness is not %" as stated in question 15. o) Bidder Inquiry No.16-On S09 detail 2, shows a %-%weld behind the 6x6 collector to the existing columns. A welder does not have proper access to the area behind the collector and cannot properly visualize what he is welding while performing the weld. We also believe that this cannot be properly inspected. Please confirm your expectations on the performance and inspection of this weld. This is also an issue in details 1,3 and 5 on S09. City of Renton Response to bidder Inquiry No.16- During collector installation, building cladding will be removed to facilitate collector installation. At this time, the "hidden" side of the collector should be visible from below the concrete deck. Weld and inspection access should also become available at this time.The general rule of thumb is if a hand can fit in an area, so can a weld. At all locations shown in the details, a normal sized hand will be able to fit behind the collector. p) Bidder Inquiry No.19-01 31 32 references a GeoTech report dated 9/8/16. Many other documents reference a report date of 8/1/16 which matches a CivilTech Engineering Memo. Please verify that the CivilTech Memo is the correct report or otherwise clear up this discrepancy. City of Renton Response to Bidder Inquiry No.19-TECHNICAL SPECIFICATIONS SECTION 01 31 32 1.02.1 has been replaced with the following: Geotechnical Data Report (GDR) dated August 1, 2016: March 12, 2019 Issued for Bid— 2/26/2019 Project 546.50.41.000 ATCT Seismic Retrofit&Remodel City of Renton ADENDUM#1 Project No.CAG-19-051 Page 5 of 8 q) Bidder Inquiry No.20- Details 1 &A on A41 indicate %" metal plate on both sides of the top of the trusses. This is not shown on the structural plans. Please confirm that this 1/4" plate is to be included. City of Renton Response to Bidder Inquiry No.20-The 1/4" plates are required as indicated. See revised sheet S08 for detail on connection requirements. r) Bidder Inquiry No.21-00 72 00 5.14 appears to state that the Contractor is to meter the use of all utilities and repay the owner. Does this apply only to connections for a site office or similar large-draw items or does it apply to all uses to the extent that small tools may not be plugged into existing outlets? City of Renton Response to Bidder Inquiry No.21-TECHNICAL SPECIFICATIONS SECTION 00 72 5.14 has been replaced with the following: Not used. s) Bidder Inquiry No.22-01 10 00 1.06.D references a shared area to be completed first. Please identify the extents of this shared area. City of Renton Response to Bidder Inquiry No.22-The Appendix A from the CSPP is attached for reference. This shows the extents of the laydown areas. t) Bidder Inquiry No.23-01 10 00 1.06.D references "temporary site wall construction". The plans do not appear to include retaining walls, planter walls, or similar site walls. Please clarify to what this refers. City of Renton Response to Bidder Inquiry No.23-TECHNICAL SPECIFICATIONS SECTION 01 10 00 1.06D has been replaced with the following: The Contractor shall schedule work in the shared area, including: rough grading, TESC, soil removal and replacement and testing for drainage and project site fencing to commence at the beginning of the work schedule and complete without interruption. Once the work in the shared area is complete, the contractor shall install temporary fencing to protect the area. This area shall be made available to the Owner after early acceptance by the Architect. u) Bidder Inquiry No.24-The drilled shaft specifications call for a pile load test per section 31 09 16.21. Kind of an unusual requirement for shafts of this capacity. City of Renton Response to Bidder Inquiry No.24-Additional information will be provided in Addendum No.2. v) Bidder Inquiry No.25-There are CSL tubes shown on the drawings but nothing called out for CSL testing in the specifications. CSL testing is a more common QC method for confirming shaft integrity. City of Renton Response to Bidder Inquiry No.25-Additional information will be provided in Addendum No.2. Please clarify. City of Renton Response to Bidder Inquiry No.33—All exterior guardrails, handrails and the exterior ladder will be repainted per Sheet A20. b) Bidder Inquiry No.36- Will there be access for the crane? During down time will the crane have access to park on the air side? City of Renton Response to Bidder Inquiry No.36— Please refer to the Appendix A referenced in the CSPP attached to Addendum No.1. c) Bidder Inquiry No.39- How much of the parking lot will be available for staging? City of Renton Response to Bidder Inquiry No.39— Please refer to the Appendix A referenced in the CSPP attached to Addendum No.1. d) Bidder Inquiry No.40- Clarify placement of anchor bolts and reinforcing in pile caps at the top of drilled piers. The rebar cage for each pile goes into the pile caps where there looks to be a conflict with the rectangular layout of the truss plates and embeds. City of Renton Response to Bidder Inquiry No.42—Zoning of existing fire alarm system is unknown, not indicated in available documentation. f) Bidder Inquiry No.46- Will the fencing standards sheet be issued? City of Renton Response to Bidder Inquiry No.46—The fencing standards will be attached to Addendum No.1 g) Bidder Inquiry No.48- Clarify the discrepancy between the layout of baseboard heater on the 4th floor.
