While he agreed this position was deserving of promotion, Councilman Corman nevertheless felt it would have been preferable, and more equitable in the eyes of other employees who have been forced to accept very low raises, to have made this position's pay raise incremental over a period of time. Mr. Edwards replied that while the Finance Committee considered this, the proposal is a promotion and not a pay raise. Emphasizing that this reclassification was administered in the same way others have been, Executive Assistant Covington added that to prevent skewing the results of the procedure, reclassification proposals are not considered in terms of existing salary. For the record, Councilman Corman reiterated that he would support a proposal implementing an incremental pay raise for this position, should Council disapprove the current proposal. For the record, Councilman Stredicke stated that if the reclassification is approved, the incumbent would receive $13,000 more per year. Changes Rebecca Lind, Principal Planner, explained the proposal to amend the CA zone to allow multi-family dwelling units in stand-alone structures. Currently, residential uses are allowed only in mixed-use structures. This change was approved by the Planning Commission. The Planning Commission also recommended, and staff supported, an amendment that would allow a first-floor ceiling height of ten feet to be required in locations where future conversion to commercial use might be appropriate. The proposed amendments would remove the existing requirement that multi-family uses in this zone be limited to mixed use buildings, and would establish development standards set forth in the Multi-family Zone Community Center (MF-C) Section 4-31-8,D for such multi- family uses. RECOMMENDATION: Staff recommends that Council refer the proposed zoning code revisions of the Commercial Arterial (CA) zone designation, Section 4-31-10.4 of the Renton Municipal Code, to the Planning and Development Committee for review and recommendation back to the Council. BACKGROUND Multi-family residential uses are presently permitted as secondary uses in the Commercial Arterial (CA) zone. Conditions in the zoning code require residential units to be located within mixed use buildings. To achieve consistency with the newly adopted Comprehensive Plan (Policy LU-204), the zoning code should be amended to allow for multi-family residential uses in single use, stand-alone residential structures, and the zone designation should reference separate development standards that are more appropriate to multi-family residential development in single use residential structures. The existing development standards in the Commercial Arterial (CA) zone pertain to commercial and mixed uses and there are no development standards which separately address multi-family residential uses in single use residential structures. Therefore, the existing standards of the CA zone would allow for more development intensity (i.e. lot coverage, building heights) than those development standards specified in the Multi-family Zones (MF-C, MF-I) which permit residential uses at similar densities. On the following page, a table is provided which compares the development standards of the CA zone with the MF- \14. 1995 11110 RECOMMENDATION: • The Planning/Building/Public Works Department recommends that Council approve the proposed code revisions to the Commercial Arterial (CA) zone designation, Section 4-31- 10.4 of the Renton Municipal Code. ISSUECC.DOC/ CITY COUNCIL PLANNING AND DEVELOPMENT COMMITTEE Date COMMITTEE REPORT APRIL 10, 1995 Revision to Section 4-31-10.4 of the City Code regarding the CA Zone Designation Referred March 21, 1995 The Planning and Development Committee recommends that the City Council set a public hearing for April 24th, 1995, on the proposed revisions to Section 4-31-10.4 of the City Code amending the Commercial Arterial Zone designation. The proposed amendments would remove the existing requirement that multi-family uses in this zone be limited to mixed use buildings, and would establish development standards set forth in the Multi-family Zone Community Center (MF-C) Section 4-31-8,D for such multi- family uses. In addition the proposed amendment would allow a ten foot ceiling height to be required on the first floor of structures to allow conversion to commercial uses where appropriate. Richard M.
