Gibson Traffic Consultants, Inc. (GTC) has been retained to provide trip generation calculations for
the 125 parking spaces in the Renton Transwest Park and Ride located at 2217 SR-169 (Maple Valley
Hwy). The site is currently a parking lot and the purpose of this memorandum is to document the trip
generation for the City of Renton of the Transwest use of the lot as a Park and Ride; a use for which
a Temporary Use Permit Application is being submitted.
TRIP GENERATION
To determine the anticipated trip generation for the Transwest Park and Ride; there is an existing
Amazon Parking Lot located in Kirkland on the east side of 8th Street S, south of Kirkland Avenue
that has a similar demographic of users. That parking lot has space for 100 vehicles to use the shuttle
to/from Amazon. Counts at the Kirkland Amazon Parking Lot were collected by Traffic Data
Gathering from Tuesday, December 4, 2018 through Thursday, December 6, 2018 during the AM
and PM peak-hours. As the Kirkland lot is served by shuttles (4 in the AM peak-hours and 5 in the
PM peak-hours) only during specific time periods the ADT was calculated based on the summation
of all the 15-minute count intervals for both the AM and PM to determine an ADT rate of 2.51 trips
per parking space. The ADT was found to be greater than two (1 vehicle in/1 vehicle out) due to the
addition of the shuttles and several users dropping-off and picking-up shuttle riders that didn’t park.
The average AM peak-hour rate was found to be 0.61 trips per parking space with 85% inbound and
15% outbound while the PM peak-hour rate was 0.69 trips per parking space with 15% inbound and
85% outbound. The trip generation of the proposed Renton Transwest Park and Ride is summarized
in Table 1. It’s anticipated this would be the maximum trip generation as typically only 100 parking
spaces are currently being utilized with between 71 and 90 passengers on the shuttles that service the
lot.

POTENTIAL IMPACTS
The parking lot accesses SR-169 (Maple Valley Hwy) through the two existing access points with
each one being approximately 40 feet wide. The posted speed limit is 40 mph and there are two lanes
in each direction with a two-way left-turn lane (TWLTL) along the entire frontage. Initial review of
the accesses shows both having approximately 600 feet of sight distance within the roadway geometry
which would provide clear sight distance for all the movements in and out of the driveways. There is
also existing curb, gutter, and sidewalk along the west side of SR-169 and along the entire frontage.
Looking at the surrounding area for residential uses that would use the park and ride it’s anticipated
the generated trips would split on SR-169. With SR-169 being a direct connection to I-405 many of
the trips associated with the park and ride would likely already have been on SR-169; therefore, the
trips would be considered pass-by or diverted link trips and not new trips.
