In the case of Temporary No Parking Zones, all the following apply in addition to previous: •Contractor must complete form to show limits of Temporary No Parking Zone identifying barricade locations for vacate parking or curb lane usage. •Contractor must post notice of dates and time of Temporary No Parking Zone with at least two signs per block 72 hours in advance of effective date and time. •The cover sheet of this Traffic Control Plan form must be attached to each Temporary No Parking Sign on the project site. •Temporary traffic control devices must be removed immediately when work is done or no construction activities are going on. If deemed abandoned, City crews will remove and store them at the City’s maintenance shop (3555 NE 2nd Street). 1. GENERALPre-construction Notify appropriate City orCounty 48 to 72 hours or as required bypermitting agency before starting work onany right-of-way involving a permit.Follow all requirements as outlined by thepermitting agency.Locate and mark all underground utilitiesprior to start of construction. If there is aconflict with the intended trench route asshown on the site plan and existingutilities or obstructions, trench route mayneed to be moved to opposite side ofstreet. Cooperation with Quality Inspector,Puget Sound Energy Contractor, City orCounty authorities during Pre-constructionmeeting will determine the final trenchroute.2. Existing UtilitiesHand excavate (pothole) all marked utilitycrossings to verify exact location anddepth at point of crossing. Protectunderground utilities during excavation.Use hand excavation methods if necessaryto avoid damage. Fabricate and installadequate temporary structures to supportand protect underground utilities whileexposed during construction.Maintain 12" minimum clearance atcrossings between existing utilities andnew duct installations. Transition trenchor tunnel profile gradually as required atcrossings. Maintain 24" minimumseparation between new trench or tunneland parallel existing utilities or as requiredby the PERMIT AGENCY.In the event of damage to an undergroundutility, notify Puget Sound Energy at once.Contractor agrees to make work force andresources available at once to PugetSound Energy or municipal authorities torepair damage at no cost.3. Work DrawingsMaintain on site, in good condition, acomplete file of all work drawings. Thesedrawings shall be available at all times toa Puget Sound Energy representative.Corrections and changes made during thejob shall be recorded continuously onthese drawings. All undergroundelectrical facilities shall have a minimumof 36 inches of cover. Any change mustbe approved by the PSE engineer orproject manager. Furnish Puget SoundEnergy a complete set of as built prints(foreman's copies) at the end of the job.4. SafetyProvide signs, barricades, and trafficcontrol in conformance with localjurisdictions and regulations. Provideflagging and or other vehicle traffic controlas needed in conformance with localregulations. (see SPM # 100.4000) Provideadequate signage and protection to trafficduring non-working hours. Maintaintraffic flow as required by permittingagency. Provide signs and barricades towarn pedestrians, motorcycles andbicycles.Install warning barricades at least every 50feet along the trench route from the timethe trench is opened until the trenching iscomplete.5. Existing SystemsMaintain existing electrical system in serviceuntil new system is complete, tested, andready for service. Disable existing systemonly to make cutovers and connections asdirected by Puget Sound Energy'srepresentative.ELECTRICAL1. ConduitConduit for installation in unpaved areas shall be 2", 3", 4", or 6" PVC SCHL 80 or 2", 3", 4", or 6"SCHL 80 for direct burial. Maintain 36" minimum cover above top conduit at all times or asrequired by the permitting agency.Where conduit is routed from road edge to vault location, maintain 36" minimum cover above topconduit at all times or as required by the permitting agency. Bends shall be made with as long aradius as possible (48" minimum). Avoid making sharp bends or kinks in conduit duringinstallation. Obtain exact location of conduit entrance into vault from Puget Sound Energy beforepenetrating vault. Penetrate the vault using existing knockout or use core drilled holes. Stub the4" or 6" PVC 2"-3" into vault interior and grout between the conduit and vault wall. Leave a 10'minimum of extra pull rope in each end of installed conduit where 4" or 6" PVC is installed andcap conduit to prevent the entry of dirt and moisture.Arrange work so conduit plays directly off reel into trench. Place the conduit in the trench asstraight as possible. Avoid vertical and horizontal "snaking" of the conduit. Multiple conduit runsmay be stacked vertically. Where conduit must be pulled through a trench to allow a crossingunder an existing utility, cap conduit end before pulling to avoid contamination. If a kink occurs,cut the conduit ahead of kink and splice to new conduit to continue run.2. Underground Primary CablePrimary cable shall be 1/O Alum Sol Jacketed Cable rated for 15 KV service with a polyethylenejacket. Primary cable shall be 61 strand 750 MCM aluminum conductor rated for 15 KV servicewith a copper tape neutral conductor and polyethylene jacket. A 4/0 copper neutral shall be runwith each 3 phase circuit of 750 MCM.Install cable into existing or new conduit systems using approved installation equipment.Approved equipment includes either cable pullers and/or cable pushers. Pulling socks shall benon-conductive or similar material. Steel pulling socks are prohibited. Bare steel cable shall notbe used to pull cable. Cable pulling equipment (winches, hoist, driven reels, etc.) shall beequipped with instrumentation to continually monitor and record peak tension encountered duringa pull. Before installing cable, obtain rated pulling tension for cable from Puget Sound Energy.Do not exceed rating at any time during installation. Notify Puget Sound Energy immediately ifpulling tension equals or exceeds rating (828/1657lbs for 1/0 or 5000lbs for 750 .) Do not exceedminimum bend radius of cable or impose kinks or sharp bends on cable during pulling operations.Install cable directly off reel without dragging it on the ground. Apply Puget Sound Energyapproved lubricant to cable continually during pulling to reduce pulling tension and to permit futureremoval.Install adequate amounts of 3/4 " plywood on existing sidewalk areas to support pulling equipmentand prevent un-necessary damage to sidewalks.Train and coil cables in vaults as required to form a smooth transition from conduit to termination.if terminations are to be performed by others, coil 15' of cable in vault and cap end.3. Terminations and SplicesInstall approved terminations on cables in accordance with Puget Sound Energy SPM 2247.5115-5119. Unless otherwise directed, approved terminations will be load break elbows in vaults andcold shrink pin terminals on pole risers per Puget Sound Energy SPM 2247.9317.Splice cable with approved splice kits in vaults, hand holes or similar enclosures. Do not splicecables in runs between vaults. See Puget Sound Energy SPM 2233.2075-2076.4. Concrete VaultsExcavate, install base material, and compact base material in accordance with PugetSound Energy SPM 6775.0040.Install and seal precast sections in accordance with Puget Sound Energy SPM 6775.0040. Useprecast neck and shaft sections to bring manhole entrance to proper elevation. Install manholesplumb. Set the top of each manhole to finished elevation or no higher than 6" above existing roadelevation. Install hillholders as required on sketch or by construction notes.5. GroundingInstall ground rod per Puget Sound Energy SPM 6275.6100 at each vault in which primary cableis terminated. Locate rod in trench excavation wherever possible to obtain maximum driven depthin undisturbed soil. Connect each ground individually to ground loop inside vault with bare no. 2copper jumper or to Concentric neutral at each splice vault location. Minimum groundingrequirement is 4 grounds per mile.6. Existing Underground Primary Cable (if applicable)Abandon existing primary cable in place. Cut off old cable ends inside vault flush with wall.Before cutting, pigtail concentric neutral strands and connect to ground loop inside vault. Returnscrap cable and existing cable tags to Puget Sound Energy. Remove or fill existing vaults asrequired by permitting agency.7. Traffic ControlAll traffic control to comply with current specifications in M.U.T.C.D.Provide temporary wiring and connectionsto maintain existing systems in serviceduring construction; if a scheduled outageis not possible. When work must beperformed on energized equipment orcircuits, use qualified personnel for suchoperations.EARTHWORKSee Puget Sound Energy SPM 6800.40501. Back hoe, Hand Dug ExcavationsPaved SurfacesCut the edges of the trench prior todigging. Use the narrowest bucketpractical or plow off the edge of pavedsurface far enough to minimize asphaltdisturbance. Repair any blow out areas(where edge has been broken) bysawing. The depth of the trench shall beenough to allow 36" of cover . Backfillmaterial shall be Controlled Density Fill(CDF) cover or select fill (5/8" minus) tomeet permit requirements.Unpaved SurfacesConduit/cable trenches are to beexcavated just off the existing road edgeor in the shoulder of the road behind theexisting ditch line. Contractor shall usea back hoe with the narrowest widthbucket practical or plow. Trench shallbe deep enough to allow a minimum of36" of cover over the top most cable. Allditch crossings shall have a minimum of36" cover from the lowest point withinthe existing ditch line.Culverts; when installing facilities undera culvert, excavation must be filled withpacked crush rock. If any culvert isdamaged it will be repaired or replacedin accordance with permitting agencyand contractors responsibility.Spoils shall be removed quickly tominimize blocking of traffic. All spoilsand wastes become the property of thecontractor immediately upon removal.Remove spoils and wastes promptly toan approved disposal site. Removespoils containing asphalt or concrete toa disposal site specifically approved forsuch materials. Provide Puget SoundEnergy with a disposal receipt for allspoils.2. BackfillUnpaved Road SurfacesBackfill for unpaved road crossingsshall consist of 1-1/2" to 2-1/2" materialcompacted to 95% density. Backfill forunpaved road sections shall consist ofnative material compacted to 95%density.At the end of each workday, backfill orplate all trench, remove all spoils andclean roadway surface of largehazardous debris.3. Surface RestorationUnpaved SurfacesRestore ground surface to originalcontour. Restore to original condition orbetter.4. LandscapingArrange and perform work to minimizeimpact to existing landscaping. Restorelandscaping that has been disturbedduring the course of work, includingseeding of banks and fills. Vaults set inbank areas may require re-sloping thesurrounding land to avoid sloughing.Leave area in its original state or betterat the end of construction.
